Text in Arabic. We are pleased to present the second volume of the project "Qatar and the Arabian Gulf States in the Documents of the Indian Archives, Selections from the Indian National Archives in Delhi", which includes the translation of documents related to Qatar and the Arabian Gulf States and their relationship with the various international powers, as well as regional and local ones, in the period (1872-1875), as monitored in the records of the British Government and the Indian British Government. These documents include correspondence and telegrams exchanged between residents, agents, captains on the Indian Navy's ships, their superiors at the Ministry of Indian Affairs and the British Ministry of Foreign Affairs in London, as well as letters from the Sheikhs and merchants of the region. Its contents cover wide aspects including their conditions, reactions, and their interactions with the conflicts and events they went through, especially since many of them have been participants of at least eyewitnesses in such events. Therefore, the topics vary between political, military, economic, social, and others. The timeline of the documents included in this volume are arranged in chronological-historical order; as it covers historical events and facts occurred during the period it is presenting, the most important of which is the Ottoman campaign against Najd, the Ottoman military reinforcements in Al Ahsa, Al Qatif and Qatar, the repercussions of the conflict between Abdullah and Saud, the sons of Faisal bin Turki Al Saud, and the tribal stance in each of Al Ahsa, Al Qatif, Qatar and Bahrain, and the subsequent Ottoman movements, and the British position on these events, especially after Qatar raised the Ottoman flag.

A proverbial cellar find brought to light a remarkable source for Napoleonic uniformology, which due to its artistic design but also high level of detail offers valuable support in the research of the military dress of Napoleonic mounted troops. A total of 56 large-format hand-coloured watercolours depict cavalry, artillery and train troops of the French Imperial period from 1804 to 1812, the Neapolitan army of 1812, and the Polish uprising of 1831. The work itself is introduced with a foreword by art historian Dr. Hans D. Baumann, commenting on the artistic representation and especially the provenance of the portfolio. It turned out that the watercolours by unknown artists were originally part of the library of the Royal Theatre in Berlin and finally reached Kassel via the salt mines of Thuringia in the course of the Second World War. From there they went to a private collector and then disappeared in the afore-mentioned cellar. The reference to the Royal Theatres in Berlin as well as the posture and presentation of some of the depicted cavalrymen quickly led to Richard Knötel‘s famous Große Uniformenkunde. This is because this doyen of German uniformology cited "coloured hand drawings from the library of the Royal Theatre of Berlin" as the source of some of his plates on the French army. His plates on the Neapolitan army are also partly based on the original source presented here for the first time. Even though the artist (or artists) probably did not produce the 56 watercolours until the late 1830s or 1840s, they are captivatingly accurate and have been assessed by Markus Gärtner and Markus Stein for their historical accuracy. Each plate is accompanied by a brief commentary, which usually classifies the depiction as correct - especially the rarer depictions, such as French carabiniers around 1812 in the sky-blue uniforms, underline the artist’s sound knowledge of Napoleonic military costume. As evidence of the painting’s contemporary origins, some plates are accompanied by illustrations by early 19th century military artists such as Martinet or Weiland, which obviously served as sources. Some illustrations are also supplemented by Knötel‘s plates, enabling readers to verify for themselves the impact these watercolours had on the creation of a work of such fundamental nature as the "Große Uniformenkunde". Thus this book spans 19th century uniformology from the early years to its perfection around 1890. In addition to the commentaries, the plates are also accompanied by historic details outlining the development and wartime deployment of the unit depicted, as well as the standards carried. These additions were made on the basis of rarer works of French military history, while modern works by military historians Markus Gärtner and Markus Stein were also consulted. Since the paintings depict mounted units throughout (both of the Guard and the Line), the reader is able to obtain a comprehensive picture of the splendour of Napoleonic cavalry turned out in their colourful uniforms. The artistic charm of a previously unpublished source and the wide range of units represented will surely make this book a highlight of any library.

We present conceptual foundations for artificial intelligence, expert systems, and knowledge engineering and management and discuss high quality in education. Following, we discuss the basics of our vision and prospective about higher education (HE): the battle for the future with digital transformation (DT). Next, we present our central Chapter 4 on DT: our dual model of knowledge and data, as befits a HE institution. Below, we present a succinct outline of our architectural model. The pillars of the architecture are funding, research, entrepreneurship and social projection (Chapter 8); recognizing from the start that knowledge has its ethos in the university; these pillars correspond to: Productive ecosystem of the DT DT that enhances knowledge and innovation in the universities for the habilitation of the digital capabilities A new economy that requires the U transformation as social projection. New DT human talent required by the new knowledge and intelligence industry. The student hyper-personalization by competences and skills is required. Ten Views of Our DT Model, given its complex process that takes place in long ways, a process required for the successful survival of an organization into the IV Industrial Revolution, with the final purpose of being very competitive, productive and of high quality (HQ). It provides a 360° business vision map and a planning framework for commercial and technological changes. 6-The computational-mathematical perspective of DT, identifying endogenous and exogenous variables and their interrelations. 7-The synthesis, the Matrix of End-Means (EMM) that summarizes in DT: Where the HE is. In addition, where can the HE go? 8-The MIR Matrix, which describes DT Objectives, impacts-indicators and results. 9-The dynamic model of the DT system, based on computational intelligence, representing the system information control of all the components to achieve the completion of the DT. The intelligent management information system (iMIS) for PSEd, shows the dynamics of DT, integrating several multilevel system hybrid architectures, as a space to respond to the solution of the HE problems, tending to the desired competitiveness, specifically pointing out the way that these modern technologies can be included for their adaptation and evolution in PSEd in post-modernity, making governability, and teaching and student productivity compatible with educational high quality, the purpose of DT. The interface Results of the iMIS includes: high quality metrics, digitization rate progress, indicators (an special appendix on KPI were included) and values of management, desertion, answers, and plans. Tracing Fordham Law School’s history in the context of developments in legal education over the course of the twentieth century, this book pinpoints those factors that produce greatness in a law school and those that contribute to its decline. The world today is a much more dangerous place in many aspects than it used to be years back. Much has changed in many arenas of life and the general situation seems to be getting worse by the day. This is a world that still seems to be in a pretty dismal condition and offers little to no prospect for progress of improvement. Today, people appear to be inclined toward greed, oppression, violence, threat, conquest, exploitation and even self-exploitation. For example, poverty is pushing more people into despondency and this in some cases has resulted in people fleeing their homelands in search of supposedly better lives in the developed nations. Some people are fleeing their homelands as refugees, seeking refuge in other developed countries. Many who take this path risk their lives through running away or escaping across unfriendly and wild oceans where many drown and die before reaching their destiny. Environmental degradation is another challenge that is affecting lives of many people. The ones suffering the most are people in developing countries where the effects of environmental degradation have contributed to drought that is adversely impacting their livelihoods and disturbing their daily lives through such induced practices as load shedding. Load shedding is periodic loss of electric power in homes brought about by reduced water levels and this has affected the production of hydroelectric power. Even in the United States the impact of environmental degradation or commonly known as global warming has taken its toll in some states where drought has negatively impacted many communities. Although much of the environmental injustice is being perpetuated by the rich and some developing countries including the United States and China. These countries have refused to take responsibility for the misery their actions have caused to many peoples especially those in the developing countries. One particular example is in the area of bio-medics in which we have see a proliferation in the number of viruses. These viruses have caused untold misery and mayhem in some parts of the world. The latest viral incident has been the novel COVID-19 that broke out in Wuhan, China in 2020 and immediately became a pandemic causing hundred of thousands of preventable deaths across the globe. The first cases were reported in Wuhan since early April of 2020. In the area of politics the story is no better as we now have a new crop of politicians who are narcissistic self-declared gods and who are driven by their egocentric and insatiable desire for gain and wealth at the expense of the masses. This political scenario, unfortunately, is what we are witnessing now. We have a political system that is driven and dictated by the wealthy and powerful. Most of these individuals are doing everything in their power to feed on and exploit people's fears all for their own aggrandizement. This book utilizes different angles to discuss these critical issues using a Christian lens. It also simultaneously highlights brokenness as the resulting consequence of the issues highlighted above. You couldn't get there on foot and you couldn't get there in a truck. It was possible only on a bicycle. Half the adventure, though, is in the riding itself. A review of current (education) policy and practice endorses the view of an apparent paradox in policy implementation. Although tremendous investments (in terms of energy, time and financial resources) are made in enacting policies, there is ample evidence to suggest that policy actors are impervious to policy information. Change agents and implementers of policy are often seen as pursuing different agendas when it comes to the task policy implementation. As aptly asserted by Sabatier and Jenkins-Smith (1993, cited by Shulock, 1999, p. 228), âpolicymakers and implementers' core beliefs are unaffected by policy information, major policy change results rather from external factors such as inflation and elections'. This book re-conceptualizes this policy phenomenon for rumination. The book essentially unravels perspectives on the policy implementation paradox, and through that exemplifies the âbest' suited approach for demystifying the policy/practice gap to bring understanding to the messiness and contested nature of (education) policy processes. To help draw conceptual leverage on the phenomenon described as the âpolicy implementation paradox', this eight chapter book performs two major functions. First, Chapters 1 to 4 set the context for the book. Chapter 1 defines (education) policy, and in the process, the traditional problem-solving definition of policy is juxtaposed with the process model, and through that a third conception (i.e. the theoretical eclecticism approach) is gauged to help provide both practical and theoretical bases for understanding how policy and practice exist in dynamic and iterative relationships. Chapters 2 and 3 give insights into how education policy-making is made and implemented respectively to unravel some of the influences on policy processes. Chapter 4 explicates (from within relevant literature) the policy paradox to assist readers to understand perspectives that are advanced in latter chapters to unravel and/or explain the existence or occurrence of this policy phenomenon. Second, Chapters 5 to 7 draw on literature from disparate sources to unravel perspectives on the policy implementation paradox, whilst Chapter 8 presents the key messages that are tangential to achieving the objectives of the book. Overall, the Chapter 8 performs three functions, namely it: summarizes perspectives presented in the scholarly literature to demystify and unravel the policy implementation paradox illustrates the reasons for the choice of the post-modernist perspective as the most appropriate and/or best suited perspective for unravelling this policy phenomenon; and outlines the relevance (and/or justifications) of the post-modernist conception of policy as both âtext' and âdiscourse' as a framework for understanding the policy implementation paradox and the dynamism of policy processes at large. The contribution of this book is seen particularly in its ability to leverage the post-modernist conception of policy as both âtext' and âdiscourse' to stress the importance of recognizing the role of implementation in actually changing policy. Brought directly into the context of the policy implementation paradox, the book (drawing on the post-modernist conception of policy) clearly propels the dynamism of policy processes, and uses this to explain the reasons why policy implementation outcomes most often differ from policy-makers' intentions. First, the book makes the point aptly and forcefully that because policy processes are dynamic, there is usually conflicts among those who make policy as well as those who put policy provisions into practice, about what the important issues or problems for policy are and what the desired policy goals ought to be. Second, it puts down the issue of disconnect between policy intentions in theory and policy implementation outcomes in practice invariably to the active processes involved in interpreting policy. Policy statements, in the view of the book and in the post-modernist tradition, are almost always subject to multiple interpretations and re-interpretations depending upon the standpoint of the people doing the interpretive 'work'. Third, the policy/practice gap is explained as existing and/or occurring because the practice of policy on the ground is extremely complex, both that which is being 'described' by policy and those that are 'intended' to put policy into effect or practice. The point, according to the post-modernist thinking on which this book draws, is that simple policy descriptions of practice do not capture the multiplicity and complexity of the practice of policy on the ground, as such, the implementation of policy in practice almost always means outcomes differ from policy-makers' intentions. Against the backdrop of these three reasons alluded to, the book attributes the underlying causes of the policy implementation paradox to two interrelated factors. One, it is argued that the paradox in policy implementation occurs mainly because of what post-modernist thinkers call policy refraction. That is to say, because policies in practice tend to evolve through the interactions of a multiplicity of actors, they become distorted and less coherent as they are interpreted and put into practice by the 'ground-level' actors and implementers. Two, it is contended that the emergence of post-modern theory (with its contemporary understanding of the nature of reality and how to 'go on' in life) has undermined the 'modernist' philosophy to such an extent that older ideas of fixed structures conditioning behaviour and imposing regularity and predictability on social life have become considerably weakened, if not demolished completely. Essentially, the book argues that the post-modern theoretical movement has had tremendous effect of stressing the unpredictability of human behaviour in policy implementation processes, and by extension, the unpredictability of policy outcomes as against policy intentions.

The native Creole culture of New Orleans and Louisiana is unique. We know its music, its food, its French and Spanish inspired accents. Ultimately though, the most distinctive feature is the people. What we now recognize as Creole developed over several hundred years, a “gumbo” of African slaves, and former slaves, free people of color, Europeans, even American Indians – all in just about any combination you can imagine. In New Orleans, regardless of the mixture, they were considered “colored.” African Americans had separate neighborhoods, stores and parks. Where black and whites came into contact there was as strict code of deference that had to be followed. Even in the Catholic churches that allowed both races to pray, parishioners expected that they would sit in separate pews with whites given the most advantageous positions. Needless to say, opportunities for the city’s colored population were severely limited. hen there was the “screen,” the New Orleans’ name for the “Colored Only” signs that were ubiquitous in the Jim Crow-dominated city. Every bus and trolley car had one to make sure the African American citizens knew to sit in the back, as if they needed to be reminded. “Screens” were found in many other places around town as well. It is in this separate, but still rich and vibrant, world that the inspiring story of Curtis Graves begins. His remarkable parents were determined that Curtis grow up aware of who he was and his fascinating roots, which included both former slaves and plantation owners. At first, this required deceptions by his family as they hid the most obvious signs of restrictions placed on their lives. As he became older Curtis observed life in New Orleans and was allowed to come to his own understanding. Mabel and Buddy Graves also placed a great value on education, expecting that Curtis would go to college, perhaps become a teacher, or businessman, among the few vocations available for educated African Americans. After a time attending college close to home, Curtis transferred to Texas Southern University in Houston, a large historically black college. The late 1950s was a time when even more attention was being paid to the burgeoning civil rights movement. A young Martin Luther King, Jr. had already emerged as its leader, focusing on nonviolence, a tactic and philosophy primary adopted from Gandhi in India, but enhanced through deep religious roots. The young students at Texas Southern took notice. Faced with racism all around them, Curtis and others decided to protest in their own way – demanding equal access to public places. The first target was the lunch counter at a Houston supermarket. In March 1960, they staged the first “sit-in” there. Nobody knew what would happen, but the sit-ins continued at supermarkets and drugstores around town, drawing more and more interest. When it made the national news, Curtis Graves’ parents were not happy. However, he made them realize that they had brought him up to take a stand, even if it was dangerous. By the time Curtis entered the Army, he had already earned a reputation for political activism in the cause of equality. Returning to Texas, he ran for a seat in the Texas State Legislature. After a raucous election, Curtis Graves won the election, becoming one of the first African Americans to hold state office since Reconstruction. He served six years, but even after he left office—and politics — Graves has never stopped battling for fairness and equal opportunity. He tells his story with real style, remembering with warmth and good humor all the people –both famous and not so well-known— who have touched his life along the way. Even more, he gives us an important first-hand, inside understanding of the struggles for civil rights in America.

The Model Business Corporation Act (2016 Revision) is the first complete revision of the Model Act since 1984. The Model Act is a free-standing corporation statute that can be enacted in its entirety by a state legislation. It is the basis for the general corporation statute in 32 states and the District of Columbia, and is the source for many provisions in the general corporation statutes of other states. It is an important and often cited reference for courts, lawyers, and scholars, as well as a useful source of study and discussion in law schools in the U.S. and elsewhere. Through periodic amendments, the Model Act has evolved in significant ways since 1984. This evolution, however, has been incremental and has not been published in a comprehensive form that could be easily adopted by state legislatures as a means to capture all the changes since 1984. Nor had there been any systematic attempt to revise the Model Act to eliminate inconsistent terminology and adjust provisions that had become outdated since the 1984 revision. Accordingly, beginning in 2010, the Business Law Section’s Corporate Laws Committee has undertaken a thorough review and revision of the Model Act and its Official Comment. This effort has resulted in the adoption and publication of the Model Business Corporation Act (2016 Revision). The 2016 Revision is based on the 1984 version and incorporates the amendments to the Model Act published in supplements regularly thereafter, with changes to both the Act and its Official Comment. Also included are notes on adoption and revised transitional provisions that are intended to facilitate legislative consideration in adopting the new version of the Model Act. The Committee intends and hopes that the publication of the 2016 Revision will encourage state legislatures—in states that have already adopted all or a substantial part of the Model Act and in other states as well—to consider adopting the Model Act in full and thereby bring their corporate statutes into line with recent developments in corporate law.

Disability-inclusive development is an essential condition for a sustainable future. In 2015, the United Nations adopted the 2030 Agenda for Sustainable Development, pledging to leave no one behind in the global efforts to realize the 17 Sustainable Development Goals. The Contractor Design optional item has been retained, so that, if it is agreed that the contractor is to design part of the Works, a detailed and accurate description can be provided of the parts that the contractor will design. However, this optional item now also allows a level of professional indemnity insurance to be specified. The Required Specialists optional item has been amended so that while clients can still request that specific subcontractors and suppliers be used for parts of the Works, details of those parts of the works are now to be identified at the tender stage and listed in the Contract Documents. The contract now includes a Contract Checklist which both parties should review and answer ‘yes’ to the questions provided before signing the contract. This is to ensure that the client is fully aware of what they are agreeing to, that all of the appropriate documents and information has been provided and that all of the provisions – such as: scope of the works; start and completion dates of the works; contract price; payment of fees; access to the site and working hours; insurance; and the process for dispute resolution – have been adequately completed.
