REINFORCEMENT LEARNING AND STOCHASTIC OPTIMIZATION Clearing the jungle of stochastic optimization Sequential decision problems, which consist of “decision, information, decision, information,” are ubiquitous, spanning virtually every human activity ranging from business applications, health (personal and public health, and medical decision making), energy, the sciences, all fields of engineering, finance, and e-commerce. The diversity of applications attracted the attention of at least 15 distinct fields of research, using eight distinct notational systems which produced a vast array of analytical tools. A byproduct is that powerful tools developed in one community may be unknown to other communities. Reinforcement Learning and Stochastic Optimization offers a single canonical framework that can model any sequential decision problem using five core components: state variables, decision variables, exogenous information variables, transition function, and objective function. This book highlights twelve types of uncertainty that might enter any model and pulls together the diverse set of methods for making decisions, known as policies, into four fundamental classes that span every method suggested in the academic literature or used in practice. Reinforcement Learning and Stochastic Optimization is the first book to provide a balanced treatment of the different methods for modeling and solving sequential decision problems, following the style used by most books on machine learning, optimization, and simulation. From 1942 until the end of the war in Europe, the aircraft of the RAF's Bomber Command and the United States 8th and 15th Air Forces provided twenty-four-hour round-the-clock' bombing of the Third Reich. Aircraft and crew casualties were heavy as bomber after bomber succumbed to flak and fighter defences. For those not killed outright by the Luftwaffe's onslaught, only baling out over hostile enemy territory could offer any hope of survival. But this generally meant solitary confinement, interrogation, indignities and even extreme hardship for the men who became known as Kriegies', a word derived from the German Kriegsgefangenen meaning prisoners of war'. Many months of incarceration, sometimes in appalling conditions, would become commonplace for those held in camps throughout Germany, Poland and the Greater Reich. Here, at first hand, are stories of some of those Allied bomber crewmen faced with sudden leaps into that dangerous unknown. For most, and particularly the injured, capture was immediate - imprisonment inevitable. For some evasion was possible, but rarely for long. For others taken prisoner, staying alive was uppermost in the minds of most and in many cases only the comradeship of fellow prisoners and, for some, thoughts of escape became a constant preoccupation. Never to be forgotten too are the conditions and suffering endured by many PoWs when, in the face of the relentless Soviet Army advance into Germany, the camps were hastily emptied and the prisoners forced to march westward as the Germans staged their last gasp, futile attempts to prevent the Kriegies' falling into Russian hands. This book portrays Voltaire as he was perceived by readers of gazettes and literary journals published in Holland. Among them the literary critic Prosper Marchand, who was allergic to the many factual errors in Voltaire's works, and Henri Du Sauzet, publisher of the Bibliotheque francoise. Also Jean Rousset de Missy, who in 1736 sided with Jean-Baptiste Rousseau in his controversy with Voltaire, and who in his journals Le Magazin and L'Epilogueur often attacked Voltaire: an arrogant little creature, always out to cheat his publishers. We provide a day-by-day chronology of Voltaire's visits to Holland, and illustrate these with a large number of as yet unpublished comments. Thus Henri Du Sauzet tells a correspondent about his problems with Voltaire over Histoire du siecle de Louis XIV, while at the same time his Amsterdam colleague Etienne Ledet clashes with Voltaire over Elements de la philosophie de Newton and 'uvres de M. de Voltaire. Diplomats reported in detail on Voltaire's dealings with Johannes van Duren over the Anti-Machiavel, and on his unsuccessful diplomatic mission to Berlin in 1743. We include an unknown version of Voltaire's Sur un usage tres utile etabli en Hollande, and discuss at some length his Sommaire des droits de Sa Majeste le roi de Prusse sur Herstal, first printed as a pamphlet in The Hague, and published in the Leydse Courant before it appeared in the Gazette d'Amsterdam, the Gazette de Leyde and the Gazette d'Utrecht. As to the Anti-Machiavel, the first edition to comprise variants was not published by Van Duren, but by Pierre Paupie under the false imprints of Colomb (Marseille) and Lacaze (Amsterdam). With regard to Voltaire's very popular Vers a M. Van Haren, composed in June 1743, we publish a letter by Voltaire, written in Dutch. It was a reaction to criticism of his verses by a Dutch reader, and we suggest that the pamphlet L'Anti-Magazin, a more extensive answer to his critic, may well have been by Voltaire himself. As for Voltaire's Representations aux Etats-Generaux de Hollande, only a few phrases of it were used in the memorandum presented by the French envoy in The Hague on 6 October 1745.

Despite remarkable progress, much remains unknown about the risks and benefits of genetic testing. No effective interventions are yet available to improve the outcome of most inherited diseases; negative test results might not rule out future occurrence of disease, and positive test results do not necessarily mean the disease will inevitably develop. In view of this uncertainty, the Working Group on Ethical, Legal, and Social Implications of Human Genome Research at the National Institutes of Health and Department of Energy created the Task Force on Genetic Testing. Comprising representatives of fifteen major stakeholders in genetic testing and five government agencies involved with testing, the task force was charged with reviewing genetic testing in the United States and making recommendations to ensure the development of safe and effective genetic tests. In Promoting Safe and Effective Genetic Testing in the United States the members of this task force present the conclusions of their study. They begin by describing general principles involved in genetic testing, including informed consent, testing of children, confidentiality, and discrimination. They describe methods and policies to ensure the safety and effectiveness of new genetic tests, including criteria for developing tests and ways of ensuring compliance with those criteria. They then discuss how to ensure the quality of laboratories that perform genetic tests, including the role of laboratory personnel and methods of monitoring laboratory performance. Exposes the roots of 18th-century musical cosmopolitanism through an investigation of exchanges and collaborations between musicians and dancers from the two major national musical traditions in the early years of the century. This study stems from discoveries in a trove of documents belonging to Charles-Henri de Lorraine, prince de Vaudémont, who served as governor of Milan under the Spanish crown from 1698 to 1706. These documents, together with a mass of other sources - letters, diaries, treatises, libretti, scores - offer a vivid new picture of musical life in Paris and Milan as well as exchanges between France and Italy. The book is both a patronage study and an examination of the contributions by - and the difficulties facing - musicians and dancers who worked across national and cultural boundaries. Music, Dance, and Franco-Italian Cultural Exchange, c.1700 follows the careers of the prince and the French violinist and composer Michel Pignolet de Montéclair. In the context of a renewed fascination with Italian music in the 1690s, Montéclair made a name for himself in Paris as a pedagogue and composer who understood both national styles and blended them in a way that was successful on French terms. Vaudémont hired Montéclair to direct a French violin band and to compose dance music for a series of new operas that observers declared "the best in Italy" but are virtually unknown today. These productions involved collaborations among a mixed company of French and Italian musicians, dancers, composers, and librettists modeled on the practice of Turinese court operas. The book is an account of the contributions of these figures to the cultural life of Paris, Milan, and other northern Italian states, and to the creative mixing of musical styles, operatic conventions, and dance technique in France and Italy through the 1720s and beyond. She finds herself on trains, in the backcountry of the American wilderness, in crowded European hostels, and in Vietnam, eating a partially fertilized egg. All the while, Michigan, the landscape of childhood, serves as her reference point (“A rustic sort of place I can’t back away from”). Inspired by the Buddhist concept of anatta, or “no-self,” the speaker navigates unfamiliar terrain, sparking the question of identity and the agent of its construction. The poems ask how through perception the body metabolizes experience. From this intersection the passionate investigation of consciousness takes flight, framing the slippage between thinking and being, the feast of the subconscious and the seeds planted from waking life, the impermanence of a given moment, versus the materialism of memory, the reality of isolation despite the presence of a crowd, the influence of culture versus biology’s common baseline. Considered by many to be the godfather of R&B, Johnny Otis—musician, producer, artist, entrepreneur, pastor, disc jockey, writer, and tireless fighter for racial equality—has had a remarkable life by any measure. In this first biography of Otis, George Lipsitz tells the largely unknown story of a towering figure in the history of African American music and culture who was, by his own description, “black by persuasion.”Born to Greek immigrant parents in Vallejo, California, in 1921, Otis grew up in an integrated neighborhood and identified deeply with black music and culture from an early age. Throughout his career Otis’s driving passion has been his fearless and unyielding opposition to racial injustice, whether protesting on the front lines, exposing racism and championing the accomplishments of black Americans, or promoting African American musicians.Midnight at the Barrelhouse is a chronicle of a life rich in both incident and inspiration, as well as an exploration of the complicated nature of race relations in twentieth-century America. Lokamanya (revered leader) Bal Gangadhar Tilak (1856 - 1920), the extremist politician of Maharashtra, a region of western India, was one of the first Congress Party leaders to adopt the strategy of mass politics. Interpretations of his role and his achievement differen greatly. Some historians depict Tilak as India's first mass politician who was a creative nationalist myth-maker; other suggest that he was an opportunist who manipulated politics for selfish, elitist purposes. With an eye to resolving these conflicting opinions, Cashman related Tilak's ideology to his political organization. the author concentrates on four mass movements, studying the Lokamanya when he was engaged in political action and comparing his public statements with his political tactics. This approach provides a means of examining the manner in which Tilak redefined myths and of assessing the value of myths for purposes of political mobilization. Cashman suggests deficiencies in previous interpretations of Tilak. Arguing that the limitations of the mass movements need not be explained by the inadequacies of myths, he demonstrates that instead they reflected the transitional state of Maharashtraian society, which lacked a broad consensus. Tilak was active at a time when there was no common goal, no broader objective, in which sectional interests might be subsumed. He symbolized the uncertain striving of his society for some new direction, whose nature was yet unknown. He did not create the myth of the Lokamanya or the ideology of nationalism but, responding to social and political pressures, became a prisoner of the myths. Much writing of Indian history has been influenced either by a narrow ideological approach or by a retreat to arithmetical pragmatism. Cashman attempts to restore a balance by reexamining the relationship of myth to politics. Before the modernization and professionalization of medicine, women played an important part in the familial or local medical care systems. However, they were gradually excluded from formal medical practice due to a lack of systematic medical education. Women who hoped to enter the medical profession were obliged to fight a long and painful struggle to gain opportunities for medical education. Sometimes they managed to take informal and personal instruction from sympathetic male physicians, or they had to go abroad to search for medical training and university degrees. Female pioneers had to break through the boundaries of gender and nation defined by medical and social authorities, and they made their way across frontiers; they fought to enter men’s universities and, furthermore, they endured a long journey to colonial lands to practice medicine. The whole story of women’s advance in medicine with collective life-histories of early female doctors reveals significant findings that give a new dimension in women’s and gender history as well as medical history. In this series, I collected contemporary writings relating to pioneering women who contributed in opening up a path for women to practice medicine as qualified doctors in Great Britain. Most of them were of English origin with the exception of some American doctors whose achievements had considerable influence upon English practice. Equally they embraced the earnest ambition to practice scientific medicine especially for their sex, as well as the belief that women were men’ s intellectual equals. Jacob Wrey Mould is not a name that readily comes to mind when we think of New York City architecture. Yet he was one-third of the party responsible for the early development of the city’s Central Park. To this day, his sculptural reliefs, tile work, and structures in the Park enthrall visitors. Mould introduced High Victorian architecture to NYC, his fingerprint most pronounced in his striking and colorful ornamental designs and beautiful embellishments found in the carved decorations and mosaics at the Bethesda Terrace. Resurfacing the forgotten contributions of Mould, Hell on Color, Sweet on Song presents a study of this nineteenth-century American architect and musical genius. Jacob Wrey Mould, whose personal history included a tie to Africa, was born in London in 1825 and trained there as an architect before moving to New York in 1852. The following year, he received the commission to design All Souls Unitarian Church. Nicknamed “the Church of the Holy Zebra,” it was the first building in America to display the mix of colorful materials and medieval Italian inspiration that was characteristic of High Victorian Gothic architecture. In addition to being an architect and designer, Mould was an accomplished musician and prolific translator of opera librettos. Yet anxiety over money and resentment over lack of appreciation of his talents soured Mould’s spirit. Unsystematic, impractical, and immune from maturity, he displayed a singular indifference to the realities of architecture as a commercial enterprise. Despite his personal shortcomings, he influenced the design of some of NYC’s revered landmarks, including Sheepfold, the Metropolitan Museum of Art, the American Museum of Natural History, the City Hall Park fountain, and the Morningside Park promenade. From 1875 to 1879, he worked for Henry Meiggs, the “Yankee Pizarro,” in Lima, Peru. Resting on the foundation of Central Park docent Lucille Gordon’s heroic efforts to raise from obscurity one of the geniuses of American architecture and a significant contributor to the world of music in his time, Hell on Color, Sweet on Song sheds new light on a forgotten genius of American architecture and music. Engelbert Humperdinck's opera Hänsel und Gretel is one of the best-known in the repertoire, its melodies as familiar as folk-tunes - and yet no full-length biography of Humperdinck (1854-1921) has ever been published in English: although highly regarded a century ago, he has since been overshadowed by the continued success of his own fairy-tale creation. His other works remain essentially unknown, but they include five additional operas, ten furtherstage works (including music for four Shakespeare plays), pieces for orchestra and for chorus, and many songs. This book sets a pioneering examination of Humperdinck's entire output in a biographical framework, with detailed, illustrated descriptions accompanied by quotations from Humperdinck's contemporaries. Humperdinck was a quintessential composer of the Germany of the Kaisers: his maturation coincided with the establishment of the German Empire,and his training with teachers who remembered Beethoven and Schubert culminated in an apprenticeship with Richard Wagner. His talents won him entry to the Bayreuth inner circle and to the home of Johannes Brahms, and earned him areception with Kaiser Wilhelm II and an evening in Theodore Roosevelt's White House. His friends included Richard Strauss, Hugo Wolf, Gustav Mahler, Giacomo Puccini and Isadora Duncan. Kurt Weill, Leo Blech, and Hans Pfitzner were among his hundreds of students. Humperdinck was a prolific writer, too, and the detailed and candid letters and diary entries quoted here provide an inside view of musical life in Wilhelmine Germany, with its extraordinary number of theatres, orchestras, choral societies, music publishers, journals and conservatoires, their principal personalities generously illustrated in the pages of this book. William Melton, born in Philadelphia in 1954, did hisgraduate studies in music history at the University of California Los Angeles and spent his career in the horn section of the Sinfonie Orchester Aachen (Aix-la-Chapelle). In addition, he is a contributor to The Cambridge Wagner Encyclopedia (2013) and the author of The Wagner Tuba: A History (edition ebenos, Aachen, 2008). On December 18, 1867, the Buffalo and Erie Railroad’s eastbound New York Express derailed as it approached the high truss bridge over Big Sister Creek, just east of the small settlement of Angola, New York, on the shores of Lake Erie. The last two cars of the express train were pitched completely off the tracks and plummeted into the creek bed below. When they struck bottom, one of the wrecked cars was immediately engulfed in flames as the heating stoves in the coach spilled out coals and ignited its wooden timbers. The other car was badly smashed. About fifty people died at the bottom of the gorge or shortly thereafter, and dozens more were injured. Rescuers from the small rural community responded with haste, but there was almost nothing they could do but listen to the cries of the dying—and carry away the dead and injured thrown clear of the fiery wreck. The next day and in the weeks that followed, newspapers across the country carried news of the "Angola Horror," one of the deadliest railway accidents to that point in U.S. history. Yet it attracted wide attention through the publication of John Steinbeck's The Grapes of Wrath (1939) and the images of Farm Security Administration photographers such as Dorothea Lange and Arthur Rothstein. Ironically, their work risked sublimating the subjects—real people and actual experience—into aesthetic artifacts, icons of suffering, deprivation, and despair. Their mission, they thought, was to fight against Hitler and fascism in the Middle East. But in a change of plan and destination, he and his fellow servicemen became sacrificial lambs on a continent much further from home. After tough rudimentary combat training in England, Stan's division set off on a secret overseas mission. After months at sea, and several unexpected ports of call, their convoy was redirected to the other side of the world as the Imperial Japanese Army rampaged across Manchuria, Hong Kong and other parts of Asia. Singapore was under sole British jurisdiction and a large naval base had been built after the First World War to defend the island at the foot of the Malay Peninsula. The British Government believed Japan would never attack their prize territory and so left Singapore to fight for itself with limited troops and outdated equipment. But after an attack on Pearl Harbor, the under-trained and undersupplied 18th Division was redirected to fight the Japanese. Using extensive research and personal documents, the authors' account - via their father's small, faded, diary and his 1990 tape recording - tells of Stan's journey and arrival in Keppel Harbour under shellfire; the horrific 17 day battle to defend the island, the Japanese Admonition and the harrowing forced labour conditions after capitulation. Only a small percentage of the 85,000 British troops returned after the war. Captivity and years of trauma ultimately stole years of the young soldiers' lives, which they were later ordered to forget by the British Government. The aim of this work is to provide information for future generations to understand how ordinary men died under horrific conditions of war, and how the lucky survived.

Some of the finest architectural structures in India are to be found below ground: these are its ancient stepwells. Stepwells are unique to India; the earliest rudimentary wells date from about the 4th century CE, and eventually they were built throughout the country, particularly in the arid western regions. Stepwell construction evolved so that, by the 11th century, they were amazingly complex feats of architecture and engineering, not only providing water all year round but also serving as gathering places, refuges and retreats. The journalist Victoria Lautman first encountered stepwells three decades ago, and this book – now available in paperback for the first time – is a testament to her determined efforts over several years to document these fascinating but largely unknown structures before they disappear. Of the thousands of stepwells that proliferated across India, most were abandoned as a result of modernization and the depletion of water tables. Frequently commissioned by royal or wealthy patrons, the wells vary greatly in scale and design. Some also functioned as subterranean Hindu temples, featuring columned pavilions and elaborate stone carvings. Islamic wells were generally less flamboyant, but often incorporated shady loggias and small chambers in which to relax and escape the stifling heat. Today, few stepwells are in use. The majority have been left to silt up, fill with rubbish and crumble into disrepair. Gradually, however, the Indian government and heritage organizations are recognizing the need to preserve these architectural wonders. In 2014 India’s grandest and best-known stepwell, the Rani ki Vav in Patan, Gujarat, became a UNESCO World Heritage site. In her introduction, Lautman discusses why and where the stepwells were built. She reflects on the reasons they became derelict and considers how the appreciation of stepwells is changing with the work of organizations and individuals who aim to protect and restore them. The main part of the book is arranged in a broadly chronological order, with up to four pages devoted to each of c. 70 stepwells, every one unique in design and engineering. The name, location (including GPS coordinates) and approximate date of each well accompany colour photographs and a concise commentary by Lautman on the history and architecture of the well and her experience of visiting it. While many of the stepwells are rather decrepit, their magnificent engineering and great beauty never fail to impress.

Have you ever thought of citrus fruits as celestial bodies, angelically suspended in the sky? Perhaps not, but J. C. Volkamer (1644-1720) did-commissioning an extravagant and breathtaking series of large-sized copperplates representing citrons, lemons, and bitter oranges in surreal scenes of majesty and wonder. Ordering plants by post mostly from Italy, Germany, North Africa, and even the Cape of Good Hope, the Nuremberg merchant Volkamer was a devotee of the fragrant and exotic citrus at a time when such fruits were still largely unknown north of the Alps. His garden came to contain a wide variety of specimens, and he became so obsessed with the fruits that he commissioned a team of copperplate engravers to create 256 plates of 170 varieties of citrus fruits, many depicted life size, published in a two-volume work. The first volume appeared in 1708, with the impressively lengthy title The Nuremberg Hesperides, or: A detailed description of the noble fruits of the citron, lemon and bitter orange; how these may be correctly planted, cared for and propagated in that and neighboring regions. In both volumes, Volkamer draws on years of hands-on experience to present a far-reaching account of citrus fruits and how to tend them-from a meticulous walk-through of how to construct temporary orangeries, glasshouses, and hothouses for growing pineapples to commentary on each fruit variety, including its size, shape, color, scent, tree or shrub, leaves, and country of origin. In each plate, Volkamer pays tribute to the verdant landscapes of Northern Italy, his native Nuremberg, and other sites that captured his imagination. From Genovese sea views to the Schoenbrunn Palace, each locale is depicted in the same exceptional detail as the fruit that overhangs it. We witness branches heavy with grapefruits arching across a sun-bathed yard in Bologna and marvel at a huge pineapple plant sprouting from a South American town. The result is at once a fantastical line-up of botanical beauty and a highly poetic tour through the lush gardens and places where these fruits grew.Few colored sets of Volkamer's work are still in existence today. This publication draws on the two recently discovered hand-colored volumes in the city of Furth's municipal archive in Schloss Burgfarrnbach. The reprint also includes 56 newly discovered illustrations that Volkamer intended to present in a third volume.

Love, whose destiny is said to be unique amongst the gods and humans, perhaps embodies desire for a conjunction always in search of its happening. Love would represent a dynamism longing for the copula incarnating the transcendence of our being. As such, Love would remain the everlasting yearning for the accomplishment of the ecstatic destiny of humanity.” In this book, Luce Irigaray - philosopher, linguist, psychologist and psychoanalyst - proposes nothing less than a new way of conceiving what a human being is as well as a means to ensure our individual and relational development from birth. Unveiling the mystery of our origin is probably what most motivates our quests and plans. And yet such a disclosure proves to be impossible. Indeed we were born as one from a union between two, and we are forever deprived of an origin of our own. Hence our ceaseless search for roots: in our genealogy, in the place where we were born, in our culture, religion or language. But a human being cannot develop from its own roots as a tree does. As humans, we must take responsibility for our own being and existence without any given continuity with our origin and background. How can we achieve that? First by cultivating our breathing, which is more than a means to come into the world and to exist; breathing also allows us to transcend mere survival to secure for ourselves a spiritual becoming. Taking on our sexuate belonging is the second element which enables us to assume our natural existence. Indeed, this determination at once brings us energy and provides us with a structure which contributes to our individuation and our relations with other living beings and the world. Our sexuation can compensate for our absence of roots too by compelling us to unite with the other sex so that we freely approach the copulative conjunction from which we were born; that is, the mystery of our origin. This does not occur through a mere sexual instinct or drive, but requires us to cultivate desire and love with respect for our mutual difference(s). In this way we can give rise to a new human being, not only at a natural but also at an ontological level.
