This vivid narrative history tells the full story of the US Air Force’s involvement in the wars in the air over Vietnam, Laos and Cambodia. The involvement of the US Air Force in the Southeast Asian Wars began in 1962 with crews sent to train Vietnamese pilots, and with conflict in Laos, and finally ended in 1972 with the B-52 bombing of Hanoi, though there were Air Force pilots unofficially flying combat in Laos up to the end in 1975. The missions flown by USAF aircrews during those years in Southeast Asia differed widely, from attacking the Ho Chi Minh Trail at night with modified T-28 trainers, to missions “Downtown,” the name aircrew gave Hanoi, the central target of the war. This aerial war was dominated by the major air operations against the north: Rolling Thunder from 1965 to 1968, and then Linebacker I and II in 1972, with the latter seeing the deployment of America’s fearsome B-52 bombers against the North Vietnamese capital Hanoi. These operations were carried out in the face of a formidable Soviet-inspired air defence system bristling with anti-aircraft guns and SAM missile sites. Beyond this, the US Air Force was intimately involved in secret air wars against Laos and Cambodia – one cannot speak of a war only in Vietnam regarding US Air Force operations. The war the Air Force fought was a war in Southeast Asia. China has been experiencing great economic and social changes since the late 1970s when the Reform and Opening-Up policies were accepted. While some Sinologists argue that such changes have made the Chinese structure of authority fragmented and discrepant, and have weakened the directive power of the Central Government, a few others emphasize that despite a certain degree of economic decentralization and segmentation of public power, the Central Government has been seeking ways to hold the nation together. Consequently, while the former argue that due to the centrifugal nature of the political system, policy implementation is bound to deviate from the route specified by the Central Government, the latter hold that national policies are carried out faithfully, with minor deviations only in certain circumstances. This book studies the processes of policy implementation in contemporary mainland China by taking minban/private education at the level of basic education in Shanghai as an example. Based on 65 interviews conducted during 2001 and 2004, three moduses of policy implementation are proposed, and the Model of Structural Fracturation is advanced as the prevailing modus of policy implementation in contemporary China. The model argues that policy metamorphosis during implementation is not something random; in contrast, it is determined by structural factors that no single policy actor can manipulate. The pyramid of Chinese politics is a loose construction, with vertical and horizontal fracturations between different layers. The model highlights the fact that governments at the county/district level are remote from and beyond the control of the Central Government and the provinces. They deserve more attention than they have received. Contrary to Western perspectives which regard the structural fracturation in the Chinese polity as dangerous for national stability and unity, this book takes the fracturation as an important and delicate element of the Chinese mode of governance, and suggests that the very strength of the state lies in its capacity to tolerate local deviation and to embrace it into national institutions.

Thanks to albums belonging to one of the sailors aboard U-30 and then U-110, the author has been able to reconstruct the path taken by Kapitänleutnant Fritz Lemp and his crew, including the sailor Willi Brohm, and the fate of these submarines, with texts and also pictures. We begin the story with the sailor’s enrolment in 1936 at Cuxhaven, then aboard U-30. Then we take a look at a little-known page of history : the engagement of U-Boots in the Spanish Civil War, after 1937, with photos taken at Cadiz, Seville, Ceuta, Tetuan and the Canary Islands. It was then the beginning of the war with a good report on the U-30 under Captain Lemp. Aboard this submarine, Lemp carried off a series of successes (17 kills) which earned him the Ritterkreuz which he received on 14 August 1940, one of the first awarded to the U-Boot arm. His first engagement and success however were marred by a tragic mistake when he sank the liner Athena causing the death of civilians, including 22 Americans. He was then transferred aboard U-110 whose second patrol ended in tragedy. The submarine was attacked on 9 May 1941 in the North Atlantic. The U-boot was damaged and surfaced; most of the crew evacuated it including the sailor Willi Brohm. Captain Lemp remained aboard, probably intending to scuttle U-110, but British sailors from HMS Bulldog had time to get hold of the Enigma machine the submarine used, which had a considerable effect on the outcome of the war. Fritz Lemp disappeared with his submarine in the waters of the Atlantic. As for Willi Brohm, we follow him into captivity to Canada, with very rare and exceptional photos. The 50-mile stretch of the River Tamar forms a unique county boundary between the counties of Devon and Cornwall. The Tamar's source is East Youlstone near Bude less than 4 miles from the north Cornish coast. But instead of flowing northward into the Atlantic Ocean it flows slowly south. through reed-fringed mudscapes passing the towns of Launceston, Gunnislake, and Saltash before widening out and eventually meeting the English Channel at Plymouth Sound. In the sound the river merges with the rivers Tavy, Plym and Lynher to form the Tamar Valley, an area of outstanding natural beauty. The river has some 20 road crossings, including some medieval stone bridges, and the famous Tamar Bridge, opened in 1961 which carries the A38 and the Royal Albert Bridge built in 1859 by Brunel ,to carry the railway from Devon into Cornwall. The natural wonders of the environment contrast sharply with the manmade industrial relics which are strewn along the middle reaches of the river. The cries of the raven and the peregrine falcon echo around the site of abandoned mines in which men toiled for more than two centuries. The Tamar has always played an important role in the region's economy with mineral extraction a key industry in the Tamar valley. The Tamar has also served naval interests since 1691, when William of Orange commissioned a new dockyard at the mouth of the river in Devon.

The Shannon Navigation traces the history of the River Shannon as a navigation up to the present day from the 1750s when the early works were commenced under the Commissioners of Inland Navigation and subsequently under the Directors General of Inland Navigation from 1800 to 1831. These works, which took many years to complete, were not very successful and were badly maintained. In the 1830s the arrival of steamers focussed attention on the poor state of the navigation, which coincided with the efforts of the government to initiate public works to relieve distress by providing employment. During the 1840s a major scheme was carried out creating the fine navigation that is enjoyed today. The works were designed to address the combined issues of navigation and drainage but only partially improved the extensive problems of flooding. The age of the steamers was cut short by the coming of the railways and a second attempt to provide passenger boats in the early 1900s did not live up to expectations. The subsequent history of the navigation is traced including the harnessing of the river as a hydro-electric scheme, which had a substantial impact on the navigation. The gradual decline in the use of the river for commercial trade saw it entering a trough until recent years, which have seen the growth in the use of the river for tourism and recreation, with the great works of the mid-nineteenth century utilized to their full potential for the first time. This magnificent documentary history is illustrated by over two hundred and fifty photographs, engravings, posters, maps and drawings, and contains invaluable appendices detailing the Acts and parliamentary papers, the works, the tonnage carried, and information about steamers and other boats.
