The introduction of consociational power sharing as a post-war political system has become one of the international community's preferred post-conflict devices. In situations where warring polities are internally divided by ethnic, religious, linguistic, or national identity, consociationalism guarantees the inclusion of all groups in the political process and prevents a 'tyranny of the majority over one or more minorities. However, if international actors keep intervening in the political process, the advantages of consociationalism are turned upside down. In this exceptional book, Adis Merdzanovic develops a theoretical and empirical approach to understanding consociational democracies that include external intervention. Using the case of Bosnia and Herzegovina, where the consociational Dayton Peace Agreement ended the three-year war between Serbs, Croats, and Bosniaks twenty years ago, it elaborates on the different approaches used in the past and gives practical recommendations for future state-building exercises by the international community.

In the wake of devastating conflict in Bosnia-Herzegovina, the polarizing effects of everyday ethnic divisions, combined with hardened allegiances to ethnic nationalism and the rigid arrangements imposed in international peace-building agreements, have produced what Azra Hromadžić calls an "empty nation." Hromadžić explores the void created by unresolved tensions between mandated reunification initiatives and the segregation institutionalized by power-sharing democracy, and how these conditions are experienced by youths who have come of age in postconflict Bosnia-Herzegovina. Building on long-term ethnographic research at the first integrated school of Bosnia-Herzegovina, Citizens of an Empty Nation offers a ground-level view of how the processes of reunification play out at the Mostar Gymnasium. Hromadžić details the local effects of the tensions and contradictions inherent in the processes of postwar state-making, shedding light on the larger projects of humanitarian intervention, social cohesion, cross-ethnic negotiations, and citizenship. In this careful ethnography, the Mostar Gymnasium becomes a powerful symbol for the state's simultaneous segregation and integration as the school's shared halls, bathrooms, and computer labs foster dynamic spaces for a rich cross-ethnic citizenship—or else remain empty.

Mirsad Hadžkadić never planned for a life in politics. Yet, in 2018, he decided to run for the Bosniak presidential council seat in Bosnia and Herzegovina. Mirsad made the life-changing decision to run, despite the fact that he had a successful, thirty-year career as a professor at the University of North Carolina at Charlotte and very little experience in politics outside of academia. However, a conversation with a dear friend from Sarajevo planted the idea in his mind. Samir Avdakovi suggested that he run for office because "there may never be another election in Bosnia and Herzegovina, and the country as we know it will probably disintegrate." The words rumbled within Mirsad's mind for the next several months, and he thought to himself, "if what Samir says is so, who am I, because of the comforts I have, to decide not to even try?" After announcing his intentions on national TV in January of 2018, Mirsad began this journey in earnest in May of 2018 by building a campaign from the ground up with the hope of instilling a vision of hope and change and shifting the country's political discourse. However, he soon learned that the odds were stacked against him. He only had five months and limited funds to prove to the citizens of Bosnia and Herzegovina that he deserved their votes. And so, he took his meager funds, limited time, and infinite passion to do just that. He toured the country, meeting and talking with citizens, to share his vision of hope and change. Though Mirsad was not victorious on October 7th, his results were deemed historic and unprecedented. A relatively unknown, underfunded independent candidate managed to receive 60,000 votes or ten percent of the total votes cast. And, despite the defeat, Mirsad succeeded in spearheading a democratic movement, resulting in the formation of the Platform for Progress political organization in November of 2018 and the official dawning of The Odyssey for Democracy.

The right to be elected, although an important political right guaranteed in human rights documents on international and regional levels, is still an under-researched and undertheorized concept with many synonyms in use. While the right to vote is often correlated with democracy, the closely related right to be elected is often neglected, and the constitutions of most countries are silent about it.The 2009 European Court of Human Rights (ECHR) decision in the case of Sejdić and Finci v. Bosnia and Herzegovina started the discussions concerning the discrimination in enjoyment of the right to be elected in Bosnia and Herzegovina. Although the right to be elected is not explicitly guaranteed in the Dayton Constitution but only in the Law on Election, the ECHR considered equal enjoyment of this right by everyone in Bosnia and Herzegovina of high importance and declared the relevant Dayton Constitution's provisions discriminatory. The book explains the conceptual relevance of the right to be elected, its interrelatedness with the right to vote and both these rights' significance for democratic systems. Through analyzing and explaining the regional human rights tribunal's decisions concerning the right to be elected, the importance of this political right is elucidated.

Resistance is futile. You can run, but you’ll only die tired.The AC-130 Gunship was quickly developed in 1968 to provide fire support for ground forces in Vietnam. Twenty-eight C-130 cargo aircraft were converted into AC-130s for night attack operations. The AC-130 was crude, ugly, ad hoc, and detested by many within the USAF…but it worked, and it worked well. Likewise, AC-130 crews were deemed unruly “biker gangs,” but performed magnificently in every major US military operation from 1976 to 1995. Most of these combat operations were cloaked in secrecy, but records once classified for up to twenty years have now been opened. Based on this newly declassified information and hundreds of interviews with SOF veterans, Ghostriders 1976-1995 is the first authoritative historical account of the AC-130 operations, written by an AC-130 Aerial Gunner who participated in every AC-130 combat operation from 1980 through 1994.
