City University of Hong Kong Press The Changing Legal Orders in Hong Kong and Mainland China: Essays on ""One Country, Two Systems
This collection of selected works by Professor Albert H.Y. Chen shows the contours of the author’s scholarship as it developed over 35 years of his academic career, from 1984 to the present. The essays are divided into three sections which cover the three major domains of Professor Chen’s research. Part I covers the legal developments and controversies of “One Country, Two Systems” since the Hong Kong interpretation on “the right of abode” in 1999 to the anti-extradition movement of 2019. Part II shifts to focus on tradition and modernity in Chinese Law, including China’s Confucian and Legalist traditions and how the socialist legal system in China evolved and modernized in the era of “reform and opening”. Part III examines the transplantation of Western thinking and constitutionalism to East Asia in modern times and discusses the achievements and failures of these efforts. In conjunction with an introductory chapter that sets out the basic orientation and paradigm of these legal and constitutional studies and an epilogue that reflects on the main themes, this collection exemplifies the author’s important contributions to the field and provides insight into how the legal orders in Hong Kong and mainland China have changed over the course of Professor Chen’s academic career.

City University of Hong Kong Press Developing the Heart: E.M. Forster and India
English novelist E.M. Forster wrote his last and best-loved work, A Passage to India, both as a paean to his love for India and as a tribute to the relationships he formed with Indians.Forster became entranced by the India of the Raj at a young ape, and his love affair with the sub-continent, its princes, and peoples, was to last all his life. At his most socially transgressive, it was with Indians that Forster chose to connect and with whom he put into effect his belief in man's duty to value friendship over state or ideology. His time in India was undoubtedly when he was at his most human and most vulnerable. At once a contemporary reflection on India's rich history and a biographical retelling of Forster's travels through the country in the early 1900s, Developing the Heart delves into the past to better understand the profound impact certain events and people had on his writing. In doing so, it allows readers to look on as Forster matures and softens over time in his behaviour with others as well as with himself. Often using Forster's own words to evoke a vivid landscape, this is the story of the most dramatic and exotic part of the life of one of England's greatest novelists.

City University of Hong Kong Press The Healthy Settings Approach in Hong Kong: Sustainable Development for Population Health
An individual's health depends on their personal lifestyle and living conditions, which are influenced by a host of complex physical, social, and economic determinants. The same is true of organisational and community health. This book explains the Healthy Settings Approach as a means to define population and health standards as well as a framework to promote and evaluate health in daily living activities. The determinants affecting public health go beyond the availability and quality of healthcare, and a concerted effort from all sectors of the community is required to bring about sustained improvements.Using the Healthy Settings Approach to facilitate the ""right to health"", this book argues that promoting health in multiple and varied settings concurrently will ensure healthy living throughout the community and, ultimately, the world. The author uses real life experiences from different countries, with focus on Hong Kong, and discusses many initiatives that have been enacted (although not widely reported in some cases). Each chapter draws on this evidence and translate the healthy settings framework into daily practice, thus providing guidance in synergising actions across different contexts and offering essential insight for educators, researchers, and professionals across countless disciplines. The Healthy Settings in Hong Kong: Sustainable Development for Population Health is the second book in the Healthy Settings Series, which focuses on the upstream, midstream, and downstream approaches for improving population health and reducing inequity in various settings and contexts.

A Sensational Encounter with High Socialist China is a recollection of the historic visit of fourteen American students (and one Canadian) to China in 1971. The five senses are used to connect the reader to his experience and are placed in the context of a theatrical production. The images included have been selected from an archive at the University of California, San Diego, which digitized the author’s images as well as those of others in the Committee of Concerned Asian Scholars (CCAS) taken during both the 1971 and 1972 delegations.

City University of Hong Kong Press Can Hong Kong Exceptionalism Last? Dilemmas of Governance and Public Administration over Five Decades, 1970s-2020
Hong Kong under British rule was a prime example of exceptionalism in many aspects - economic, political, and even social. It was governed under a colonial structure and yet had enjoyed a large degree of social and economic freedom, as well as fiscal self-sufficiency and autonomy from London. After returning to Chinese rule in 1997, Hong Kong has continued to thrive as a relatively resilient city state still known for efficiency and effectiveness despite tensions and scepticism about its political future. This book carries decades of academic observations and the author's personal political experience. It reviews and reflects on the past trajectory of governance and administration, identifying strengths and capabilities as well as constraints and vulnerabilities of Hong Kong as a polity and society, while charting its course of 'exceptionalism' within a new context and under changing conditions. As this book concludes, the exceptionalism of Hong Kong not only hinges on institutional arrangements and historical inheritance but also on the statecraft of the administration of the day.

City University of Hong Kong Press Facts and Analysis: Canvassing COVID-19 Responses
It is impossible to reflect on 2020 without discussing Covid-19. The term, literally meaning corona-(CO) virus (VI) disease (D) of 2019, has become synonymous with “the virus”, “corona” and “the pandemic”. The impact of the virus on our lives is unprecedented in modern human history, in terms of scale, depth and resilience. When compared to other epidemics that have plagued the world in recent decades, Covid-19 is often referred to as being much more “deadly” and is associated with advances in technology which scientists have described as “revolutionary”. From politics to economics, spanning families and continents, Covid-19 has unsettled norms: cultural clashes are intensified, politics are even more polarized, and regional tensions and conflicts are on the rise. Global trade patterns and supply chains are increasingly being questioned and redrawn. The world is being atomized, and individuals are forced to accept the “new normal” in their routines. In an attempt to combat the virus and minimize its detrimental effects, countries have undertaken different preventive strategies and containment policies. Some have successfully curbed the spread of Covid-19, while many others remain in limbo, doing their best to respond to outbreaks in cases. To gain a better understanding of how to fight Covid-19, it is imperative to evaluate the success and failures of these approaches. Under what conditions is an approach successful? When should it be avoided? How can this information be used to avoid future pandemics? This volume offers informative comparative case studies that shed light on these key questions. Each country case is perceptively analyzed and includes a detailed timeline, allowing readers to view each response with hindsight and extrapolate the data to better understand what the future holds. Taken as a whole, this collection offers invaluable insight at this critical juncture in the Covid-19 pandemic.

City University of Hong Kong Press Reading Colonies: Property and Control of the British Far East

Rent control legislation and other measures of property law are nominated as key tools used to frustrate decolonization in most Eastern colonies. British colonial administrations tried long and hard to inhibit the dialectical discord between their colonial hierarchism and local forms of nationalism with the prompts and plaudits of property policy.

Using the insurrection by the Malayan Communist Party (1948–1960) as an example, this book argues that resorting to violence sped up the decolonisation of British Malaya, begging the question: if a late colonial state was subjective, then how did it claim a sufficiently objective mantle to rule and how did ideological techniques enable this?
