Nancy Crow: Drawings: Monoprints and Riffs is a beautifully illustrated catalog showcasing the newest work of renowned artist Nancy Crow. Over the last decade Crow has transformed her quiltmaking by developing a unique monoprinting technique. Monoprinting on cotton fabric, she focuses on drawn lines, layered one upon another, that result in a complex visual tangle. The work in this series simultaneously produces both clarity and depth. In her Riff and Drawing: Riff series, Crow has continued to explore her “drawing with fabric” approach. In these works Crow improvisationally cuts through layers of highly saturated hand-dyed fabrics, creating crisp forms with slight curves and undulations caused by subtle movements of her arm, which are then stitched together in dynamic compositions. Europe has suffered a decade of crises, with sovereign-debt troubles leading to austerity policies that exacerbated divisions inside member states and between them. Thereafter the Union was confronted with the challenges posed by a revanchist Russia in Ukraine and by a surge in migration from the Middle East and other conflict zones. The June 2016 UK vote to leave the Union threatened further damage to an institution that acknowledges it has failed to punch its weight in the spheres of foreign, defence and security policy. While that is a chronic shortcoming, its impact is becoming more acute as economic power moves East and Europe can no longer count on the steadfast support and leadership of the United States. The costs of Europe’s failure to achieve strategic coherence and effect are steadily rising. This Adelphi book addresses the consequences of Europe’s multiple crises for its standing as a strategic actor, acknowledging its unique character and capabilities. It argues that strategic thought and action is belatedly being informed by the deteriorating security environment, and that nascent initiatives have the potential to effect a step-change. There are grounds for cautious optimism, visible in the success of stabilisation and counter-piracy operations as well as coordinated diplomatic activity. Also, the continent’s leading powers are becoming more pragmatic about how cooperation is organised within and beyond the Union. These developments offer the possibility that Europe might meet its aspirations to be a strategic actor of consequence, despite a long-track record of disappointment and the still-considerable obstacles that lie in its path.

On 'Lady Day', March 1943 a group of Christian pacifists took possession of a vacant farm in Frating, a hamlet on the Essex Tendring Peninsula. There they established a working community, inspired by their association with The Adelphi journal, where D.H.Lawrence, John Middleton Murry, Vera Brittain, Iris Murdoch, George Orwell and others shared ideas for the future with European religious radicals such as Nikolai Berdyaev, Martin Buber and Simone Weil. Frating Hall Farm provided a settlement and livelihood for individuals and families (as well as a temporary sanctuary for refugees and prisoners-of-war), and over time became a successful arable and livestock land-holding of more than 300 acres. Scorned initially by their neighbours for their anti-war views, the Frating community won respect not only through their farming achievements, but having established a touring theatre company and choir, for bringing new life to the villages and churches around them. The lost story of Frating Hall Farm is based on the reminiscences of those who grew up on the farm, together with photographs, letters and organisational records, never before seen or published. The book is a kaleidoscopic history of a farm during its eleven-year occupation, and an enquiry into the passionate religious and political ideals of the back-to-the-land movement in wartime and post-war rural England.

Like most years in the 50-year history of the International Institute for Strategic Studies (IISS), 2008 saw events that could have significant consequences for international relations and global balances of power. These included the election of Barack Obama as US president; the brief war in Georgia, which caused the West to look at Russia with more watchful eyes; and a cataclysmic crisis in the world’s financial markets that seemed to threaten globalisation and even capitalism, and to herald a period of greater economic austerity. Even as these events occurred, the security issues and risks that have been the core focus of the work of the IISS during the past half-century continued to loom large, among them nuclear proliferation and the relations between the major powers. In addition to these perennial themes was another set of issues that has in recent times risen higher on the international security agenda, including the security ramifications of natural disasters and environmental dangers such as climate change. In its anniversary year, the IISS held several high-level conferences around the world. Speeches given at these events addressed all of these issues, and this Adelphi Paper offers a selection of them. The speakers were statesmen, senior military officers, high officials and international security experts. All were concerned first and foremost with the pressing issues of the moment, as their duties required them to be. But the fact that they also addressed recurrent themes testifies to the enduring nature of the strategic challenges faced by policymakers.

The damage that has been done to the transatlantic alliance will not be repaired through grand architectural redesigns or radical new agendas. Instead, the transatlantic partners need to restore their consensus and cooperation on key security challenges with a limited agenda that reflects the essential conservatism of the transatlantic partnership during the Cold War and the 1990s. There will inevitably be big challenges, such as the rise of China, where transatlantic disparities in strategic means and commitments preclude any common alliance undertaking. Yet such limits are nothing new. The absence of a common transatlantic commitment to counter-insurgency in Iraq may cause resentments, but so too did the lack of a common commitment to counter-insurgency in Vietnam.This Adelphi Paper suggests ten propositions for future transatlantic consensus – that is to say, ten security challenges for which the allies should be able to agree on common strategies. These run the gamut from an effective strategy to prevent Iran from developing a nuclear weapons capability to transatlantic leadership for international cooperation against global warming. If pursued with seriousness and a reasonable degree of transatlantic unity, these propositions could constitute the foundations of an effective partnership. They are, in the authors’ view, the basis for a consensus on the most pressing security challenges of the twenty-first century. The time is right for this kind of serious rededication to alliance purposes. There has already been some effort to repair the damage; moreover, new leaders are in place or coming to the countries that were major protagonists of the transatlantic crisis: Germany, France, Britain and, in 2009, the United States. It is possible that these four new leaders will be better able to put the disputes of the recent past behind them. This extended essay is a guide to the possibilities, and also the limits, of a new start.
