These include major technology changes and the convergence of the broadcasting, information technology and telecommunications industries. The British state has long been regarded as one of the most stable and centralised political structures in the world, and devolution represents one of the most significant changes to its fabric in 300 years. To date research on devolution in the UK has largely focused on core public policy areas such as health, economic development and social welfare. Work on transport has been somewhat limited, despite its increased policy prominence in recent years. This book presents a thorough academic investigation into the impact of devolution on the formulation and delivery of transport policy in the UK. Using detailed interviews with key policy makers, transport providers, business organisations and user groups, the authors draw upon concepts and ideas from across the social sciences to inform their analysis. The picture that emerges is distinctly mixed: there are elements of both convergence and divergence in the strategies and policies adopted by the devolved administrations, and marked variations in the overall performance of these administrations in transport are uncovered. Aiming to explore theoretical advances in tourism studies, this book explores the triadic relationship between tourism, sustainable development and empowerment. While tourism has begun to focus on community consultations, the process has tended to follow the path of development for communities rather than development by communities. In many cases the result has been disempowerment rather than empowerment. This study goes beyond a focus on the impacts of tourism to explore the relevance of a body of political, economic, sociological, anthropological and development theory to formulate a synthesized construct of empowerment which provides a useful standpoint to consider the community/tourism development relationship. The approach that has been adopted also attempts to combine the emic paradigm with the etic, that is one which relies upon an actor-oriented "inside" view of the meaning of the behaviour under study as well as upon externally constructed models by "outsider" researchers to describe the social situation. The theoretical framework of empowerment which is proposed for community based tourism development is explored across three levels through five case studies drawn from the South Pacific. The first level is regional and looks at the community of South Pacific island states and their endeavors to formulate a regional response to tourism development, a case of pseudo empowerment. The second is national and looks at how one country responded to the challenges of tourism development through a comprehensive policy framework to advance indigenous community interests but despite which fails the test of empowerment. The third is at the local level and examines three communities: one which represents an example of complete failure because of disempowerment (Solomon Islands); one which provides an example of successful cultural tourism development controlled by the community itself through empowerment (Vanuatu); and one which represents successful adaptation to a partnership between a foreign investor and the local land-owning community, resulting in sustainable resort development through empowerment (Fiji).

What is the social licence to operate, and what are its ethical risks and promises? This collection explores these questions from a range of perspectives. Since its first key uses in the late 1990s in application to operational risks for extraction industries, the idea of the ‘social licence to operate’ has proliferated. It has since been applied to myriad industries—including tourism, paper milling, banking, and aquaculture—and even to the work of scientists and government agencies. Yet what is the ethical status of this concept? It is easy to assume that the social licence to operate is a welcome tool to improve the ethics of profit-seeking enterprises, forcing them to genuinely respond to community and stakeholder concerns, or face operational risk if they do not. No doubt the social licence sometimes—perhaps even often—works in this way. Yet there is ethical risk as well as promise in the social licence. For the concept can be weaponised by stakeholders, taking operational legitimacy out of the hands of settled law and democratic institutions, and wedding it to shifting community attitudes. Conversely, the concept can be used as a rhetorical shield by industry, who can insist they possess a social licence even when engaging in fraught ethical practice. These conflicting uses give rise to a separate worry: that the social licence is too ambiguous to function as anything but a meaningless buzzword, a distraction from high ethical standards and strong governance regimes. This Collection interrogates these challenges, exploring in a range of contexts whether and how the social licence’s ethical promise can be secured, and its risks mitigated.
