This is the story of Admiral Sir John Balchen, his life and career, and HMS _Victory_, the largest, finest ship-of-the-line in the Royal Navy at the time, which he commanded when both were lost, along with more than 1,000 crew, in an October storm in the English Channel in 1744\. This is not the _Victory_ of Trafalgar fame, however, but the First Rate built some thirty years earlier, the last Royal Navy three-decker to carry bronze cannons, and a ship whose poor design may well have contributed to her loss. It is also the story of Admiral John Balchen, a courageous, if not heroic, naval officer who saw major engagements and whose legacy in naval development deserves greater recognition. Indeed, the story of both the ship and her commander, their individual and remarkably parallel lives, can now be revealed as fundamental catalysts to the revolutionary reforms in naval shipbuilding, design and dockyard administration that transformed the Royal Navy after 1745\. They were indeed major foundation stones for a navy that delivered the glorious achievements of Nelson, Anson, Howe, Hood, Rodney, Boscawen and many more in the great pantheon of British naval history that followed their loss. Judge Baltasar Garzon achieved international prestige in 1998 when he pursued the perpetrators of crimes committed in Argentina against Spanish citizens and began proceedings for the arrest of the Chilean ex-dictator Augusto Pinochet. But when he transferred his attention to his Spanish homeland he was put on trial for opening an investigation into crimes committed by Francoists. As result he now (February 2012) finds himself on the point of being expelled from the judiciary. The Garzon case is neither so absurd nor so difficult to understand if the record of the Spanish judiciary is examined through the prism of a series of representative cases since the transition to democracy. Key is the way the judiciary has dealt with those who have investigated cases of people murdered by the military rebels from July 1936 onwards. This book relates thirteen judicial cases that took place between 1981 and 2012. They range from the banning of the documentary film Rocio by Fernando Ruiz Vergara, because it named the person responsible for one of the massacres in southwest Spain, to the recent trial of Judge Garzon. The judicial outcome in each case reflected the prejudices and ideology of the judge in charge. The Francoist repression still constitutes a dead weight in Spanish politics as heavy as the gravestone that covers the remains of the dictator in the Valle de los Caidos. The nature of the transition from autocracy to democracy has made it difficult to overcome a black past that not even the post-Franco democratic governments -- Rodriguez Zapatero's "memory" policy included -- have dared confront. The potential defrocking of Judge Garzon puts the Spanish polity/judiciary back in the realm of Franco's end-of-year message on December 30, 1969, with what became the nautical catch-phrase of his twilight years, "all is lashed down and well lashed down" (todo ha quedado atado, y bien atado).

This book explores the role of cultural heritage in post-conflict reconstruction, whether as a motor for the prolongation of violence or as a resource for building reconciliation. The research was driven by two main goals: to understand the post-conflict reconstruction process and to identify how this process evolves in the medium term and the impact it has on society. The Spanish Civil War (1936-39) and its subsequent phases of reconstruction provides the primary material for this exploration. In pursuit of the first goal, the book centers on the material practices and rhetorical strategies developed around cultural heritage in post-civil war Spain and the victorious Franco regime's reconstruction. The analysis captures a discursively complex set of practices that made up the reconstruction and in which a variety of Spanish heritage sites were claimed, rebuilt or restored, and represented - as signs of historical narratives, political legitimacy, and group identity. The reconstruction of the town of Gernika is a particularly emblematic instance of destruction and a significant symbol within the Basque regions of Spain, as well as internationally. By examining Gernika, it is possible to identify some of the trends common to the reconstruction as a whole, along with those aspects that pertain to its singular symbolic resonance. In order to achieve the second goal, the book examines the processes of selection, value change, and exclusionary dynamics of reconstruction. Exploring the possible impact of post-civil war reconstruction in the medium term is conducted in two time frames: the period of political transition that followed General Franco's death in 1975, and the 2004-2008 period when Rodriguez Zapatero's government undertook initiatives to 'recover the historic memory' of the war and dictatorship. Finally, the observations made of the Spanish reconstruction are analyzed in terms of how they might reveal general trends in post-conflict reconstruction processes in relation to cultural heritage. These insights are pertinent to the situations in Cambodia, Bosnia and Herzegovina, Afghanistan, and Iraq.

The 1992 Los Angeles rebellion, also known as the Rodney King riots, followed the acquittal of four police officers who had been charged with assault and the use of excessive force against a Black motorist. The violence included widespread looting and destruction of stores, many of which were owned or operated by Korean Americans in neighborhoods that were predominantly Black and Latina/o. Civil Racism examines a range of cultural reactions to the “riots” anchored by calls for a racist civility, a central component of the aesthetics and politics of the post–civil rights era.Lynn Mie Itagaki argues that the rebellion interrupted the rhetoric of “civil racism,” which she defines as the preservation of civility at the expense of racial equality. As an expression of structural racism, Itagaki writes, civil racism exhibits the active—though often unintentional—perpetuation of discrimination through one’s everyday engagement with the state and society. She is particularly interested in how civility manifests in societal institutions such as the family, the school, and the neighborhood, and she investigates dramatic, filmic, and literary texts by African American, Asian American, and Latina/o artists and writers that contest these demands for a racist civility.Itagaki specifically addresses what she sees as two “blind spots” in society and in scholarship. One is the invisibility of Asians and Latinas/os in media coverage and popular culture that, she posits, importantly shapes Black–White racial formations in dominant mainstream discourses about race. This is one boy's tale of growing up in Oxford in the forties and fifties. It is a foreign land of being caned on hand and bottom, of teachers washing out a child's mouth with soap as punishment for swearing. It was a time of conkers, fag cards and prozzie watching, when children asked strangers to take them in to the "flicks", of collecting autographs in the Parks where that nice man asked the way to the gents. . . . His mother, who looked up to the "proper gentry", was from a large Oxfordshire family in which several of her apparent siblings were her nephews and nieces. There was Aunty Daisy with her missing finger, who liked the American servicemen, and Uncle Stan, who took cash to buy his Jaguar while his brother rode passenger with loaded shotgun. The boy's father, wary of those who "talked poundnoteish", came from an even larger, East Oxford family in which the boys were bricklayers whose hobby was diddling bookmakers and some of the girls provided R and R for undergrads. It is a picture of parents providing a rock steady home as they improved their position in life and encouraged their son to catch his "golden ball". He was fortunate in being guided by gifted teachers through the teenage years of discovering music, grappling with frothy petticoats, untold hours of sport and wasting time trying to imitate Harold Pinter. There is much to commend this study. Emily Greble capitalizes on a recent historiographical trend which prioritizes the local to observe the national and international.... Greble has contributed an important study which should be useful to others researching the war years in the region. ― Journal of Jewish Studies On April 15, 1941, Sarajevo fell to Germany’s 16th Motorized Infantry Division. The city, along with the rest of Bosnia, was incorporated into the Independent State of Croatia, one of the most brutal of Nazi satellite states run by the ultranationalist Croat Ustasha regime. The occupation posed an extraordinary set of challenges to Sarajevo’s famously cosmopolitan culture and its civic consciousness; these challenges included humanitarian and political crises and tensions of national identity. As detailed for the first time in Emily Greble’s book, the city’s complex mosaic of confessions (Catholic, Orthodox, Muslim, Jewish) and ethnicities (Croat, Serb, Jew, Bosnian Muslim, Roma, and various other national minorities) began to fracture under the Ustasha regime’s violent assault on "Serbs, Jews, and Roma"—contested categories of identity in this multiconfessional space—tearing at the city’s most basic traditions. Nor was there unanimity within the various ethnic and confessional groups: some Catholic Croats detested the Ustasha regime while others rode to power within it; Muslims quarreled about how best to position themselves for the postwar world, and some cast their lot with Hitler and joined the ill-fated Muslim Waffen SS. In time, these centripetal forces were complicated by the Yugoslav civil war, a multisided civil conflict fought among Communist Partisans, Chetniks (Serb nationalists), Ustashas, and a host of other smaller groups. The absence of military conflict in Sarajevo allows Greble to explore the different sides of civil conflict, shedding light on the ways that humanitarian crises contributed to civil tensions and the ways that marginalized groups sought political power within the shifting political system. There is much drama in these pages: In the late days of the war, the Ustasha leaders, realizing that their game was up, turned the city into a slaughterhouse before fleeing abroad. The arrival of the Communist Partisans in April 1945 ushered in a new revolutionary era, one met with caution by the townspeople. Greble tells this complex story with remarkable clarity. Throughout, she emphasizes the measures that the city’s leaders took to preserve against staggering odds the cultural and religious pluralism that had long enabled the city’s diverse populations to thrive together.

Garth St. Omer was born in St Lucia in 1931. During the early 1950s St. Omer was part of a group of artists in St Lucia including Roderick and Derek Walcott. His first publication, the novella Syrop, appeared in 1964, followed by the Faber publications of A Room on the Hill (1968), Shades of Grey (1968), Nor Any Country (1969) and J-, Black Bam and the Masqueraders in 1972. In the 1970s he moved to the USA, where he completed a doctoral thesis at Princeton University in 1975. Until his retirement as Emeritus Professor, he taught at the University of Santa Barbara in California. In 2001 he was honoured with the Saint Lucia Medal of Merit for service in the Arts and Literature.

RODGER, All Souls College, Oxford This book, by a leading French maritime historian, discusses how Britain's success in the Seven Years War (1756-63) was made possible by the creation of a superb victualling system for the British navy. It shows how this system had been developed over the preceding centuries, how it balanced carefully the advantages of state control with the flexibility of commercial contracting, and how the system was designed to mesh with and support British strategic ambitions. It provides rich detail on how the system worked,how it was administered, how key products were priced, bought, stored and transported, and how it compared, very favourably, to equivalent systems in France and elsewhere. The book shows how the increasing efficiency of theVictualling Board enabled the navy to take advantage of agricultural, commercial and financial advances in the British economy to supply its front line fighting forces over ever longer distances and ever longer periods. The Victualling Board was one of a number of interfaces between the demands of the State and the supply facilities of the economy, to their mutual benefit. As a major purchaser through competitive tender, the Board made a positive contribution to the entrepreneurial spirit of British society.
