This remarkable book details the shared experiences of Hans von Mend and his comrade in arms, Adolf Hitler, throughout almost the whole of the First World War. Mend writes of his call-up as a reservist in July 1914 and of joining the 16th Bavarian Reserve Infantry Regiment, more commonly known as List Regiment after its commander Colonel List. It was then that he first met the 25-year-old Hitler. Together, they marched out to the front, and to Flanders, where the regiment was involved in the struggle for Wytschaete, where few men survived unscathed. Hitler was one of those, being promoted to lance-corporal and assigned to the position of regimental runner. Over the course of the following years, the regiment participated in the battles of the Somme and Fromelles in 1916, and Arras and Passchendaele in 1917\. At Fromelles the messengers had to navigate along a particularly dangerous path, which, according to Mend, Hitler passed many times daily and, if he wanted to come through safely, had to more crawl than march. The slightest movement did not elude the English sharp shooters.' Mend states the Hitler's personal courage was acknowledged by those around him'. Mend wrote of Hitler's conversations during quieter periods in the trenches, of how the future Fuhrer spoke of his favourite topics, including art and painting. Mend claims that he listened to him willingly and was amazed how he knew about this field He could explain, like a professor, about German history of art.' But, intriguingly, according to Mend, Hitler's political views, which he was never shy in expounding, made enemies of some of his fellow soldiers. Perhaps inevitably, Hitler was wounded -in his left thigh -and he was decorated with the Iron Cross Second Class, as well as, unusually for a lowly corporal, the Iron Cross First Class. The latter award was for stumbling into a French-held trench while delivering one of his messengers. Reacting quickly, he pointed his rifle at the French soldiers and ordered them to surrender; Hitler delivered twelve prisoners to his commanding officer. Though _I Served With Hitler in the Trenches_ was written in a certain era, it provides much detail about the personal nature and actions of Adolf Hitler. In some ways it is perhaps more insightful than many of the accounts that were to follow when the man who became the German Chancellor was known to the world and a new image of him had been formed.

There was an expectation that the end of the Cold War would herald a new era of peace and stability in which the importance of nuclear weapons was marginalized. Instead, we have been left with a fractious, inter-dependent international community rife with ethnic and religious tension and unbound by super-power competition. The challenges of climate change, demographic shifts and resource competition have further altered the security environment. As if this were not enough, nuclear proliferation is once again at the top of the international agenda. In the last decade the Nuclear Proliferation Treaty (NPT) has been challenged from within by Iraq, Iran and Libya while India’s, Pakistan’s and North Korea's nuclear weapon capabilities are threatening the non-proliferation norm from without. The new proliferators are predominantly, but not exclusively, aggressive, unstable and authoritarian regimes, considered by many in the international community to be outside the constraints of international normative behaviour. Some have even been labelled `outlaw’, or `rogue’ states. Although inter-continental nuclear war is not presently considered a danger, the increased number of nuclear weapons states combined with the nature of those states and the strategic environment in which they exist makes the possibility of a lesser nuclear exchange potentially much greater. In parallel, the 9/11 atrocities raised fears of the prospect of apocalyptic terrorists acquiring nuclear weapons. Indications that the NPT is failing to rise to the challenge have resulted in policy decisions that have arguably reversed both the disarmament and non-proliferation norms.This volume delves deep into the changing global nuclear landscape. The chapters document the increasing complexity of the global nuclear proliferation dynamic and the inability of the international community to come to terms with a rapidly changing strategic milieu. The future, in all likelihood, will be very different from the past, and the chapters in this volume develop a framework that may helps gain a better understanding of the forces that will shape the nuclear proliferation debate in the years to come.Part I examines the major thematic issues underlying the contemporary discourse on nuclear proliferation.Part II gives an overview of the evolving nuclear policies of the five established nuclear powers: the USA, Russia, the United Kingdom, France and the People's Republic of China. Part III looks at the three de facto nuclear states: India, Pakistan and Israel. Part IV examines two `problem states' in the proliferation matrix today: Iran and North Korea. Part V sheds light on an important issue often ignored during discussions of nuclear proliferation – cases where states have made a deliberate policy choice of either renouncing their nuclear weapons programme, or have decided to remain a threshold state. The cases of South Africa, Egypt and Japan will be the focus of this section.The final section, Part VI, will examine the present state of the global nuclear non-proliferation regime, which most observers agree is currently facing a crisis of credibility. Most professors and administrators are aware that academic freedom is in danger of being brushed aside by a public that has little understanding of what is at stake. They may be only marginally aware that the defense of academic freedom is endangered by certain confusions concerning the nature of academic freedom, the criteria for its violation, and the structure of an adequate justification for claims to it. These confusions were enshrined in some of the central documents on the subject, including the 1940 Statement on Academic Freedom and Tenure, agreed upon by the American Association of University Professors and the Association of American Colleges and endorsed by many professional organizations. Careful analysis of them will not do away with debate; it will bring the debate into focus, so that attacks on academic freedom can be appraised as near or far away from the center of the target and can then be appropriately answered. Nearly all the contemporary writing on academic freedom consists of attack or defense. The Concept of Academic Freedom is the first book to deal exclusively with fundamental conceptual issues underlying the battle. In the discussion of these issues, certain philosophical positions crystallize: radical versus liberal conceptions of the status and function of university teachers, specific versus general theories of academic freedom, consequential versus nonconsequential theories of justification. Ken Revis was training to be a structural engineer, and had almost qualified, when war broke out in September 1939\. He promptly enlisted and, at the age of 23, was commissioned in the Royal Engineers. Training complete, it was during the Christmas festivities of 1940, such as they were in the Army in wartime Britain, that Ken glanced at a typewritten sheet pinned to a noticeboard to discover that he had been posted to a Bomb Disposal unit. His first device, aside from those he had seen under the watchful gaze of his instructors, came early in 1941 in the form of an unexploded 500kg German bomb. Having failed to detonate, it had buried itself in a garden only a yard or so from a footpath leading off a pleasant avenue in the East Sussex town of Hastings. This is it,' Ken remembered thinking. This is the real thing.' Despite his nerves, Ken successfully dealt with this bomb, the first of many that he faced over the coming weeks and months. While most soldiers in the United Kingdom were busy training and preparing for the coming invasion of Europe, Bomb Disposal units were engaged with their dangerous craft in which almost daily they matched their skill and nerve against the inventive genius of the German scientists. It was at 10.00 hours on 10 September 1943, however, that, in an instant, Ken's life irrevocably changed. While he was removing anti-invasion booby-traps from the West Pier in Brighton, something went terribly wrong. In a blinding flash, thirteen mines blew up in his face. After immediate first aid, the mangled body of Ken Revis was rushed to East Grinstead Hospital, home of the renowned plastic surgeon Sir Archibald McIndoe. It was the start of the long, hard trail that lay in front of him, for it required no less than twenty skilled reconstructive operations to rebuild Ken's shattered face and body. But despite all the surgeons' best efforts, Ken's sight could not be saved. Aside from the traumatic injuries he had suffered, he now had to deal with complete blindness. Instead of condemning these attacks, many ignored the inhuman brutality or even worse, glorified the Palestinian Arab perpetrators as martyrs.One of the favored forums for attempts to isolate Israel is at the United Nations. An internationally known attorney, former President of B'nai B'rith International and advocate for the rights of victims of terrorism both in the US, in Israel, in Lebanon and in Europe, he understood how vulnerable innocent civilians would become under such limitations. Heideman filed the only brief on behalf of a non-governmental organization, the Foundation for the Defense of Democracies. He forcefully laid out the case to the ICJ for Israel's right, and obligation, like every nation-state, to provide for the defense of her population. At the same time, he served as lead counsel at hearings held at The Hague, highlighting the victims and their suffering. Some summers are destined to generate cherished memories. For married high school sweethearts Don and Nancy Hammond, they happened in 1972 and 1973, when Don's lifelong dream of being a United States Forest Service fire lookout came true.Don's first post, the Dunn Peak Lookout, was located eight miles northwest of Avery in Idaho's St. Joe National Forest. Once they arrived, they breathlessly lugged provisions and water up steep stairs to its fifteen-by-fifteen-foot cab two stories above the forest floor. Furnishings included a single bed, small bookcase, cabinet, and table, and a wood stove. There was no electricity or running water. A battery powered two-way Motorola radio would be their only connection to the outside world. That night--engulfed by lightning strikes and filled with adrenalin--they faced their first storm.Unless it was foggy or raining, the Forest Service required Don to conduct binocular searches from the catwalk at least twenty minutes of every hour while he was on duty. He watched for smoke during the day and the glow of fire at night, and learned to distinguish between blue smoke plumes and white wisps of fog. Despite the primitive conditions, Don, Nancy, and their Dalmatian, Misty, settled in and came to love their lookout life. They spotted wildfires, were startled by their first cougar scream, encountered a wide variety of human and animal visitors, discovered delectable huckleberry patches, and simply enjoyed the enchanting beauty all around them.The Forest Service decided to close the Dunn Peak Lookout, so the couple spent the summer of 1973 at the Middle Sister Peak tower, ten miles southeast of Avery. Nostalgia can serve as a vital tool in the emotional reconstitution and preservation of suppressed histories, rather than sentimentally privileging the past at the expense of present concerns and limiting a culture's progressive potential. Between 1936 and 1938, responding to a military coup in Spain led by Francisco Franco with the support of both Hitler and Mussolini, over 2700 US anti-fascists joined 30,000 volunteers from around the world to form the International Brigade. They came together to defend the democratically elected Spanish government against this early manifestation of the fascist Axis. After three bloody years, Franco's rebellion succeeded, and his dictatorship lasted until his death in 1975. From the moment the first American volunteers returned home, and to this day, they have been holding commemorative events recalling the struggle. For nearly seventy years, the Veterans of the Abraham Lincoln Brigade have cited and re-cited their activist past in theatrically eclectic, highly emotional commemorative performances, a site for both nostalgia and progressive politics. Literary recitations, scripted dramatic pieces, songs, films, photographs, and celebrity appearances have been juxtaposed with speeches, fundraising, and a rigorous attention to pressing political and social concerns of the day. Being a healer has long been both a burden and a resource, for the power to cure is also the power to kill, and shamans like Tsakimp are frequently in danger from accusations of witchcraft. But the situation of the Shuar today is especially perilous, and Tsakimp must constantly negotiate relations of power not only with rival shamans and his patients, but with the better-educated and richer officials of the Shuar Federation and his own siblings as well. In his own words, Alejandro Tsakimp tells of his lives and relationships, the practice of shamanism, and the many challenges and triumphs he has encountered since childhood. He was born at the time when Shuar were first confronting the impact of Ecuadorian colonialism, which had triggered devastating intertribal conflict over the production and trade of shrunken heads and intratribal feuding fueled by accusations of witchcraft. Tsakimp was first exposed to healing practices when he was cured in the womb by a shaman. Later he actively pursued this knowledge in the hopes of curing his father, another shaman, who was ill from witchcraft. His father's death in 1990 created conflict among his heirs, who were the first generation of Shuar to inherit property. Tsakimp's family fiercely competed for the property and eventually accused one another of witchcraft and parricide.Anthropologist Steven Rubenstein, who began working with Tsakimp in 1989, has skillfully edited Tsakimp's stories and provides essential background information. Today, in the era of the spoiler alert, "surprise" in fiction is primarily associated with an unexpected plot twist, but in earlier usage, the word had darker and more complex meanings. Originally denoting a military ambush or physical assault, surprise went through a major semantic shift in the eighteenth century: from violent attack to pleasurable experience, and from external event to internal feeling. In Surprise, Christopher R. Miller studies that change as it took shape in literature ranging from Paradise Lost through the novels of Jane Austen. Miller argues that writers of the period exploited and arbitrated the dual nature of surprise in its sinister and benign forms. Even as surprise came to be associated with pleasure, it continued to be perceived as a problem: a sign of ignorance or naïveté, an uncontrollable reflex, a paralysis of rationality, and an experience of mere novelty or diversion for its own sake. In close readings of exemplary scenes—particularly those involving astonished or petrified characters—Miller shows how novelists sought to harness the energies of surprise toward edifying or comic ends, while registering its underpinnings in violence and mortal danger. In the Roman poet Horace’s famous axiom, poetry should instruct and delight, but in the early eighteenth century, Joseph Addison signally amended that formula to suggest that the imaginative arts should surprise and delight. Investigating the significance of that substitution, Miller traces an intellectual history of surprise, involving Aristotelian poetics, Cartesian philosophy, Enlightenment concepts of the passions, eighteenth-century literary criticism and aesthetics, and modern emotion theory. Miller goes on to offer a fresh reading of what it means to be "surprised by sin" in Paradise Lost, showing how Milton’s epic both harks back to the symbolic functions of violence in allegory and looks ahead to the moral contours of the novel. Subsequent chapters study the Miltonic ramifications of surprise in the novels of Defoe, Haywood, Richardson, Fielding, and Sterne, as well as in the poems of Wordsworth and Keats. By focusing on surprise in its inflections as emotion, cognition, and event, Miller’s book illuminates connections between allegory and formal realism, between aesthetic discourse and prose fiction, and between novel and lyric; and it offers new ways of thinking about the aesthetic and ethical dimensions of the novel as the genre emerged in the eighteenth century.

In January 1940, navy nurse Dorothy Still eagerly anticipated her new assignment at a military hospital in the Philippines. Her first year abroad was an adventure. Under the direction of Chief Nurse Laura Cobb, Dorothy and ten other navy nurses maintained rank and reported each day to a makeshift hospital. Cramped conditions, disease, and poor nutrition meant the navy nurses and their army counterparts were overwhelmed caring for the camp. In May 1943, a civilian physician asked Cobb if the navy nurses would consider transferring to a new prison camp in the countryside. The twelve nurses feared the unknown, but they could not deny they were needed. On the morning of their departure, inmates used the public address system to play the navy fight song, "Anchors Aweigh." The nurses were overwhelmed by the response. They had indeed been the anchors of the camp, who kept ill inmates form drifting. In the new prison camp, the "twelve anchors" turned a stripped infirmary into a functioning hospital. Through her analyses of Puerto Rican anti-prostitution campaigns, attempts at reforming marriage, and working-class ideas about free love, Eileen J. Suárez Findlay exposes the race-related double standards of sexual norms and practices in Puerto Rico between 1870 and 1920, the period that witnessed Puerto Rico’s shift from Spanish to U.S. colonialism. In showing how political projects and alliances in Puerto Rico were affected by racially contingent definitions of “decency” and “disreputability,” Findlay argues that attempts at moral reform and the state’s repression of “sexually dangerous” women were weapons used in batttles between elite and popular, American and Puerto Rican, and black and white. Based on a thorough analysis of popular and elite discourses found in both literature and official archives, Findlay contends that racialized sexual norms and practices were consistently a central component in the construction of social and political orders. The campaigns she analyzes include an attempt at moral reform by elite male liberals and a movement designed to enhance the family and cleanse urban space that ultimately translated into repression against symbollically darkened prostitutes. Findlay also explores how U.S. officials strove to construct a new colonial order by legalizing divorce and how feminist, labor, and Afro-Puerto Rican political demands escalated after World War I, often focusing on the rehabilitation and defense of prostitutes. Imposing Decency forces us to rethink previous interpretations of political chronologies as well as reigning conceptualizations of both liberalism and the early working-class in Puerto Rico. It treats the history of Hackney, the largest parish transferred in 1889, which became a metropolitan borough with over 220,000 inhabitants before giving its name to a Greater London borough. The volume traces the origin of Hackney within the bishop of London's extensive Stepney manor, with medieval settlement round the church and at Dalston by the 13th century, and at Clapton and Homerton by the 14th. Hackney Wick and Shacklewell also had medieval origins. Before 1750 most people lived along Mare Street and its offshoots. London has been decisive, malting Hackney a desirable retreat, healthy but accessible, before turning it into a largely industrial suburb. Aldermen bought property there in the 13th century, as did Bank of England directors in the 18th. Nobles and courtiers abounded in Tudorand early Stuart times, when monarchs visited. Samuel Pepys admired girls at the fashionable schools and Daniel Defoe praised an opulence said in 1756 to sur-pass that of any village in the kingdom. The 18th century brought canals, rail-ways, factories, substantial villas, and jerry-built terraces for workers from the old East End. Britain's first plastics were made at Hackney Wick in the 1860s, and other products became household names. By 1901 south Hackney, with Shoreditch and Bethnal Green, formed the centre of London's clothing and furniture trades. The better off retreated northward. Their houses, if not subdivided, gave place to council estates, often for Londoners and forwhich more room was to be made by bombing. The population has shrunk over seventy years. Since 1945 Much heavy industry has left and immigrants have come mainly from the new Commonwealth, although Jews remain prominent around Stamford Hill. 'Gentrification', delayed by the widespread distribution of council estates and lack of an Underground rail-way, is bringing the refurbishment of older houses, often in the shadow of tower blocks which themselves areunder threat.

Federal agencies and our nation's critical infrastructures, such as communications and financial services, are dependent on information technology systems and electronic data to carry out operations and to process, maintain, and report essential information. Yet, cyber-based intrusions and attacks on federal and nonfederal systems have become not only more numerous and diverse, but also more damaging and disruptive as discussed in chapter 1. The IRS has a demanding responsibility to collect taxes, process tax returns, and enforce the nation's tax laws. It relies extensively on computerized systems to support its financial and mission-related operations and on information security controls to protect the sensitive financial and taxpayer information that reside on those systems. As part of its audit of IRS's fiscal year 2017 and 2016 financial statements, GAO assessed whether controls over financial and tax processing systems were effective in ensuring the confidentiality, integrity, and availability of financial and sensitive taxpayer information as reported in chapter 2. Reliance on a global supply chain introduces multiple risks to federal information systems. Chapter 3 highlights information security risks associated with the supply chains used by federal agencies to procure IT systems. The Office of Personnel Management (OPM) collects and maintains personal data on millions of individuals, including data related to security clearance investigations. In June 2015, OPM reported that an intrusion into its systems had affected the personnel records of about 4.2 million current and former federal employees. Then, in July 2015, the agency reported that a separate but related incident had compromised its systems and the files related to background investigations for 21.5 million individuals. From February 2015 through August 2017, multiple reviews of OPM's information security were conducted. Four reports based on these reviews were issued. The reports contained 80 recommendations for improving the agency's security posture. Chapter 4 reviews relevant documents and artifacts reflecting OPM's actions and progress toward implementing the 80 recommendations contained in the four reports, and assessed the actions against the intent of the recommendations. CDC is responsible for detecting and responding to emerging health threats and controlling dangerous substances. In carrying out its mission, CDC relies on information technology systems to receive, process, and maintain sensitive data. Accordingly, effective information security controls are essential to ensure that the agency's systems and information are protected from misuse and modification. Chapter 5 reviews the extent to which CDC has taken corrective actions to address the previously identified security program and technical control deficiencies and related recommendations for improvement. Federal agencies are dependent on information systems to carry out operations. The risks to these systems are increasing as security threats evolve and become more sophisticated. To reduce the risk of a successful cyberattack, agencies can deploy intrusion detection and prevention capabilities on their networks and systems. Chapter 6 determined the reported effectiveness of agencies' implementation of the government's approach and strategy; the extent to which DHS and OMB have taken steps to facilitate the use of intrusion detection and prevention capabilities to secure federal systems; and the extent to which agencies reported implementing capabilities to detect and prevent intrusions.
