What is special about small states? How do they adapt their policies and patterns of governance to meet turbulent times such as a new security environment and the international financial crisis? Answers to these and further questions are provided by experts. What are the constraints on and opportunities of governance of small states in an interdependent and increasingly turbulent global setting? How do small states deal with radical changes in the international environment? What is the role of political institutions in facilitating and constraining policy responses to a rapidly changing international environment? How can political leadership contribute to stability in times of change? This book seeks to answer these questions by taking a comparative perspective on the processes of change and adaptation in the governance of Norway and Slovakia. These two small European states with highly open economies have been exposed to the same set of global turbulences related to post Cold War changes in the security environment and the global financial crisis; they are also facing internal challenges that spring from rapidly rising expectations while demographic shifts put pressure on their welfare systems. Their governance structures and processes are informed by their different political-administrative cultures, different history and levels of stability of democratic governance structures and, indeed, by their different modes of attachment to the European Union and other regional integration frameworks. These differences and a comparative approach in exploring the questions raised above can shed light not only on the specific forms of adaptation of governance structures in two small European states, but also generate insights into the role of integration structures in facilitating and constraining change.

The volume relates the Capabilities Approach to research and practice in education, welfare economics and social policy. Thus, it challenges traditional objectives and approaches in these fields. The authors suggest a capabilities perspective that calls into question the metric of success of these disciplines and in the fields of politics. It moves the attention away from economic growth and human capital towards autonomy and “agency freedom” of (young) individuals. Especially with respect to the young this implies a substantial shift of perspectives. Young persons have been particularly highlighted in the political debate: on the one hand side they are one of the groups with the highest risk to face situations of poverty, on the other hand side young persons are the main focus group of educational strategies in the form of investments in human capital which dominate the discourse. In this context, the capability perspective implies a provoking shift of paradigms because it takes place against the background of capitalist societies redefining their notion of “the public” and diminishing the collective responsibility for the vulnerable. The volume discusses whether and in how far the capabilities perspective makes a difference and provides additional value in terms of promoting democracy and justice on a social level as well as well-being on the level of individual (particularly young) individuals.

It explores the similarities and contrasts between the values of the elites and the ordinary people. Written from various disciplinary perspectives and offering both empirical evidence and insiders’ knowledge, this book is bound to interest a wide variety of readers. The study on which the book reports was in the main based on analyses of value orientations of the parliamentary and media elites and those of the ordinary citizens. The data for the elites were obtained from surveys conducted for the purposes of the study; the data for the general population were drawn from the latest World Values Surveys. The volume is divided into two parts. The first part, entitled Theory and history, considers the quality of democracy in the context of the historical and cultural heritage of the seven countries, their civic culture and notions of citizenship, and their constitutions as foundations of the democratic political order. Migration, mobility, and globalization are transforming ways of working and living. Business activities, relationships and a sense of belonging are often not tied to any one place. This book explores biographies of highly mobile startup founders who often run startups that have been called „born global“. It describes how they move, how they orientate and perceive themselves, and how migration and mobility play a role beyond the physical act of `moving’. The book explores different questions, for example the status and role of BRICS in the changing international order; how countries in the Global South can use regionalism to change the world order; the competing worldviews that manifest themselves in the institutional variety of regionalism; and, most importantly, how all these changes push International Relations as a field to become more global, or at least to go beyond Westphalian thinking – thus bringing the role of multilateralism back to the discussion. The book critically analyzes the ongoing changes in the regional, intra-regional, and global dynamics of cooperation, from a multi-disciplinary and pluralist perspective. It is based on the insight that in a post-hegemonic world the formation of regions and the process of globalization can be largely disconnected from the orbit of the US, and that a plurality of power and worldviews has replaced US hegemony. In spite of these changes, most existing analyses of current changes in the world order still rely upon Western-centered approaches, and Westphalian thinking. This book offers insights and perspectives from a study of “Cultural Encounters in Intervention Against Violence” (CEINAV) in four EU-countries. Seeking a deeper understanding of the underpinnings of intervention practices in Germany, Portugal, Slovenia and the United Kingdom, the team explored variations in institutional structures and traditions of law, policing, and social welfare. Theories of structural inequality and ethics are discussed and translated into practice. Using a shared qualitative methodology, space was created to listen to professionals discussing the challenges of intervention and as well to hear voices of women who had escaped domestic violence or trafficking for sexual exploitation and of young people who had been taken into care due to abuse or neglect. Voices of professionals as well as of women and young people who have experienced intervention illuminate how and why practices may differ. The authors examine how existing theories can illuminate complex inequalities or encompass the experiences of minorities against the background of European colonial history, and what streams of ethical theory apply to the dilemmas and challenges of intervention practice. Analytical descriptions of the legal-institutional frameworks for each of the three forms of violence set the stage for comparison. Drawing on a rich store of empirical data, five chapters discuss key issues facing policy-makers and practitioners seeking effective strategies of intervention that can diminish violence while strengthening the agency of women and children. Unique among comparative studies, CEINAV integrated creative art workshops into the research and involved both professionals and survivors of violence in the process. “Reflections” include a discussion of different intervention cultures in Europe, alongside working with different voices and making cultural encounters visible through art. Overall the authors argue that overcoming violence cannot be achieved by standardising procedure but require an ethical foundation, for which they offer a proposal.

In order to understand causes and calculations of this particular type of third party intervention, this book connects some of the most important contemporary debates in international relations, ranging from security cooperation between states and non-state actors to the effects of intervention on both local conflict dynamics and interstate relations. And what do they need to be able to do? How can the quality of their training be assured? Two expert reports specify pedagogical content dimensions of computer science education and give recommendations for the further development of the “Haus der kleinen Forscher” Foundation’s offerings. The founder of higher education research in Germany, Ulrich Teichler, looks back on more than five decades of higher education research. The economic miracle and university expansion, the student movement, experiments and crises of the 1970s, organisational breakdown, reunification, internationalisation, ranking and management cult – all these are historical stages that are reflected in higher education and science. Anyone involved in German and European higher education research – that is, research that has higher education as its subject matter – will not be able to avoid his name. Ulrich Teichler was the founding director and for many years the director of the International Center for Higher Education Research at the University of Kassel, one of the first higher education research centers at a German university. Gender relations in post-socialist countries Even more than 20 years after turning away from socialism, Eastern European and Central Asian states are still characterized by the regime change in the fields of work, politics, and culture. What are the effects and implications that this change has produced for gender relations in post-socialist countries? And what does this mean for the situation of women and men living there today? In this context gender relations are especially interesting since gender equality was perceived as a political goal and, moreover, a given reality in socialism. The articles in this volume show the changes as well as the stability of gender relations and power structures during the transformation process and in post-socialist times. They shed light on topics like labour market policies, fertility, political representation of women or male artists concerned with gender issues covering the geographical space from Hungary and Poland over Bulgaria and Romania to Ukraine and Uzbekistan. Beyond that, some of the descriptions and analyses challenge understood certainties about how to create gender equality and about the women and men living in post-soviet regions today.

Due to the current shortage of medical doctors in Germany, hospital administrations increasingly recruit physicians from abroad to meet their demand. Relaxed migration policies and access regulations to the medical profession enable the formal recognition of these physicians’ qualifications. However, the question remains whether these measures suffice to ensure a smooth transfer of professional knowledge and skills. Research on the migration of highly skilled migrants has thus far predominantly focused on macro-structural aspects, whereas their actual integration at the workplace remains largely unexplored. The author investigates such micro processes of integration into the work environment in the case of Central and Eastern European migrant physicians in German hospitals, and attempts to understand the relationship between formal and informal aspects of integration and recognition.

An exchange on education ideas has shaped the transatlantic discourse in education for a long time. Over the past two decades education science has increasingly become networked internationally. Since 2015, the Office for International Cooperation in Education at DIPF | Leibniz Institute for Research and Information in Education has organized international sessions on education research at the Annual Meetings of the American Educational Research Association, thus providing a floor for transatlantic exchange on current research topics. The volume gives an overview of the transatlantic activities in education research with regard to these sessions representing a collection of topics ranging from school development over the use of large scale assessment and digital data in education to questions related to migration and public education or the economization of education. At the same time the volume offers a reflection on the assets and obstacles of international exchange.
