Despite different legal and constitutional arrangements, in many states across Europe, public leaders are forging new collaborative relationships with non-state and civic actors to seek innovative ways of providing public services. Leadership varies between situations and contexts, but is still seen as central to good governance and includes individuals who will promote institutional adaptations in the public interest. There are almost as many definitions of leadership as there are writers on the subject, as it is a complex social phenomenon, lacking clear boundaries. This volume questions 'what are the changing dynamics of public leadership across different European settings?' Anglo-American models of leadership have dominated and influenced current thinking. Chapters in this volume highlight emergent thinking and discussions on the strengths and weaknesses of current understandings and knowledge. This volume reflects on the global dimension of the 2008 banking and financial crisis and point to a bigger and deeper crisis of authority and legitimacy for public managers. The peak of the crisis might be passing but the crisis for civil society and civic institutions of governance and leadership is far from over. The long term implications of these crises for governance, political and civic institutions are hard to be precise about. However, we can observe how across a number of nation states and supra national relationships (from the European Union to the IMF) are institutions and those who lead, manage or hold them to account in crisis too. The broad group of scholars and academics examine key conceptual and theoretical ideas in contemporary international public management and explore: What are the implications of these developments for city managers and local political leaders (from elected mayors to NGO leaders and activists) ? Is coalition and consensus building possible in a time of uncertainty and change? And, finally, what are the implications for those who seek to manage or administer public services in this time of crisis?

Mobilising an enterprise surge in specific places has become the leitmotif of contemporary spatial interventions and state-sponsored strategies. Global economic shocks, rising demands for welfare services and public sector austerity measures are signifiers of the complex processes that have heightened public policy imperatives associated with 'enabling enterprise'. Consequently, the search for entrepreneurial synergies has intensified the need for devising mechanisms for delivering broader social, cultural, environmental, economic and political objectives. However, developing collaborative leadership necessary to mobilise diverse networks of actors that can implement strategies sensitive to the plurality of place is not a straightforward task: negotiating the generation of entrepreneurial synergies in places calls for alternative conceptual tools, and complementary policies. Using theoretical explanations and empirical analysis, the chapters critically examine the entrepreneurial turn of public policy and urban studies.

The term "entrepreneurship" has usually been associated with private sector activities. The term has appeared frequently in public sector literature, with scholars challenged to find new multi-disciplinary frameworks. This collection contributes to the debate due to a confusing array of terminology on creativity, innovation and entrepreneurship. Scholars and practitioners are looking for flexible and adaptable approaches to shaping organisations. Key challenges face public sector institutions and partners, and success will be dependent on how well the public sector finds new ways to deliver excellent public services, and leverage support and resources from non-state partners. Public sectors across the globe have a poor record on productivity despite a dramatic expansion in public expenditure, but the on-going global economic recession has brought into focus the "innovation and enterprise imperative" (Brown & Osborne, 2013). Innovation is embedded into daily routines and interactions with non-state actors, but these chapters illustrate ample evidence on how innovative actors can be. Scholars have contributed studies of flourishing innovation and enterprise in this important field.
