Following the end of the First World War, the newly reformed state of Poland was wedged uncomfortably between the two dominant nations of Germany and the Soviet Union. With their diametrically opposed political philosophies, both of Poland’s neighbours plotted continuously to reclaim its lands that had up until recently been part of the once great but now defunct German and Russian empires. In order to protect itself, Poland was obliged to plot and negotiate with both of its neighbours to try and prevent them from realising their ambitions to eviscerate the country. The United States had been instrumental in the creation of the Polish state after the First World War, Wilson in particular stoking the Poles’ growing powerful nationalistic fervour. As Norman Ridley reveals, this was the beginning of a turbulent period for Poland. There was, for example, the dramatic and improbable ‘Miracle on the Vistula’ when Polish forces defeated the communist Red Army in 1920 – and in so doing halted the spread of communism across eastern Europe. As well as bitter ethnic battles between Germany and Poland for the political control of Upper Silesia, there were also the burning ambitions of Weimar Germany, and later Nazi Germany, to reclaim lands stripped from them and incorporated into the new state of Poland at Versailles. Despite America’s initial support after the war, the US thereafter showed little interest in Poland’s predicament. While France was a traditional friend to the Polish peoples, and a significant supplier of military aid, its political influence over eastern European affairs weakened as its own political institutions fell prey to extremes of both left and right and its immediate post-war dominance waned. Britain was interested only in commerce and that made Germany and Russia significantly more important as trading partners than the predominantly agricultural and technically backward state of Poland. Despite the dominance of right-wing politics in Poland, the emergence of Hitler and the Nazis in Germany did little to bring the countries together. This even drove them further apart as the Führer ramped up his rhetorical assault on the perceived injustices of Versailles, which were soon to translate into territorial expansion over Austria and Czechoslovakia. Poland was to be the next in line. Britain and France belatedly roused themselves to challenge the threat posed by Hitler and the Nazis. After the capitulation of the Anschluss and the humiliation of Munich, London and Paris found themselves in the disagreeable position of seeing no option but to throw their whole weight behind the integrity of the Polish state if they were ever going to make any sort of stand against Nazi aggression.

Das Fehlen eines geeigneten historischen Kontexts bietet viel Raum für die unterschiedlichsten Interpretationen, und es ist schwierig, die Anlage einzuordnen. Verschiedene griechische und römische Autoren, die in Kapitel 1 der Publikation ausführlich erwähnt werden, beschreiben den Tempelkomplex Amenemhets III. südlich der Pyramide in Hawara und nennen ihn, in Anlehnung an Herodot, das 'Labyrinth'. Die Anlage und ihr genauer Standort geraten in Vergessenheit bis die ersten europäischen Reisenden und Gelehrten zum Ende des 17. und Anfang des 18. Jahrhunderts nach Ägypten kommen, um sie wiederzufinden. Am Ende seiner ca. 45-jährigen Regierungszeit gibt es vermutlich eine Koregenz zwischen Amenemhet III. und seinem Nachfolger Amenemhet IV. (ca. 1807/06-1798/97 v.Chr.), dessen Anwesenheit und Tätigkeiten in Hawara aber bis jetzt nicht zweifelsfrei nachgewiesen werden können, wie in Kapitel 3 dargelegt wird. Nach zehnjähriger Regierungszeit besteigt die Tochter Amenemhets III., Nefrusobek, den Thron und regiert ca. drei Jahre (ca. 1798/97-1794/93 v.Chr.). Die Pyramidenanlage Amenemhets III. in Hawara scheint aber noch lange bis in die 13. Dynastie in Betrieb zu sein, bis der Kult für den König aufgegeben bzw. erheblich eingeschränkt wird. In Kapitel 4 wird schließlich das Material, woraus die Architektur- und Inventarfragmente angefertigt wurden, systematisch aufgelistet und mit Informationen zu Entstehung, Vorkommen und Farbe versehen. The vital role of the military all-source intelligence in the eastern theater of operations during the U.S. Civil War is told through the biography of its creator, George H. Sharpe. Renowned historian Peter Tsouras contends that this creation under Sharpe’s leadership was the combat multiplier that ultimately allowed the Union to be victorious. Sharpe is celebrated as one of the most remarkable Americans of the 19th century. He built an intelligence organization (The Bureau of Military Information – BMI) from a standing start beginning in February 1863. He was the first man in military history to create a professional all-source intelligence operation, defined by the U.S. Army as “the intelligence products, organizations, and activities that incorporates all sources of information, in the production of intelligence.” By early 1863, in the two and half months before the Chancellorsville Campaign, Sharpe had conducted a breath-taking Intelligence Preparation of the Battlefield (IPB) effort. His reports identified every brigade and its location in Lee’s army, provided an accurate order-of-battle down to the regiment level and a complete analysis of the railroad. The eventual failure of the campaign was outside of the control of Sharpe, who had assembled a staff of 30-50 scouts and support personnel to run the military intelligence operation of the Army of the Potomac. He later supported Grant’s Armies Operating Against Richmond (AOAR) during the Siege of Petersburg, where the BMI played a fundamental role in the victory. His career did not end in 1865. Sharpe crossed paths with almost everyone prominent in America after the Civil War. He became one of the most powerful Republican politicians in New York State, had close friendships with Presidents Grant and Arthur, and was a champion of African-American Civil rights. With the discovery of the day-by-day journal of John C. Babcock, Sharpe’s civilian deputy and order-of-battle analyst in late 1963, and the unpublished Hooker papers, the military correspondence of Joseph Hooker during his time as a commander of the Army of the Potomac, Tsouras has discovered a unique window into the flow of intelligence reporting which gives a new perspective in the study of military operations in the U.S. Civil War.

Long before “Cesar Chávez” and “Chicano” became commonly known, the word “bracero” had established itself in the language of American politics. The Mexican Farm Labor Program—or bracero program as it came to be known—was from its inception in 1942 a highly controversial issue. At international, national, and subnational levels, it remained the focal point of an intense interest-group struggle. This struggle and its group combatants provide the central concern of this study. In the early 1940’s agribusiness interests had sought to contract Mexican laborers (“braceros”) for work on United States farms. With the entry of the United States into World War II, legislation was passed for contracting braceros on a large scale. What was originally a wartime measure soon became an institution. During twenty-two years, 4.2 million braceros were contracted. The United States, at the insistence of the Mexican government, became a partner in the program, ensuring that the braceros were provided housing, set wages, and other benefits. The program was, however, detrimental to one group in the United States: the native farmworker. Not only was the bracero provided guarantees that the native could not demand, but the bracero also got the native’s job. During the late forties and fifties, organized labor gathered its forces in Congress to oppose the program. Finally, an administration favorable to the native farmworker threw its support behind the native laborer, and through the Department of labor measures were passed that made it less attractive to hire foreign labor. In the end, the anti-bracero forces won out in Congress and defeated extension of the Mexican Farm Labor program. At the same time, the United States government, by setting the working standards for foreign workers, brought about an improvement in the working conditions and wages of native farm laborers. Besides the conflicts between domestic interests, Craig examines the international conflicts and issues involved, as well as the international agreements that were the basis of bracero contracting. He discusses with perception the program’s immediate and long-range effects on Mexico. His study analyzes and clarifies one of the most controversial domestic and international programs of the twentieth century.

Why did trade with the United States prolong Spanish colonial rule during the Venezuelan independence struggles?From 1790 to 1815, much of the Atlantic World was roiled by European imperial wars. While the citizens of the United States profited from the waste of blood and treasure, Spanish American colonists struggled to preserve their prosperity on an imperial periphery. Along the Caribbean coast of South America, colonial elites and officials fought to secure Venezuela from threats of foreign invasion, slave rebellion, and revolution. For these elites, trading with the United States and other neutral nations was not a way to subvert colonial rule but to safeguard the prosperity and happiness of loyal subjects of the Spanish Crown. Food insecurity, deprivation, and political uncertainty left Venezuela vulnerable to revolution, however.In Sustaining Empire, Edward P. Pompeian lets readers see liberal free trade just as colonial Venezuelans did. From the vantage point of the slave-holding elite to which revolutionary figures like Simón Bolívar belonged, neutral commerce was a valuable and effectual way to conserve the colonial status quo. But after Spain's crisis of sovereignty in 1808, it proved an impediment to Venezuelan independence. Before widescale emigration in the early 1960s, North Africa's Jewish communities were among the largest in the world. Without Jewish emigrants from North Africa, Israel's dynamic growth would simply not have occured. North African Jews, also called Maghribi, strengthed the new Israeli state through their settlements, often becoming the victims of Arab-Israeli conflicts and terrorist attacks. Their contribution and struggles are, in many ways, akin to the challenges emigrants from the former Soviet Union are currently encountering in Israel. Today, these North African Jewish communities are a vital force in Israeli society and politics as well as in France and Quebec. Most of us assume that public schools in America are unequal--that the quality of the education varies with the location of the school and that as a result, children learn more in the schools that serve mostly rich, white kids than in the schools serving mostly poor, black kids. But it turns out that this common assumption is misplaced. As Douglas B. Downey shows in How Schools Really Matter, achievement gaps have very little to do with what goes on in our schools. Not only do schools not exacerbate inequality in skills, they actually help to level the playing field. The real sources of achievement gaps are elsewhere. A close look at the testing data in seasonal patterns bears this out. It turns out that achievement gaps in reading skills between high- and low-income children are nearly entirely formed prior to kindergarten, and schools do more to reduce them than increase them. And when gaps do increase, they tend to do so during summers, not during school periods. So why do both liberal and conservative politicians strongly advocate for school reform, arguing that the poor quality of schools serving disadvantaged children is an important contributor to inequality? It's because discussing the broader social and economic reforms necessary for really reducing inequality has become too challenging and polarizing--it's just easier to talk about fixing schools. Of course, there are differences that schools can make, and Downey outlines the kinds of reforms that make sense given what we know about inequality outside of schools, including more school exposure, increased standardization, and better and fairer school and teacher measurements. How Schools Really Matter offers a firm rebuke to those who find nothing but fault in our schools, which are doing a much better than job than we give them credit for. It should also be a call to arms for educators and policymakers: the bottom line is that if we are serious about reducing inequality, we are going to have to fight some battles that are bigger than school reform--battles against the social inequality that is reflected within, rather than generated by--our public school system.

Since 2014, millions of individuals have purchased coverage through the health insurance exchanges established under Patient Protection and Affordable Care Act (PPACA). PPACA altered the individual health insurance market by setting federal standards for coverage and subsidizing exchange coverage for certain low-income individuals. In the first 5 years of exchanges, issuers have moved in and out of the market and increased premiums, but little is known about issuers' claims costs or the factors driving their business decisions. Chapter 1 examines (1) claims costs of issuers participating in exchanges, and (2) factors driving selected issuers' changes in exchange participation, premiums, and plan design. GAO reviewed data from nine issuers participating in five states, which were selected to represent a range in size, tax status, and exchange participation. During open enrollment, eligible returning consumers may re-enroll in their existing health insurance exchange plan or choose a different plan. Those who do not actively enroll in a plan may be automatically re-enrolled into a plan. Chapter 2 examines 1) the extent to which plans identified as benchmark plans remained the same plans from year to year, and how premiums for benchmark plans changed; 2) the proportion of exchange consumers who were automatically re-enrolled into the same or similar plans, and how these proportions compared to those for consumers who actively re-enrolled, and 3) the extent to which consumers' financial responsibility for premiums changed for those who were automatically re-enrolled compared to those who actively re-enrolled. Chapter 3 discussed the amendments to title XIX of the Social Security Act to ensure health insurance coverage continuity for former foster youth. Certain individuals without access to subsidized health insurance coverage may be eligible for premium tax credits, as established under the Patient Protection and Affordable Care Act (ACA; P.L. 111-148, as amended). The dollar amount of the premium credit varies from individual to individual, based on a formula specified in statute. Individuals who are eligible for the premium credit, however, generally are still required to contribute some amount toward the purchase of health insurance as described in chapter 4. During the summer of 2018, the Trump Administration issued final rules governing coverage offered through association health plans (AHPs) and short-term, limited-duration insurance. Chapter 5 describes how the Congressional Budget Office and the staff of the Joint Committee on Taxation (JCT) analyzed the new rules and determined how those rules would affect the agencies' projections of the number of people who obtain health insurance and the costs of federal subsidies for that coverage.
