Recent crises in emerging markets have raised doubts about the desirability of relaxing controls on capital mobility. George Fane, however, uses evidence from the crises in Asia and Latin America to reassert the traditional case that such controls are an excessively blunt instrument for achieving financial stability.This book argues that recent official proposals for reforming the 'international financial architecture' are also unlikely to reduce the frequency of currency and financial crises to an acceptable level. The author proposes an alternative plan to achieve greater financial stability: banks should have to double the currently accepted percentage of capital to risk-weighted assets from 8 to 16 percent and the risk-weights for loans to emerging markets should also be raised substantially the financial sectors in emerging markets should be fully opened to foreign competition bankruptcy procedures in emerging markets should be greatly strengthened central banks should adopt flexible exchange rates, backed by credible targets for inflation or monetary growth. If flexible exchange rates are not adopted, central banks should at least avoid the widespread practice of trying to sterilise the monetary effects of capital flows The author argues that the implementation of this plan will be a far more effective way of enhancing financial stability than controlling international capital flows, or trying to force private lenders to make new loans to countries that suffer crises.This book will be required reading for scholars and policymakers in the areas of international financial economics, financial regulation, development economics and Asian studies.

When discussing countervailing measures, the authors also discuss legal challenges against prohibited and/or actionable subsidies. The authors' choice is mandated by the fact that the effects of a subsidy cannot always be confined to the market of the WTO Member wishing to react against it. Assuming there are effects outside its market, an injured WTO Member can challenge the scheme as such before a WTO Panel. Taking the three agreements for granted as a starting point, the book provides comprehensive discussion of both the original contracts, and the case law that has substantially contributed to the understanding of these agreements.The agreements discussed by the authors provide generally worded disciplines on Members and leave a lot of discretion to the investigating authorities of such Members. A great number of the many questions that arise in the course of a domestic trade remedies investigation are not explicitly addressed in these agreements. In such a situation, the authors highlight the important role that the judge has to play. Much like domestic investigating authorities adopt a line which is either more liberal or more protectionist in the application of trade remedies, the WTO adjudicator on numerous occasions was faced with similar policy problems in applying the general rules to the facts of the case before them. Robert Ellis James-Robertson (always known as Ellis) was born in Wales but lived at Worcester from the mid-1950s and travelled extensively around the country building up a large railway collection. In the 1960s a few of Ellis’s photographs were published in books and magazines and the credit ‘R. E. James-Robertson’ may be familiar to some. This book of mainly unpublished colour and black & white photographs has been created entirely from Ellis’s North Wales archives, it will appeal to railway enthusiasts, modellers, and those interested in local history. The time period covered is from the mid-1950s through to the mid-1960s with steam being the predominant motive power. Much of North Wales is covered and in addition to BR standard-gauge lines, the narrow-gauge Penrhyn and Padarn slate systems are also seen. Ellis and his wife Norah celebrated their diamond wedding anniversary in 2013, and Ellis passed on in April 2015 aged 92. Their daughters, Louisa and Fiona, contacted film-maker and author Michael Clemens whose late father was a friend of Ellis’s. Ellis’s collection lives on today at films shows around the country given by the author and now in this second of a number of books using his photographic archive.

Traditional measures of economic activity, such as GDP, take no account of damage done to the stock of natural capital by environmental change nor the loss of welfare that economic activity causes through increased pollution. Work, Family and Childcare studies the joint decisions made by parents regarding the time they allocate to paid employment and childcare. Extensive cross-national data is analysed from three countries that represent the diversity of European households: Belgium, Denmark and Spain. The book compares and contrasts the results and draws out important implications for European social policy.Among Belgian and Danish couples, the author identifies a variety of ways in which the responsibility of childcare is handled. In certain cases both partners will invest considerable time and effort in looking after the child, whereas in other couples one parent will compensate for their partner's lack of time. This is evident not only in a country such as Spain which lacks childcare facilities, but also in Denmark which, relatively speaking, provides an abundance of childcare services. The international character of today's most pressing environmental problems has become a key challenge for environmental policy making.
