Edward Elgar Publishing Ltd Diversity in the Knowledge Economy and Society: Heterogeneity, Innovation and Entrepreneurship
The key message of this book is that heterogeneity should be seen as an intrinsic and indispensable element of knowledge systems. The authors address the concept of heterogeneity in a multi-disciplinary fashion, including perspectives from evolutionary economics and innovation system studies, and relate this approach to existing theories in a broad range of fields. The book postulates that one approach to such a re-conceptualization is what we call the 'Mode 3' system consisting of 'Innovation Networks' and 'Knowledge Clusters' for knowledge creation, diffusion and use. This is a multi-layered, multi-modal, multi-nodal and multi-lateral system, encompassing mutually and complementary reinforcing innovation networks and knowledge clusters consisting of human and intellectual capital, shaped by social capital and underpinned by financial capital.Diversity in the Knowledge Economy and Society will appeal to academics and researchers of innovation and science, knowledge management and economics.

A recurring theme of the book is how economic insights can be translated into convincing legal decisions. The contributions cover a broad spectrum of markets, methods and countries and the contributors offer incisive reflection on the increasing use of economics in competition policy. This unique book is a thorough transatlantic discussion of academic and policy insights combined with applications based on actual decisions. Edward Elgar Publishing Ltd Terrorism in East and West Africa: The Under-focused Dimension
Terrorism in East and West Africa provides a highly interpretative analysis of under-focusing in intelligence assessment. Essential reading for students of terrorism and anti-terrorist practitioners.'- Barry Rider, Jesus College, University of Cambridge, UK'This is an interesting and challenging book that will be of interest to those who know nothing of terrorism in Africa but also to those who are familiar with the patterns of conflict in that continent. A former practitioner, the author brings practical analysis to a range of terrorist groups on the continent that range over significant areas of East, West and Central Africa, producing a book that is of considerable value and that fills a clear gap in current analysis.'- Paul Jackson, University of Birmingham, UK'In Dr Ridley's latest volume Terrorism in East and West Africa, practitioner knowledge and academic scholarship have combined to produce a highly effective - and readable - work.'- Euan Grant, International Financial,Tax and Border Control ConsultantSince 9/11, despite extensive international efforts against global terrorism, there has been a worrying lack of focus on terrorist activity in Africa. Terrorism in East and West Africa: The Under-focused Dimension addresses this strategic deficit by drawing together and analyzing the various domestic and international counter-terrorist measures that have been carried out in East-West Africa since this infamous attack. In his analysis Dr Ridley emphasizes the need to avoid apportioning blame, preferring instead to conduct a thorough examination of counter-terrorist financing measures in certain African countries, as well as looking at the problems associated with their implementation. In this context, the author explains how Western impositions, guidance, and assistance have compounded the ineffectiveness of such measures. This timely book draws upon the author's experience as a former intelligence analyst, to give an account of terrorism in East and West Africa in the first two decades after the 9/11 attacks. Throughout the book there is a questioning of why there has been, and continues to be, an incorrect strategic approach to this threat. This book explores counter-terrorism measures in East and West Africa from an original perspective and delivers an important resource for scholars of terrorism laws, strategies, and politics.

Edward Elgar Publishing Ltd Modeling Rational Agents: From Interwar Economics to Early Modern Game Theory
The book explores the evolution, through the first half of the 20th century, of the key neoclassical concept of rationality. The analysis begins with the development of modern decision theory, covers the interwar debates over the role of perfect foresight and analyses the first game-theoretic solution concepts of von Neumann and Nash. The author's proposition is that the notion of rationality suffered a profound transformation that reduced it to a formal property of consistency. Such a transformation paralleled that of neoclassical economics as a whole from a discipline dealing with real economic processes to one investigating issues of logical consistency between mathematical relationships.Modeling Rational Agents will be of great interest to scholars of the history of economic thought and method, as well as all those working in the field of game and decision theory.

Edward Elgar Publishing Ltd Human Security and the Environment: International Comparisons
In the post-Cold War era, the pre-eminent threats to our security derive from human degradation of vital ecosystems as well as the possibility of war and terrorist attack. This substantial book examines this new 'security-environment' paradigm and the way in which the activities of societies are shifting the balance with nature. The distinguished authors investigate this redefinition of security with particular reference to environmental threats such as climate change and the availability of adequate supplies of food and water. They illustrate how unfettered economic growth, rising levels of personal consumption and unsustainable natural resource and energy procurement are taking a heavy toll on the global environment. This, in turn, is forcing both developed and developing countries to re-evaluate the more immediate environmental security of their own populations. For a truly global perspective, the authors present a series of country case-studies, looking at issues of security and environment, and comparing how they influence policy and human well-being. They also discuss a number of theoretical issues which underpin discussions of 'environmental security', demonstrating that this is a relatively new and essentially contested concept. This thought-provoking book highlights the way in which both security and sustainability are being reworked as concepts and are being linked increasingly to social, economic and cultural factors. It will be of great interest to academics, researchers and students in environmental management, sociology, geography, international relations and politics.

Edward Elgar Publishing Ltd Industrial Districts: Evolution and Competitiveness in Italian Firms
Utilising a wide array of data and rich empirical evidence drawn from a large sample of industrial districts (IDs), Ivana Paniccia presents a realistic, state-of-the-art analysis of their socio-economic structure and performance. This extensive yet detailed study adopts a wide perspective, integrating historical evidence and different streams of literature - from industrial to regional economics - into testable hypotheses. The multidisciplinary, quantitative approach adopted by the author, enables her to 'de-structure' the 'canonical' idea of the ID and evaluate the normative value. Supported by multivariate and econometric analyses, she identifies four general types of ID each with different development paths, performances, inter-organizational relations, and regulatory rules and institutions. The results demonstrate that IDs on average achieve better static or dynamic economic performance than non-ID areas. The analysis also highlights critical points of rupture in the socio-economic equilibrium of IDs which may impair their future competitiveness and social sustainability. The author offers a critical appraisal of the organizational literature on IDs, claiming for caution in their depiction as 'cooperative systems' and goes on to present the first steps towards a 'microfoundation' of a theory on IDs.Providing the methodology to monitor the performance and evolution of IDs, together with precise policy suggestions, this book will appeal to a broad range of scholars and researchers in a variety of disciplines including regional, industrial and institutional economics, organizational studies and industrial sociology.

Edward Elgar Publishing Ltd Publishing Economics: Analyses of the Academic Journal Market in Economics
The path to success as an academic economist is littered with obstacles. Even with excellent research material, one faces issues of running the seminar and conference gauntlet, tempestuous relationships with co-authors, the selection of an appropriate journal outlet, a detailed peer review process and, with it, the ever-present spectre of rejection. This collection tackles the issues confronting the up-and-coming economist. The authors include some of the subject's finest luminaries who offer friendly and invaluable advice as well as providing a more light-hearted look at the publication process. Some articles have become classics in their own right. They vary from an examination of seminal (and originally rejected) articles by leading economists to an analysis of why referees are not adequately paid. The tools of both economic theory and econometrics are applied to uncover some home truths and, as a result, these papers provide new insights into the nature of economic discourse.

Taylor & Francis Ltd The Formulation of Local Housing Strategies: A Critical Evaluation
Housing provision is a major dilemma for local authorities. There is currently a huge demand for more housing, while increasing environmental, economic and political pressures must be considered when local authorities develop their policies. This remarkable volume investigates how local authorities formulate their housing strategies. It questions whether the local authority can be seen as a single entity in terms of housing or whether it is fragmented into separate departments. Incorporating in-depth empirical research from England and Wales, the book discusses whether the process of developing housing policy and allocating land needs to be more integrated, and whether key players such as speculative house-builders should be involved in the development of policy. Analyzing which information sources influence the local authority’s land allocations and housing strategies, the volume debates whether they provide the most useful data and suggests alternative information sources that may assist in better land allocation policies.

Edward Elgar Publishing Ltd Economics for Environmental Policy in Transition Economies: An Analysis of the Hungarian Experience
This book offers original economic analyses on the economy-environment relationship in Eastern and Central Europe. Drawing on the Hungarian experience, it provides empirical evidence on the reform of environmental policy which can be applicable to similar problems in other transition economies. The macroeconomic shocks of the transition process in Central and Eastern Europe have been exceptional in both their intensity and speed. The implications of this adjustment process are examined in relation to their effects on environmental policy, with special emphasis on the rethinking of standard environmental policy recommendations for transition economies. The authors focus on a variety of issues including the environmental concerns raised by the privatization process and to what extent the less rigorous environmental regulations in Hungary attract foreign direct investment. There is also a critical overview of the existing literature and an examination of the costs of reducing air pollution and the use of the contingent valuation method to measure the economic benefits of improving air quality in Hungary. In addition the authors assess the effects of industrial restructuring on emissions and analyse incentive-based policy measures including prospects for emission trading. Their conclusions challenge the common perception that energy pricing policy is the most important policy measure to induce structural changes in transition economies that are beneficial to the environment. Economics for Environmental Policy in Transition Economies will be of interest to policymakers, academics and postgraduates working in the fields of transition economics, environmental economics and environmental valuation.

Edward Elgar Publishing Ltd National Populism and Borders: The Politicisation of Cross-border Mobilisations in Europe
Despite the recent wealth of literature on national populism, research has often overlooked one crucial aspect: the border. This innovative book bridges these key concepts, providing a new theoretical conceptualisation of the interplay between populism, nationalism and territorial borders. In this book, borders are not considered as mere institutional boundaries between nation states; on the contrary, the authors adopt a multi-dimensional view of borders as narratives, issues and territorial spaces of mobilisation. Reconsidering the contemporary politicisation of borders in Western Europe, the authors investigate how national populism deals with territorial borders and the various meanings they embody. Empirical case studies focusing on the Swiss borderlands explore parties’ programmes and discourses, representatives’ attitudes, as well as public opinion and voting behaviour, offering key insights into how political actors and citizens react to trends such as growing transnational flows, globalisation and European integration. This timely book, based on original party sources and surveys, will be an essential resource for students and scholars of political science, political sociology, border studies, European integration, Euroscepticism and Swiss politics. Its context-oriented analysis will also prove beneficial to practitioners and representatives involved in cross-border cooperation.

Edward Elgar Publishing Ltd Economic and Natural Disasters since 1900: A Comparative History
A crisis is a period of uncertainty that may or may not lead to disaster, depending in part on the capacity of actors to make sense of what is happening and respond effectively. Disasters in different spheres occur and recur at different speeds and in idiosyncratic ways, but in essence they follow the same pattern. In the wake of the Global Financial Crisis and Eurozone upheavals this timely book argues that the disaster cycle - a framework normally used in the context of natural disasters - is equally applicable to the analysis of other types of catastrophe.Employing a modified version of the disaster cycle framework to compare and analyse a range of catastrophes in different spheres, the author draws on ideas from a variety of disciplines including economics and economic history, disaster studies, management, and political science. This unique comparative approach presents case studies of several important disasters: Hurricane Katrina, the First World War, the depression of the early 1930s, Welsh coal mining accidents, the deadly effects of smoking tobacco, and the Global Financial Crisis and Eurozone catastrophe of the early twenty first century. The author argues that economists and economic policy makers routinely misuse the term crisis to describe episodes that ought to be called disasters. This accessible and fascinating exploration will appeal to students and scholars in economic history, disaster studies, management, public policy, and related disciplines. The comparison of crisis and disaster management is also essential reading for policy makers.

Edward Elgar Publishing Ltd ECONOMIC THEORY AND CAPITALIST SOCIETY: The Selected Essays of Shigeto Tsuru, Volume I
Economic Theory and Capitalist Society is a collection of Shigeto Tsuru's most important essays written over the period of the past 60 years in the fields of general economic theory, development and environmental economics, and Marxian political economy. Professor Tsuru has been a leading critic of the major tenets of modern economic theory and has been credited in particular for his comparative studies of aggregate concepts, such as those of Quesnay, Keynes and Marx. Essentially an institutionalist, the author reviews the methodological significance of Marx's contribution, taking up in detail the latter's unique concept of the 'fetishism of commodities' and discussing the relevance of Marxian methodology to the analysis of present-day capitalism. The author's critique of the fundamental equation of growth accounting developed by Robert Solow, 'Effects of Technology on Productivity', is one of a number of theoretical papers included in this volume. It also features a series of important essays on environmental economics which the author, as a founder of the Japanese environmental movement, has written over the past half century. This collection of key articles by one of the most distinguished Japanese economists will be welcomed by students and practitioners in the fields of institutional and radical economics, environmental economics and the history of economic thought. The volume also includes an autobiographical essay which explains the development of Professor Tsuru's thought, his education at Harvard in the 1930s and his experience of post-war Japan. The Economic Development of Modern Japan, the second volume of Shigeto Tsuru's selected essays, is also published by Edward Elgar.

Edward Elgar Publishing Ltd The Euro: Evolution and Prospects
European economic and monetary union continues to be the subject of intense controversy, and the launch of a single currency in January 1999 served to concentrate this debate around one issue: is the euro in the interests of Europe? This pertinent book attempts to address this contentious question. The authors offer a sustained argument that the single currency as currently implemented does not promise to deliver prolonged growth. They contend that the economic impact of the euro, and its accompanying institutions, is likely to be destabilising and deflationary; that the political impact is profoundly undemocratic and that the social consequences are likely to be deleterious. They do not reject the concept of a single currency but are highly critical of policy arrangements such as the Stability and Growth Pact which govern the euro. The authors propose alternative policy and institutional arrangements within which the euro should be embedded. They demonstrate that these would have the benefits of a single currency whilst avoiding many of the potential costs identified by detractors. EMU will continue to cause huge changes in the social and economic sphere of Europe. This book does not attempt to polarise the debate by simply advocating for or against the euro, but instead puts the situation into context, identifies potential problems and proposes possible remedies. It will be required reading for economists, political scientists, politicians and policymakers.

Edward Elgar Publishing Ltd Exchange and Development: An Anatomy of Economic Transactions
This innovative and important book develops a new framework for analysing exchange that takes place within and outside markets over the course of development. The authors argue that development and social and economic progress are greatly enhanced by a fluent and efficient exchange system. Conversely, the process of development encourages and facilitates trade. The authors introduce the concept of exchange configurations to capture the multiplicity of settings within which exchange occurs and the many different forms exchange and transactions can take. The book shows how exchange configurations can help to identify the factors that constrain the exchange process and lead to the formulation of effective reforms. It then uses a historical analysis of systems of exchange during different phases of development over the last two millennia to illustrate different exchange configurations. Exchange and Development will appeal to students at both the graduate and undergraduate level in the fields of economic development, international trade, microeconomics, institutional economics and economic history. Researchers in universities and policy makers in governments and international agencies will also draw much benefit from the entirely novel approach formulated in this book.

Edward Elgar Publishing Ltd Game Theory and Public Policy, Second Edition
Building on the success of the first edition, Game Theory and Public Policy, Second Edition provides a critical, selective review of key concepts in game theory with a view to their applications in public policy. The author further suggests modifications for some of the models (chiefly in cooperative game theory) to improve their applicability to economics and public policy.Roger McCain makes use of the analytical tools of game theory for the pragmatic purpose of identifying problems and exploring potential solutions, providing a toolkit for the analysis of public policy allowing for a clearer understanding of the public policy enterprise itself. His critical review of major topics from both cooperative and non-cooperative game theory includes less-known ideas and constructive proposals for new approaches. This revised edition features a new second half that focuses on biform games, combining cooperative and non-cooperative decisions in a simple and natural way to provide a working model of externalities that can be applied to issues such as monopoly policy and labor market policies.Drawing on comparatively well understood models in cooperative game theory and the author's own research on mathematical models of biform games, this unique approach and treatment of game theory, updated and expanded to stay on the cutting edge, will be a useful resource for students and scholars of economics and public policy, as well as for policymakers themselves.

Taylor & Francis Ltd Authorial Echoes: Textuality and Self-plagiarism in the Narrative of Luigi Pirandello
Luigi Pirandello is best known for his experimental plays, but his narrative production has not enjoyed the same degree of critical attention. O'Rawe's study represents the first major reassessment of this output, including the 'realist' novels, the historical novel I vecchi e i giovani (1909) and the autobiographical Suo marito (1911). The book identifies in Pirandello a practice of 'self-plagiarism' - constant rewriting and revision and obsessive re-use of material - and explores the relation of these overlooked modes of composition to the author's own theories of authorship and textuality. Drawing on a wide range of critical theory, O'Rawe repositions Pirandello as a major figure in the development of European narrative modernism.

Edward Elgar Publishing Ltd Valuing the Environment in Developing Countries: Case Studies
The substantial and growing interest in the monetary valuation of preferences for environmental improvement, and against environmental damage, has prompted a demand for case studies illustrating methodologies and applications of valuation techniques. In this book, the first of two volumes, the authors provide detailed case studies of valuation techniques that have been used in developing countries. They demonstrate that valuation works and that it can yield significant insights into policy-relevant issues regarding conservation and economic development. The authors address a whole range of environmental issues under the broad themes of water and air quality, biological diversity and forest functions. The economic approaches covered include contingent valuation, hedonic property prices, travel cost methodologies and benefits transfer. They also go on to look at the idea of extending national accounts to reflect changes in environmental assets. Examples of the varied and interesting case studies include valuing improvements to sanitation in Malaysia, the value of visits to game parks in South Africa and tropical forest values in Mexico. They highlight how valuation techniques can be applied, often with limited resources, to critical development issues.Academics and practitioners of environmental economics will draw great value from this unique and original work, as will the many multilateral and bilateral aid agencies. The book will also prove a valuable addition to graduate and undergraduate courses in environmental economics where there is a need for case material.
