For victims of persecution around the world, attracting international media attention for their plight is often a matter of life and death. This study takes us back to the news revolution of seventeenth-century Europe, when people first discovered in the press a powerful new weapon to combat religiously inspired maltreatments, executions, and massacres. To affect and mobilize foreign audiences, confessional minorities and their advocates faced an acute dilemma, one that we still grapple with today: how to make people care about distant suffering? David de Boer argues that by answering this question, they laid the foundations of a humanitarian culture in Europe. As consuming news became an everyday practice for many Europeans, the Dutch Republic emerged as an international hub of printed protest against religious violence. De Boer traces how a diverse group of people, including Waldensians refugees, Huguenot ministers, Savoyard office holders, and many others, all sought access to the Dutch printing presses in their efforts to raise transnational solidarity for their cause. By generating public outrage, calling out rulers, and pressuring others to intervene, producers of printed opinion could have a profound impact on international relations. But crying out against persecution also meant navigating a fraught and dangerous political landscape, marked by confessional tension, volatile alliances, and incessant warfare. Opinion makers had to think carefully about the audiences they hoped to reach through pamphlets, periodicals, and newspapers. But they also had to reckon with the risk of reaching less sympathetic readers outside their target groups. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Capitalizing on these opportunities can advance the long-term health, resilience, and sustainability of communities - thereby better preparing them for future challenges. Engel contends that the present moment in gay and lesbian rights in America is indeed one of considerable advancement and change—but that there is still much to be done in shaping American institutions to recognize gays and lesbians as full citizens. This volume explores how the people of littoral East Africa imagined and reimagined their communities over two millennia of engagement with Indian Ocean transformations—from the settlement of Bantu speakers near the coast around the first century CE to their participation in transoceanic commerce, imperial rivalries, colonial projects, and decolonization movements in the mid-twentieth century. Like other histories of the Indian Ocean, it emphasizes the circulation of people and ideas, but its cis-oceanic approach demonstrates how these littoral communities continued to integrate strategies from those in Africa’s interior as well as from people who traveled the ocean. The book also clarifies the precise relationship between ethnicity and other kinds of identities by expanding the conventional focus on Swahili people to speakers of Sabaki Bantu languages, as well as to Mijikenda, Pokomo, and Elwana communities, whom Indian Ocean scholars often overlook. By examining all these groups’ shared linguistic heritage, the book outlines their forebears’ innovation and transformation of lineages, clans, confederations, councils, title societies, age sets, moieties, religious sects, and tribes. Drawing together evidence from linguistics, archaeology, ethnography, oral traditions, travelers’ accounts, and colonial records, the book explores how the speakers of Sabaki languages continuously reconceptualized their identities in littoral East Africa as the political topography of the Indian Ocean world changed around them. Today's discussions on Islam and the place religion should have in society often lead to questions about the Shari'a - Islamic law. Those who work for a political role for Islam demand that the Shari'a must be applied in their country, while those critical of Islam use the law as proof of its 'medieval' character. Islam is sometimes, not quite justly, called a 'religion of rules', and the rules of Islam are the Shari'a. But it is often hard to establish the exact nature of this law in more practical terms. Asking those who favour it or those who oppose it may only lead to greater confusion. But a rule and its exact opposite can both be said to be 'what the Shari'a says' and what God demands of the believer. It may even be questioned if there is any Shari'a at all in the work-a-day world, or whether it is just an ethical ideal, or a body whose secrets are known only to God. At the same time people may be stoned or mutilated in the name of this law. The key to understanding Shari'a is the concept of 'religious law', a term which might seem contradictory. 'Religion' is faith in a non-material force of some kind, and something we consider internal to the human soul. 'Law', on the other hand, is external to us, established by society in order to regulate the material needs of the community. The contrast between 'religion' and 'law' has been continuous throughout Muslim history. Islamic law has always existed in a tension between these two forces: God, who gave the law, and the state - the 'sultan' - representing society and implementing the law. This tension and dynamic have created a very particular history for the law - in how it was formulated and by whom, in its theoretical basis and its actual rules, and in how it was practised in historical reality from the time of its formation till today. That is the main theme of the book. Knut S. This volume explores how the people of littoral East Africa imagined and reimagined their communities over two millennia of engagement with Indian Ocean transformations—from the settlement of Bantu speakers near the coast around the first century CE to their participation in transoceanic commerce, imperial rivalries, colonial projects, and decolonization movements in the mid-twentieth century. Like other histories of the Indian Ocean, it emphasizes the circulation of people and ideas, but its cis-oceanic approach demonstrates how these littoral communities continued to integrate strategies from those in Africa’s interior as well as from people who traveled the ocean. The book also clarifies the precise relationship between ethnicity and other kinds of identities by expanding the conventional focus on Swahili people to speakers of Sabaki Bantu languages, as well as to Mijikenda, Pokomo, and Elwana communities, whom Indian Ocean scholars often overlook. By examining all these groups’ shared linguistic heritage, the book outlines their forebears’ innovation and transformation of lineages, clans, confederations, councils, title societies, age sets, moieties, religious sects, and tribes. Some years ago, while a Senior Lecturer-in-Law at BPP University, one of my Master of Laws' students asked if he could write a dissertation in Maritime Law. He wanted to do a survey of the rules of both Admiralty Law and the Law of the Sea. The department contained no specialist in either of these fields, and I taught neither. As he could not be dissuaded from this plan, I had to undertake a rapid, informal, self-directed learning programme in the subjects in order to gain sufficient professional skill to be able to supervise, and, later, assess the dissertation. His project was surprisingly good -- and I had my first contact with rules concerning territorial seas, contiguous zones, exclusive economic zones, continental shelves and high seas. My interest in these topics grew and, eventually, flourished in the project of this monograph. The book covers the laws in the United Nations Convention on the Law of the Sea 1982 that concern baselines and boundary delimitation, together with cases which relate to these topics. There is also a major input to the monograph from procedural matters pertaining to the International Court of Justice, the International Tribunal for the Law of the Sea and arbitration under Annex VII to the Convention, with an example case provided for each of these mechanisms. As States Parties to the Convention may make a Declaration under its Article 287 for the settlement of their disputes by one or more of these methods -- together with special arbitration under Annex VIII to the Convention for four issues specified therein -- this Article, together with the methods and the remainder of Part XV of the Convention, are core material for a systematic review of the Law of the Sea. In instances in which it is possible, comparisons are made between: (i) the United Nations Convention on the Law of the Sea and its predecessors, i.e., the Geneva Conventions from 1958, and (ii) the rules of the International Court of Justice and those of the International Tribunal for the Law of the Sea. In essence, the Convention builds upon its precursory instruments, which tend to be simpler than the former, and the procedural rules for the International Tribunal for the Law of the Sea are similar or identical to those of the International Court of Justice, other than a few provisions that are new or materially modified from the terms of the Court, but with the necessary changes from the latter being made. The cases at this level are fewer than in black-letter subjects of the law, but tend to be complex and, for the legal scholar, very interesting. This is especially true of the South China Sea Arbitration, which was a judgment of pioneering brilliance from an Annex VII arbitral tribunal composed of one academic and four experienced judges, to which a substantial literature has-in the short period since this case's resolution -- been devoted. Shortly before David Lowry Swain's thirty-second birthday, the North Carolina General Assembly elected him the state's twenty-sixth governor. He remains its youngest. In the context of his time he was an activist executive, prodding the state to develop its infrastructure, thereby promoting economic development, which in turn would sustain universal public education (although then for white males only). As Swain's constitutionally limited time as governor was expiring, The University of North Carolina trustees elected him its president. He would occupy the position until shortly before his death almost thirty-three years later.Under Swain's leadership the University would grow to be second only to Yale in student enrollment. He was largely responsible for student admissions and conduct, faculty hiring and supervision, and promoting the University to a broader public, both state and national.Notwithstanding the title "president," he remained known as "Governor Swain." The appellation was apt. The larger life of North Carolina, and to no small degree the United States, continued to reflect his fingerprints. As university president he avoided overt partisan activity, yet stayed deeply involved in the political life and public policy of his state and beyond. His leadership in matters of historic preservation was uncommon and exemplary.The Civil War devastated Swain's university. At its end those who would have been its students were in battlefield graves or recovering from war wounds. The able-bodied among them were busy reviving neglected family farms. A tuition-driven university could not sustain the resulting financial losses. Other lingering problems, and concerns for the president's health, surfaced with the fiscal difficulties. Only a regime change, the University trustees concluded, could revive the University's fortunes and secure its future. A little over a month later Swain, the deposed president, would be in his grave.Over half a century ago historian Hugh T. Lefler viewed Swain as a North Carolina leader who perhaps merited full-length biographical treatment. A Consequential Life fills this perceived gap in the state's biographical literature. Navies have always been technologically sophisticated, from the ancient world's trireme galleys and the Age of Sail's ships-of-the-line to the dreadnoughts of World War I and today's nuclear-powered aircraft carriers and submarines. Yet each large technical innovation has met with resistance and even hostility from those officers who, adhering to a familiar warrior ethos, have grown used to a certain style of fighting. In Technological Change and the United States Navy, William M. McBride examines how the navy dealt with technological change-from the end of the Civil War through the "age of the battleship"-as technology became more complex and the nation assumed a global role. Although steam engines generally made their mark in the maritime world by 1865, for example, and proved useful to the Union riverine navy during the Civil War, a backlash within the service later developed against both steam engines and the engineers who ran them. Early in the twentieth century the large dreadnought battleship at first met similar resistance from some officers, including the famous Alfred Thayer Mahan, and their industrial and political allies. During the first half of the twentieth century the battleship exercised a dominant influence on those who developed the nation's strategies and operational plans-at the same time that advances in submarines and fixed-wing aircraft complicated the picture and undermined the battleship's superiority. In any given period, argues McBride, some technologies initially threaten the navy's image of itself. Professional jealousies and insecurities, ignorance, and hidebound traditions arguably influenced the officer corps on matters of technology as much as concerns about national security, and McBride contends that this dynamic persists today. McBride also demonstrates the interplay between technological innovation and other influences on naval adaptability-international commitments, strategic concepts, government-industrial relations, and the constant influence of domestic politics. Challenging technological determinism, he uncovers the conflicting attitudes toward technology that guided naval policy between the end of the Civil War and the dawning of the nuclear age. The evolution and persistence of the "battleship navy," he argues, offer direct insight into the dominance of the aircraft-carrier paradigm after 1945 and into the twenty-first century.

A unique investigation into how alliances form in highly polarized times among LGBTQ, immigrant, and labor rights activists, revealing the impacts within each rights movement. Queer Alliances investigates coalition formation among LGBTQ, immigrant, and labor rights activists in the United States, revealing how these new alliances impact political movement formation. In the early 2000s, the LGBTQ and immigrant rights movements operated separately from and, sometimes, in a hostile manner towards each other. Since 2008, by contrast, major alliances have formed at the national and state level across these communities. Yet, this new coalition formation came at a cost. Today, coalitions across these communities have been largely reluctant to address issues of police brutality, mass incarceration, economic inequality, and the ruthless immigrant regulatory complex. Queer Alliances examines the extent to which grassroots groups bridged historic divisions based on race, gender, class, and immigration status through the development of coalitions, looking specifically at coalition building around expanding LGBTQ rights in Washington State and immigrant and migrant rights in Arizona. Erin Mayo-Adam traces the evolution of political movement formation in each state, and shows that while the movements expanded, they simultaneously ossified around goals that matter to the most advantaged segments of their respective communities. Through a detailed, multi-method study that involves archival research and in-depth interviews with organization leaders and advocates, Queer Alliances centers local, coalition-based mobilization across and within multiple movements rather than national campaigns and court cases that often occur at the end of movement formation. Mayo-Adam argues that the construction of common political movement narratives and a shared core of opponents can help to explain the paradoxical effects of coalition formation. On the one hand, the development of shared political movement narratives and common opponents can expand movements in some contexts. On the other hand, the episodic nature of rights-based campaigns can simultaneously contain and undermine movement expansion, reinforcing movement divisions. Of all of history's great romances, few can compare with that of Catherine the Great and Prince Grigory Potemkin. Their turbulent and complicated relationship shocked their contemporaries and continues to intrigue observers of Russia centuries later. Lovers, companions, and, most likely, husband and wife, Catherine and Potemkin were also close political partners, and for a time Potemkin served as Catherine's de facto co-ruler of the Russian Empire. Their letters offer an intimate glimpse into the lovers' unguarded moments, revealing both ecstatic expressions of love and candid insights on eighteenth-century politics. In February 1774, the Russian empress took Grigory Potemkin for her lover and, it is now believed, secretly married him a few months later. Particularly in the first two years of their relationship, Catherine was consumed by her passion for Potemkin. The hundreds of letters and notes she dashed off to him between assignations in the Winter Palace during this time attest to the giddy exuberance of the new love that so fully embraced her. Love and Conquest contains the most historically significant and personally revealing of these letters, only a few of which have ever before been translated into English. Beginning with Potemkin's letter to Catherine written while off fighting the Turks in 1769 and concluding with his farewell note scribbled the day before his death in 1791, the correspondence spans most of Catherine's reign. The letters are at once personal and political, private and public. Many of Catherine's love letters to Potemkin written during their stormy affair reveal the empress' passionate personality. Valentinus was a popular, influential, and controversial early Christian teacher. His school flourished in the second and third centuries C.E. Yet because his followers ascribed the creation of the visible world not to a supreme God but to an inferior and ignorant Creator-God, they were from early on accused of heresy, and rumors were spread of their immorality and sorcery. Beyond Gnosticism suggests that scholars approach Valentinians as an early Christian group rather than as a representative of ancient "Gnosticism"-a term notoriously difficult to define. The study shows that Valentinian myths of origin are filled with references to lifestyle (such as the control of emotions), the Christian community, and society, providing students with ethical instruction and new insights into their position in the world. While scholars have mapped the religio-historical and philosophical backgrounds of Valentinian myth, they have yet to address the significance of these mythmaking practices or emphasize the practical consequences of Valentinians' theological views. In this groundbreaking study, Ismo Dunderberg provides a comprehensive portrait of a group hounded by other Christians after Christianity gained a privileged position in the Roman Empire. Valentinians displayed a keen interest in mythmaking and the interpretation of myths, spinning complex tales about the origin of humans and the world. As this book argues, however, Valentinian Christians did not teach "myth for myth's sake." Rather, myth and practice were closely intertwined. For example, the analysis and therapy of emotions occupy a prominent place in different versions of the myth of Wisdom's fall, proving that Valentinians, like other educated early Christians, saw Christ as the healer of emotions. Dunderberg also discusses the Tripartite Tractate, the most extensive account to date of Valentinian theology, and shows how Valentinians used cosmic myth to symbolize the persecution of the church in the Roman Empire and to create a separate Christian identity in opposition to the Greeks and the Jews.
