From the early days of the republic, American leaders knew that an unpredictable time bomb-the question of slavery-lay at the heart of national politics. An implicit understanding between North and South helped to keep the issue at bay: northern states, where slavery had been set on course for extinction via gradual emancipation, tacitly agreed to respect the property rights of southern slaveholders; in return, southerners essentially promised to view slave holding as a practical evil and look for ways to get rid of it. By 1819-1820, however, westward expansion had brought the matter to a head. As Thomas Jefferson wrote at the time, a nation dealing with the politically implacable issue of slavery essentially held the "wolf" by the ears-and could neither let go nor hang on forever. In Wolf by the Ears, John R. Van Atta discusses how the sectional conflict that led to the Civil War surfaced in the divisive fight over Missouri statehood. The first organized Louisiana Purchase territory to lie completely west of the Mississippi River and northwest of the Ohio, Missouri carried special significance for both pro- and anti-slavery advocates. Northern congressmen leaped out of their seats to object to the proposed expansion of the slave "empire," while slave-state politicians voiced outrage at the northerners' blatant sectional attack. The last several decades have witnessed major restructurings—economic, political, and cultural—in the international arena. Existing standards of scholarship and research methodologies have come under attack, key conceptual categories have been called into question, and truths once considered secure have been subjected to severe scrutiny and even ridicule. Seizing upon the opportunity afforded by the contemporary conjuncture of disciplinary crisis and redefinition, this book raises questions about two interrelated aspects of historical process and academic production. The volume contributes to ongoing debates about the degree to which the developments of recent decades represent the advent of a new historical era, a rupture with the past that requires new conceptualizations and logics in order to be understood. In confronting this question, the contributors to this volume have assembled a range of materials that place the present period of reconstruction in the context of a broader history and geography of other, related restructurings. Locating Capitalism in Time and Space also raises questions about the degree to which the scholarship of recent decades represents a qualitative break with that of the past. He rides shotgun on coaches, wrangles horses on a Chisholm Trail cattle drive, joins a gang of bandits, guides wagon trains, gets dragged into U.S. Army massacres, suffers a series of romantic and barroom misadventures. He is eventually drawn into a Lakota tribe by a young brave, Eeteh, an inventive teller of Coyote tales who "was having about the same kind of trouble with his tribe as I was having with mine." There is an army colonel who wants to hang Huck and destroy Eeteh's tribe, so they're both on the run, finding themselves ultimately in the Black Hills just ahead of the 1876 Gold Rush. This period, from the middle of the Civil War to the centennial year of 1876, is probably the most formative era of the nation's history. In the West, it is a time of grand adventure, but also one of greed, religious insanity, mass slaughter, virulent hatreds, widespread poverty and ignorance, ruthless military and civilian leadership, huge disparities of wealth. Only Huck's sympathetic and gently comical voice can make it somehow bearable.

This book is about the convergence of trends in two American institutions – the economy and the criminal justice system. The American economy has radically transformed in the past half-century, led by advances in automation technology that have permanently altered labor market dynamics. Over the same period, the U.S. criminal justice system experienced an unprecedented expansion at great cost. These costs include not only the $80 billion annually in direct expenditures on criminal justice, but also the devastating impacts experienced by justice-involved individuals, families, and communities. Recently, a widespread consensus has emerged that the era of “mass incarceration” is at an end, reflected in a declining prison population. Criminal justice reforms such as diversion and problem-solving courts, a renewed focus on reentry, and drug policy reform have as their goal keeping more individuals with justice system involvement out of prisons, in the community and subsequently in the labor force, which lacks the capacity to accommodate these additional would-be workers. This poses significant problems for criminal justice practice, which relies heavily on employment as a signal of offenders’ intentions to live a law-abiding lifestyle. The diminished capacity of the economy to utilize the labor of all who have historically been expected to work presents significant challenges for American society. Work, in the American ethos is the marker of success, masculinity and how one “contributes to society.” What are the consequences of ignoring these converging structural trends? This book examines these potential consequences, the meaning of work in American society, and suggests alternative redistributive and policy solutions to avert the collision course of these economic and criminal justice policy trends.
