Contemporary public administration reflects its historical roots, as well as contemporary ideas about how the public bureaucracy should be organized and function. This book argues that there are administrative traditions that have their roots centuries ago but continue to influence administrative behaviour. Further within Western Europe, North America, and the Antipodes there are four distinctive administrative traditions: Anglo-American, Napoleonic, Germanic, and Scandinavian. These are not the only traditions however, and the book also explores administrative traditions in Central and Eastern Europe, Latin America, Asia, and the Islamic world. In addition, the book contains a discussion of how administrative traditions of the colonial powers influenced contemporary administration in Africa, and how they continue to interact with traditional forms of governance. These discussions of tradition and persistence are also discussed in light of the numerous attempts to reform and change public administration. Some administrative traditions have been more capable than others of resisting attempts at reform, especially those associated with the New Public Management.

The author publishes 157 tax receipts and other texts from Thebes in Early Ptolemaic Egypt (332-200 BC), including 102 Demotic texts and 55 Greek or bilingual texts. 113 texts are published here for the first time, and the others were previously only partially published or have been substantially reread. The first six chapters contain text editions organized by tax category. Short essays introduce each category, and in several cases reinterpret them. The text editions include facsimile drawings together with transliterations and translations. Photographs are appended for all but 21 of the texts that are known only from facsimiles. The seventh chapter summarizes the careers of the scribes and officials, including attestations outside tax receipts, and distinguishes two different career patterns. The doctrine of the pactum salutis (covenant of redemption) offers the idea of a covenant between the very persons of the Trinity for the redemption of humanity. The doctrine received most of its attention in seventeenth-century Reformed theology, and has been criticized and almost totally forgotten in dogmatics since the eighteenth century. Most recent Reformed dogmatics tend to ignore the doctrine or disparage it from biblical, trinitarian, christological, pneumatological, and soteriological perspectives-namely, the doctrine lacks scriptural basis; it is tritheistic; it leads to subordination of the Son; it omits the role of the Holy Spirit; and it applies a deterministic idea for the Christian life. The theologies of Witsius, Owen, Dickson, Goodwin, and Cocceius portray a very robust form of the doctrine. Witsius argues with the help of a peculiar methodology of cross-referencing and collation of related scriptural texts that the doctrine is firmly based on biblical exegesis that was passed on from the patristic era. The doctrine formulated by Owen endorses the doctrines of inseparable operations and terminus operationis so as to give deep insight into the Trinity. In Dickson's doctrine, the Son's voluntary consent and obedience to the will of the Father are highly emphasized. Likewise, Goodwin's depiction of the Holy Spirit secures the divinity of the Spirit as well as his indispensable role for the transaction and accomplishment of the pactum. The doctrine in the theology of Cocceius sheds much light on the vibrant dynamic of the Christian life in accordance with the ordo salutis. The doctrine of the pactum salutis of the five Reformed theologians clearly shows that the doctrine is both promised and promising for theology and the life of faith.
