In the same way that women who reduce employment hours when raising their young children experience reductions in salary, savings, and public and private pensions, the mothers of those same women, as grandmothers, are rearranging hours to take care of their grandchildren, experiencing additional loss of salary and reduced old age pension accumulation. Madonna Harrington Meyer’s Grandmothers at Work, based primarily on 48 in-depth interviews conducted in 2009-2012 with grandmothers who juggle working and minding their grandchildren, explores the strategies of, and impacts on, working grandmothers. While all of the grandmothers in Harrington Meyer’s book are pleased to spend time with their grandchildren, many are readjusting work schedules, using vacation and sick leave time, gutting retirement accounts, and postponing retirement to care for grandchildren. Some simply want to do this; others do it in part because they have more security and flexibility on the job than their daughters do at their relatively new jobs. Many are sequential grandmothers, caring for one grandchild after the other as they are born, in very intensive forms of grandmothering. Some also report that they are putting off retirement out of economic necessity, in part due to the amount of financial help they are providing their grandchildren. Finally, some are also caring for their frail older parents or ailing spouses just as intensively. Most expect to continue feeling the pinch of paid and unpaid work for many years before their retirement. In this famous essay, first published in 1793, Kant considers the alleged conflict between theory and practice in the conduct of human affairs in three widening contexts: those of the common person faced with a moral decision, of the politician and the citizen concerned with the extent and limits of political obligation, and, finally, of the citizen of the world whose actions have a bearing on war and peace among nations. Unlike other animals, Kant reminds us, people must decide how they will live their lives. They therefore ask for a guide to action, a set of principles—a theory. From the outset, Kant rejects the ancient claim that the practical possibilities of action cannot always be reconciled with moral demands. He offers his own moral theory, a theory starting out from the principle of the right as an unequivocal guide to action. In partial disagreement with the rival theories of Hobbes and Locke, he proposes that the only condition under which the individual can achieve true destiny as a person and a member of the human race is the civil state. Such a state can be secured only by law. Although "from such crooked wood as man is made of, nothing perfectly straight can be built," only the rule of law can bring about a stable society. Last, Kant turns to the relation between theory and practice in international relations. "Nowhere," he writes, "does human nature appear less lovable than in the relation of whole nations to each other." But to hope for world peace on the basis of "the so-called balance of power is a mere chimera." There is no other remedy to international lawlessness and war than an international coercive law, and such law can grow only out of sound theory. "I put my trust in theory. At the same time, I trust in the nature of things, and also take account of human nature, which I cannot, or will not, consider so steeped in evil that in the end reason should not triumph."

One of the best known figures from Roman history, Nero (r. AD 54–68) is most often characterised as a tyrannical and ineffectual ruler, who fiddled while Rome burnt. Such a reputation has, however, been shaped by ancient literary sources written by his adversaries and enemies and, in light of new research, can be considered crudely reductive. This publication, and the exhibition it accompanies, redresses the balance and provides a more nuanced interpretation of Nero’s reign and Roman society of the time, reflecting on the traditional perceptions of his rule and revealing the challenges with which the young heir to Claudius’ empire had to contend. The period during which Nero ruled over Roman society was one of profound change. The extent of the empire at the time was vast, having grown significantly during the previous century through conquest and annexation, and peace and prosperity followed years of bloody war. The role of Nero’s mother Agrippina in his accession to the throne is well-documented, but her expectations of great influence once Nero was in post were not met and the role of women, and family more widely, is considered in detail in this book. In addition to familial conflict, Nero also had to confront the threat of rival powers and the assimilation of newly conquered territories, which provided him with the opportunity to prove himself as a strong military leader. Alongside military campaigns, he adopted ‘populist’ policies, was preoccupied with the beautification of the heart of his empire, which was subsequently devastated by fire, and enthusiastically engaged in theatre and entertainment. Nero’s rule was curtailed by military rebellion in AD 68 and the embattled emperor ultimately committed suicide. His death brought to an end the reign of the Julio-Claudian dynasty, and the subsequent vilification of his memory and the removal and desecration of his image are an enduring, but misleading, legacy.

The patrolman has the most difficult, complex, and least understood task in the police department. Much less is known of him than of his better publicized colleague, the detective. In this important and timely book, James Q. Wilson describes the patrolman and the problems he faces that arise out of constraints imposed by law, politics, public opinion, and the expectations of superiors.The study considers how the uniformed officer in eight communities deals with such common offenses as assault, theft, drunkenness, vice, traffic, and disorderly conduct. Six of the communities are in New York State: Albany, Amsterdam, Brighton, Nassau County, Newburgh, and Syracuse. The others are Highland Park, Illinois, and Oakland, California.Enforcing laws dealing with common offenses is especially difficult because it raises the question of administrative discretion. Murder, in the eyes of the police, is unambiguously wrong, and murderers are accordingly arrested; but in cases such as street-corner scuffles or speeding motorists, the patrolman must decide whether to intervene (should the scuffle be stopped? should the motorist be pulled over?) and, if he does, just how to intervene (by arrest? a warning? an interrogation?). In most large organizations, the lowest-ranking members perform the more routinized tasks and the means of accomplishing these tasks are decided by superiors, but in a police department the lowest-ranking officer—the patrolman—is almost solely responsible for enforcing those laws which are the least precise, the most ambiguous. Three ways or “styles” of policing—the watchman, the legalistic, and the service styles—are analyzed and their relation to local politics is explored.In the final chapter, Mr. Wilson discusses if and how the patrolman’s behavior can be changed and examines some current proposals for reorganizing police departments. He observes that the ability of the patrolman to do his job well may determine our success in managing social conflict and our prospects for maintaining a proper balance between liberty and order.

Francesco di Giorgio Martini's fortress complexes, created at the end of the Quattrocento, continue to look experimental and highly speculative half a millennium later by their semiotic character. They represent an extreme of European architectural history, occupying a position where architecture and sculpture cannot be sharply distinguished any longer. The alien-looking creations represented in this book have their origins in a particular historic situation: the emergence of firearms in the 14th century and their spread in the 15th century had shifted the balance of warfare in favour of the attacking side, against which the defensive structure had not yet found a remedy. Enter Francesco di Giorgio Martini (1439 to 1502) at this point, a native of Siena and one of the Quattrocento's highly versatile artists. He worked mainly in Federico da Montefeltro's Urbino, and left behind a body of work that included painting -- the three famous prospects of ideal cities in Berlin, Baltimore and Urbino are attributed to him -- sculpture -- primarily his imposing reliefs -- and architecture -- here he was definitely the outstanding figure between Alberti and Bramante. His achievements as an engineer are equally impressive, and his elaborate designs for machines strongly influenced those of Leonardo da Vinci. He was a true Renaissance uomo universale, though, despite of his voluminous and influential theoretical work, less in the sense of a humanist homme de lettres than as an all-round artist. Francesco's sacred and secular structures are classicist and austere in nature, yet his fortress structures look as if, moving beyond all functional concerns, he is exploiting the newness of the task, the lack of any tried and tested technical solutions and the removal of all typological boundaries to give his architectonic fantasies free rein, resulting in an apotheosis of the new, the unfamiliar and the alien. This book is an attempt to understand the strangely grandiose semiotic character of these structures. In doing so, it poses the question of what strategies can be used when seeking a shape for buildings for which there is no precedent.

In a globalized world, the international economic crisis that started in 2008 has led to structural changes in the international system and in the balance of power: from a unipolar to a multipolar sphere; from the 'post-modern state' to the 'sovereign state'; from unrestricted integration in the global economy to the independent management of the economy itself; and, from trade integration at a global level to the fragmentation of the economic space in regional areas. In short, the transition from a unipolar to a multipolar trend seems to be reflected in the increasing fragmentation of the economic space and has repercussions in the strategic space and security. These changes are also affecting the 'discourse' that explains the process of globalization and the appropriate strategies to act on it. Until 2007 one could talk about a "Western model." But now this is a lot more questionable, and we might even talk of an outright censorship. The rise of emerging powers leads to the construction of a new 'narrative' adapted to the values that these countries embody, among them the strength and suitability to the principles derived from the sovereign state. A scenario where it is increasingly difficult to adopt the tenets of globalizing governance. Our aim is to provide an overview of all these structural transformations and assess those changes in the different areas taken into account in this book. We also aim to address possible alternatives, which may allow a coordinated management of certain risks, although regionally differentiated. One of the best known figures from Roman history, Nero (r. AD 54–68) is most often characterised as a tyrannical and ineffectual ruler, who fiddled while Rome burnt. Such a reputation has, however, been shaped by ancient literary sources written by his adversaries and enemies and, in light of new research, can be considered crudely reductive. This publication, and the exhibition it accompanies, redresses the balance and provides a more nuanced interpretation of Nero’s reign and Roman society of the time, reflecting on the traditional perceptions of his rule and revealing the challenges with which the young heir to Claudius’ empire had to contend. The period during which Nero ruled over Roman society was one of profound change. The extent of the empire at the time was vast, having grown significantly during the previous century through conquest and annexation, and peace and prosperity followed years of bloody war. The role of Nero’s mother Agrippina in his accession to the throne is well-documented, but her expectations of great influence once Nero was in post were not met and the role of women, and family more widely, is considered in detail in this book. In addition to familial conflict, Nero also had to confront the threat of rival powers and the assimilation of newly conquered territories, which provided him with the opportunity to prove himself as a strong military leader. Alongside military campaigns, he adopted ‘populist’ policies, was preoccupied with the beautification of the heart of his empire, which was subsequently devastated by fire, and enthusiastically engaged in theatre and entertainment. Nero’s rule was curtailed by military rebellion in AD 68 and the embattled emperor ultimately committed suicide. His death brought to an end the reign of the Julio-Claudian dynasty, and the subsequent vilification of his memory and the removal and desecration of his image are an enduring, but misleading, legacy.

The RAF's continuing role in the projection of air power in the defence of the United Kingdom and its overseas interests since the end of the Second World War is well known. However, the same cannot always be said about the Royal Navy's Fleet Air Arm (FAA), in part due to the ten-year gap between the retirement of the Harrier and the arrival of the F-35B and the Queen Elizabeth-class aircraft carriers. Flying high performance aircraft off a carrier demands not only a high level of skill, but also a considerable amount of courage and determination, not least to land back on a very small piece of real estate bobbing about in a rough sea, often at night, with no possibility of diversion. The nature of these operations has meant that the accident rate and aircrew losses were very high - and accepted as part of the job. With the arrival of the Queen Elizabeth and the Prince of Wales, it is time to redress the balance and bring the FAA's extraordinary story to the audience it so richly deserves through the words of those air and ground crews who have been part of it since 1945. What emerges is an amazing close-knit esprit de corps, often accompanied by a long-standing and still simmering rivalry between the RAF and the Royal Navy over who should project air power overseas. An examination of the balance between modernity and tradition in Cuba’s turn-of-the-century artistic evolution.The Lost Generation | La generación perdida accompanies an exhibition of the same name at the McMullen Museum of Art, Boston College. The modern artistic ceramic movement in Cuba, almost exclusively comprised of women artists (including Amelia Peláez, Mirta García Buch, and María Elena Jubrías), emerged toward the end of the 1940s and continued into the next decade. The ceramicists invited Cuba’s modernist protagonists, including René Portocarrero, Luis Martínez Pedro, and Wifredo Lam, to participate in designing ceramics at the Taller de Santiago de Las Vegas. The workshop thus became a locus for the fermentation of Cuban modernist expression. Juan Miguel Rodríguez de la Cruz, the workshop's proprietor, recognized the artistic value of the ceramicists’ production and he, along with the women he hired, encouraged collaboration with their male contemporaries. A symbiotic artistic practice grew in which the ceramicists introduced ideas and designs to the painters, whose fledgling attempts in ceramics took eventual flight. As the painters’ familiarity with the new medium grew, similar forms appeared in their two-dimensional renderings, which are now synonymous with Cuban modernism. During the post-Revolutionary period of 1959–85, the Taller became part of Cuba’s National Patrimony, continuing the tradition of producing serial and artistic pieces. As the Revolutionary regime wore on, the Taller’s importance waned, artists left Cuba, and independent workshops flourished. While the Taller de Santiago no longer boasts importance in artistic production today, it left an indelible mark on Cuban modernism. With essays by Cuban, American, and Cuban-American scholars, The Lost Generation | La generación perdida provides a background on the twentieth-century avant-garde movements in Cuba; delves into the narrative of an overlooked group of Cuban women ceramicists, assessing the implications of their work on modernism; and, finally, explores in depth the women artists of the third avant-garde generation (1949–58).

Any casual observer of the Israeli–Palestinian conflict would immediately recognize that the holy city of Jerusalem is the core issue impeding a permanent peace settlement between the two antagonists. The religious symbolism of this city and its centrality to major religious faiths has never faded and has become increasingly vital to various strands of twentieth-century religious nationalisms. The political fate of Jerusalem was inevitably mired in international political struggles of the Cold War, particularly after the United States inherited Britain’s mantle as the ultimate arbiter of regional conflicts and strategic disputes. The asymmetrical balance of military power between Israel and Jordan made superpower intervention both inevitable and unpredictable. This study examines the policies of twentieth-century US presidents regarding the status of Jerusalem. It traces the evolution of the United States’ embroilment in the politics of Mandatory Palestine, successive wars, and regimes that vied for control over Jerusalem, and tracks the conflicting historical narratives presented by various states in the region. It also takes a detailed look at the role of the American Jewish lobby, which constantly pressured the United States to overlook Israel’s refusal to go back to the lines of June 5, 1967, or to stop creating facts on the ground in East Jerusalem. In spite of the historical conditions of poverty, illiteracy, and fear that have prevailed in Mississippi, blacks in the state have struggled to create a viable press that would record their world view. From Reconstruction to the present, the Black press has been a major institution in their effort to secure freedom and equality. This work, attempting a complete treatment of the journalism experience of blacks in a single state, documents all known examples of the Black press in Mississippi from 1865 to 1985, taken from newspapers, newsletters, magazines, and radio and television. Born during slavery - when blacks exchanged information through music, myth and religion - and growing out of necessity during the Civil War, the Black press in Mississippi had developed into a conservative, marginally relevant institution by the turn of the century. Thompson examines its period of vigorous growth in the 20s, its decline during the depression, and its precarious balance in the 1960s: if Black press publications and reporters appeared to be too conservative, the civil rights movement denounced them; if they appeared to be too radical, the police, Ku Klux Klan and White Citizens' Council abused them, sometimes with arson, bombings or beatings. All black journalists had reason to fear the state's Sovereignty Commission, which could and did curb and coerce the press. Though more black newspapers existed in the state in the 1960s than at any time since the 20s, the decade of struggle took its toll. With the death of Martin Luther King and the freedom movement's geographic shift to the North, the era gave way to disillusionment in the 1970s. The Black press in Mississippi continues to struggle, week by week, to stay afloat, Thompson says, while the White press - competing successfully for advertising dollars - maintains a generally conservative stance on the social, political and economic matters of greatest interest to blacks. He concludes that the challenge that confronted the Black press in the last century looms into the next.
