In the age of air travel and globalized trade, pathogens that once took months or even years to spread beyond their regions of origin can now circumnavigate the globe in a matter of hours. Amid growing concerns about such epidemics as Ebola, SARS, MERS, and H1N1, disease diplomacy has emerged as a key foreign and security policy concern as countries work to collectively strengthen the global systems of disease surveillance and control. The revision of the International Health Regulations (IHR), eventually adopted by the World Health Organization's member states in 2005, was the foremost manifestation of this novel diplomacy The new regulations heralded a profound shift in international norms surrounding global health security, significantly expanding what is expected of states in the face of public health emergencies and requiring them to improve their capacity to detect and contain outbreaks. Drawing on Martha Finnemore and Kathryn Sikkink's "norm life cycle" framework and based on extensive documentary analysis and key informant interviews, Disease Diplomacy traces the emergence of these new norms of global health security, the extent to which they have been internalized by states, and the political and technical constraints governments confront in attempting to comply with their new international obligations. Reconstruction is one of the most complex, overlooked, and misunderstood periods of American history. The thirteen essays in this volume address the multiple struggles to make good on President Abraham Lincoln’s promise of a “new birth of freedom” in the years following the Civil War, as well as the counter-efforts including historiographical ones—to undermine those struggles. The forms these struggles took varied enormously, extended geographically beyond the former Confederacy, influenced political and racial thought internationally, and remain open to contestation even today. The fight to establish and maintain meaningful freedoms for America’s Black population led to the apparently concrete and permanent legal form of the three key Reconstruction Amendments to the U.S. Constitution, as well as the revised state constitutions, but almost all of the latter were overturned by the end of the century, and even the former are not necessarily out of jeopardy. And it was not just the formerly enslaved who were gaining and losing freedoms. Struggles over freedom, citizenship, and rights can be seen in a variety of venues. At times, gaining one freedom might endanger another. How we remember Reconstruction and what we do with that memory continues to influence politics, especially the politics of race, in the contemporary United States. Offering analysis of educational and professional expansion, legal history, armed resistance, the fate of Black soldiers, international diplomacy post-1865 and much more, the essays collected here draw attention to some of the vital achievements of the Reconstruction period while reminding us that freedoms can be won, but they can also be lost.

Nancy shows how the portrait, far from conveying a sitter’s self-sameness, is suspended between proximity and distance, likeness and strangeness, representation and presentation, the faithful and the forceful. A portrait can identify an individual, but it can also express a more complex double movement of approach and withdrawal. Portrait comprises two extended essays in close conversation, written a decade apart, in which Nancy considers the range of aspirations articulated by the portrait. Accompanied by three dozen illustrations, it also includes a new preface written for the English-language edition and a substantial introduction by Jeffrey Librett, which situates the work within a range religious, aesthetic, and psychoanalytic accounts of the subject.
