Epistemology, as generally understood by philosophers of science, is rather remote from the history of science and from historical concerns in general. Rheinberger shows that, from the late nineteenth through the late twentieth century, a parallel, alternative discourse sought to come to terms with the rather fundamental experience of the thoroughgoing scientific changes brought on by the revolution in physics. Philosophers of science and historians of science alike contributed their share to what this essay describes as an ongoing quest to historicize epistemology. Historical epistemology, in this sense, is not so concerned with the knowing subject and its mental capacities. Rather, it envisages science as an ongoing cultural endeavor and tries to assess the conditions under which the sciences in all their diversity take shape and change over time.

The discipline of rhetoric—adapted through a wide range of reformulations to the specific requirements of Greek, Roman, Medieval, and Renaissance societies—dominated European education and discourse, whether public or private, for more than two thousand years. The end of classical rhetoric's domination was brought about by a combination of social and cultural transformations that occurred between the seventeenth and ninteenth centuries. Concurrent with the "theory boom" of recent decades, rhetoric has reappeared as a center of discussion in the humanities and social sciences. Rhetorical inquiry, as it is thought and practiced today, occurs in an interdisciplinary matrix that touches on philosophy, linguistics, communication studies, psychoanalysis, cognitive science, sociology, anthropology, and political theory. Rhetoric is now an area of study without accepted certainties, a territory not yet parceled into topical subdivisions, a mode of discourse that adheres to no fixed protocols. In the autumn of 1942, British Special Operations Executive agent Ronald Sydney Seth was parachuted into German occupied Estonia, supposedly to carry out acts of sabotage against the Nazis in a plan code-named Operation Blunderhead. Uniquely, it was Seth and not the SOE who had engineered the mission, and he had no support network on the ground. It was a failure. Captured by Estonian militia, Seth was handed over to the Germans for interrogation, imprisoned and sentenced to death, but managed to evade execution by convincing his captors that he could be an asset. As a result, ethnicity has become one of the most important issues of the day. The social sciences and development studies have been slow to adopt new theoretical and practical perspectives with which to address this fundamentally changed situation. In traditional modernisation theory, ethnicity has been seen as an obstacle and claims to ethnic identity as anti-developmental. This book seeks to contribute towards a re-thinking of this position by focusing on the question of how policies of material improvement can be made compatible with the maintenance of fundamental ethnic identities which, in some senses, can even be considered a human right. Its argument is developed in two ways: firstly through a series of geographical studies, which examine the political and the economic contexts of the relationship between ethnicity and development through the consideration of significant national cases, such as South Africa, Kenya, Ethiopia, Mexico, Malaysia, Thailand and Singapore; and secondly through overview chapters, which place the case studies both within an appropriate theoretical frame and within a broader practical perspective of ethnicity as a highly significant contemporary global phenomenon.
