Vanderbilt University Press Unlawful Violence: Mexican Law and Cultural Production
Violence has only increased in Mexico since 2000: 23,000 murders were recorded in 2016, and 29,168 in 2017. The abundance of laws and constitutional amendments that have cropped up in response are mirrored in Mexico's fragmented cultural production of the same period. Contemporary Mexican literature grapples with this splintered reality through non-linear stories from multiple perspectives, often told through shifts in time. The novels, such as Jorge Volpi's Una novela criminal [A Novel Crime] (2018) and JuliÁn Herbert's La casa del dolor ajeno [The House of the Pain of Others] (2015) take multiple perspectives and follow non-linear plotlines; other examples, such as the very short stories in ¡Basta! 100 mujeres contra la violencia de gÉnero [Enough! 100 Women against Gender-Based Violence] (2013), also present multiple perspectives. Few scholars compare cultural production and legal texts in situations like Mexico, where extreme violence coexists with a high number of human rights laws. Unlawful Violence measures fictional accounts of human rights against new laws that include constitutional amendments to reform legal proceedings, laws that protect children, laws that condemn violence against women, and laws that protect migrants and indigenous peoples. It also explores debates about these laws in the Mexican house of representatives and senate, as well as interactions between the law and the Mexican public.

Princeton University Press War Powers: The Politics of Constitutional Authority
Armed interventions in Libya, Haiti, Iraq, Vietnam, and Korea challenged the US president and Congress with a core question of constitutional interpretation: does the president, or Congress, have constitutional authority to take the country to war? War Powers argues that the Constitution doesn't offer a single legal answer to that question. But its structure and values indicate a vision of a well-functioning constitutional politics, one that enables the branches of government themselves to generate good answers to this question for the circumstances of their own times. Mariah Zeisberg shows that what matters is not that the branches enact the same constitutional settlement for all conditions, but instead how well they bring their distinctive governing capacities to bear on their interpretive work in context. Because the branches legitimately approach constitutional questions in different ways, interpretive conflicts between them can sometimes indicate a successful rather than deficient interpretive politics. Zeisberg argues for a set of distinctive constitutional standards for evaluating the branches and their relationship to one another, and she demonstrates how observers and officials can use those standards to evaluate the branches' constitutional politics. With cases ranging from the Mexican War and World War II to the Cold War, Cuban Missile Crisis, and Iran-Contra scandal, War Powers reinterprets central controversies of war powers scholarship and advances a new way of evaluating the constitutional behavior of officials outside of the judiciary.

Johns Hopkins University Press National Security through a Cockeyed Lens: How Cognitive Bias Impacts U.S. Foreign Policy
"How do mental errors or cognitive biases undermine good decision making?" This is the question Steve A. Yetiv takes up in his latest foreign policy study, National Security through a Cockeyed Lens. Yetiv draws on four decades of psychological, historical, and political science research on cognitive biases to illuminate some of the key pitfalls in our leaders' decision-making processes and some of the mental errors we make in perceiving ourselves and the world. Tracing five U.S. national security episodes - the 1979 Soviet invasion and occupation of Afghanistan; the Iran-Contra affair during the Reagan administration; the rise of al-Qaeda, leading to the 9/11 attacks; the 2003 U.S. invasion of Iraq; and the development of U.S. energy policy - Yetiv reveals how a dozen cognitive biases have been more influential in impacting U.S. national security than commonly believed or understood. Identifying a primary bias in each episode-disconnect of perception versus reality, tunnel vision ("focus feature"), distorted perception ("cockeyed lens"), overconfidence, and short-term thinking - Yetiv explains how each bias drove the decision-making process and what the outcomes were for the various actors. His concluding chapter examines a range of debiasing techniques, exploring how they can improve decision making.

Princeton University Press Constitutional Diplomacy
Challenging those who accept or advocate executive supremacy in American foreign-policy making, Constitutional Diplomacy proposes that we abandon the supine roles often assigned our legislative and judicial branches in that field. This book, by the former Legal Counsel to the Senate Foreign Relations Committee, is the first comprehensive analysis of foreign policy and constitutionalism to appear in over fifteen years. In the interval since the last major work on this theme was published, the War Powers Resolution has ignited a heated controversy, several major treaties have aroused passionate disagreement over the Senate's role, intelligence abuses have been revealed and remedial legislation debated, and the Iran-Contra affair has highlighted anew the extent of disagreement over first principles. Exploring the implications of these and earlier foreign policy disputes, Michael Glennon maintains that the objectives of diplomacy cannot be successfully pursued by discarding constitutional interests. Glennon probes in detail the important foreign-policy responsibilities given to Congress by the Constitution and the duty given to the courts of resolving disputes between Congress and the President concerning the power to make foreign policy. He reviews the scope of the prime tools of diplomacy, the war power and the treaty power, and examines the concept of national security. Throughout the work he considers the intricate weave of two legal systems: American constitutional principles and the international law norms that are part of the U.S. domestic legal system.

Antoni Bosch Editor, S.A.

University of Notre Dame Press Colin Powell: Imperfect Patriot
This fascinating biography of the late Colin Powell brings to light his towering achievements and errors in judgment during a lifetime devoted to public service. Until he passed away in 2021, Colin Powell was revered as one of America’s most trusted and admired leaders. This biography demonstrates that Powell’s decades-long development as an exemplary subordinate is crucial to understanding his astonishing rise from a working-class immigrant neighborhood to the highest echelons of military and political power, including his roles as the country’s first Black national security advisor, chairman of the Joint Chiefs of Staff, and secretary of state. Once an aimless, ambitionless teenager who barely graduated from college, Powell became an extraordinarily effective and staunchly loyal subordinate to many powerful superiors who, in turn, helped to advance his career. By the time Powell became chairman of the Joint Chiefs of Staff, he had developed into the consummate follower—motivated, competent, composed, honorable, and independent. The quality of Powell's followership faltered at times, however, while in Vietnam, during the Iran-Contra scandal, and after he became George W. Bush's secretary of state. Powell proved a fallible patriot, and in the course of a long and distinguished career he made some grave and consequential errors in judgment. While those blunders do not erase the significance of his commendable achievements amid decades of public service, we can learn much from his good and bad leadership.

University of Texas Press Conspiracy Theory in America
Ever since the Warren Commission concluded that a lone gunman assassinated President John F. Kennedy, people who doubt that finding have been widely dismissed as conspiracy theorists, despite credible evidence that right-wing elements in the CIA, FBI, and Secret Service—and possibly even senior government officials—were also involved. Why has suspicion of criminal wrongdoing at the highest levels of government been rejected out-of-hand as paranoid thinking akin to superstition?Conspiracy Theory in America investigates how the Founders’ hard-nosed realism about the likelihood of elite political misconduct—articulated in the Declaration of Independence—has been replaced by today’s blanket condemnation of conspiracy beliefs as ludicrous by definition. Lance deHaven-Smith reveals that the term “conspiracy theory” entered the American lexicon of political speech to deflect criticism of the Warren Commission and traces it back to a CIA propaganda campaign to discredit doubters of the commission’s report. He asks tough questions and connects the dots among five decades’ worth of suspicious events, including the assassinations of John and Robert Kennedy, the attempted assassinations of George Wallace and Ronald Reagan, the crimes of Watergate, the Iran-Contra arms-for-hostages deal, the disputed presidential elections of 2000 and 2004, the major defense failure of 9/11, and the subsequent anthrax letter attacks.Sure to spark intense debate about the truthfulness and trustworthiness of our government, Conspiracy Theory in America offers a powerful reminder that a suspicious, even radically suspicious, attitude toward government is crucial to maintaining our democracy.

The Catholic University of America Press Questions Concerning Aristotle's "On Animals": Albert the Great
After the Latin translation of Aristotelian works outside the logica vetus began in earnest in twelfth-century Spain, it remained to Scholastic philosophers to assimilate the new materials. Although many individuals commented on the logica nova and on some of Aristotle's books on natural philosophy, Albert the Great is one of only a very few Scholastics to comment on the entire collection of Aristotle's biological works. This text, the "Questions concerning Aristotle's On Animals" ["Quaestiones super de animalibus"], recovered only at the beginning of the twentieth century and never before translated in its entirety, represents Conrad of Austria's report on a series of disputed questions that Albert the Great addressed in Cologne ca. 1258. "The Questions", in nineteen books, mixes two distinct genres: the scholastic quaestio, with arguments pro et contra, a determination, and answers to the objections; and the straightforward question-and-response found, for example, in "The Prose Salernitan Questions".Here, even more clearly perhaps than in his slightly later and much larger paraphrastic commentary "On Animals" ["De animalibus"], Albert adduces his own views - often criticizing other medieval physicians and natural philosophers - on comparative anatomy, human physiology, sexuality, procreation, and embryology. This translation, based on the critical edition that appeared in the "Cologne" edition of Albert's work, helps to explain the title "patron saint of scientists" bestowed upon Albert by Pope Pius XII.This work should find its audience among medievalists and historians of science and culture. More so than the massive "On Animals", it should prove useful in the classroom as an encyclopedia or handbook of medieval life.

Antoni Bosch Editor, S.A.

New York University Press City Folk: English Country Dance and the Politics of the Folk in Modern America
This is the story of English Country Dance, from its 18th century roots in the English cities and countryside, to its transatlantic leap to the U.S. in the 20th century, told by not only a renowned historian but also a folk dancer, who has both immersed himself in the rich history of the folk tradition and rehearsed its steps. In City Folk, Daniel J. Walkowitz argues that the history of country and folk dancing in America is deeply intermeshed with that of political liberalism and the ‘old left.’ He situates folk dancing within surprisingly diverse contexts, from progressive era reform, and playground and school movements, to the changes in consumer culture, and the project of a modernizing, cosmopolitan middle class society. Tracing the spread of folk dancing, with particular emphases on English Country Dance, International Folk Dance, and Contra, Walkowitz connects the history of folk dance to social and international political influences in America. Through archival research, oral histories, and ethnography of dance communities, City Folk allows dancers and dancing bodies to speak. From the norms of the first half of the century, marked strongly by Anglo-Saxon traditions, to the Cold War nationalism of the post-war era, and finally on to the counterculture movements of the 1970s, City Folk injects the riveting history of folk dance in the middle of the story of modern America.

University of Toronto Press Collected Works of Erasmus: The New Testament Scholarship of Erasmus, Volume 41
Erasmus produced his five editions of the New Testament in Greek and Latin and his Paraphrases on the Gospels and Epistles almost contemporaneously with the tumultuous events that accompanied the beginnings of the Reformation in Europe. At the same time, his scholarship was a signal illustration of the Christian Humanism of northern Europe. His remarkable scholarship is translated and annotated in the Collected Works of Erasmus, volumes 42-60, published by the University of Toronto Press. This volume, CWE 41, seeks to set in perspective in a major introductory essay the full range of that scholarship. It traces the origin of Erasmus' work and its development over the course of the last two decades of his life, placing the work on the New Testament in the context of his life and the political and religious events of his age, revealing the endeavour as a process, and thus giving the reader illuminating points of reference for the many cryptic allusions in his annotations and paraphrases. The book includes an annotated translation of three of Erasmus' major writings on Scripture and its interpretation -- the Paraclesis, the Ratio verae theologiae ('System of True Theology'), and the Apologia (defense of his work). It includes as well some of his further attempts to clarify his endeavour -- relevant letters and a vitriolic response to his 'crabby critics' (Contra morosos). The volume offers a unique insight into the production of Erasmus' scholarship in book form, illustrating abundantly the special features that made his editions of the New Testament and his Paraphrases both esthetically pleasing and effectively marketable products.

Based on author Herbie J Pilato’s exclusive interviews with Elizabeth Montgomery prior to her death in 1995, Twitch Upon a Star includes insider material and commentary from several individuals associated with her remarkable life and career before, during, and after Bewitched, including her classic feature films The Court Martial of Billy Mitchell (1955), Who's Been Sleeping In My Bed? (1963), and Johnny Cool (1963). Two of Montgomery’s many popular TV movies, A Case of Rape (which remains one of the highest-rated TV-movies of all time) and The Legend of Lizzie Borden (which will soon be remade as a feature film), were groundbreaking and remain classics. But Twitch Upon a Star also goes behind the scenes to explore Montgomery’s political activism, including her early advocacy for AIDS sufferers and the peace movement; her support for all minorities, including the gay community and the disabled; and her controversial participation as narrator of the1988 feature film documentary Cover-Up and its 1991 Oscar-winning sequel, The Panama Deception (both of which chronicled the Iran/Contra scandal of the 1980s). The book also explores Montgomery's tumultuous relationships with her father, screen legend Robert Montgomery (she was a liberal; he was a staunch conservative), and her four husbands (including actor Gig Young, who later died in a murder/suicide). Through it all—and to family and friends such as fellow performers Ronny Cox, Sally Kemp, and Florence Henderson—she was just Lizzie: down-to-earth and unaffected, just like Samantha, the "witch-with-a-twitch" Stephens, her most famous role.

University of Notre Dame Press The Wisdom of Our Ancestors: Conservative Humanism and the Western Tradition
In The Wisdom of Our Ancestors, the authors mount a powerful defense of Western civilization, sketching a fresh vision of conservatism in the present age. In this book, Graham McAleer and Alexander Rosenthal-Pubul offer a renewed vision of conservatism for the twenty-first century. Taking their inspiration from the late Roger Scruton, the authors begin with a simple question: What, after all, is the meaning of conservatism? In reply, they make a case for a political orientation that they call “conservative humanism,” which threads a middle way between liberal universalism and its ideological alternatives. This vision of conservatism is rooted in the humanist tradition (that is, classical humanism, Christian humanism, and secular humanism), which the authors take to be the hallmark of Western civilizational identity. At its core, conservative humanism attempts to reconcile universal moral values (rooted in natural law) with local, particularist loyalties. In articulating this position, the authors show that the West—contra various contemporary critics—does, in fact, have a great deal of wisdom to offer. The authors begin with an overview of the conservative thought world, situating their proposal relative to two major poles: liberalism and nationalism. They move on to show that conservatism must fundamentally take the form of a defense of humanism, the “master idea of our civilization.” The ensuing chapters articulate various aspects of conservative humanism, including its metaphysical, institutional, legal, philosophical, and economic dimensions. Largely rooted in the Anglo-Continental conservative tradition, the work offers fresh perspectives for North American conservatism.

Cornell University Press Rebels without Borders: Transnational Insurgencies in World Politics
Rebellion, insurgency, civil war-conflict within a society is customarily treated as a matter of domestic politics and analysts generally focus their attention on local causes. Yet fighting between governments and opposition groups is rarely confined to the domestic arena. "Internal" wars often spill across national boundaries, rebel organizations frequently find sanctuaries in neighboring countries, and insurgencies give rise to disputes between states. In Rebels without Borders, which will appeal to students of international and civil war and those developing policies to contain the regional diffusion of conflict, Idean Salehyan examines transnational rebel organizations in civil conflicts, utilizing cross-national datasets as well as in-depth case studies. He shows how external Contra bases in Honduras and Costa Rica facilitated the Nicaraguan civil war and how the Rwandan civil war spilled over into the Democratic Republic of the Congo, fostering a regional war. He also looks at other cross-border insurgencies, such as those of the Kurdish PKK and Taliban fighters in Pakistan. Salehyan reveals that external sanctuaries feature in the political history of more than half of the world's armed insurgencies since 1945, and are also important in fostering state-to-state conflicts. Rebels who are unable to challenge the state on its own turf look for mobilization opportunities abroad. Neighboring states that are too weak to prevent rebel access, states that wish to foster instability in their rivals, and large refugee diasporas provide important opportunities for insurgent groups to establish external bases. Such sanctuaries complicate intelligence gathering, counterinsurgency operations, and efforts at peacemaking. States that host rebels intrude into negotiations between governments and opposition movements and can block progress toward peace when they pursue their own agendas.

Edward Elgar Publishing Ltd Thomas Tooke (1774–1858), Mountifort Longfield (1802–1884) and Richard Jones (1790–1855)
Thomas Tooke was the founder of the contra-quantity theory of money - the view that monetary policy is powerless to influence prices because the supply of money depends on the flow of money expenditure and hence is the result and not the cause of price change. Yet his prominence within economic circles was also derived from his work as a lobbyist for free trade and the principal spokesman of the banking school, arguing against statutory control of the currency. Long neglected, Mountifort Longfield has now attracted the attention of modern economists who have praised him for, amongst other things, the discovery of the modern factor proportions theory of international trade and a theory of distribution which was a genuine alternative to Ricardo's. Modern readers have been amazed by his Lectures, a path-breaking book which sketches out a subjective theory of value and a marginal productivity theory of distribution - all this in 1834, only 11 years after the death of Ricardo. Richard Jones was the first institutionalist critic of Ricardo and a historically-minded economist years before the emergence of the British and German Schools. He launched himself into the task of reconstructing the whole of economics on historical and evolutionary grounds. However, not being able to carry this ambitious programme beyond the field of rent theory, and his great reluctance to make unsupported generalizations, caused his work to fall into oblivion. Only recently has modern scholarship begun to reassess his importance.

Boydell & Brewer Ltd Celestina and the Human Condition in Early Modern Spain and Italy
Explores Celestina's role as a key interlocutor in European literature and thought in the context of debates about the human condition. Winner of the 2015 Publication Prize awarded by the Association of Hispanists of Great Britain and Ireland. Celestina by Fernando de Rojas is a canonical work of late medieval Spanish literature and one ofthe earliest European "best-sellers". However, while we have clear evidence of its popularity and influence, scholarship has not adequately answered the question of why it continued to hold such appeal for early modern audiences. This book explores Celestina's role as a key interlocutor in European literature and thought; it argues that the work continued to be meaningful because it engaged with one of the period's defining preoccupations: the human condition, an idea often conceptualised in pro et contra debates about the misery and dignity of man. Taking an ideological and comparative approach that focuses on Celestina's reception in sixteenth-century Spain and Italy, it reads Rojas's work against a network of texts that were translated and printed concurrently in both peninsulas yet which have not previously been examined in depth or detail alongside it, including Baldassare Castiglione'sIl Cortegiano, Fernán Pérez de Oliva's Diálogo de la dignidad del hombre, and Pietro Aretino's Vita delle puttane. Each chapter explores themes common to sixteenth-century debates about the human condition, such as self-knowledge, self-fashioning, the formative role of language, the tension between freedom and constraint, as well as the access to knowledge provided by vernacular fiction in the context of early modern censorship. Rachel Scott is a Postdoctoral Research Associate at King's College London.

This latest volume by Jean Richard is concerned with the evolution of the crusading movement and with the interaction between crusaders and indigenous peoples of the Near East. The articles look at changes in the concept of crusading, means of financing it, and forms of indulgence; at how the adoption of maritime transport created a need to control the sea, and how contacts with the Muslims could lead to peaceful means of resolving conflict and dealing with prisoners. In their lands in the east, the Latins accommodated the feudal structures they brought with them to local conditions, especially in the mountains. Both in this and in the religious sphere compromises were made, and in this co-existence each community preserved its individuality. The final section then considers roles played by eastern Christians in the contacts between Europeans and Mongols.

Cornell University Press Fearful Spirits, Reasoned Follies: The Boundaries of Superstition in Late Medieval Europe
Superstitions are commonplace in the modern world. Mostly, however, they evoke innocuous images of people reading their horoscopes or avoiding black cats. Certain religious practices might also come to mind—praying to St. Christopher or lighting candles for the dead. Benign as they might seem today, such practices were not always perceived that way. In medieval Europe superstitions were considered serious offenses, violations of essential precepts of Christian doctrine or immutable natural laws. But how and why did this come to be? In Fearful Spirits, Reasoned Follies, Michael D. Bailey explores the thorny concept of superstition as it was understood and debated in the Middle Ages. Bailey begins by tracing Christian thinking about superstition from the patristic period through the early and high Middle Ages. He then turns to the later Middle Ages, a period that witnessed an outpouring of writings devoted to superstition—tracts and treatises with titles such as De superstitionibus and Contra vitia superstitionum. Most were written by theologians and other academics based in Europe’s universities and courts, men who were increasingly anxious about the proliferation of suspect beliefs and practices, from elite ritual magic to common healing charms, from astrological divination to the observance of signs and omens. As Bailey shows, however, authorities were far more sophisticated in their reasoning than one might suspect, using accusations of superstition in a calculated way to control the boundaries of legitimate religion and acceptable science. This in turn would lay the conceptual groundwork for future discussions of religion, science, and magic in the early modern world. Indeed, by revealing the extent to which early modern thinkers took up old questions about the operation of natural properties and forces using the vocabulary of science rather than of belief, Bailey exposes the powerful but in many ways false dichotomy between the "superstitious" Middle Ages and "rational" European modernity.

Disruption Books Judging Iran: A Memoir of The Hague, The White House, and Life on the Front Line of International Justice
From a divided Berlin to the Hague, the Reagan White House, Nigeria, the forests of Costa Rica, and more, Judge Charles N. Brower shares a personal history of a life spent at the forefront of international justice— and a case for the role of law in preserving global peace.A judge of the Iran– United States Claims Tribunal for four decades, Charles N. Brower is an internationally recognized leader in arbitration and has handled cases on six continents. With quick wit and a keen eye for adventure, he takes readers on a tour of his extraordinary career. As a young lawyer fresh from Harvard, Brower quickly made partner at a Wall Street firm. After just four months, however, he left the expected path to join the U.S. State Department, embarking on a career that put him in the thick of Cold War Europe and led to a lifelong focus on international law. Brower’ s drive carried him around the world and to the heart of our most pressing issues, including human rights, environmentalism, globalization, and governmental ethics. He eventually became the most-appointed American judge ad hoc of the International Court of Justice at the Hague, a tenure interrupted only by his time as an advisor to President Ronald Reagan at the height of the Iran– Contra scandal. At each stop, Brower encountered criminals and victims, advocates and miscreants, especially at the Iran– United States Claims Tribunal, where heated disagreements between judges once erupted into physical violence. Judging Iran is a frank insider account of the highest echelons of international law. As an active judge to this day, Brower offers a nuanced history of modern arbitration between nations, from our earliest concept of international law to today’ s efforts for justice. And, as a global citizen, he argues that the law is essential in our work for peace.

University Press of Kansas A Season of Inquiry Revisited: The Church Committee Confronts America’s Spy Agencies
The original edition of A Season of Inquiry, first published in 1986, offered the public an insider’s account of the workings of the Church investigation and of the nation’s espionage agencies, including the CIA’s covert action against the democratically elected regime of Salvador Allende in Chile. In this new edition the author, then a special assistant to Senator Church, revisits the circumstances surrounding the investigation and subsequent, shocking report and reminds us its continuing relevance—in instances such as the Iran-Contra investigation, the 9/11 and Iraqi WMD intelligence failures, the Edward Snowden affair, and, most recently, the US Senate Torture Report. A Season of Inquiry Revisited details a moment that was at once a high-water mark for intelligence accountability in the United States and a low point in the American people’s trust of the agencies sworn to protect them. Coming on the heels of the Watergate scandal, the wrenching experience of the Vietnam War, and the release of the Pentagon Papers, revelations of domestic spying sent a shock wave through the nation and spurred the political establishment to action. While a White House panel focused narrowly on CIA spying at home, the Church Committee enlarged its investigation to include the FBI, the National Security Agency, and a host of other primarily military espionage services, as well as CIA assassination plots around the world. Johnson describes the political players and their pursuit of information, the abuses they discovered, and the remarkable reports they compiled, chronicling a litany of disquieting operations carried out against American citizens and foreign leaders in Latin America and Africa. With a new preface and postscript along with an updated chronology and appendix, this new edition revisits a moment of reckoning in the halls of power. The nation has now arrived at a time when the lessons of the Church Committee warrant special remembering.

John Wiley & Sons Inc Preventing Fraud and Mismanagement in Government: Systems and Structures
Dig to the root of public fraud with deep exploration of theory, standards, and norms Preventing Fraud and Mismanagement in Government identifies common themes in public fraud and corruption, describes the forces that drive them, and provides an objective standard of good practices with no political bent. From Bridgegate to Iran-Contra, this book walks through the massive scandals that resulted from public mismanagement and fraud to illustrate how deeply-entrenched, entity-specific norms can differ from actual best practices. The discussion includes the theoretical underpinnings of public fraud, and how intense corporate culture and limited exposure to outside practice standards can lead to routine deviation from normal behavior and moral standards. You'll find a compendium of practices that illustrate actual norms, allowing you to compare your own agency's culture and operations to standard practice, and contrast the motivations for fraud in the public and private sectors. Public agencies and governmental entities are generally driven by a pubic benefit or goal, but are widely varied in the ability and desire to deliver value while retaining best practices. This book explicitly explores the common patterns of agency practices and cultural norms, and describes how they can easily cross over into illegal acts. Understand why fraud exists in the public sector Discover how your agency's mindset diverges from the norm Review cases where agency practices diverged from best financial practices Learn good practices in an objective, nonpolitical context The government/public sector provides some of the most basic services that are critical to a functioning society. Lacking a profit motive, these agencies nonetheless show a pattern of fraud and borderline behavior that could be mitigated with the adoption of standards and best practices. Preventing Fraud and Mismanagement in Government shares a canon of knowledge related to public operations and fraud, providing deep insight into the causes, solutions, and prevention.

Harvard University Press Preface. Daily Round. Divinity of Christ. Origin of Sin. Fight for Mansoul. Against Symmachus 1
Spirited verse.Prudentius (Aurelius Prudentius Clemens) was born in AD 348 probably at Caesaraugusta (Saragossa) and lived mostly in northeastern Spain, but visited Rome between 400 and 405. His parents, presumably Christian, had him educated in literature and rhetoric. He became a barrister and at least once later on an administrator; he afterwards received some high honor from Emperor Theodosius. Prudentius was a strong Christian who admired the old pagan literature and art, especially the great Latin poets whose forms he used. He looked on the Roman achievement in history as a preparation for the coming of Christ and the triumph of a spiritual empire. The Loeb Classical Library edition of the poems of Prudentius is in two volumes. Volume I presents: “Preface” (Praefatio); “The Daily Round” (Liber Cathemerinon); twelve literary and attractive hymns, parts of which have been included in the Breviary and in modern hymnals; “The Divinity of Christ” (Apotheosis), which maintains the Trinity and attacks those who denied the distinct personal being of Christ; “The Origin of Sin” (Hamartigenia) attacking the separation of the “strict” God of the Old Testament from the “good” God revealed by Christ; “Fight for Mansoul” (Psychomachia), which describes the struggle between (Christian) Virtues and (Pagan) Vices; and the first book of “Against the Address of Symmachus” (Contra Orationem Symmachi), in which pagan gods are assailed. The second volume contains the second book of “Against the Address of Symmachus,” opposing a petition for the replacement of an altar and statue of Victory; “Crowns of Martyrdom” (Peristephanon Liber), fourteen hymns to martyrs mostly of Spain; “Lines To Be Inscribed under Scenes from History” (Tituli Historiarum), forty-nine four-line stanzas that are inscriptions for scenes from the Bible depicted on the walls of a church; and an Epilogue.

John Wiley & Sons Inc Guidelines for Inherently Safer Chemical Processes: A Life Cycle Approach
Since the publication of the second edition several United States jurisdictions have mandated consideration of inherently safer design for certain facilities. Notable examples are the inherently safer technology (IST) review requirement in the New Jersey Toxic Chemical Prevention Act (TCPA), and the Inherently Safer Systems Analysis (ISSA) required by the Contra Costa County (California) Industrial Safety Ordinance. More recently, similar requirements have been proposed at the U.S. Federal level in the pending EPA Risk Management Plan (RMP) revisions. Since the concept of inherently safer design applies globally, with its origins in the United Kingdom, the book will apply globally. The new edition builds on the same philosophy as the first two editions, but further clarifies the concept with recent research, practitioner observations, added examples and industry methods, and discussions of security and regulatory issues. Inherently Safer Chemical Processes presents a holistic approach to making the development, manufacture, and use of chemicals safer. The main goal of this book is to help guide the future state of chemical process evolution by illustrating and emphasizing the merits of integrating inherently safer design process-related research, development, and design into a comprehensive process that balances safety, capital, and environmental concerns throughout the life cycle of the process. It discusses strategies of how to: substitute more benign chemicals at the development stage, minimize risk in the transportation of chemicals, use safer processing methods at the manufacturing stage, and decommission a manufacturing plant so that what is left behind does not endanger the public or environment.

As their friendship develops, a new mystery unfolds that threatens to destroy Claire’s family and forces her to question what it truly means to heal. Healer exposes the vulnerabilities of the American family, provoking questions of choice versus fate, desire versus need, and the duplicitous power of money.

Each of these wars, incursions, invasions, and covert actions was undertaken by the United States without the benefit of a declaration of war. Where congressional sanction was sought, it usually took the form of a resolution, frequently issued after the fact.Presidents at War is the first book to examine all of America's post-World War II military actions through the lens of the president's authority as commander in chief. Author Gerald Astor analyzes the various presidents' rationales for undeclared warfare, from Truman's citing of an international agreement (the United Nations) to Eisenhower's domino theory, to Kennedy's defense of the Monroe Doctrine, to bald assertions of authority by a commander in chief because of fears of communist expansion, threats to oil in the Middle East, humanitarian concerns in the Balkans, or provocations by terrorists. Each commander in chief served as a precedent for those who followed. Astor contends this cumulative process was accelerated by the September 11, 2001, attacks that led to the war on terrorism, the invasion of Iraq to oust the cruel regime of Saddam Hussein for his alleged possession of weapons of mass destruction, and the potential trampling of civil liberties in the United States.Has the president become free to take military action on the slightest whim? Is it now true that, as Richard Nixon said, ""If the president does it, then it is not illegal""? Is the Constitution obsolete? And does Congress have the tools with which to curb this seemingly unbridled power? Read Presidents at War and find out.

Simon & Schuster The Girl Behind the Door: A Father's Quest to Understand His Daughter's Suicide
“A moving and riveting memoir about one family’s love and tragedy…beautifully researched, and expressed” (Anne Lamott).Early one Tuesday morning John Brooks went to his teenage daughter’s room. Casey was gone, but she had left a note: The car is parked at the Golden Gate Bridge. I’m sorry. Within hours a security video showed Casey stepping off the bridge. Brooks spent several years after Casey’s suicide trying to understand what led his seventeen-year-old daughter to take her life. He examines Casey’s journey from her abandonment at birth in Poland, to the orphanage where she lived for her first fourteen months, to her adoption and life with John and his wife, Erika, in Northern California. He reads. He talks to Casey’s friends, teachers, doctors, therapists, and other parents. He consults adoption experts, researchers, clinicians, attachment therapists, and social workers. In The Girl Behind the Door, Brooks’s “desperate search for answers and guilt for not doing the right thing without knowing what it was reveals the utter helplessness of suicide survivors” (Kirkus Reviews). Ultimately, Brooks comes to realize that Casey probably suffered an attachment disorder from her infancy—an affliction common among children who’ve been orphaned, neglected, and abused. She might have been helped if someone had recognized this. The Girl Behind the Door is an important book for parents, mental health professionals, and teens: “Rarely have the subjects of suicide, adoption, adolescence, and parenting been explored so openly and honestly” (John Bateson, Former Executive Director, Contra Costa County Crisis Center, and author of The Final Leap: Suicide on the Golden Gate Bridge).

Johns Hopkins University Press Conspiracy: Why the Rational Believe the Irrational
"A well-written and essential tool for those navigating today's complicated geopolitical landscape."—Library Journal Best-selling author Michael Shermer presents an overarching theory of conspiracy theories—who believes them and why, which ones are real, and what we should do about them.Nothing happens by accident, everything is connected, and there are no coincidences: that is the essence of conspiratorial thinking. Long a fringe part of the American political landscape, conspiracy theories are now mainstream: 147 members of Congress voted in favor of objections to the 2020 presidential election based on an unproven theory about a rigged electoral process promoted by the mysterious group QAnon. But this is only the latest example in a long history of ideas that include the satanic panics of the 1980s, the New World Order and Vatican conspiracy theories, fears about fluoridated water, speculations about President John F. Kennedy's assassination, and the notions that the Sandy Hook massacre was a false-flag operation and 9/11 was an inside job. In Conspiracy, Michael Shermer presents an overarching review of conspiracy theories—who believes them and why, which ones are real, and what we should do about them. Trust in conspiracy theories, he writes, cuts across gender, age, race, income, education level, occupational status—and even political affiliation. One reason that people believe these conspiracies, Shermer argues, is that enough of them are real that we should be constructively conspiratorial: elections have been rigged (LBJ's 1948 Senate race); medical professionals have intentionally harmed patients in their care (Tuskegee); your government does lie to you (Watergate, Iran-Contra, and Afghanistan); and, tragically, some adults do conspire to sexually abuse children. But Shermer reveals that other factors are also in play: anxiety and a sense of loss of control play a role in conspiratorial cognition patterns, as do certain personality traits. This engaging book will be an important read for anyone concerned about the future direction of American politics, as well as anyone who's watched friends or family fall into patterns of conspiratorial thinking.

They got a long-overdue taste of defeat and public humiliation when Jeb’s 2016 presidential bid went down in flames.Besides detailing the vast litany of Jeb’s misdeeds — including receiving a $4 million taxpayer bailout when his father was vice president as well as his startlingly-close alignment with supposed “enemy” Hillary Clinton — Stone travels back to Bush patriarchs Samuel and Prescott, right on through to presidents George H. W. and George W. Bush to weave an epic story of privilege, greed, corruption, drug profiteering, assassination, and lies. A new preface to this paperback edition features explosive information, including the family’s Machiavellian plan to propel Jeb’s son George Prescott Bush forward as the family’s next political contender. Chapters include: The Preppy Drug Dealer Jeb Bungles Immigration Issue The S&L Scandal Benefits the Bushes Jeb’s Shady Partner, Fugitive Miguel Recarey How Jeb Made His Money An Indifference to Ethics Russians and Nazis Make Strange Bedfellows George Herbert Walker Bush (aka “Poppy”) Recruited by the CIA? Bush and Watergate The CIA in the ‘70s The Iran-Contra Quagmire The Pedophile Network Getting Started in the Family Business The Bush Dynasty—Now and in the Future And much more! The Bush Crime Family will have readers asking, “Why aren’t these people in prison?”

David & Charles Velocette: The Three Twins: Roarer, Model O and LE
The Veloce company is well regarded for producing some of the best single-cylinder motorcycles in race form and for private use. It is not so well-known that Veloce Ltd also produced some twin-cylinder machines: the Roarer, for racing, and the Model O for production. These bikes had many engineering features in common, such as twin contra-rotating crank shafts, inline cranks, shaft drive, and swing arm rear suspension. The supercharged Roarer was never raced because of the advent of war; this also put paid to the development of the Model O, which would have been the first so-called "Superbike." After the war, the Goodman family, owners of Veloce Ltd, focused on the production of a "Motorcycle for Everyman" - an idea that had featured in their production bikes since the formation of the company. They drew on the ideas embodied in the Roarer and the Model O to produce the twin cylinder LE range of motorcycles. These, however, were not well received by the motorcycling public, and many blame the production of the LE for the eventual demise of the company. The purpose of the book is to present, from an engineering perspective, an analysis of the Roarer and the Model O, comparing and contrasting the methods adopted by their designers to meet the different design specifications of these bikes, and to illustrate how the ideas developed in this exercise appeared in the LE range of motorcycles. The authors, Brian Agnew and Ivan Rhodes, met in the 1960s when Brian worked at Rolls-Royce Derby. They spent their weekends tinkering with motorcycles, and both have an intimate knowledge of the Velocette twins both from their time spent together and from their personal projects.

University of Pennsylvania Press The Mixed Multitude: Jacob Frank and the Frankist Movement, 1755-1816
In 1756, Jacob Frank, an Ottoman Jew who had returned to the Poland of his birth, was discovered leading a group of fellow travelers in a suspect religious service. At the request of the local rabbis, Polish authorities arrested the participants. Jewish authorities contacted the bishop in whose diocese the service had taken place and argued that since the rites of Frank's followers involved the practice of magic and immoral conduct, both Jews and Christians should condemn them and burn them at the stake. The scheme backfired, as the Frankists took the opportunity to ally themselves with the Church, presenting themselves as Contra-Talmudists who believed in a triune God. As a Turkish subject, Frank was released and temporarily expelled to the Ottoman territories, but the others were found guilty of breaking numerous halakhic prohibitions and were subject to a Jewish ban of excommunication. While they professed their adherence to everything that was commanded by God in the Old Testament, they asserted as well that the Rabbis of old had introduced innumerable lies and misconstructions in their interpretations of that holy book. Who were Jacob Frank and his followers? To most Christians, they seemed to be members of a Jewish sect; to Jewish reformers, they formed a group making a valiant if misguided attempt to bring an end to the power of the rabbis; and to more traditional Jews, they were heretics to be suppressed by the rabbinate. What is undeniable is that by the late eighteenth century, the Frankists numbered in the tens of thousands and had a significant political and ideological influence on non-Jewish communities throughout eastern and central Europe. Based on extensive archival research in Poland, the Czech Republic, Israel, Germany, the United States, and the Vatican, The Mixed Multitude is the first comprehensive study of Frank and Frankism in more than a century and offers an important new perspective on Jewish-Christian relations in the Age of Enlightenment.
