Edward Elgar Publishing Ltd The New Global Political Economy: From Crisis to Supranational Integration
The 2008 financial crisis is arguably the most dramatic outcome of globalization. International economic integration, if unregulated, can bring about huge inequalities and the destruction of the environment. This thought-provoking book illustrates why the 'old' international order is unable to provide crucial global public goods such as monetary and financial stability in the fight against mass poverty and climate change. The expert authors provide an in-depth analysis of the causes of the financial crisis and the political economy measures required to build a safer and more stable international order. They show how the financial crisis is deeply rooted in the flaws of the dollar standard and explain why the dollar and globalization should be considered together to understand the present challenges. By way of conclusion, the authors propose the creation of a 'World Eco-Monetary Union' with the power to regulate the global economy and to promote sustainable development. The new macroeconomic approach presented contributes to the development of a more comprehensive supranational political economy. As such, this challenging book will prove a stimulating read for academics, researchers and students with an interest in economics, heterodox economics, and international economics.

Edward Elgar Publishing Ltd EU Economic Law in a Time of Crisis
This book will be of interest to all those concerned with the EU, whether from the perspective of political science, law or economics. Under the shadow of the financial crisis, studies with a broad research perspective and contributors from diverse backgrounds are important.'- Paul Craig, St John s College, Oxford'The European Union is re-emerging from the most serious economic crisis in its history. The agenda of the European Commission was highly influenced by the decisions to handle the debt, euro, banking and financial crises. The Union and its single currency have become much stronger. Economic law and governance in the Union are now rather different. By reading this book you will see where and how.'- Siim Kallas, Former Vice President of the European Commission 2004-2014How has the EU's economic crisis affected the development of economic law in the Union? This book contributes to the debate by examining EU economic law from a contextual and policy-oriented perspective. The expert authors explore areas such as the EMU and the internal market, and emphasize the important fields of public procurement, taxation, and intellectual property rights. The investigation proceeds along themes such as harmonization, institutional interplay, non-economic values, and international actions. The authors conclude that, during the crisis, the attention of the Barroso Commission focused quite narrowly on the most urgent problems, failing to consider longer-term issues to spark off bold policy endeavours, and break inter-institutional blockages. This book is targeted at scholars, policy-makers and other practitioners, as well as students, interested in EU economic law, integration, and the economic crisis.Contributors: J. Edward Elgar Publishing Ltd The Economic Dynamics of Modern Biotechnology
This book offers a novel insight into the economic dynamics of modern biotechnology, using examples from Europe to reflect global trends. The authors apply theoretical insight to a fundamental enigma of the modern learning society, namely, how and why the development of knowledge and ideas interact with market processes and the formation of industries and firms. This book offers new empirical evidence to address such questions by studying the diversity of biotechnology in Europe. By analysing the way in which the development of new knowledge and information is linked with economic transformation, the authors are able to provide a rich theoretical understanding of the economic dynamics of knowledge within the biotechnology sector. They clearly show how innovation opportunities are affected not just by the market, but by scientific developments, networks, institutions and government policy. They also raise important theoretical questions about how and why new industries, networks and organizations are shaped, and highlight the development and impacts of biotechnology on many existing sectors, including pharmaceuticals, agriculture and insurance. The final chapter summarizes the theoretical challenges which have been overcome and identifies future areas for research. The Economic Dynamics of Modern Biotechnology will become essential reading for students, scholars and researchers of the management and economics of innovation, business strategy, industrial organization, the theory of the firm, the economics of technological change, and regional studies. It will also appeal to a wider political and business audience such as government policymakers and managers of biotechnology firms.

Edward Elgar Publishing Ltd Publishing Economics: Analyses of the Academic Journal Market in Economics
The path to success as an academic economist is littered with obstacles. Even with excellent research material, one faces issues of running the seminar and conference gauntlet, tempestuous relationships with co-authors, the selection of an appropriate journal outlet, a detailed peer review process and, with it, the ever-present spectre of rejection. This collection tackles the issues confronting the up-and-coming economist. The authors include some of the subject's finest luminaries who offer friendly and invaluable advice as well as providing a more light-hearted look at the publication process. Some articles have become classics in their own right. They vary from an examination of seminal (and originally rejected) articles by leading economists to an analysis of why referees are not adequately paid. The tools of both economic theory and econometrics are applied to uncover some home truths and, as a result, these papers provide new insights into the nature of economic discourse.

Edward Elgar Publishing Ltd Renewable Energy Law in the EU: Legal Perspectives on Bottom-up Approaches
This timely book examines the role played by regional authorities in the EU in the transition towards renewable energy. Regional governments generally have important decision-making powers concerning energy transition, but they may encounter resistance to the establishment of renewable energy activities in their communities.Drawing on both academia and practice, the expert contributors explore some of the key legal questions that have emerged along the energy transition path. Specific attention is paid to support mechanisms, administrative procedures for authorizing renewable energy projects, including the relevance of procedural rights as set out in the Aarhus Convention, and opportunities for allowing citizens, particularly citizens living near renewable energy projects, participate financially in renewable energy production. Based on experiences in several Member States (Germany, Italy, Spain, Sweden and the Netherlands) improvements to the content and application of the law are discussed. The book shows the complexities of renewable energy law, which will most likely become a controversial field of law in the near future.Providing a much-needed contribution to the literature, this is the first book to map legal questions around renewable energy from the perspective of local governments. It will have great appeal to scholars across both law and social sciences, as well as to practitioners in governments, NGOs and law firms.Contributors: B. Egelund Olsen, S. Fanetti, S. Gaines, K. Edward Elgar Publishing Ltd Time Strategies, Innovation and Environmental Policy
This book is the first attempt to systematically introduce the aspect of time into economic and environmental innovation policy. The authors demonstrate how 'windows of opportunity' for technological innovations emerge and also explain how they can be identified and effectively exploited. Technological innovations are widely considered as an opportunity to realise a double dividend - protect the environment and increase profits by introducing a more sustainable technology. However, intervention by the state is often needed to overcome the competitive disadvantage caused by externalities, path dependency and lock-in. The authors provide extensive evidence that this resistance to technological change is subject to substantial temporal variation. They argue that it is economically and politically sensible to identify periods of time in which resistance is weakest and to exploit these 'windows of opportunity' whenever and wherever they occur. They also highlight how time strategies for innovation policy can involve the preparation and creation of 'windows' which do not yet exist. Throughout the book, they use an array of varied and interesting case studies to confirm and illustrate their theoretical findings. These address issues such as CFC phase-out, the lean-burn engine versus the catalytic converter, ecological alternatives to chemical pesticides and the zero emission vehicle mandate in California. By exploring the relationship between time strategies and technological change, this book will undoubtedly lead to a more efficient and sustainable innovation policy. It will be required reading for academics, researchers and policymakers working in the fields of environmental innovation, sustainability, technology policy and political science.

Edward Elgar Publishing Ltd The Chinese Stock Market: Efficiency, Predictability and Profitability
The emergence of a stock market in China only occurred a decade ago and it remains something of an unknown quantity to many observers and traders outside of the country. This book provides an extensive historical and empirical analysis of the Chinese stock-market, the development of which is an integral part of the process of economic modernization that began in China in the late 1970s.The authors address a variety of critical topics to assess the efficiency, predictability and profitability of the Chinese stock-market. They carefully examine the evolution and performance of the market over the past ten years and measure its level of efficiency using an array of empirical studies. The results reveal that not only is the stock market far from efficient but that it has also failed to properly integrate with other regional markets. Thus, the authors propose further reforms which they argue are necessary for the stock market to realize its full potential contribution to the operation of China's financial markets and to its continuing economic development. The stock market in China will undoubtedly grow in importance and international influence during the next ten years. As such, this valuable new book will be required reading for economic researchers, business economists and market analysts, as well as academics with an interest in Chinese business and Asian finance.

Edward Elgar Publishing Ltd Islamic Education in the United States and the Evolution of Muslim Nonprofit Institutions
This book is a novel and ambitious attempt to map the Muslim American nonprofit sector: its origins, growth and impact on American society. Using theories from the fields of philanthropy, public administration and data gathered from surveys and interviews, the authors make a compelling case for the Muslim American nonprofit sector's key role in America. Edward Elgar Publishing Ltd Alliance Capitalism for the New American Economy
Alliance Capitalism for the New American Economy advocates engagement with the USA's macromanagement problems in a spirit of alliance capitalism, for the development of a more integrated, dynamic economy. Whereas most studies of the USA emphasise the efficiency effects of intense competition between firms, this book stresses that as the new economy becomes more knowledge based, its development necessitates active intercorporate cooperation, especially in high technology sectors. The book focuses on problems of balance between competition and cooperation in the relations between American firms, as well as in political competition and cooperation for the management of US economic policy. Public concern over the dynamics of the US political economy has increased since the dramatic disclosures during 2002 of high-risk speculation and fraud by major American enterprises. The authors argue that these problems reflect fierce competition, insufficiently restrained by monitoring and regulation. Imperatives for the development of a more cooperative, collegial style of capitalism are stressed. The authors also highlight the importance of technocratic contributions to the development of corporate alliances and address the increasing significance of working skill levels. This volume will provide valuable reading and reference material for all students, academics and researchers of business and competition policy. Corporate managers and government agencies involved in technology, trade, financial regulation and infrastructure development will also gain practical insights into the benefits of a more cooperative model of capitalism.

Edward Elgar Publishing Ltd Principles of Transport Economics
Transport continues to present considerable challenges for both policymakers and economists throughout the world. This book provides a rigorous analytical approach to transport economics and transport policy, showing how economic principles can be applied to problems and practical solutions derived. As well as providing detailed coverage on the conventional topics of demand, costs, market structure, externalities, investment appraisal and regulation, the book also examines the wider role of transport in the economy as a whole. In addition, the authors address the important link between transport and issues of location, urban and regional development, and economic growth. Throughout the book there are frequent references to policy issues at both the national and EU level, complemented by a comprehensive discussion on the different ways in which policy has evolved in various European countries. The concluding chapter draws together some of the problems encountered in moving from the theories and models developed in the book to the actual implementation of specific policy measures. The authors believe that only policies based on a thorough understanding of the economics of transport can help solve some of the pressing problems facing governments across Europe. This unique book addresses a wide range of issues and makes use of cutting-edge data to provide a set of universal tools to analyse and inform policy at all levels. It assumes only a basic knowledge of economics and will be essential reading for students at advanced undergraduate and postgraduate level following courses on transport economics, regional science, urban studies and geography. Edward Elgar Publishing Ltd Agglomeration, Clusters and Entrepreneurship: Studies in Regional Economic Development
Regional economic development has experienced considerable dynamism over recent years. Perhaps the most notable cases were the rise of China and India to emergent country status by the turn of the millennium. With time now for hindsight, this book identifies some of the key forces behind these development successes, namely agglomeration, clusters and entrepreneurship. The expert contributors explore these three forces, which form the basis of much scholarly work in new economic geography and endogenous growth theory and policy. Here, academics from across Europe, North America, Asia and Australia consider the role of agglomeration, clusters and entrepreneurship in regional economic development within a global market context. The book presents solid conceptual and methodological contributions to the growing body of knowledge that extends these theoretical concepts, and prescribes policy and practical applications. Relevant case studies underpin the detailed empirical analyses.Academics, students, researchers and policymakers in the fields of entrepreneurship, regional development and regional science will find this book to be an enlightening read.Contributors: L. Edward Elgar Publishing Ltd The Political Economy of the New Deal
The Political Economy of the New Deal explores the political and economic forces that shaped the highly uneven distribution of federal emergency relief spending during the Great Depression. It presents new empirical evidence on the Roosevelt administration's response to the Great Depression, and shows how this was influenced more by presidential politics than by the plight of the unemployed millions. The authors apply public choice theory to data produced by the Roosevelt administration to produce an empirical model of New Deal spending decisions. It reassesses the role played by politics in shaping the policies adopted by the New Dealers through a detailed analysis of the distribution of federal emergency relief funds. The authors present new econometric evidence supporting the idea that President Roosevelt used the New Deal to buy electoral votes. They suggest that states with healthier economies attracted disproportionately larger shares of the federal government's relief funds simply because they could afford the programs' costs; and that states whose citizens were in greatest economic need were required to bear more of the cost of financing projects. The results from this analysis suggest that while economic need was certainly not ignored, political considerations dominated the distribution of New Deal dollars. This book examines the origins of the modern American welfare state from a public choice perspective and will be of great interest to economists and political scientists, as well as those interested in the economic history of the United States.

Edward Elgar Publishing Ltd Russia and the Politics of International Environmental Regimes: Environmental Encounters or Foreign Policy?
Russia and the Politics of International Environmental Regimes is an important and timely analysis of Russia's interaction with the international environmental policy process. The three authors draw on a wealth of research experience working within the region in order to explore Russia s activities with respect to climate policy, water protection and fisheries management. Their detailed analysis provides an illuminating and much-needed insight into the interaction between Russian foreign and domestic policy goals and international environmental regimes operating at a range of scales.'- Jonathan Oldfield, University of Birmingham, UK'This is a timely contribution to our understanding of the motives behind, and results to be expected from, Russia's international environmental engagement. By focusing on climate change policy, Barents Sea fisheries, and regional seas protection in the Baltic, the authors judiciously conclude that trans-boundary environmental commitments are primarily the result of 'great power' concerns including domestic economic growth, regional trade, and a globally favorable image - not ecological conscience. The book represents a major step forward in post-Soviet foreign policy studies.'- David Feldman, University of California, Irvine, US'This valuable book brings together the insights and research of three established scholars. Students new to the environmental aspects of Russia's international engagement will appreciate the clear and readable case studies. The findings and discussion that result from the authors' unique and rigorous cross-case comparison will be of great interest to scholars of Russia s foreign policy and environmental policy more broadly.'- Elana Wilson Rowe, Norwegian Institute of International AffairsRussia and the Politics of International Environmental Regimes examines the political relationship between Russia and other states in environmental matters. Based on detailed empirical analysis and data, including interviews and media sources, this groundbreaking book scrutinizes the dynamics of Russia's participation in international environmental politics. The authors explore three detailed case studies focusing on climate policy, water protection and fisheries management. Edward Elgar Publishing Ltd Organization in the Economic Firm
Donald W. Katzner explores concepts, their properties, and the implications of those properties that underlie many of the current approaches to the economics of firm organization. The author provides a clear and extensive presentation of the basic ideas, and examines how they relate to the firm’s operation and profitability. He also develops and employs measures of the dimensions of pyramidal authority structures and analyzes the relationship between them. This book should be of interest to graduate students and scholars interested in the economic fundamentals of firm organization. It is relevant for an introductory graduate course in organization theory in economics departments and business schools. It will also appeal to scholars in such fields as sociology and psychology who work in organization theory from the perspective of their own disciplines.

Edward Elgar Publishing Ltd The Economic Analysis of Universities: Strategic Groups and Positioning
Higher education, especially that which is publicly funded, is under increasing scrutiny from politicians and the public as competition in this sector increases. Susanne Warning provides a comprehensive analysis of the strategic positioning of public universities as service providers in a competitive sector. The author develops two distinct theoretical approaches to the analysis of public universities. The first is the concept of strategic groups, originating in management theory. It implies that due to different returns on investment in teaching quality and research quality, heterogeneity will exist in the university sector. The second approach involves a three-stage duopoly game of competition between universities, and is underpinned by the industrial economics literature. Universities in this formal equilibrium model of differentiation position themselves in terms of teaching and research quality in order to attract students. Although the analysis is based on data for German publicly funded universities, however, the author's conclusions offer important insights for all countries where publicly funded universities play a role, particularly in the current climate of shifts towards more competitive university systems. With an exclusive combination of economic analysis and institutional data, this book will prove invaluable for anyone with a particular interest in the economics of higher education.

Edward Elgar Publishing Ltd Economics for Environmental Policy in Transition Economies: An Analysis of the Hungarian Experience
This book offers original economic analyses on the economy-environment relationship in Eastern and Central Europe. Drawing on the Hungarian experience, it provides empirical evidence on the reform of environmental policy which can be applicable to similar problems in other transition economies. The macroeconomic shocks of the transition process in Central and Eastern Europe have been exceptional in both their intensity and speed. The implications of this adjustment process are examined in relation to their effects on environmental policy, with special emphasis on the rethinking of standard environmental policy recommendations for transition economies. The authors focus on a variety of issues including the environmental concerns raised by the privatization process and to what extent the less rigorous environmental regulations in Hungary attract foreign direct investment. There is also a critical overview of the existing literature and an examination of the costs of reducing air pollution and the use of the contingent valuation method to measure the economic benefits of improving air quality in Hungary. In addition the authors assess the effects of industrial restructuring on emissions and analyse incentive-based policy measures including prospects for emission trading. Their conclusions challenge the common perception that energy pricing policy is the most important policy measure to induce structural changes in transition economies that are beneficial to the environment. Economics for Environmental Policy in Transition Economies will be of interest to policymakers, academics and postgraduates working in the fields of transition economics, environmental economics and environmental valuation.

Edward Elgar Publishing Ltd The Dynamics of the Eco-Efficient Economy: Environmental Regulation and Competitive Advantage
Entrepreneurs and managers are increasingly aware that the environment can be both a threat and an opportunity to their current economic activities. This timely book discusses the question of environmental performance versus corporate practices and finds that environmental considerations can have a positive effect on business. The perception of the environment as a means to achieve competitive advantage for companies is a relatively recent phenomenon. The contributors address how to create institutional environments that stimulate businesses to integrate the environment in strategic decision making and thereby promote eco-efficiency. Together they build a convincing argument that the economy-environment trade-off is a false stalemate: societal and market forces may impact on the environment and on business in positive, neutral or negative ways. The authors use evidence from the United States and Europe to demonstrate that environmental considerations can have a positive effect on the competitive advantage of firms. This book draws together three fields - environmental economics, environmental regulation and strategic management - and will be of great interest to scholars and practitioners working in these areas.

Edward Elgar Publishing Ltd Game Theory and Public Policy, Second Edition
Building on the success of the first edition, Game Theory and Public Policy, Second Edition provides a critical, selective review of key concepts in game theory with a view to their applications in public policy. The author further suggests modifications for some of the models (chiefly in cooperative game theory) to improve their applicability to economics and public policy.Roger McCain makes use of the analytical tools of game theory for the pragmatic purpose of identifying problems and exploring potential solutions, providing a toolkit for the analysis of public policy allowing for a clearer understanding of the public policy enterprise itself. His critical review of major topics from both cooperative and non-cooperative game theory includes less-known ideas and constructive proposals for new approaches. This revised edition features a new second half that focuses on biform games, combining cooperative and non-cooperative decisions in a simple and natural way to provide a working model of externalities that can be applied to issues such as monopoly policy and labor market policies.Drawing on comparatively well understood models in cooperative game theory and the author's own research on mathematical models of biform games, this unique approach and treatment of game theory, updated and expanded to stay on the cutting edge, will be a useful resource for students and scholars of economics and public policy, as well as for policymakers themselves.

Edward Elgar Publishing Ltd Does Environmental Policy Work?: The Theory and Practice of Outcomes Assessment
At the beginning of the twenty-first century, a growing struggle has arisen between those who would like to repeal existing environmental policy and those who would like to see greater environmental protection. This book attempts to moderate the conflict by exploring methods to accurately measure and assess the effectiveness of environmental policies.Does Environmental Policy Work? examines our ability to assess the impact of environmental policies on the environment in particular, and on social welfare in general. The distinguished authors explore the theory of assessment, concentrating primarily on a conceptual examination of the evaluation process. They extend existing tools and identify alternative indicators and methods of appraisal. The focus then shifts to the use of these tools in real-world policy situations by applying them to a series of case studies from Africa, North America, South America, Europe and Asia. Although the authors base their assessment predominantly on economic efficiency, they also pay due regard to other interdisciplinary approaches and decision-making criteria. This comprehensive exploration of the theory and practice of environmental assessment will be of great interest to scholars of environmental economics, ecological economics and environmental science. Global Environmental Change and Agriculture offers a comprehensive perspective on the causes, consequences and possible policy solutions for climatic change as we move into the twenty-first century. It assesses the impact of potential future global climate change on agriculture and the need to sustain agricultural growth for economic development. The book begins by examining the role of international research institutions in overcoming environmental constraints on sustainable agricultural growth and economic development. Edward Elgar Publishing Ltd Corporate Social Responsibility in Europe: Rhetoric and Realities
The acid test of corporate social responsibility (CSR) is simply this: does it lead to positive impacts on society and the environment or is it just rhetoric? And if it does lead to positive impacts, how can these be enhanced? This timely book tackles this cutting-edge challenge by presenting empirical findings from a range of surveys and in-depth case studies. These build on a new methodological and theoretical framework for assessing and explaining the sustainability impact of CSR.For selected sustainability issues - mitigation of climate change and chemical risk, resource management in marine fisheries, promotion of gender equality and countering of bribery - and within different European industries, the authors show that the rhetoric of CSR is still stronger than its reality. They do so by investigating into CSR practices which encompass the creation of a vision on CSR, its strategic and operative implementation and its organisational and cultural embedding within companies and their supply chains. The authors conclude that the reality of CSR is strong enough to allow for some rhetoric. They name intra- and extra-company success factors for, and limits of, producing sustainability impacts through CSR. Finally, they discuss its contribution to achieving public policy goals and the governance paradigms that are necessary to make CSR effective. The volume successfully combines a business and public policy perspective, based on an interdisciplinary approach. This book will be invaluable for both students and researchers interested in the effects of CSR, and will prove a useful tool for policy-makers and CSR practitioners alike.
