In The Paradox of Representation David Lublin offers an unprecedented analysis of a vast range of rigorous, empirical evidence that exposes the central paradox of racial representation: Racial redistricting remains vital to the election of African Americans and Latinos but makes Congress less likely to adopt policies favored by blacks. Lublin's evidence, together with policy recommendations for improving minority representation, will make observers of the political scene reconsider the avenues to fair representation. Using data on all representatives elected to Congress between 1972 and 1994, Lublin examines the link between the racial composition of a congressional district and its representative's race as well as ideology. The author confirms the view that specially drawn districts must exist to ensure the election of African Americans and Latinos. He also shows, however, that a relatively small number of minorities in a district can lead to the election of a representative attentive to their interests. When African Americans and Latinos make up 40 percent of a district, according to Lublin's findings, they have a strong liberalizing influence on representatives of both parties; when they make up 55 percent, the district is almost certain to elect a minority representative. Lublin notes that particularly in the South, the practice of concentrating minority populations into a small number of districts decreases the liberal influence in the remaining areas. Thus, a handful of minority representatives, almost invariably Democrats, win elections, but so do a greater number of conservative Republicans. The author proposes that establishing a balance between majority-minority districts and districts where the minority population would be slightly more dispersed, making up 40 percent of a total district, would allow more African Americans to exercise more influence over their representatives.

Their rigorous empirical analysis proves that the power-transition theory, hinging on economic, social, and political growth, is more accurate; it is the differential rate of growth of the two most powerful nations in the system—the dominant nation and the challenger—that destabilizes all members and precipitates world wars. Predictions of who will win or lose a war, the authors find, depend not only on the power potential of a nation but on the capability of its political systems to mobilize its resources—the "political capacity indicator." After examining the aftermath of major conflicts, the authors identify national growth as the determining factor in a nation's recovery. With victory, national capabilities may increase or decrease; with defeat, losses can be enormous. Unexpectedly, however, in less than two decades, losers make up for their losses and all combatants find themselves where they would have been had no war occurred. Finally, the authors address the question of nuclear arsenals. They find that these arsenals do not make the difference that is usually assumed. Nuclear weapons have not changed the structure of power on which international politics rests. Nor does the behavior of participants in nuclear confrontation meet the expectations set out in deterrence theory.

In the summer and autumn of 1918, the British Expeditionary Force, under Field Marshal Haig, fought a series of victorious battles on the Western Front that contributed mightily to the German Army's final defeat. They did so as part of an Allied coalition, one in which the role of Australian diggers and US doughboys is often forgotten. The Bellicourt Tunnel attack in September 1918, fought in the fading autumn light, was very much an inter-Allied affair and marked a unique moment in the Allied armies' endeavours. It was the first time that such a large cohort of Americans had fought in a British formation. Additionally, untried American II Corps and experienced Australian Corps were to spearhead the attack under the command of Lieutenant General Sir John Monash, with British divisions adopting supporting roles on the flanks. Blair forensically details the fighting and the largely forgotten desperate German defence. Although celebrated as a marvellous feat of breaking the Hindenburg Line, the American attack generally failed to achieve its set objectives and it took the Australians three days of bitter fighting to reach theirs. Blair rejects the conventional explanation of the US mop up failure and points the finger of blame at Rawlinson, Haig and Monash for expecting too much of the raw US troops, singling out the Australian Corps commander for particular criticism. Overall, Blair judges the fighting a draw. At the end, like two boxers, the Australian-American force was gasping for breath and the Germans, badly battered, were back-pedalling to remain on balance. That said, the day was calamitous for the German Army, even if the clean break-through that Haig had hoped for did not occur. Forced out of the Hindenburg Line, the prognosis for the German army on the Western Front and hence Imperial Germany itself was bleak indeed.
