Orthodox trade and growth theory, and the world's multilateral development institutions, extol the virtues of trade liberalisation and free trade for more rapid economic development of poor countries. However, the contemporary reality and history seem to tell a different story. The world economy has experienced an unprecedented period of trade liberalisation in the last thirty years, and yet international and global inequality is widening; domestic poverty (outside of China) is increasing; poor countries' exports have grown more slowly than their imports leading to balance of payments crises, and the so-called globalising economies of the world (excluding China and India) have fared no better, and in some cases worse, than those countries that have not liberalised so extensively. This book argues that orthodox theory is based on many unreal assumptions, and that there are sound economic arguments for selective protection of industrial activities in the early stages of economic development. The historical evidence of the now-developed countries also illustrates this fact.With supporting empirical evidence, this book provides a powerful theoretical critique of orthodox trade theory. The War Ledger provides fresh, sophisticated answers to fundamental questions about major modern wars: Why do major wars begin? What accounts for victory or defeat in war? How do victory and defeat influence the recovery of the combatants? Are the rules governing conflict behavior between nations the same since the advent of the nuclear era? The authors find such well-known theories as the balance of power and collective security systems inadequate to explain how conflict erupts in the international system. Their rigorous empirical analysis proves that the power-transition theory, hinging on economic, social, and political growth, is more accurate; it is the differential rate of growth of the two most powerful nations in the system—the dominant nation and the challenger—that destabilizes all members and precipitates world wars. Predictions of who will win or lose a war, the authors find, depend not only on the power potential of a nation but on the capability of its political systems to mobilize its resources—the "political capacity indicator." After examining the aftermath of major conflicts, the authors identify national growth as the determining factor in a nation's recovery. With victory, national capabilities may increase or decrease; with defeat, losses can be enormous. Unexpectedly, however, in less than two decades, losers make up for their losses and all combatants find themselves where they would have been had no war occurred. The Emergence of China presents the classical period in its own terms. It contains more than 500 translated excerpts from the classical texts, linked by a running commentary which traces the evolution and interaction of the different schools of thought. These are shown in dialogue about issues from tax policy to the length of the mourning period for a parent. Some texts labor to establish the legal and political structures of the new state, while others passionately oppose its war orientation, or amusingly ridicule those who supported it. Here are the arguments of the Hundred Schools of classical thought, for the first time restored to life and vividly presented. There are six topical chapters, each treating a major subject in chronological order, framed by a preliminary background chapter and a concluding survey of the eventual Empire. Each chapter includes several brief Methodological Moments, as samples of the philological method on which the work is based. Occasional footnotes point to historical parallels in Greece, Rome, the Ancient Near East, and the mediaeval-to-modern transition in Europe, which at many points the Chinese classical period resembles. At the back of the book are a guide to alternate Chinese romanizations, a list of passages translated, and a subject index. A preliminary version of The Emergence of China was classroom-tested, and the suggestions of teachers and students were incorporated into the final version. The results of those classroom trials, in both history and philosophy classes, were favorable. This is the only account of early Chinese thought which presents it against the background of the momentous changes taking place in the early Chinese state, and the only account of the early Chinese state which follows its development, by correctly dated documents, from its beginnings in the palace states of Spring and Autumn to the economically sophisticated bureaucracies of late Warring States times. In this larger context, the insights of the philosophers remain, but their failure to influence events is also noted. The fun of the Jwangdz is transmitted, but along with its underlying pain. The achievements of the Chinese Imperial formation process are duly registered, but so is their human cost. Special attention is given to the contribution of non-Chinese peoples to the eventual Chinese civilization.
