Stanford University Press Presidents and the Politics of Agency Design: Political Insulation in the United States Government Bureaucracy, 1946-1997
The administrative state is the nexus of American policy making in the postwar period. The vague and sometimes conflicting policy mandates of Congress, the president, and courts are translated into real public policy in the bureaucracy. As the role of the national government has expanded, the national legislature and executive have increasingly delegated authority to administrative agencies to make fundamental policy decisions. How this administrative state is designed, its coherence, its responsiveness, and its efficacy determine, in Robert Dahl’s phrase, “who gets what, when, and how.” This study of agency design, thus, has implications for the study of politics in many areas. The structure of bureaucracies can determine the degree to which political actors can change the direction of agency policy. Politicians frequently attempt to lock their policy preferences into place through insulating structures that are mandated by statute or executive decree. This insulation of public bureaucracies such as the National Transportation Safety Board, the Federal Election Commission, and the National Nuclear Security Administration, is essential to understanding both administrative policy outputs and executive-legislative politics in the United States. This book explains why, when, and how political actors create administrative agencies in such a way as to insulate them from political control, particularly presidential control.

Founded during the Gold Rush years, the Chinese community of San Francisco became the largest and most vibrant Chinatown in America. For those Chinese traveling between the Old World and the New, San Francisco was a port of entry and departure. Many Chinese settled there, forming one of the oldest continuing ethnic communities in urban America. This is a detailed social and cultural history of the Chinese in San Francisco, relating the development of various social and cultural institutions, ranging from brothels to the powerful "Six Companies." The book recaptures in vivid detail not only the community's collective mentalities but also the lives of ordinary people—laborers, theater-goers, gamblers, and prostitutes. In so doing, the author achieves what has been missing from virtually all the historiographic writing on the Chinese in America—he brings to life individual personalities with their varying human qualities. The book shows the persistence of Chinese social patterns in San Francisco Chinatown, and demonstrates how the community helped shape white America's view of Asians in general and the development of race consciousness and strife. The author challenges several long-accepted views, such as the myth that the Chinese exodus to California in the mid-nineteenth century occurred mainly because of impoverishment in South China and the notion that the overwhelming majority of Chinese women in San Francisco were prostitutes. He also makes insightful comparisons of Chinese Americans with other ethnic groups. The book makes imaginative use of a wide range of materials, private and public, fictional and statistical, in both Chinese and English, produced by both pro- and anti-Chinese sources. Among these are Chinese-language newspapers (including their advertisements), handbills, personal diaries, and other cultural productions. The author offers multidisciplinary analyses of such documents, showing the possibilities of extracting rich historical information from texts created for very different purposes.

Performing the Visual explores the practice of wall painting in China from a new perspective. Relying on rare, virtually unpublished drawings on Buddhist themes from a long-hidden medieval library in western China, the author analyzes the painters' pictorial strategies. She also examines the financial accounting of Buddhist temples, providing practical information that ninth- and tenth-century critics ignored: how artists were paid and when, the temple's role as mediator between patrons and artists, and the way painters functioned outside the monastic system, working in guilds and secular academies affiliated with local government. Based on the careful study of hundreds of inaccessible wall paintings at Dunhuang, arguably Asia's largest and most important Buddhist site, the author shows that although critics celebrated spontaneous feats with brush and ink, artists at Dunhuang were heavily dependent on concrete tools such as sketches in the preparation of wall painting.

Stanford University Press The Rhetoric of Romantic Prophecy
The Romantic era in England and Germany saw a sudden renewal of prophetic modes of writing. Biblical prophecy and, to a lesser extent, classical oracle again became viable models for poetry and even for journalistic prose. Notably, this development arose out of the new-found freedom of biblical interpretation that began in the mid-eighteenth century, as the Bible was increasingly seen to be a literary and mythical text. Taking Walter Benjamin’s thinking about history as a point of departure, the author shows how the model for Romantic prophecy emerges less as a prediction of the future than as a call to change in the present, even as it quotes, at key turns, texts from the past. After surveying developments in eighteenth-century biblical hermeneutics, as well as the numerous instances of prophetic eruption in Romantic poetry, the book culminates in close readings of works by Blake, Hölderlin, and Coleridge. Each of these writers interpreted the Bible in strong, variously radical and conservative ways, and each reworked prophetic texts in often startling fashion. The author’s reading of Blake focuses on the complex temporal and rhetorical dynamics at work in a prophetic tradition, with attention paid to the key mediating figure of Milton. The chapter on Hölderlin investigates the truth-claim of poetry and the consequences of Hölderlin’s insight into the necessarily figural character of poetry. The analysis of Coleridge correlates his theory of allegory and symbol with his theory and practice of political writing, which often relies on mobilizing prophetic authority. Together, the readings force us to reexamine the claims and practices of Romantic poets and thinkers and their ideas and ideologies, not without engendering some allegorical resonance with issues in our own time.

This book disentangles two terms that were conflated in the initial Anglo-American appropriation of French theory: deconstruction and poststructuralism. Focusing on Sartre, Derrida, Foucault, and Baudrillard (but also considering Levinas, Blanchot, de Man, and others), it traces the turn from a deconstruction inflected by phenomenology to a poststructuralism formed by the rejection of models based on consciousness in favor of ones based on language and structure. The book provides a wide-ranging and complex genealogy of French theory from the 1940s onward, placing particular emphasis on the largely neglected early work of the theorists involved and on deconstruction's continuing relevance. The author argues that deconstruction is a form of radical, antiscientific modernity: an interdisciplinary reconfiguration of philosophy as it confronted the positivism of the human sciences in the 1960s. By contrast, poststructuralism is a type of postmodern theory inflected by changes in technology and the mode of information. Inasmuch as poststructuralism is founded upon its "constitutive loss" of phenomenology (in Judith Butler's phrase), the author is also concerned with the ways phenomenology (particularly Sartre's forgotten but seminal Being and Nothingness) is remembered, repeated in different ways, and never quite worked through in its theoretical successors. Thus the book also exemplifies a way of reading intellectual history that is not only concerned with the transmission of concepts, but also with the processes of transference, mourning, and disavowal that inform the relationships between bodies of thought.

References to language abound in the sciences: biologists speak about “reading” the human genome and “rewriting” the genetic code, computer scientists develop “programming language,” and mathematicians seek a “universal symbolic language.” What is behind these references to language, and what do they say about how science actually works? This concise but ambitious volume brings together leading scholars in the history of science to address these questions from a variety of perspectives: the historical, methodological, and ideological motivations behind scientists’ use of language metaphors. In so doing, they ask whether and under what conditions analogies to language gain power, whether and under what conditions they are replaced by more fruitful ones, and, crucially, whether nature ever really operates and develops like a language. Against recent trends in rhetorical studies of science, the essays in the volume resist reducing language to a role as the symbolic embodiment of “larger” social forces. Instead, they focus on language’s productive power as a generator of knowledge. For scientists in various disciplines, language is much more than a means of expression through which they preferentially argue their cases. It is a conceptual tool for scientific inquiry, and the choices scientists make vary over time with their ever-evolving knowledge about language and, equally, with shifting interests and means of inquiring into nature. The disappearance behind the Iron Curtain of the American brothers Noel and Hermann Field in 1949, followed by that of Noel’s wife and their foster daughter, was one of the most publicized international mysteries of the Cold War. This dual memoir gives an intensely human dimension to that struggle, with Hermann narrating all that happened to him from the day he was abducted from the Warsaw airport to his release five years later, and Kate relating her unrelenting efforts to find her husband. Thousands of potential victims of Hitler’s dragnet were rescued in 1939 and during World War II through separate efforts of the Field brothers. Arrested in Czechoslovakia in 1949, Noel was taken to Hungary and used as an example of American perfidy in show trials. Hermann went to Poland primarily to find out what had happened to his brother. After Hermann’s abduction, he was taken to the cellar of a secret Polish prison, where he was held for five years. He gives us a detailed account of his battle to survive, alternating despair and horror with mordant humor. Meanwhile, his family had no idea whether he was still alive and if so, where. This moving story, based on detailed notes made by the authors during and shortly after the events described, presents an inside-outside counterpoint, as Hermann’s chapters on his inward journey in his cellar world alternate with Kate’s efforts in London to find him by scrutinizing accounts of political events in Eastern Europe for clues and penetrating the diplomatic corridors of power in the West for help. Hermann had been arrested by a Polish security agent who later defected and became one of the West’s most important informants on Soviet operations in Eastern Europe. The search for the Field brothers was complicated by their history of leftist connections, for this tense period in the Cold War was also the era of McCarthyism in the United States. The book ends with an Epilogue that analyzes the events of fifty years ago in the light of what we know today, as the result of newly available archival material.

When China embarked on its rural economic reforms in the early 1980s, changes for women were not a planned part of its program for economic development, in the countryside or in the nation at large. In the late 1980s the official arm of the Chinese women's movement, the Women's Federations, began experimenting with a series of strategies designed to position women in the mainstream of the reform-era economy. A distinctive feature of this initiative was its focus on "quality" (suzhi), including literacy, general education, and practical technical training, and extending to a general effort to strengthen women's place in the market. The state's official women's movement had paradoxically become the major champion and architect of rural Chinese women's turn toward the market economy. This book examines in detail how the women's movement strategy was developed and implemented in one village in the northern Chinese province of Shandong, exploring the multiple meanings of the discourse on quality and the creation of a uniquely Chinese gender-and-development policy. The author explores several dimensions of this strategy: the promotion of education and training, the building of an organizational base for the rural women's movement, and the expansion of women's involvement in market competition. The author broadens the scope of the book by comparing similar strategies pursued in urban women's organizations in Shandong in the 1990s.

This book proposes that aesthetics begin not with concepts of being or semblance, but with a concept of appearing. Appearing bespeaks of the reality that all aesthetic objects share, however different they may otherwise be. For Martin Seel, appearing plays its part everywhere in the aesthetic realm, in all aesthetic activity. In his book, Seel examines the existential and cultural meaning of aesthetic experience. In doing so, he brings aesthetics and philosophy of art together again, which in continental as well as analytical thinking have been more and more separated in the recent decades. Within Seel's framework, to apprehend things and events with respect to how they appear momentarily and simultaneously to our senses represents a genuine way for human beings to encounter the world. The consciousness that emerges here is an anthropologically central faculty. In perceiving the unfathomable particularity of a sensuously given we gain insight into the indeterminable of our lives. Attentiveness to what is appearing is therefore at the same time attentiveness to ourselves. This is also the case when works of art imagine past or future, probable or improbable presences. Artworks develop their transgressive energy from their presence as sense-catching forms. They bring about a special presence in which a presentation of close or distant presences comes about.

Becoming Campesinos argues that the formation of the campesino as both a political category and a cultural identity in Mexico was one of the most enduring legacies of the great revolutionary upheavals that began in 1910. Challenging the assumption that rural peoples "naturally" share a sense of cultural solidarity and political consciousness because of their subordinate social status, the author maintains that the particular understanding of popular-class unity conveyed by the term campesino originated in the interaction of post-revolutionary ideologies and agrarian militancy during the 1920s and 1930s. The book uses oral histories, archival documents, and partisan newspapers to trace the history of one movement born of this dynamic—agrarismo in the state of Michoacán. The author argues that the interaction of grassroots militancy and political mobilization from the top meant that the rural populace entered the political sphere, not as indigenous people or rural proletarians, but as a class-like social category of campesinos.

The book explores the interlocking histories of cultural instruments from antiquity to the early Enlightenment and their instrumental use and reworking by different cultures, moving from Europe to Africa and the Americas, especially the Caribbean. Recent debates within Continental philosophy have decisively renewed the question of the ethical, with the French philosopher Emmanuel Levinas (1905-1995) as its center. Coming from yet in contestation with the phenomenological traditions of Husserl and Heidegger, Levinas defines ethics as an originary response to the face of the other. For him, language is an exception to a habitual economy that represses alterity and maintains the asymmetry and distance constitutive of the nontotalizing relation to the other. Ethics occurs in the interlocutionary relation to the other, and interpellation—a kind of interruption by speaking—is the essential feature of ethical language. Between 1982 and 1992, Levinas gave numerous interviews, closing a distinguished sixty-year career. Of the twenty interviews collected in this volume, seventeen appear in English for the first time. In the interviews Levinas sets forth the central features of his ethical philosophy, previously enunciated in Totality and Infinity (1961), in a language that bridges to the idiom of his later work. He underlines his dedication to the phenomenological search for the concrete and the nonformal signification of alterity. He also elaborates issues that do not receive extensive treatment in his formal philosophical works, including the question of prephilosophical experiences and the ethical signification of money, justice, and the State. The informality of the interviews prompts Levinas to address matters about which he is reticent in his published works, notably the relation of his ethical philosophy to theological questions, the intrication of the Hebrew Bible in Greek philosophy, his substantial corpus of "nonphilosophical" or "confessional" writings on the Talmud, and recollections of his extraordinary talmudic teacher, Shoshani. The centerpiece of the volume is a previously untranslated 1986 interview with François Poirié. Containing Levinas's sole extended discussion of biographical matters with an interviewer, this text helps to situate Levinas in his contemporary intellectual world and to clarify his place in French thought.

Anthologies have been a powerful force in poetry and criticism in English ever since the earliest extant book of this kind was published in the sixteenth century. A theoretical, historical, and critical inquiry, Anne Ferry's book looks in detail at the assumptions anthologies are predicated on, how they are put together, the treatment of the poems in them, and the effects their presentations have on their readers' experiences of the poems. In an anthology the work of many poets is selected and arranged by someone whose aim is to make, out of the writings of others, a book of which the anthologist is the author. Part I explains the classifying terms and defining dimensions—conceptual, spatial, temporal—that make the anthology a unique kind of book. It also explores and illustrates the ways that the presence of the anthologist—in arranging, annotating, titling, and revising the poems—directs how they are read. As examples, Ferry focuses on the three most historically influential of anthologies: Richard Tottel's Songes and Sonettes, Thomas Percy's Reliques of Ancient English Poetry, and Francis Palgrave's The Golden Treasury. Part II asks how the poems most frequently included in anthologies get there: by what cultural situations, literary circumstances, and internal features. Examples include a group of Renaissance pastoral lyrics, three public poems of 1770, 1867, and 1955, and Elizabeth Bishop's narrative-descriptive poem "The Fish." Part III describes how poets themselves, as readers and compilers of anthologies, have used them, and how anthologies have contributed to the making of poems and the making of their reception. A Coda shows how T. S. Eliot wove certain of his writings into an imaginary anthology that figures his conception of tradition and the individual talent.

Stanford University Press Speech Acts in Literature
This book demonstrates the presence of literature within speech act theory and the utility of speech act theory in reading literary works. Though the founding text of speech act theory, J. L. Austin's How to Do Things with Words, repeatedly expels literature from the domain of felicitous speech acts, literature is an indispensable presence within Austin's book. It contains many literary references but also uses as essential tools literary devices of its own: imaginary stories that serve as examples and imaginary dialogues that forestall potential objections. How to Do Things with Words is not the triumphant establishment of a fully elaborated theory of speech acts, but the story of a failure to do that, the story of what Austin calls a "bogging down." After an introductory chapter that explores Austin's book in detail, the two following chapters show how Jacques Derrida and Paul de Man in different ways challenge Austin's speech act theory generally and his expulsion of literature specifically. Derrida shows that literature cannot be expelled from speech acts—rather that what he calls "iterability" means that any speech act may be literature. De Man asserts that speech act theory involves a radical dissociation between the cognitive and positing dimensions of language, what Austin calls language's "constative" and "performative" aspects. Both Derrida and de Man elaborate new speech act theories that form the basis of new notions of responsible and effective politico-ethical decision and action. The fourth chapter explores the role of strong emotion in effective speech acts through a discussion of passages in Derrida, Wittgenstein, and Austin. The final chapter demonstrates, through close readings of three passages in Proust, the way speech act theory can be employed in an illuminating way in the accurate reading of literary works.

The French Revolution is a defining moment in world history, and usually it has been first approached by English-speaking readers through the picture painted of it by Edmund Burke. Reflections on the Revolution in France is a classic work in a range of fields from history through political science to literature, and securely holds its place among the canon of "great books." Yet its meaning is still contested and often misunderstood, equally by those who wish to admire or to denigrate Burke for his present-day relevance. This edition aims to locate Burke once again in his contemporary political and intellectual setting. Focusing on two late-Ming or early-Qing plays central to the Chinese canon, this thought-provoking study explores crucial questions concerning personal identity. How is a person, as opposed to a ghost or animal, to be defined? How can any specific person (as distinguished, for example, from an impostor or twin) be identified? Both plays are chuanqi, representatives of a monumental genre that represents Chinese dramatic literature at its most complex: Tang Xianzu's Peony Pavilion is a romantic comedy in 55 acts, and Kong Shangren's Peach Blossom Fan narrates the fall of the Ming Dynasty in 40 acts. No reader of Chinese literature would find a sexual encounter between a young man and a female ghost surprising. In Peony Pavilion, however, the lovers actually marry and join human society—a possibility that invites speculation on the nature of personhood and agency. By contrast, Peach Blossom Fan addresses the question of identity in an explicitly political fashion. After the fall of Beijing, many men put forward imperial claims. Who, in a time of turmoil, is truly the Emperor? In a Confucian society, where hierarchy and identity are so interdependent, how does the lack of certainty about the Emperor's identity affect all human identities? The question of personal identity is intrinsically bound up with questions of agency, legal responsibility, and participation within a polity. Confucian patriarchy, in particular, implies an anxiety of identity: in order to serve one's father appropriately, one must first know who he is. Drawing on related contemporary sources, the author combines a range of perspectives, including literary criticism, philosophy, jurisprudence, and art history.

Stanford University Press Family Fictions: Narrative and Domestic Relations in Britain, 1688-1798
By revealing the investment of eighteenth-century British prose fiction in contemporary debates about domestic ideology, this book addresses the multiple ways in which traditional notions of the family were estranged, reconstituted as novel concepts, and then finally presented as national social norms. It focuses on works by Aphra Behn, Daniel Defoe, Samuel Richardson, Eliza Haywood, Horace Walpole, Laurence Sterne, and Mary Wollstonecraft, addressing a number of narratives that historians of the novel have overlooked while linking such better-known works as Robinson Crusoe and Pamela to their often neglected sequels. Challenging competing critical claims that the household either experienced a revolution in form or that it remained essentially unchanged, the author argues that eighteenth-century writers employed a set of complementary strategies to refashion the symbolic and affective power of bourgeois domesticity. Whether these writers regarded the household as a supplement to such other social institutions as the Church or the monarchy, or as a structure resisting these institutions, they affirmed the family's central role in managing civil behavior. At a time, however, when the middle class was beginning to scrutinize itself as a distinct social entity, its most popular form of literature reveals that many felt alienated from the most intimate and yet explosive of social experiences—family life. Prose fiction sought to channel these disturbingly fluid domestic feelings, yet was in itself haunted by the specter of unregulated affect. Recovering the period's own disparate perceptions of household relations, the book explains how eighteenth-century British prose fiction, which incorporates elements from conduct books, political treatises, and demographic material, used the family as an instrumental concept in a struggle to resolve larger cultural tensions at the same time it replicated many of the rifts within contemporary family ideology.

Stanford University Press Between Nations: Shakespeare, Spenser, Marvell, and the Question of Britain
Fusing historiography with literary criticism, Between Nations produces an array of unexpected readings of early modern texts. Starting from the premise that England has never been able to emerge or define itself in isolation from its neighbors on the British Isles, this book places Renaissance England and its literature at a meeting of English, Irish, Scottish, and Welsh histories. It ranges from the late sixteenth through the late seventeenth centuries and deals with the "reigns" of three monarchs and one regicide—those of Elizabeth I, James I, Charles II, and Oliver Cromwell. However, it shifts the domain they ruled from the customary center into interactions between England and the other British polities. The author argues that England was able to develop into what we call a "nation" only in and by means of its relations with the other proto-"nations" that often it was also suppressing. Among the authors who served one or more of the four English rulers are Shakespeare, Spenser, and Marvell, who are studied here in the way they responded to the complexities of British history that encompassed their "nation." They not only participated in nation building/destroying, but their works are shown often to be meditations on that process and their own roles in the process. In Henry V, for example, Shakespeare both produces a vision of an ideal Britain and inscribes into his play the voices of various British peoples that are meant to be subsumed. Spenser's A View of the Present State of Ireland, which is often taken as an anti-Gaelic screed, is more plausibly seen as a text compounded of heterogeneous cultural influences, many of them originating from within Ireland. The complexity of the text reflects Spenser's own situation as a colonial official exiled from one British nation, England, to another, Ireland. In "An Horation Ode upon Cromwell's Return from Ireland," Marvell explicitly considers the consequences of a campaign that historians have called the "War of the Three Kingdoms." In that, and in a later poem, "The Loyal Scot," Marvell emerges as a shrewd commentator on the British politics of his day. Throughout, the book demonstrates that historical readings of this period's English literary works can be as multivalent and multicentric as the British history that produced them.

Stanford University Press Wave Forms: A Natural Syntax for Rhythmic Languages
In this daring book, the author proposes that artistic and literary forms can be understood as modulations of wave forms in the physical world. By the phrase "natural syntax," he means that physical nature enters human communication literally by way of a transmitting wave frequency. This premise addresses a central question about symbolism in this century: How are our ideas symbolically related to physical reality? The author outlines a theory of communication in which nature is not reached by reference to an object; rather, nature is part of the message known only tacitly as the wavy carrier of a sign or signal. One doesn't refer to nature, even though one might be aiming to; one refers with nature as carrier vehicle. The author demonstrates that a natural language of transmission has an inherent physical syntax of patterned wave forms, which can also be described as certain "laws of form"—a phrase used by D'Arcy Thompson, L. L. Whyte, Noam Chomsky, and Stephen Jay Gould. He describes a syntax inherent in natural languages that derives from the rhythmic form of a propelling wave. Instead of the "laws" of a wave's form, however, the author speaks of its elements of rhythmic composition, because "rythmos" means "wave" in Greek and because "composition" describes the creative process across the arts. In pursuing a philosophy of rhythmic composition, the author draws on cognitive science and semiotics. But he chiefly employs symmetry theory to describe the forms of art, and especially the patterns of poetry, as structures built upon the natural syntax of wave forms. Natural syntax, it turns out, follows a fascinating group of symmetry transformations that derive from wave forms.

This is the second volume to appear in an edition that will be the first complete, critical, and annotated English translation of all of Nietzsche’s work. Volume 2: Unfashionable Observations, translated by Richard T. Gray, was published in 1995. The edition is a new English translation, by various hands, of the celebrated Colli-Montinari edition, which has been acclaimed as one of the most important works of scholarship in the humanities in the last quarter century. The original Italian edition was simultaneously published in French, German, and Japanese. This volume of Human, All Too Human, the first of two parts, is the earliest of Nietzsche’s works in which his philosophical concerns and methodologies can be glimpsed. In this work Nietzsche began to establish the intellectual difference from his own cultural milieu and time that makes him our contemporary. Published in 1878, it marks both a stylistic and an intellectual shift away from Nietzsche’s own youthful affiliation with Romantic excesses of German thought and culture typified by Wagnerian opera.

Stanford University Press Matchbook: Essays in Deconstruction
Matchbook consists of nine essays written around, or in response to, work published by Jacques Derrida since 1980. The focal point of the essays is the "Envois," which forms part of Derrida's Post Card. Particular attention is paid to how that text articulates with the ethical and political emphases of Derrida's more recent work, but also to its autobiographical conceit. The "incendiary" reference of the book's title underscores deconstruction's engagement with questions of reading: relations between (slow) reading and the speed of technology, and the political effects of an internationalized deconstruction in a globalized culture. It is in terms of what deconstruction can have us think about the speed of technology and technologies of reading that Derrida's work has made one of its most important contributions to philosophy and literary and cultural studies. The book concentrates on that as proof of the continued relevance of such work.

“What is time then?” asked St. Augustine some 1,600 years ago. It was a question he could not answer, and over the centuries that followed, it was one that few scholars dared to address. Yet there are answers to this question of the true nature of time, and this book discusses several of them as a means of approaching its central concern: that humanity creates a variety of times and these different times affect the experiences of life—as times vary, so does life. Not so much focusing on watches, clocks, and calendars (though these are covered), the author argues that time is a fundamental component of the technological development of humanity. The book addresses the relationships between time and life on three fundamental premises: (1) all times are not the same, (2) all times are social constructions, and (3) the times humanity creates direct the way humanity lives. The book addresses the major ways in which times differ (polychronicity, speed and punctuality, and orientation to past, present and future), how these differences are coordinated (entrainment), and how these differences affect human life, including such extreme effects that produce the best and worst of times. Building on these differences and the effects they produce, the author examines the possibility of humanity consciously creating more good times than bad. Throughout the analysis, a vital connection between time and life gradually emerges, namely, the impact of time on the meaning of life itself. Materials from several disciplines inform the discussions, notably theory and research from the social and behavioral sciences, in particular the organization sciences. The author uses historical examples extensively throughout the book, but also presents new results that derive from original data he has collected. The book will be valuable not only to those involved in the management and organization sciences, but also to sociologists and psychologists, who have largely avoided coming to terms with one of the central issues of human life—time.

A hundred years ago, the United States first projected itself onto the international stage, hoping to stake out a sphere of influence in Latin America just as the largest of Latin American countries, Brazil, ending a 67-year-long monarchical regime, struggled to redefine its relationship to the world economy. Debates raged between liberals and corporatists, between free traders and protectionists. Since the Weimar era, German cinema has played a leading role in the innovation of gay and lesbian cinema, with the tantalizing sexual illegibility and gender instability of German films of the 1920s anticipating the queer sensibilities of the 1990s. From such cross-dressing Weimar comedies as Viktor und Victoria to the transgender fantasies of Ulrike Ottinger, Monika Treut, and Hans Scheirl, this filmic tradition explores the unconventional erotic, its directors inventing a visual language that goes beyond the trivialization and sensationalism of mainstream representations of gays and lesbians. This cinema crosses the boundaries between such classifications as male and female, gay and bisexual, normal and pathological, insisting that such transgressions cannot be entirely tamed, regulated, or closeted. Previous scholarship, reading this national cinema as sociopolitical commentary, has tended to ignore what falls outside a realist, hetero-normative paradigm. In this book, the author aims to rectify this neglect by rewriting German cinematic history queerly. She reexamines the Nazi movie star Zarah Leander via her gay fandom, showing how this actress haunts the drag performance of femininity in the films of Rainer Werner Fassbinder. She argues not only for the persuasiveness of the gay underground in the New German Cinema but also for cinema's pivotal role in German gay liberation. Other topics include the queering of nationality in the films of Monika Treut and Rosa von Praunheim, the fetishistic medium of experimental filmmaking in the works of Michael Brynntrup and Matthias Müller, and the androgynous appeal of "dyke noir animation." In conclusion, The Queer German Cinema juxtaposes the voices of several German filmmakers as they reflect on their art in terms of a counter-politics.

After launching his career with the 1947 publication of his dissertation, Occidental Eschatology, Jacob Taubes spent the early years of his career as a fellow and then professor at various American institutions, including Harvard, Princeton, and Columbia. This book interprets fourth-century theological discourse as an incident in the history of masculine gender, arguing that Nicene trinitarian doctrine is a crucial site not only for theological innovation but also for reimagining and reproducing manhood in the late Roman period. When the Trinity became for the first time the sine qua non of doctrinal orthodoxy, masculinity was conceived anew, in terms that heightened the claims of patriarchal authority while cutting manhood loose from its traditional fleshly and familial moorings. In exploring the significance of this late antique movement for the subsequent history of ideals of manhood in the West, this study directly engages, combines, and thereby disrupts the divergent disciplinary perspectives of historical theology, late Roman cultural history, and French feminist theory. The author brings contemporary theorist Luce Irigaray into dialogue with the Patristic corpus to coax out a fresh interpretation of ancient texts and themes. The book centers on performative readings of major works by three prominent fourth-century Fathers—Athanasius of Alexandria, Gregory of Nyssa, and Ambrose of Milan. Each of these ascetic bishops played a crucial role in defending Nicene trinitarian doctrine as the touchstone of orthodox belief; each also modeled a distinctive style of fourth-century masculine self-fashioning. The concluding chapter considers the sum of these three figures from an explicitly feminist theological and theoretical perspective.

The most up-to-date and comprehensive analysis of corruption and change in the Chinese Communist Party, Cadres and Corruption reveals the long history of the party's inability to maintain a corps of committed and disciplined cadres. Contrary to popular understanding of China's pervasive corruption as an administrative or ethical problem, the author argues that corruption is a reflection of political developments and the manner in which the regime has evolved. Based on a wide range of previously unpublished documentary material and extensive interviews conducted by the author, the book adopts a new approach to studying political corruption by focusing on organizational change within the ruling party. In so doing, it offers a fresh perspective on the causes and changing patterns of official corruption in China and on the nature of the Chinese Communist regime. By inquiring into the developmental trajectory of the party's organization and its cadres since it came to power in 1949, the author argues that corruption among Communist cadres is not a phenomenon of the post-Mao reform period, nor is it caused by purely economic incentives in the emerging marketplace. Rather, it is the result of a long process of what he calls organizational involution that began as the Communist party-state embarked on the path of Maoist "continuous revolution." In this process, the Chinese Communist Party gradually lost its ability to sustain officialdom with either the Leninist-cadre or the Weberian-bureaucratic mode of integration. Instead, the party unintentionally created a neotraditional ethos, mode of operation, and set of authority relations among its cadres that have fostered official corruption.

The culmination of his thirty-year theoretical project to reconceptualize sociology, it offers a comprehensive description of modern society on a scale not attempted since Talcott Parsons. Beginning with an account of the fluidity of meaning and the accordingly high improbability of successful communication, Luhmann analyzes a range of communicative media, including language, writing, the printing press, and electronic media as well as "success media," such as money, power, truth, and love, all of which structure this fluidity and make communication possible. An investigation into the ways in which social systems produce and reproduce themselves, the book asks what gives rise to functionally differentiated social systems, how they evolve, and how social movements, organizations, and patterns of interaction emerge. The advent of the computer and its networks, which trigger potentially far-reaching processes of restructuring, receive particular attention. A concluding chapter on the semantics of modern society's self-description bids farewell to the outdated theoretical approaches of "old Europe," that is, to ontological, holistic, ethical, and critical interpretations of society, and argues that concepts such as "the nation," "the subject," and "postmodernity" are vastly overrated. In their stead, "society"—long considered a suspicious term by sociologists, one open to all kinds of reification—is defined in purely operational terms. It is the always uncertain answer to the question of what comes next in all areas of communication.

To answer these questions, the author examines how and why the United States and its allies instituted economic sanctions against the People’s Republic of China in the 1950s, and how the embargo affected Chinese domestic policy and the Sino-Soviet alliance. The literature on sanctions has largely concluded that they tend to be ineffective in achieving foreign policy objectives. This study, based on recently declassified documents in the United States, Great Britain, China, and Russia, is unusual in that it looks at both sides of “the China embargo.” It concludes that economic sanctions provide, in certain circumstances, an attractive alternative to military intervention (especially in the nuclear age) or to doing nothing. The author argues that while the immediate effects may be meager or nil, the indirect and long-term effects may be considerable; in the case he reexamines, the disastrous Great Leap Forward and Anti-Rightist campaign were in part prompted by the sanctions imposed by the United States and its allies. Finally, though the embargo created difficulties within the Western alliance, Beijing was driven to press the USSR for much greater economic assistance than Moscow thought feasible, and the ensuing disagreements between them contributed to the collapse of the Sino-Soviet alliance. Going beyond the rational choice approach to international relations, the book reflects on the role of mutual perceptions and culturally bound notions in shaping international economic sanctions. In addition to contributing to a better understanding of the economic aspects of Cold War history, the book attempts to give more empirical substance to the developing concept of “economic diplomacy,” “economic statecraft,” or “economic warfare” and to relate it to the idea of conflict management.

This is the definitive analysis of art as a social and perceptual system by Germany's leading social theorist of the late twentieth century. It operates at the boundary between the social system and consciousness in ways that profoundly irritate communication while remaining strictly internal to the social. In seven densely argued chapters, Luhmann develops this basic premise in great historical and empirical detail. Framed by the general problem of art's status as a social system, each chapter elaborates, in both its synchronic and diachronic dimensions, a particular aspect of this problem. The consideration of art within the context of a theory of second-order observation leads to a reconceptualization of aesthetic form. The remaining chapters explore the question of the system's code, its function, and its evolution, concluding with an analysis of "self-description." Art as a Social System draws on a vast body of scholarship, combining the results of three decades of research in the social sciences, phenomenology, evolutionary biology, cybernetics, and information theory with an intimate knowledge of art history, literature, aesthetics, and contemporary literary theory. The Absence of Grace is a study of male fantasy, representation anxiety, and narratorial authority in two sixteenth-century books, Baldassare Castiglione's Il libro del Cortegiano (1528) and Giovanni Della Casa's Galateo (1558). The interpretive method is a form of close reading the author describes as reconstructed old New Criticism, that is, close reading conditioned by an interest in and analysis of the historical changes reflected in the text. The book focuses on the way the Courtier and Galateo cope with and represent the interaction between changes of elite culture and the changing construction of masculine identity in early modern Europe. More specifically, it connects questions of male fantasy and masculine identity to questions about the authority and reliability of narrators, and shows how these questions surface in narratorial attitudes toward socioeconomic rank or class, political power, and gender. The book is in three parts. Part One examines a distinction and correlation the Courtier establishes between two key terms, (1) sprezzatura, defined as a behavioral skill intended to simulate the attributes of (2) grazia, understood as the grace and privileges of noble birth. Because sprezzatura is negatively conceptualized as the absence of grace it generates anxiety and suspicion in performers and observers alike. In order to suggest how the binary opposition between these terms affected the discourse of manners, the author singles out the titular episode of Galateo, an anecdote about table manners, which he reads closely and then sets in its historical perspective. Part Two takes up the question of sprezzatura in the gender debate that develops in Book 3 of the Courtier, and Part Three explores in detail the characterization of the two narrators in the Courtier and Galateo, who are represented as unreliable and an object of parody or critique.

Bootstrapping analyzes the genesis of personal computing from both technological and social perspectives, through a close study of the pathbreaking work of one researcher, Douglas Engelbart. In his lab at the Stanford Research Institute in the 1960s, Engelbart, along with a small team of researchers, developed some of the cornerstones of personal computing as we know it, including the mouse, the windowed user interface, and hypertext. Today, all these technologies are well known, even taken for granted, but the assumptions and motivations behind their invention are not. Bootstrapping establishes Douglas Engelbart's contribution through a detailed history of both the material and the symbolic constitution of his system's human-computer interface in the context of the computer research community in the United States in the 1960s and 1970s. Engelbart felt that the complexity of many of the world's problems was becoming overwhelming, and the time for solving these problems was becoming shorter and shorter. What was needed, he determined, was a system that would augment human intelligence, co-transforming or co-evolving both humans and the machines they use. He sought a systematic way to think and organize this coevolution in an effort to discover a path on which a radical technological improvement could lead to a radical improvement in how to make people work effectively. What was involved in Engelbart's project was not just the invention of a computerized system that would enable humans, acting together, to manage complexity, but the invention of a new kind of human, "the user." What he ultimately envisioned was a "bootstrapping" process by which those who actually invented the hardware and software of this new system would simultaneously reinvent the human in a new form. The book also offers a careful narrative of the collapse of Engelbart's laboratory at Stanford Research Institute, and the further translation of Engelbart's vision. It shows that Engelbart's ultimate goal of coevolution came to be translated in terms of technological progress and human adaptation to supposedly user-friendly technologies. At a time of the massive diffusion of the World Wide Web, Bootstrapping recalls the early experiments and original ideals that led to today's "information revolution."

Stanford University Press Poetry’s Appeal: Nineteenth-Century French Lyric and the Political Space
Socrates banished poetry from the ideal republic, adopting the philosophical position that poetic language operates outside the conventions of public discourse and is private in expression. But what does the banished language of poetry say about its relation to public space? Is it possible to draw a line severing the language of beauty from the language of truth? Derrida asks whether the line ought rather to pass between Western metaphysics, with its logic of polar opposites, and another way that does not organize everything in oppositional terms. The verbal economy organized around the poem as inscription, for instance, fits awkwardly with a division between a public discourse under the aegis of truth and a private one regulated by aesthetic pleasure. Poetry's Appeal takes the reemergence of a viable poetry in the politicized culture of revolutionary and post-revolutionary France as a signal that poetry's sentence of exile from the public arena is unresolved. It finds that poetry addresses history and the political through a disjunction between its illusory status as a song of private, lyrical intent and its actual state as a material inscription, inevitably public in character. The book confronts several issues raised by the gap between poetry's aesthetic status and its material state. It shows that this gap allows poetry to make a strong critique of symbols as weapons for waging ideological warfare. As lyric, a poem naturalizes linguistic structures whose artificiality, as inscription, it makes manifest. Inscription thus enables the poem to act subversively against the ideology it supposedly supports. Furthermore, the chances and economies of the letter, the mark, and the page can have productive, positing power in poetry. The author argues that the zones and pockets that emerge thanks to nonsignifying elements of language have analogies for reading the city space. In chapters on Chénier, Hugo, Baudelaire, Mallarmé, and Valéry, the book details some of the struggles between the ideological and material sides of poetry with the nineteenth-century remappings of political space: memory and the archive, the censorship of material history, the propping of founding performatives, the legibility of founding texts, the need to redefine action where technique is productive, and the recognition and assimilation of zones owed to technique.
