When the National Science Foundation funds research about the earth's crust and the Department of Energy supports studies on the disposal of nuclear wastes, what do they expect for their money? Most scientists believe that in such cases the government wants information for immediate use or directions for seeking future benefits from nature. Challenging this oversimplified view, Chandra Mukerji depicts a more complex interdependence between science and the state. She uses vivid examples from the heavily funded field of oceanography, particularly from recent work on seafloor hot springs and on ocean disposal of nuclear wastes, to raise questions about science as it is practiced and financed today. She finds that scientists act less as purveyors of knowledge to the government than as an elite and highly skilled talent pool retained to give legitimacy to U.S. policies and programs: scientists allow their authority to be projected onto government officials who use scientific ideas for political purposes. Writing in a crisp and jargon-free style, Mukerji reveals the peculiar mix of autonomy and dependency defined for researchers after World War II--a mix that has changed since then but that continues to shape the practical conduct of science. Scientists use their control over the scientific content of research to convince themselves of their autonomy and to achieve some power in their dealings with funding agencies, but they remain fundamentally dependent on the state. Fiscal reforms have been an integral and essential component of the structural adjustment programmes implemented in the least developed countries (LDCs) since the 1980s. The need for fiscal reform in the LDCs was motivated by the accumulation of unsustainable fiscal deficits, constraints on the availability of external finance, the adverse impact of distortionary tax systems on economic efficiency and deficiencies in public administration. Fiscal reform in the LDCs encompassed deficit reduction, the restructuring of the tax system, and the reform of public administration and public expenditures.The empirical research in this volume provides an analysis of the experience of the fiscal reforms carried out since the early 1980s in four different LDCs - Bangladesh, The Gambia, Malawi and the United Republic of Tanzania. The case studies examine the nature and budgetary impact of the fiscal reforms in these countries, assess the extent to which reforms have achieved their objectives and discuss the major obstacles to the success of fiscal reform. The empirical studies are supplemented by a chapter outlining the contribution which economic theory can make to the design of optimal tax and expenditure systems in developing countries and to the implementation of fiscal reforms. An overview chapter, which also serves as an introduction to the volume, discusses the reasons why LDCs have embarked on fiscal reforms, summarizes the salient findings of the country case studies and assesses the lessons which can be learnt from these empirical studies.

Following the 'Arab Spring' uprisings in the Middle East and North Africa, many had high hopes not only for democratisation but also for transitional justice to address the myriad abuses that had taken place in the region, both during the uprisings and for decades prior to them. Protesters had called not only for removal of corrupt and abusive leaders, but also for the protection of human rights more generally, including socio-economic rights as well as civil and political rights. Despite these hopes, most of the transitions in the region have stalled, along with the possibility of transitional justice. This volume is the first to look at this process and brings together leading experts in the fields of human rights and transitional justice, and in the history, politics and justice systems of countries such as Egypt, Tunisia, Libya, Algeria, Bahrain and Morocco. While these countries have diverse histories, political institutions, and experiences with accountability, most have experienced non-transition, stalled transition, or political manipulation of transitional justice measures, highlight--ing the limits of such mechanisms. These studies should inform reflection not only on the role of transitional justice in the region, but also on challenges to its operation more generally.

The Canal du Midi, which threads through southwestern France and links the Atlantic to the Mediterranean, was an astonishing feat of seventeenth-century engineering--in fact, it was technically impossible according to the standards of its day. Impossible Engineering takes an insightful and entertaining look at the mystery of its success as well as the canal's surprising political significance. The waterway was a marvel that connected modern state power to human control of nature just as surely as it linked the ocean to the sea. The Canal du Midi is typically characterized as the achievement of Pierre-Paul Riquet, a tax farmer and entrepreneur for the canal. Yet Chandra Mukerji argues that it was a product of collective intelligence, depending on peasant women and artisans--unrecognized heirs to Roman traditions of engineering--who came to labor on the waterway in collaboration with military and academic supervisors. Ironically, while Louis XIV and his treasury minister Jean-Baptiste Colbert used propaganda to present France as a new Rome, the Canal du Midi was being constructed with unrecognized classical methods. Still, the result was politically potent. As Mukerji shows, the project took land and power from local nobles, using water itself as a silent agent of the state to disrupt traditions of local life that had served regional elites. Impossible Engineering opens a surprising window into the world of seventeenth-century France and illuminates a singular work of engineering undertaken to empower the state through technical conquest of nature.

Focusing on Britain and its Caribbean colonies, Chandra Bhimull reveals how the black West Indies shaped the development of British Airways. Bhimull offers a unique analysis of early airline travel, illuminating the links among empire, aviation and diaspora, and in doing so provides insights into how racially oppressed people experienced air travel. The emergence of artificial flight revolutionized the movement of people and power, and Bhimull makes the connection between airplanes and the other vessels that have helped make and maintain the African diaspora: the slave ships of the Middle Passage, the tracks of the Underground Railroad, and Marcus Garvey’s black-owned ocean liner. As a new technology, airline travel retained the racialist ideas and practices that were embedded in British imperialism, and these ideas shaped every aspect of how commercial aviation developed, from how airline routes were set, to who could travel easily and who could not. The author concludes with a look at airline travel today, suggesting that racism is still enmeshed in the banalities of contemporary flight.

Globally, the number of multiracial people is exploding. In 10 US states, the percentage of multiracial residents who are of school age—between 5 and 17—is at least 25 percent. In California alone, it is estimated that 15 percent of all births are multiracial or multiethnic. Despite these numbers, mixed-race people have long struggled for a distinct place on the identity map. It was only as recently as 2000 that the U.S. Census Bureau began to allow citizens to check off as many racial categories as are applicable-White, African American, Asian, Hispanic, Native Hawaiian, American Indian, and Alaska Native. Previously, Americans were allowed to check off only one, leaving multiracial people invisible and unaccounted for.
