Edward Elgar Publishing Ltd Gender Issues and Human Rights
The 1990s witnessed a surge of feminist human rights scholarship and activism in international law which has shaped jurisprudential and institutional developments, yet gender issues and human rights still remain a challenging and evolving field of study. Included works cover, among others, the history and early developments of women's rights, structural critiques of international human rights law, recognizing new human rights, linking women's economic inequality and human rights and thinking beyond the duality of gender.

Edward Elgar Publishing Ltd Copyright Law and the Progress of Science and the Useful Arts
The American Constitution empowers Congress to enact copyright laws to 'promote the progress of science and the useful arts'. This book offers the first in-depth analysis of the connection between copyright law as a legal institution and the constitutional goal of promoting social and cultural advancement. Focusing on the relationship between this explicit purpose and the normative uses and production of creative works, Alina Ng argues that a robust copyright system that embodies moral and ethical principles is necessary to protect the different values and expectations of authors, publishers and users of creative works. The author demonstrates that a more nuanced understanding of property rights and statutory privileges, as bearing different types of entitlements, is critical to the sustainable development of society and culture at both national and international levels. She posits that as communication technologies become ubiquitous and facilitate greater connectivity between authors and their readers, the notion of authorship as a creative endeavor producing works with significant influence upon society and culture must form the central tenet of the copyright system. This unique approach to copyright law will be of interest to legal, cultural and literary scholars as well as others interested in the relationship between creativity, authorship and progress. Edward Elgar Publishing Ltd Code Wars: 10 Years of P2P Software Litigation

Edward Elgar Publishing Ltd The College Cost Disease: Higher Cost and Lower Quality
College cost per student has been on the rise at a pace that matches ? or exceeds ? healthcare costs. Unlike healthcare, though, teaching quality has declined, and rapidly rising costs and declining quality are not trends easily forgiven by society. The College Cost Disease addresses these problems, providing a behavioral framework for the chronic cost/quality consequences with which higher education is fraught. Providing many compelling insights into the issues plaguing higher education, Robert Martin expounds upon H.R. Bowen?s revenue theory of cost by detailing experience good theory, the principal/agent problem, and non-profit status. Reputation competition dominates higher education. Students and their parents, and public opinion in general, associate higher tuition with higher quality and greater accolades; price is used as a proxy for quality only when consumers are uncertain about quality prior to purchase. Higher education services are the most complex types of ?experience goods?; a service whose quality can only be determined after a purchase has been made. Applying formal economic theory to higher education, Robert Martin examines how and why attempts to control costs are controversial and the damaging effects these controversies have on institutions? reputations. Arguing that the college access problem cannot be solved until colleges and universities find a way to control their costs, this book brings to the fore the leading ideas that will bring about much-needed budgetary reform in higher education.Governing boards, administrators and faculty members should find much to think on and learn from here; parents, students, alumni and taxpayers will find the research and conclusions alarming, though eye-opening.

Edward Elgar Publishing Ltd The Economic Growth Engine: How Energy and Work Drive Material Prosperity
The historic link between output (GDP) growth and employment has weakened. Since there is no quantitively verifiable economic theory to explain past growth, this unique book explores the fundamental relationship between thermodynamics (physical work) and economics. The authors take a realistic approach to explaining the relationship between technological progress, thermodynamic efficiency and economic growth. Their findings are a step toward the integration of neo-classical and evolutionary perspectives on endogenous economic growth, concluding in a fundamental explanation of endogenous growth that is both quantifiable and consistent with the laws of thermodynamics. For two centuries fossil and other sources of energy (work) have been replacing human and animal muscles. Now our civilization is truly addicted to fossil energy availability at ever low prices. Can increasing efficiency compensate for coming scarcity? This is the crucial question. The most important implication of this is that future economic growth is not guaranteed because the efficiency gains that have driven growth in the past may not continue in the future.Exploring the theory of growth with an emphasis on the role of energy, useful work and technological change, this book will be of great interest to academics and students focussing on growth theory, energy and ecological economics. It will also prove insightful to those concerned with policy making or responding to changes in policy related to the energy-growth nexus.

Edward Elgar Publishing Ltd Fair Wages: Strengthening Corporate Social Responsibility
Over the past decade the emergence of corporate social responsibility (CSR) has helped to improve corporate governance by tackling such burning issues as child labour and human rights violations. However, as the author argues in this important new book, the time has now come to incorporate wage issues into CSR. Daniel Vaughan-Whitehead proposes a new methodology, the `Fair Wage' approach, providing CSR actors with a coherent and comprehensive set of fair wage dimensions and indicators. Application of this new approach in a large-scale auditing exercise on wages in Asia and a number of qualitative case studies in China provides unique, first-hand information on wage practices among suppliers. The results confirm the need to address wage issues using a broad spectrum of wage dimensions, including living wages, minimum wages, social dialogue, payment of working hours and wage development in accordance with prices, enterprise performance and changes in technology and human capital. The `Fair Wage' approach advocated in this book is a first, serious and concerted effort to address the issue of wages, which are increasingly being used as the adjustment variable at the end of the supply chain.Adverse wage developments clearly highlight the limitations of government action in regulating this aspect of the global economy. The ‘Fair Wage’ approach advocated in this book is a first, serious and concerted effort to address this critical issue. It will be required reading for practitioners and scholars of labour economics, development studies and CSR.

Edward Elgar Publishing Ltd Comparative Competition Law
Comparative Competition Law examines the key global issues facing competition law and policy. This volume's specially commissioned chapters by leading writers from the United States, Europe, Asia, South America, and Australia provide a synthesis of how these current issues are addressed by drawing on the approaches taken in different jurisdictions around the world. Expert contributors examine the regulation of core competitive conduct by comparing substantive law approaches in the US and the EU. The book then explores issues of enforcement - such as the regulator's powers, whether to criminalize anti-competitive conduct, the degree to which private enforcement ought to be encouraged, and the extraterritorial scope of domestic laws. Finally, the book discusses how competition law is being implemented in a variety of countries, including Japan, China, Brazil, Chile, and Colombia. In a series of theoretical and empirical papers, the expert contributors discuss the impact of the financial crisis on European integration in detail, considering issues including governance, sovereign debt crises, global economic imbalances, and post-crisis perspectives from Central and East European countries. Edward Elgar Publishing Ltd Law, Economics and Evolutionary Theory
Law and economics has arguably become one of the most influential theories in contemporary legal theory and adjudication. The essays in this volume, authored by both legal scholars and economists, constitute lively and critical engagements between law and economics and new institutional economics from the perspectives of legal and evolutionary theory. The result is a fresh look at core concepts in law and economics - such as 'institutions', 'institutional change' and 'market failure' - that offer new perspectives on the relationship between economic and legal governance. The increasingly transnational dimension of regulatory governance presents lawyers, economists and social scientists with an unprecedented number of complex analytical and conceptual questions. The contributions to this volume engage with legal theory, new institutional economics, economic sociology and evolutionary economics in an interdisciplinary assessment of the capacities and limits of the state, markets and institutions. Drawing as well upon legal sociology and the philosophy of law, the authors expand and transform the known terrain of 'law and economics' by applying evolutionary theory to both law and economics from a domestic and transnational perspective. Legal scholars, evolutionary and regulatory theorists, economists, economic sociologists, economic historians and political scientists will find this cutting-edge volume both challenging and engaging.Contributors: M. Edward Elgar Publishing Ltd Mirages of International Justice: The Elusive Pursuit of a Transnational Legal Order
Since the end of the Cold War there has been an explosion of international courts and tribunals that sit apart from domestic legal systems, yet they are often woefully inadequate for their stated purposes. This book explores common problems across these courts, and applies a constructivist theory of international relations to explain their operation. Often established by states as signals of their commitment to moral values and political ideology, once created these courts find themselves trapped between the interests of the Great Powers. Some endure irrelevance, their judgements ignored. Yet more are unusably slow. Still others exhibit demonstrable political bias. Their common failings suggest that international law is not nearly as robust as it claims. The author skilfully shows that international courts are a species of international organization, and share the same challenges of bureaucracy and unaccountability as have plagued the United Nations. Mirages of International Justice will be of particular interest to scholars and practitioners interested in critiques of the European Court of Human Rights, the World Trade Organisation, investment treaty arbitration, the EU courts, the international criminal courts, the International Court of Justice and public international law in general. Students of international relations and advocates for reform of international organizations will also learn much from this insightful study.

Edward Elgar Publishing Ltd Building National and Regional Innovation Systems: Institutions for Economic Development
Following the demise of the Washington Consensus, developing countries are looking for new ideas to guide their development. This innovative book suggests taking seriously some of the findings of evolutionary economics and paying specific attention to the institutions that matter for economic development, particularly those related to science, technology and innovation. The author highlights how the institutional framework that will allow countries to grow should include universities, government laboratories and policy incentives for human capital and business research and development. He argues that there are no simple policies and no 'one-size-fits-all' solutions, and that the majority of developing countries have not yet found the right combinations of institutions. The book suggests that building successful national and regional innovation systems requires at least one generation of continuous effort, significant trial and error, and a thorough knowledge of the experiences of the OECD countries that built those institutions in the past. It moves on to demonstrate how certain countries such as Canada, Finland and Singapore have succeeded in catching-up and how several others, for example Argentina, Egypt, Mexico and the Philippines, have failed. It then pinpoints the main industrial, science, technology and innovation policies required by developing countries to achieve their goals. This unique and timely book will appeal to postgraduate students of international economics, international business and development economics, as well as students of science, technology and society.

Edward Elgar Publishing Ltd Welfare State, Universalism and Diversity
Welfare State, Universalism and Diversity is a thought-provoking book dealing with key ideas, values and principles of social policies and asking what exactly is meant by universal benefits and policies? Is the time of post-war universalism over? Are universalism and diversity contradictory policy and theory framings? Well-known scholars from different countries and fields of expertise provide a historically informative and comprehensive view on the making of universal social policies. Universalism is defined and implemented differently in the British and Scandinavian social policies. Service universalism is different from universalism in pensions. The book underlines the multiple and transformative nature of universalism and the challenge of diversity. There certainly is need for a greater diversity in meeting citizen s needs. Yet, universalism remains a principle essential for planning and implementing sustainable and legitimate policies in times characterized by complex interdependences and contradictory political aims. This impressive book is an attempt to untangle the multiple meanings of universalism and clarify the concept's relevance to contemporary policy debates. It will prove invaluable for students, researchers and practitioners in social policy, public policy, social administration, social welfare, social history, social work, sociology and political sciences. Policy makers and administrators involved with social and public policies, social services, social welfare, and social work will also find this book groundbreaking. Contributors: A. Anttonen, A. Edward Elgar Publishing Ltd The Handbook of Innovation and Services: A Multi-disciplinary Perspective
`The Handbook of Innovation and Services is an exceptional volume. Its contributors, including Faiz Gallouj, William Baumol, Jean Gadrey, and Pascal Petit, are among the major thinkers in both the fields of the economics of services and the economics of innovation. Selected topics include the "cost disease", services innovation in the global economy, social innovation in the services, and innovation and employment in services. The book, I am sure, will become a standard reference volume in both these fields in the ensuing years.'---Edward Wolff, New York University, USAThis Handbook brings together 49 international specialists to address an issue of increasing importance for the world's post-industrial economies; innovation as it relates to services.Contemporary economies have two fundamental characteristics. Firstly, they are service economies in as much as services account for more than 70 per cent of the wealth and jobs in most developed countries. Secondly, they are innovation economies as recent decades have seen an unprecedented development of scientific, technological, organisational and social innovations. This Handbook expertly links these two major characteristics in order to investigate the role of innovation in services, an issue that until now has been inadequately explored and one that poses many theoretical and operational challenges. This comprehensive volume encompasses the views of eminent scholars from a range of disciplines including economics, management, sociology and geography, and draws on a number of different analytical and methodological perspectives. With its multi-disciplinary approach this Handbook will be an invaluable reference source for academics and students in the fields of economics, management and the geography of services and innovation. Edward Elgar Publishing Ltd The Microfoundations Delusion: Metaphor and Dogma in the History of Macroeconomics
In this challenging book, John King makes a sustained and comprehensive attack on the dogma that macroeconomic theory must have 'rigorous microfoundations'. He draws on both the philosophy of science and the history of economic thought to demonstrate the dangers of foundational metaphors and the defects of micro-reduction as a methodological principle. Strong criticism of the microfoundations dogma is documented in great detail, from some mainstream and many heterodox economists and also from economic methodologists, social theorists and evolutionary biologists. The author argues for the relative autonomy of macroeconomics as a distinct 'special science', cooperating with but most definitely not reducible to microeconomics. The Microfoundations Delusion will prove a stimulating and thought-provoking read for scholars, students and researchers in the fields of economics, heterodox economics and history of economic thought.

Edward Elgar Publishing Ltd Inverse Infrastructures: Disrupting Networks from Below
The notion of inverse infrastructures - that is, bottom-up, user-driven, self-organizing networks - gives us a fresh perspective on the omnipresent infrastructure systems that support our economy and structure our way of living. This fascinating book considers the emergence of inverse infrastructures as a new phenomenon that will have a vast impact on consumers, industry and policy. Using a wide range of theories, from institutional economics to complex adaptive systems, it explores the mechanisms and incentives for the rise of these alternatives to large-scale infrastructures and points to their potential disruptive effect on conventional markets and governance models. The approach in this unique book challenges the existing literature on infrastructures, which primarily focuses on large technical systems (LTSs). Rather, this study highlights unprecedented developments, analyzing the differences and complementarity between LTSs and inverse infrastructures. It illustrates that even large infrastructures need not require a blueprint design or top-down and centralized control to run efficiently. The expert contributors draw upon a captivating and wide ranging set of case studies, including: Wikipedia; wind energy cooperatives, Wireless Leiden, rural telecom in developing countries, local radio and television distribution, the collection of waste paper, syngas infrastructure design, and e-government projects. The book discusses the feasibility of temporary infrastructures and unheard of ownership arrangements, and concludes that inverse networks represent a critical transformation of the accepted model of infrastructure development. Laying a foundation for future research in the area and suggesting ways to bridge the gap between policy and practice, this path-breaking book will prove a riveting read for academics, students and researchers across a number of disciplines including economics, business, management, innovation, and technology and policy studies.Contributors: A. Edward Elgar Publishing Ltd Land Use Policies for Sustainable Development: Exploring Integrated Assessment Approaches
he urgent need to enhance sustainable development in developing countries has never been greater: poverty levels are growing, land conversions are uncontrolled, and there is rapid loss of biodiversity through land use change. This timely book highlights the need for integrated assessment tools for developing countries, considering the long-term impacts of decisions taken today. The success of land use policies has in the past often been hampered by the fact that we simply do not know enough about their impact on sustainable development across developing countries. This book contributes to bridging this knowledge gap while facilitating the successful design and implementation of land use policies. The challenge of land use changes in response to changes in the policy environment - macro policy, agricultural and forest policy, environmental policy - is explored with a focus on the South. Detailed case studies encompassing seven countries across Africa, Asia and Latin America are presented via a common framework of analysis. In each case, sustainable development concerns are identified from environmental, economic and social perspectives. The interrelated causes of these problems are analyzed by identifying key drivers and relevant land use policies, and the potential impact of prioritized land use policies are then discussed. This important book will prove invaluable to academics, researchers, postgraduate students and policy makers concerned with land-use planning, sustainable development and environmental studies. Edward Elgar Publishing Ltd Reshaping Regional Policy
Originally initiated by the Presidential Committee on Regional Development in South Korea, this wide-ranging volume investigates the new directions in regional development policy taking shape around the world. In addition to contributions with individual emphasis on regional policy in Korea, the book compares, contrasts and extends regional policy thought in the European Union and other Asian countries. The book first examines some radical new directions in Korea's regional policies instigated by the newly established permanent Presidential Commission of Regional Development. The existing nine provinces and seven 'Special Cities' (i.e. metropolitan areas), will yield considerable power and budget authority to seven new mega-regions. Many of the ideas behind the new policies (such as territorial cohesion, regional innovation and regional competitiveness) were inspired from abroad, especially Europe. There are also changes at the lower urban scale to modify Korea's traditional top-down strategies. Previous policies, named 'balanced national development', were targeted at undermining Seoul by redistributing activities, including government, to other parts of the country under the zero sum game assumption. The new policies aim to benefit both the Capital Region and other mega-regions under a 'win-win' assumption. The book evaluates these approaches. Original contributions from some of the field's foremost scholars - including Sang-Chuel Choe, Sir Peter Hall, Andreas Faludi, Michael Storper, Takashi Onishi, Maryann Feldman and Sam Ock Park - identify priorities for territorial integration, develop ideas for cross-border cooperation, discuss EU policy and policies for overall regional competitiveness, examine the construction of regional entrepreneurial advantage and consider fiscal policy and decision-making. Professors, students and public policy officials in the fields of regional studies, planning and regional economics, economic geography and political science will all find this book very current and enlightening.Contributors: C.-H.C. Edward Elgar Publishing Ltd Minorities in Entrepreneurship: An International Review
Although there is an expanding body of literature on the characteristics, aspirations, motivations, challenges and barriers of mainstream entrepreneurs, relatively little is known about whether these findings can be applied to the entrepreneurial activities of minority groups. This book addresses this short-fall and presents an international review of the characteristics, motivations and obstacles of eight minority groups: younger; older; women; ethnic; immigrant; lesbian, gay and bisexual; disabled; and indigenous entrepreneurs. The expert contributors discover enormous variability between these minority groups, such as in the motivators that either 'pushed' or 'pulled' individuals into an entrepreneurial venture, as well as diverse attitudes toward 'success': some groups wanted to achieve financial security - others wanted to enhance their sense of self-worth, or to change existing social and economic circumstances. However, some striking similarities were noted: initial disadvantage often created a powerful impetus to starting up a business venture, and accessing finance was extremely difficult for many. Including comparative cross cultural data and case studies on the various minority groups reviewed, both post graduate students and undergraduate students studying entrepreneurship will find this book an invaluable resource. In addition, it will also be of interest to policy makers, governments and all those who wish to comprehend the nature of small business ownership for a wide range of minority business owners.

Edward Elgar Publishing Ltd Globalization and Governance
Globalization raises important questions about the governing capacity of domestic institutions. In Globalization and Governance, Jon Pierre studies the impact of international norms and prescriptions on domestic governance in Japan, Sweden and the United States. The empirical analysis is focused on economic governance, administrative reform and intergovernmental relationships. Drawing on survey data, documents and interviews, the analysis finds that domestic institutions still intrinsically shape domestic governance. International norms towards deregulation and market-based administrative reform confront domestic institutions with prescriptions for reform but the three countries provide only very few examples of unmitigated domestic implementation. What Jon Pierre calls 'the microfoundations of globalization'-the assessment, adoption or rejection of international norms and ideas in vogue-is a complex process where domestic institutions and path dependencies remain at the helm. The most important exception to this pattern is governance during financial crises where countries are dependent on conditioned support from transnational institutions. This insightful and informative book will appeal to researchers, academics, post-graduate, as well as undergraduate, students in governance, political economy and international relations.Contents: 1. Edward Elgar Publishing Ltd Arts, Culture and the Making of Global Cities: Creating New Urban Landscapes in Asia
This book is a welcome and timely analysis of how global economic and financial powerhouses in Asia also aim to become global cultural cities. It critically examines the tension between top-down policies implemented by strong states to boost urban culture, which are typically focused on the hardware of iconic venues, museums, and opera houses mostly designed by famous western architects, and the need for freedom to enable more organic cultural initiatives rooted in local practices.'- Robert C. Kloosterman, University of Amsterdam, the NetherlandsWhile global cities have mostly been characterized as sites of intensive and extensive economic activity, the quest for global city status also increasingly rests on the creative production and consumption of culture and the arts. Arts, Culture and the Making of Global Cities examines such ambitions and projects undertaken in five major cities in Asia: Beijing, Shanghai, Hong Kong, Taipei and Singapore.Providing a thorough comparison of their urban imaging strategies and attempts to harness arts and culture, as well as more organically evolved arts activities and spaces, this book analyses the relative successes and failures of these cities. Offering rich ethnographic detail drawn from extensive fieldwork, the authors challenge city strategies and existing urban theories about cultural and creative clusters and reveal the many complexities in the art of city-making.This noteworthy study will appeal to undergraduate and graduate students, as well as academics from a variety of disciplines ranging from urban and cultural geography to Asian studies. Edward Elgar Publishing Ltd Work–Family Balance, Gender and Policy
Combining paid work with caring for children has become more difficult for families as women's working hours have increased. Over the past decade the issue of work-family balance has reached a more prominent place on the policy agenda of many Western European countries. However the preoccupations of governments have been largely instrumental, focusing particularly on the goal of increasing female employment rates in order to achieve greater competitiveness and economic growth, and also in many countries on raising fertility rates and promoting children's early learning. This important book looks at the three main components of work-family policy packages - childcare services, flexible working patterns and entitlements to leave from work in order to care - across EU15 Member States, with comparative reference to the US. It also provides an in-depth examination of developments in the UK. Variations in national priorities, policy instruments, established policy orientations and the context for policy making in terms of employment patterns, fertility behaviour and attitudes towards work and care are highlighted. Gender inequalities in the division of paid and unpaid work underpin the whole issue of work-family balance. But what constitutes gender equality in this crucial policy field? Jane Lewis argues that in spite of growing political emphasis on the importance of 'choice', a 'real' choice to engage in either or both the socially necessary activities of paid and unpaid work has remained elusive. Work-Family Balance, Gender and Policy is essential reading for students and scholars who wish to understand the complex challenges facing families and family policy and the opportunities for the future.

Edward Elgar Publishing Ltd Social Capital: Reaching Out, Reaching In
Social capital has taken the social sciences by storm yet remains fraught with controversy. Despite its complexity and conceptual difficulties, the persistent interest in social capital arises from the fact that it helps us make sense of why people do what they do. This book showcases new innovative research in economics, politics, sociology, and management regarding the topic. Leading scholars from a variety of disciplines present ground-breaking new research exploring the still-undiscovered value of social capital. The book employs a self-consciously multi-disciplinary approach to address two objectives: reaching out and reaching in. Through theoretical and empirical scholarship, the authors explore the many contexts in which the phenomenon can have impact. In effect, social capital research reaches out to issues of economic well-being, civic participation, educational achievement, knowledge and norm formation, and competitive advantage. Further, the authors investigate the many connections between the core themes of social capital and the pillars on which it rests, including structural networks, cognition, relationships and trust. This book is fundamentally about bridging - bridging across disciplines, units of analysis, and themes.Scholars, students, and other interested readers from the social sciences and management will find this book challenging and illuminating.

Edward Elgar Publishing Ltd The Future of Futures: The Time of Money in Financing and Society
This book reconstructs the dynamics of economics, beginning explicitly with the role and the relevance of time: money uses the future in order to generate present wealth. Financial markets sell and buy risk, thereby binding the future. Elena Esposito explains that complex risk management techniques of structured finance produce new and uncontrolled risks because they use a simplified idea of the future, failing to account for how the future reacts to attempts at controlling it. During the recent financial crisis, the future had already been used (through securitizations, derivatives and other tools) to the extent that we had many futures, but no open future available.

Edward Elgar Publishing Ltd Obesity, Business and Public Policy
The effects of obesity have become practically ubiquitous in the US. This book aims to provide an alternative framework through which to explore the important and controversial obesity debate that has spilled over from the medical community. This book is not about obesity as a medical condition, nor does it offer a wide-ranging discussion on the health effects of obesity or the role of the 'right' diet. To this end, the contributors present a multidisciplinary portrait of this complex problem. They explore the rising trend in obesity of the US in terms of its significant economic and social consequences. The web of underlying causes of the 'infrastructure of obesity', they explain, lies with public policy decisions, economic factors and profit opportunities as well as the more obvious nutrition and health choices of individuals. Prevention and treatment of this now global pandemic are then tackled from the perspectives of businesses, governments, society and the individual. The taxation, marketing, cultural, ethical and institutional dimensions of obesity are also addressed.Obesity, Business and Public Policy is unique in its broad social science approach, exploring the obesity epidemic from economic, business, legal, social and public policy perspectives. As such, this truly multidisciplinary study will make fascinating reading for academics and professionals from a wide variety of backgrounds including: business, economics, public and social policy, medicine and nutrition.

Edward Elgar Publishing Ltd Improving Irrigation in Asia: Sustainable Performance of an Innovative Intervention in Nepal
Improving Irrigation in Asia is based on a longitudinal study over two decades on innovative intervention for sustained performance of irrigation systems. The work identifies key factors that can help explain the performance of interventions, and explicates lessons for resource management and the management of development assistance. In 1985, the Water and Energy Commission Secretariat of Nepal and the International Irrigation Management Institute developed an ingenious intervention program for nineteen irrigation systems located in the middle hills of Nepal in an attempt to overcome the prevailing 'best-practices' traps, in regard to assisting irrigation systems. This book highlights the innovativeness of the project lay in its provision of ample opportunities for farmers to make decisions regarding the operation of the irrigation system based on their local knowledge and creativity. The authors of this work, Elinor Ostrom, Wai Fung Lam, Prachanda Pradhan and Ganesh P. Shivakoti provide detailed analysis of these interventions and support the conclusion that farmers can build on an innovative intervention that not only provides physical improvements but also enhances farmers' problem-solving capacity. They argue that to achieve sustainable improvements in performance, the farmers themselves need to engage in collective action over time and support local entrepreneurs who provide leadership and stimulate adjustments to change. Providing practical policy solutions, this study will prove a fascinating and invaluable read for academics and scholars of development studies, resource management, and irrigation studies, as well as development specialists in international agencies, policy makers in governments and international donor agencies.
