Healthy seeds and propagules are the basic requirement for producing good grains, fruits and vegetables needed for human survival and perpetuation. Several diseases transmitted through seeds and propagules have been shown to have the potential to damage economies as a result of huge quantitative and qualitative losses in numerous crops. Hence, it is essential to rapidly detect, identify and differentiate the microbial plant pathogens present in seeds and propagules precisely and reliably, using sensitive techniques. Microbial Plant Pathogens: Detection and Management in Seeds and Propagules provides a comprehensive resource on seed-borne and propagule-borne pathogens. The important resource that explores the twelve design principles of sustainable environmental engineering Sustainable Environmental Engineering (SEE) is to research, design, and build Environmental Engineering Infrastructure System (EEIS) in harmony with nature using life cycle cost analysis and benefit analysis and life cycle assessment and to protect human health and environments at minimal cost. Since 1979, China has been building new legal institutions made necessary by economic reforms that have reduced the role of state planning, and by the decline of Maoist totalitarianism. This book analyzes the principal legal institutions that have emerged and assesses the prospects for increasing the rule of law in China. The book first establishes the cultural and institutional context in which legal reforms take place. It traces the main features of pre-Communist Chinese legal tradition, the drastic impact on law of thirty years of Maoist rule, and the extensive changes throughout Chinese society since Mao’s death, notably the rise of the local party-state at the expense of central government power. The book’s analysis begins with the Chinese leadership’s policy toward law, identifying basic ambivalence toward law that makes the Chinese commitment to legality incomplete. It then surveys major developments, emphasizing the creation of new rights, revision of criminal law and procedure, and construction of a nascent administrative law. The book then examines in detail dispute resolution by extrajudicial mediation and the courts. Although mediation is no longer infused with Maoism, it is still used as an instrument to maintain public order. The study of the courts examines court organization, the selection and training of judges, the rise of litigation, the critical influence of localism, and ongoing conflicts between professionalism and a continuing tendency to view the judge as a soldier of the state. The author suggests that the limited role that Chinese courts are today permitted to play combines with the organization of the judicial process and the mentality of the judiciary to make Chinese adjudication more akin to bureaucratic decision making than judging in the West. The federal Department of Justice was established by John A. Macdonald as part of the Conservative party's program for reform of the parliamentary system following Confederation. Among other things, it was charged with establishing national institutions such as the Supreme Court and the North West Mounted Police and with centralizing the penitentiary system. In the process, the department took on a position of primary importance in post-Confederation politics. This was particularly so up to 1878, when Confederation was "completed."Jonathan Swainger considers the growth and development of the ostensibly apolitical Department of Justice in the eleven years after the union of 1867. Drawing on legal records and other archival documents, he details the complex interactions between law and politics, exploring how expectations both inside and outside the legal system created an environment in which the department acted as an advisor to the government. He concludes by considering the post-1878 legacy of the department's approach to governance, wherein any problem, legal or otherwise, was made amenable to politicized solutions. Unfortunately for the department and the federal government, this left them ill-prepared for the constitutional battles to come.One crucial task was to establish responsibilities within the federal government, rather than just duplicate offices which had existed prior to union. Others were the establishment of national or quasi- national institutions such as the Supreme Court (1875) and the North-West Mounted Police (1873), the redrafting of the Governor-General's instructions (which was done between 1875 and 1877), and centralization of the penitentiary system (completed by 1875).The Department benefited from a deeply rooted expectation that law was both apolitical and necessary. This ideology functioned in a variety of ways: it gave the Department considerable latitude for setting policy and solving problems, but rationalized the appearance of politicized legal decisions. It also legitimized Department officials' claim that it was especially suited to review all legislation, advise on the royal prerogative of mercy, administer national penitentiaries, and appoint judges to the bench. Ultimately, the fictional notion of law as apolitical and necessary placed the Department of Justice squarely in the midst of the completion of Confederation.The Canadian Department of Justice and the Completion of Confederation will be of particular interest to students and scholars of Canadian legal and political history.

Rarely are we privileged to see the making of a saint, but it is just what this book gives us for John of Kronstadt (1829–1908), a major figure in the religious life of Late Imperial Russia. So popular was Father John during his years of ministry that Kronstadt became a pilgrimage site replete with peddlers selling souvenir photographs, postcards, and commemorative mugs. A Prodigal Saint follows Father John’s development from activist priest to venerated spiritual leader and, after his death, to his elevation to sainthood in 1990. We see both the inner life of an aspiring saint and the symbiotic relationship between a living icon and his followers. Father John represented a fundamentally new type of religious behavior and a new standard of sanctity in Late Imperial Russia. He ministered to the poor of Kronstadt, creating shelters and employment programs and participating in the temperance movement. In the process he acquired a reputation for prayerful intercession that soon spread beyond Kronstadt. When he was asked to minister to the dying Alexander III in 1894, his fame became international as he attracted correspondents from the United States and Europe. In his later years he allied himself increasingly with the radical right, which has had momentous implications for the Russian Orthodox Church in the twentieth century.Kizenko draws upon rich and virtually unknown documents from the Russian archives, including Father John’s diaries, thousands of letters he received from his followers, and the police reports on the sect that formed around him. John’s diaries are a truly unique source, for they document the making of a modern saint: his struggles with doubt, his ascetic practices, and his growing realization that others saw him as a saint. Kizenko explores the extent to which Father John collaborated in the formation of his own cult and how he himself was influenced by the expectations and desires of his audience. Are shoppers merely the unwitting stooges of the greedy producers who will stop at nothing to sell their wares? Are the producers' powers of persuasion so great that resistance is futile? An interdisciplinary collection with its origins in the 2018 National Conference on the Beginning Design Student, hosted by the College of Design, Architecture, Art and Planning at the University of Cincinnati, the overarching focus of which was on 'TIME'. The book includes contributions from some scholars who were not involved in the conference but whose voices are important to the conversation. T-Squared: Theories and Tactics in Architecture and Design has three primary aims. First, it reveals and illuminates the extensive and explicit relationship between the research that shapes art, architecture and design practices, and the studio prompts and assignments that are developed by faculty for students engaging the creative disciplines. Second, it demonstrates that pedagogical inquiry and invention can be a (radical) research endeavour that can also become an evolutionary agent for faculty, students, institutions and communities. Third, it makes available to a larger audience a set of innovative ideas and exercises that have until now been known to limited numbers of students and faculty, hidden behind the walls of studio courses and institutions. Each chapter of T-Squared is separated into two parts: THEORY (T1) and TACTICS (T2). In T1, the authors offer mini-manifestos about topics that relate to their professional interests and efforts. The exercises in T2 are adapted for the reader from assignments given to students enrolled in design studios at a variety of universities. As U.S. strategy shifts (once again) to focus on great power competition, Strategy Shelved provides a valuable, analytic look back to the Cold War era by examining the rise and eventual fall of the U.S. Navy's naval strategy system from the post-World War II era to 1994. Steven T. Wills draws some important conclusions that have relevance to the ongoing strategic debates of today. His analysis focuses on the 1970s and 1980s as a period when U.S. Navy strategic thought was rebuilt after a period of stagnation during the Vietnam conflict and its high water mark in the form of the 1980s' maritime strategy and its attendant six hundred -ship navy force structure. He traces the collapse of this earlier system by identifying several contributing factors: the provisions of the Goldwater Nichols Act of 1986, the aftermath of the First Gulf War of 1991, the early 1990s revolution in military affairs, and the changes to the Chief of Naval Operations staff in 1992 following the end of the Cold War. All of these conditions served to undermine the existing naval strategy system. The Goldwater Nichols Act subordinated the Navy to joint control with disastrous effects on the long-serving cohort of uniformed naval strategists. The first Gulf War validated Army and Air Force warfare concepts developed in the Cold War but not those of the Navy's maritime strategy. The Navy executed its own revolution in military affairs during the Cold War through systems like AEGIS but did not get credit for those efforts. Finally, the changes in the Navy (OPNAV) staff in 1992 served to empower the budget arm of OPNAV at the expense of its strategists. These measures laid the groundwork for a thirty-year "strategy of means" where service budgets, a desire to preserve existing force structure, and lack of strategic vision hobbled not only the Navy, but also the Joint Force's ability to create meaningful strategy to counter a rising China and a revanchist Russian threat. Wills concludes his analysis with an assessment of the return of naval strategy documents in 2007 and 2015 and speculates on the potential for success of current Navy strategies including the latest tri-service maritime strategy. His research makes extensive use of primary sources, oral histories, and navy documents to tell the story of how the U.S. Navy created both successful strategies and how a dedicated group of naval officers were intimately involved in their creation. It also explains how the Navy's ability to create strategy, and even the process for training strategy writers, was seriously damaged in the post-Cold War era.

During the past twenty-five years, North American forestry has received increasingly vigorous scrutiny. Critics including the environmentalists, environmental scientists, representatives of public interest groups, and many individual citizens have expressed concerns about forestry's basic assumptions and methods, as well as its practical outcomes. Criticism has centered on such issues as the exploitation of forests for timber production, the reduction and fragmentation of old-growth habitats, the destruction of biodiversity, the degradation of grasslands through grazing practices, lack of government attention to recreation facilities, silvicultural methods like clearcutting and the use of herbicides and pesticides, the exportation of industrial forestry techniques to other parts of the world, and the use of public monies to provide services for private resource companies, as in the creation of logging roads.
