In earlier forewords to the books in this series on Discrete Event Dynamic Systems (DEDS), we have dwelt on the pervasive nature of DEDS in our human-made world. From manufacturing plants to computer/communication networks, from traffic systems to command-and-control, modern civilization cannot function without the smooth operation of such systems. Yet mathemat ical tools for the analysis and synthesis of DEDS are nascent when compared to the well developed machinery of the continuous variable dynamic systems char acterized by differential equations. The performance evaluation tool of choice for DEDS is discrete event simulation both on account of its generality and its explicit incorporation of randomness. As it is well known to students of simulation, the heart of the random event simulation is the uniform random number generator. Not so well known to the practitioners are the philosophical and mathematical bases of generating "random" number sequence from deterministic algorithms. This editor can still recall his own painful introduction to the issues during the early 80's when he attempted to do the first perturbation analysis (PA) experiments on a per sonal computer which, unbeknownst to him, had a random number generator with a period of only 32,768 numbers. It is no exaggeration to say that the development of PA was derailed for some time due to this ignorance of the fundamentals of random number generation.

Stanford University Press Economic Cold War: America’s Embargo Against China and the Sino-Soviet Alliance, 1949-1963
Why would one country impose economic sanctions against another in pursuit of foreign policy objectives? How effective is the use of economic weapons in attaining such objectives? To answer these questions, the author examines how and why the United States and its allies instituted economic sanctions against the People’s Republic of China in the 1950s, and how the embargo affected Chinese domestic policy and the Sino-Soviet alliance. The literature on sanctions has largely concluded that they tend to be ineffective in achieving foreign policy objectives. This study, based on recently declassified documents in the United States, Great Britain, China, and Russia, is unusual in that it looks at both sides of “the China embargo.” It concludes that economic sanctions provide, in certain circumstances, an attractive alternative to military intervention (especially in the nuclear age) or to doing nothing. The author argues that while the immediate effects may be meager or nil, the indirect and long-term effects may be considerable; in the case he reexamines, the disastrous Great Leap Forward and Anti-Rightist campaign were in part prompted by the sanctions imposed by the United States and its allies. Finally, though the embargo created difficulties within the Western alliance, Beijing was driven to press the USSR for much greater economic assistance than Moscow thought feasible, and the ensuing disagreements between them contributed to the collapse of the Sino-Soviet alliance. Going beyond the rational choice approach to international relations, the book reflects on the role of mutual perceptions and culturally bound notions in shaping international economic sanctions. In addition to contributing to a better understanding of the economic aspects of Cold War history, the book attempts to give more empirical substance to the developing concept of “economic diplomacy,” “economic statecraft,” or “economic warfare” and to relate it to the idea of conflict management.

Introducing this collection of essays, Françoise Lionnet and Shu-mei Shih argue that looking back—investigating the historical, intellectual, and political entanglements of contemporary academic disciplines—offers a way for scholars in the humanities to move critical debates forward. They describe how disciplines or methodologies that seem distinct today emerged from overlapping intellectual and political currents in the 1960s and early 1970s, in the era of decolonization, the U.S. civil rights movement, and antiwar activism. While both American ethnic studies programs and “French theory” originated in decolonial impulses, over time, French theory became depoliticized in the American academy. Meanwhile, ethnic studies, and later also postcolonial studies, developed politically and historically grounded critiques of inequality. Suggesting that the abstract universalisms of Euro-American theory may ultimately be the source of its demise, Lionnet and Shih advocate the creolization of theory: the development of a reciprocal, relational, and intersectional critical approach attentive to the legacies of colonialism. This use of creolization as a theoretical and analytical rubric is placed in critical context by Dominique Chancé, who provides a genealogy of the concept of creolization. In their essays, leading figures in their fields explore the intellectual, disciplinary, and ethical implications of the creolized theory elaborated by Lionnet and Shih. Édouard Glisssant links the extremes of globalization to those of colonialism and imperialism in an interview appearing for the first time in English in this volume.
