Most professors and administrators are aware that academic freedom is in danger of being brushed aside by a public that has little understanding of what is at stake. They may be only marginally aware that the defense of academic freedom is endangered by certain confusions concerning the nature of academic freedom, the criteria for its violation, and the structure of an adequate justification for claims to it. These confusions were enshrined in some of the central documents on the subject, including the 1940 Statement on Academic Freedom and Tenure, agreed upon by the American Association of University Professors and the Association of American Colleges and endorsed by many professional organizations. Careful analysis of them will not do away with debate; it will bring the debate into focus, so that attacks on academic freedom can be appraised as near or far away from the center of the target and can then be appropriately answered. Nearly all the contemporary writing on academic freedom consists of attack or defense. The Concept of Academic Freedom is the first book to deal exclusively with fundamental conceptual issues underlying the battle. In the discussion of these issues, certain philosophical positions crystallize: radical versus liberal conceptions of the status and function of university teachers, specific versus general theories of academic freedom, consequential versus nonconsequential theories of justification. Partisans (and enemies) of academic freedom would do well to decide on which side of these divisions they stand, or how they would mediate between sides. Otherwise many questions will remain unclear: What is under discussion—a special right peculiar to academics or a general right that is especially important to academics? Is justification of that right possible? Can the right be derived from other rights, or from the theory of justice or of democratic society? Or is the argument for academic freedom one that more properly turns on the consequences for society as a whole if that freedom is not protected? The essays in this book explore these and other problems concerning the defense of academic freedom by radicals, the justification for disruption on campus, and the control of research. Contributors to the volume include Hugo Adam Bedau, Bertram H. Davis, Milton Fisk, Graham Hughes, Alan Pasch, Hardy E. Jones, Alexander Ritchie, Amelie Oksenberg Rorty, Rolf Sartorius, T. M. The American Mayor offers a unique ranking of the nation's big-city mayors by expert scholars. Although the mayoralty is one of the most important political executive offices, it has escaped the kind of evaluations by which scholars have ranked American presidents. Now, thanks to Melvin Holli, we have a comparable survey of the "best" and "worst" mayors, covering some 730 mayors from the big-fifteen cities, from the beginning of the modern office in 1820 to the 1990s. The poll of historians, biographers, and social scientists produced a remarkably strong consensus. Who were our best mayors? The list ranges from Boston's "Great Mayor" Josiah Quincy (1823–1828) to New York City's Fiorello La Guardia (1934–1945), who is first on the all-time-best list. La Guardia, a stouthearted fireplug of a man, built modern New York, fought Murder Incorporated, read the comics to children over the air during a newspaper strike, and was a symbol of ethnic probity and honesty. Sandwiched between Quincy and La Guardia are several other outstanding mayors, including Cleveland's Tom Johnson (1901–1909), Pittsburgh's David Lawrence (1946–1959), Detroit's Hazen Pingree (1890–1897), and Los Angeles's Tom Bradley (1973–1993).Taking the first-worst prize among scoundrel mayors is Chicago's William H. "Big Bill" Thompson (1915–1923, 1927–1931), one of the most colorful mayors in the city's history, if not the most corrupt. Big Bill, also known as "Kaiser Bill" for his pro-German stand during World War I, accepted campaign funds from gangsters including Al Capone. Also among the "worst" is another Chicago mayor, Jane Byrne (1979–1983), the only woman on the list. Jersey City's Frank Hague (1917–1947) and Philadelphia's Frank Rizzo (1972–1980) are among the other notable rascals who have sat in city halls.The American Mayor presents complete findings of Holli's poll in jargon-free fashion. Holli explains the results of the survey, gives biographical sketches of the ten best mayors, as well as some attention to the worst, and then uses the findings of modern leadership studies to explore mayoral success and failure. Until now the old religions of Britain have only been looked at in a piecemeal way. This book presents a detailed and focused investigation of the religion of the Dobunni and the Hwicce peoples who occupied the Severn valley and the Cotswolds immediately before and after the Roman occupation. It uncovers some secrets of the old religion of Britain that have lain hidden in reams of unconnected and largely forgotten information, from a variety of sources. The first part of the book concerns the deification of the natural world; the second, the deities of the tribal groups. It explores the deities of the different areas of the Dobunnic/Hwiccan territory; identifying the goddess of the Cotswolds, and describes how the worship manifested itself. Yeates demonstrates how the deification of rivers was important and how this has led to the location of a number of ancient river shrines as well as the identification of a number of monumental arrangements used by the peoples in their religious activities and folk-group identity; numerous recognisably pre-Old English folk-names are also shown to relate specifically to river-names, town-names, and folk-group-names. The religious use of the hill-forts, of which there are so many dotted over the landscape, and their shrines is discussed. These are connected with mineral extraction, warfare, nemetons, and sacred groves. The use for standing totems and burial practices is also covered. Once the associations are made between deity, river, and folk-group, and all other aspects of religion have been discussed the deity who resided over the Dobunni is revealed. Her cult, which was evident in the major Roman towns, can be traced back into the Iron Age, and can be identified as the inspiration for the tribal name Hwicce . This shows an element of continuity in British culture, not recognised previously because of the assumed obliteration of British culture due to the extent, success, and longevity of the Roman occupation and Anglo-Saxon migration. Understanding the tribal goddess also explains why this people were "the tribe of witches". Finally, it is recognised that these gods did not perish but persisted in medieval legends, traditions and place-names. Although at its core this is a study of two British tribes, the work will have a major impact on the understanding of pre-Christian religion not only in Britain but also in Western Europe generally.

While there continues to be refinement in defining and assessing sustainable management, there remains the urgent need for policies that create the conditions that support sustainability and can halt or slow destructive practices already underway. Carol Colfer and her contributors maintain that standardized solutions to forest problems from afar have failed to address both human and environmental needs. Such approaches, they argue, often neglect the knowledge that local stakeholders have accumulated over generations as forest managers and do not address issues involving the diversity and well-being of groups within communities. The contributors note that these problems persist despite clear evidence that equity and social relationships, including gender roles, are important factors in the ways that communities adapt to change and manage forest resources overall. The Equitable Forest offers an alternative to traditional, externally organized strategies for forest management. Termed adaptive collaborative management (ACM), the approach tries to better acknowledge the diversity, complexity, and unpredictability of human and natural systems. ACM works to strengthen local institutions and use the knowledge and capacity of groups in local communities to enhance the health and well-being of both forests and the people who live in and around them. The Equitable Forest provides a detailed explanation of the descriptive, analytical, and methodological tools of ACM, along with accounts of early stages of its implementation in tropical regions of Asia, Africa, and Latin America. Although the contributors make it clear that it is too soon to evaluate the efficacy of ACM, their work is supported by evidence that rural communities do make important contributions when involved in formal forest management; that management strategies are most effective when flexible and tailored to local contexts; and that efforts by outside governmental and nongovernmental organizations to support local management are feasible from the policymaking perspective, and desirable for their impact on human, economic, and environmental well-being.

A proverbial cellar find brought to light a remarkable source for Napoleonic uniformology, which due to its artistic design but also high level of detail offers valuable support in the research of the military dress of Napoleonic mounted troops. A total of 56 large-format hand-coloured watercolours depict cavalry, artillery and train troops of the French Imperial period from 1804 to 1812, the Neapolitan army of 1812, and the Polish uprising of 1831. The work itself is introduced with a foreword by art historian Dr. Hans D. Baumann, commenting on the artistic representation and especially the provenance of the portfolio. It turned out that the watercolours by unknown artists were originally part of the library of the Royal Theatre in Berlin and finally reached Kassel via the salt mines of Thuringia in the course of the Second World War. From there they went to a private collector and then disappeared in the afore-mentioned cellar. The reference to the Royal Theatres in Berlin as well as the posture and presentation of some of the depicted cavalrymen quickly led to Richard Knötel‘s famous Große Uniformenkunde. This is because this doyen of German uniformology cited "coloured hand drawings from the library of the Royal Theatre of Berlin" as the source of some of his plates on the French army. His plates on the Neapolitan army are also partly based on the original source presented here for the first time. Even though the artist (or artists) probably did not produce the 56 watercolours until the late 1830s or 1840s, they are captivatingly accurate and have been assessed by Markus Gärtner and Markus Stein for their historical accuracy. Each plate is accompanied by a brief commentary, which usually classifies the depiction as correct - especially the rarer depictions, such as French carabiniers around 1812 in the sky-blue uniforms, underline the artist’s sound knowledge of Napoleonic military costume. As evidence of the painting’s contemporary origins, some plates are accompanied by illustrations by early 19th century military artists such as Martinet or Weiland, which obviously served as sources. Some illustrations are also supplemented by Knötel‘s plates, enabling readers to verify for themselves the impact these watercolours had on the creation of a work of such fundamental nature as the "Große Uniformenkunde". Thus this book spans 19th century uniformology from the early years to its perfection around 1890. In addition to the commentaries, the plates are also accompanied by historic details outlining the development and wartime deployment of the unit depicted, as well as the standards carried. These additions were made on the basis of rarer works of French military history, while modern works by military historians Markus Gärtner and Markus Stein were also consulted. Since the paintings depict mounted units throughout (both of the Guard and the Line), the reader is able to obtain a comprehensive picture of the splendour of Napoleonic cavalry turned out in their colourful uniforms. The artistic charm of a previously unpublished source and the wide range of units represented will surely make this book a highlight of any library.

“Proofs and Fundamentals: A First Course in Abstract Mathematics” 2nd edition is designed as a "transition" course to introduce undergraduates to the writing of rigorous mathematical proofs, and to such fundamental mathematical ideas as sets, functions, relations, and cardinality. The text serves as a bridge between computational courses such as calculus, and more theoretical, proofs-oriented courses such as linear algebra, abstract algebra and real analysis. This 3-part work carefully balances Proofs, Fundamentals, and Extras. Part 1 presents logic and basic proof techniques; Part 2 thoroughly covers fundamental material such as sets, functions and relations; and Part 3 introduces a variety of extra topics such as groups, combinatorics and sequences. A gentle, friendly style is used, in which motivation and informal discussion play a key role, and yet high standards in rigor and in writing are never compromised. New to the second edition: 1) A new section about the foundations of set theory has been added at the end of the chapter about sets. This section includes a very informal discussion of the Zermelo– Fraenkel Axioms for set theory. We do not make use of these axioms subsequently in the text, but it is valuable for any mathematician to be aware that an axiomatic basis for set theory exists. Also included in this new section is a slightly expanded discussion of the Axiom of Choice, and new discussion of Zorn's Lemma, which is used later in the text. 2) The chapter about the cardinality of sets has been rearranged and expanded. Next comes the section on the cardinality of sets (which was originally the first section of the chapter); this section gained proofs of the Schroeder–Bernstein theorem and the Trichotomy Law for Sets, and lost most of the material about finite and countable sets, which has now been moved to a new section devoted to those two types of sets. The chapter concludes with the section on the cardinality of the number systems. 3) The chapter on the construction of the natural numbers, integers and rational numbers from the Peano Postulates was removed entirely. That material was originally included to provide the needed background about the number systems, particularly for the discussion of the cardinality of sets, but it was always somewhat out of place given the level and scope of this text. The background material about the natural numbers needed for the cardinality of sets has now been summarized in a new section at the start of that chapter, making the chapter both self-contained and more accessible than it previously was. 4) The section on families of sets has been thoroughly revised, with the focus being on families of sets in general, not necessarily thought of as indexed. 5) A new section about the convergence of sequences has been added to the chapter on selected topics. This new section, which treats a topic from real analysis, adds some diversity to the chapter, which had hitherto contained selected topics of only an algebraic or combinatorial nature. 6) A new section called ``You Are the Professor'' has been added to the end of the last chapter. This new section, which includes a number of attempted proofs taken from actual homework exercises submitted by students, offers the reader the opportunity to solidify her facility for writing proofs by critiquing these submissions as if she were the instructor for the course. 7) All known errors have been corrected. 8) Many minor adjustments of wording have been made throughout the text, with the hope of improving the exposition.

Regarding climate changes, a key question has been the degree to which humans and natural factors have influenced observed global climate change. Chapter 1 traces the evolution of scientific understanding and confidence regarding the drivers of recent global climate change. Chapter 2 reviews how U.S. agencies address climate change as a potential driver of global migration. Chapter 3 examines reported federal funding from 2010 to 2017 and the extent to which reports on such funding are clearly linked to the federal fiscal exposure to climate change; the extent to which selected agencies reported climate change funding that supports programs where addressing climate change is the primary purpose; and the extent to which the primary purpose programs are fragmented, overlapping, or duplicative. The costs of recent weather disasters have illustrated the need for planning for climate change risks and investing in resilience as reported in chapter 4. For more than a decade, federal agencies have grappled with how to address climate change effects when implementing the Endangered Species Act of 1973 (ESA). As set forth by Congress, one of the main purposes of the ESA is to "provide a means whereby the ecosystems upon which endangered species and threatened species depend may be conserved." Chapter 5 analyzes the courts' role in shaping how the Services have factored climate change effects into ESA decisions and recent 2019 regulatory developments that aim to clarify how the Services consider and address climate change in their ESA decisions. Many governments hold that environmental degradation and climate change pose international and trans-boundary risks to human populations, economies, and ecosystems. International financial assistance, or foreign aid, has been a principal method for governments to support actions on global environmental problems in lower-income countries. As discussed in chapter 6 and 7, this assistance may include grants, loans, loan guarantees, export credits, insurance products, and private sector investment. On June 1, 2017, President Trump announced his intent to withdraw the United States from the Paris Agreement (PA), an international accord to address climate change over the coming century. Some observers argue that the Administration's decision to withdraw from the PA will (1) reduce the U.S. standing in the world by making the United States an international outlier on climate change, (2) strengthen perceptions that the United States is withdrawing from its traditional position of world leadership and becoming more inward-focused or even isolationist, (3) create an opportunity for China to assume a position of world leadership on climate change and perhaps other issues, and (4) make the United States appear less reliable as a negotiating partner, which could make it harder for the United States in the future to secure foreign cooperation for addressing other issues of mutual interest or to call on other countries to abide by their commitments in other international agreements as reported in chapter 8. Surface transportation is a major source of carbon dioxide (CO2) in the atmosphere, the main human-related greenhouse gas (GHG) contributing to climate change. At the same time, the effects of climate change, such as extreme heat, sea level rise, and stronger storms, pose a threat to transportation infrastructure. Chapter 9 seeks to address these two aspects of climate change with mitigation provisions that aim to reduce GHG emissions from surface transportation and adaptation provisions that aim to make the surface transportation system more resilient to a changing climate. For policymakers considering actions to reduce GHG emissions, various policy instruments are available. Over the last 15 years, many legislative proposals have involved market-based approaches, such as a GHG emissions cap-and-trade system or a carbon tax. These particular approaches may be considered in the 116th Congress and are discussed in chapter 10. As mandated by Congress, the U.S. Global Change Research Program produces regular National Climate Assessment (NCA) reports on the state of scientific knowledge about climate change and its effects on human and natural systems in the United States. According to NCA4, "annual losses in some economic sectors are projected to reach hundreds of billions of dollars by the end of the century" provided continued growth in emissions at historic rates. The findings of the NCA4 are the focus of chapter 11. Its contents cover wide aspects including their conditions, reactions, and their interactions with the conflicts and events they went through, especially since many of them have been participants of at least eyewitnesses in such events. Therefore, the topics vary between political, military, economic, social, and others. LDCs have so far been spared by the worst effects of the health emergency, yet the fallout from COVID-19 has taken its toll on their economies, threatening to roll back progress towards sustainable development, worsening entrenched inequalities, and possibly leading to long-term damage. The ongoing crisis has brought back to the fore the pivotal role of productive capacities for resilience to shocks, as well as for a sustainable and inclusive recovery and sustainable development. The broadening and full utilization of LDC productive capacities remains central to upgrade LDC economic structure, bridge their development gaps vis-á-vis other countries (not only developed but also developing countries) and avert further divergence. Only a handful of LDCs displayed a sustained progress in recent years, thanks to their successfully spurring productive capacities acquisition and shift significant resources towards higher-productivity activities. The majority of LDCs, by contrast, have either advanced at an increasingly sluggish pace, or even fell behind. In the LDCs, the uptake of advanced technologies is still incipient and hindered by a range of factors, from longstanding infrastructural gaps, to skill shortages and political considerations. Bold concerted policies to strengthen LDC productive capacities are as imperative as ever and they should constitute a key pillar of any sustainable recovery and development strategy. Beyond countercyclical policies to cushion the impact of the crisis, this calls for: (i) an investment push to redress long-standing infrastructural gaps and support broader employment creation; (ii) forward-looking science technology and innovation policy frameworks to upgrade the skill basis in line with market needs; (iii) brave industrial and sectoral policies to promote domestic value addition and deepen productive linkages. The international community should play its part, assisting LDC efforts with adequate financial resources, suitable policy space and more effective international support measures, notably in the area of technology transfer
