Trotz ihres temporären Charakters verlangen Gerüstkonstruktionen bei Planung und Ausführung die gleiche konstruktive Sorgfalt, die für dauerhafte Bauwerke angezeigt ist. Zur Berücksichtigung der speziellen konstruktiven Zusammenhänge sind hierbei Kenntnisse erforderlich, die über diejenigen des üblichen Holz-, Stahl- und Betonbaus hinausgehen. Voraussetzung dafür ist die Kenntnis der besonderen technischen Regeln für den Schalungs- und Gerüstbau, die auf den neuesten Stand gebracht werden. Technische Regeln im Sinne dieser Betrachtung sind neben den im nationalen und europäischen Bereich gültigen Bauvorschriften auch und in besonderem Maße die Vorschriften in Bezug auf den Arbeitsschutz.
