But whether they reach that level of development will depend in part on how successfully they create quality higher education that puts their labor forces at the cutting edge of the information society. Using an empirical, comparative approach, this book develops a broad picture of the higher education system in each country in the context of both global and local forces. The authors offer insights into how differing socioeconomic and historic patterns of change and political contexts influence developments in higher education. Since the term 'BRIC' was coined by Jim O'Neill of Goldman Sachs- and initially dismissed by many as mere hype- it has become a ubiquitous financial term. At the time, it was predicted that by 2041- subsequently revised to 2039, and then to 2032- Brazil, Russia, India and China would become the future pillars of the 21st century, easily surpassing the six largest western economies. The ongoing global crisis has forced the world to look for opportunities outside traditional economic strongholds. Meanwhile, the BRICS- now also including South Africa- have evolved as a cohesive bloc with certain common features: a robust banking system, spectacular growth rates, a young population and, for several, mineral wealth. The Chinese economy, at about $5.9 trillion, has become the second largest in the world; at about $2.52 trillion, the Brazilian economy leads the United Kingdom's ($2.48 trillion). In demographic terms, the BRICS are also home to the world's two most populous countries. The BRICS markets will present tremendous growth opportunities in the coming years, and one day might comprise a bloc resembling the European Union- albeit geographically separate. What policies can governments enact to jump-start the rise of these middle-income countries? In recent years, political leaders in Brazil, Russia, India, China, and South Africa, collectively known as the BRICS, have worked to reformulate international discussions and policies on issues ranging from fair and free trade to human rights. When it comes to health epidemics, however, the BRICS have differed greatly in terms of how-and when-they respond, highlighting important differences in their political commitment to meeting healthcare needs. In Geopolitics in Health, Eduardo J. Gomez takes a critical look at how the emerging BRICS economies dealt with the obesity, AIDS, and tuberculosis epidemics. Despite the countries having similar international political and economic ambitions, Gomez finds that domestic policy responses were driven mainly by international, as opposed to domestic, pressures and interests. Using a theoretical framework called geopolitical positioning, Gomez explores how nations respond to international pressures and policy criticisms, as well as their willingness to receive financial and technical assistance, to use domestic policy innovations, and, ultimately, to engage in global health diplomacy in order to bolster their international reputation. Gomez draws on extensive data and case studies and argues that leaders aspiring to build their reputations among elite nations have a ready way to demonstrate their status through quick and effective public health responses, whereas those who scorn the international community tend to react slowly and ineffectively to the same type of crises. The Somerset town of Bridgwater was an important port on the River Parrett in the Middle Ages, linked inland during the Industrial Revolution with the construction of the Bridgwater and Taunton Canal. Bridgwater became the main manufacturing town in Somerset, including shipbuilding, iron foundries and the manufacture of clay tiles and bricks and cellophane. Although these industries have declined in the later twentieth century, it is still a major industrial centre with a diverse cultural life, including an arts centre, music festivals, its Guy Fawkes Carnival and the second biggest fair in the country.
