Americans want electoral reforms so that they can have more choice in elections. Recent surveys show that 20 to 50 percent of Americans are open to a new electoral system, while demand for a third party has crept upward since Gallup began asking in 2003. More Americans now call themselves "independent" than identify with either of the major parties, but what happens when Americans try to reform their way out of a two-party system? So far, demand for reform has found footing in a push for ranked-choice voting. In More Parties or No Parties, Jack Santucci traces the origins and performance of proportional representation in US cities, the reasons for repeal in all but one case, and discusses the implications of this history for current reform movements in US cities and states, as well as at the national level. In a two-party system, reform requires appealing to the group that wants to "get the parties out of politics" (or, in modern terms, to "reduce polarization"). This leads to ostensibly nonpartisan reform packages, yet party-like formations emerge anyway, as voters and governments need to be organized. However, such reform is not stable and has tended to make voting difficult for everyday people. Introducing a new shifting-coalitions theory, Santucci argues that electoral reform is likely in periods of party-system instability. The players, according to this theory, are politicians and allied interest groups, motivated to get or keep control of government. Reform can be used to insulate a coalition, dislodge a coalition in power, or deal with noncommittal "centrists." The theory also suggests why reform happens, illuminates why reforms take the shapes that they do, and shows what it might take to make a government reform itself. Using roll-call, election, and other archival data, the book answers several questions: why electoral reforms were adopted, how they worked in practice, why they were repealed, and why only "ranked-choice" was considered in the first place. Drawing on extensive research in cities with experience of proportional representation, Santucci provides a timely and insightful theory of electoral reform with advice for the next generation of reformers.

Social Mobility: Chance or Choice?, a sequel to `Born to Fail? Social Mobility, a Working Class View' (October 2017), sets out the current chances and choices available for those considered by the establishment to need social mobility. Revisiting mutuality, Sonia Blandford asks whether we care enough as a society by considering the issues, solutions and impact to the education and social issues that push against the chance or choice of social mobility. Citing the views from interviews with education and business leaders, Social Mobility: Chance or Choice? reflects on the changing skillsets and capacities of workers required by employers, business and industry and the inescapable conclusion that the skillsets and capacities will continue to change in ways that are almost impossible for us to predict. In June 1973, amid ideological rifts in the U.S. gay liberation movement, thousands of people gathered in New York City's Washington Square Park to commemorate the fourth anniversary of the Stonewall Rebellion. Partway through the rally, Street Transvestite Action Revolutionaries (STAR) co-founder Sylvia Rivera fought her way to the stage to address the predominantly white, middle class lesbian and gay crowd. Over the din of their boos and jeers, Rivera reprimanded the crowd for failing in their responsibilities to their "gay brothers and sisters" in jail, detailed the sacrifices she had made for the movement, and called them into the politics of STAR, "The people who are trying to do something for all of us and not men and women that belong to a white middle class white club! And that is what you all belong to!" Rivera's appeal thus worked through a push-pull of distance and belonging, shaming the movement for its assimilatory turn while invoking forms of kinship and calling her listeners into an expansive multi-issue liberation politics. How does a sense of intimacy call people into political community? Why has the underrepresentation of women and racial minorities in elected office proved so persistent? Many researchers have asserted that the main shortfall happens at the candidacy stage--women and people of color are competitive candidates, but too few throw their hat into the ring. However, these studies are animated by two assumptions that tend to speak past each other. On the one hand, gender and politics scholars often suggest that women lack sufficient ambition to run for office relative to men. On the other hand, race and politics scholars have suggested that districts with majority white populations do not provide adequate resources or opportunities for minority candidates to succeed. These approaches tend to treat women and racial minorities as parallel social groups, and fail to account for the ways in which race and gender simultaneously shape candidacy. Nowhere to Run introduces the intersectional model of electoral opportunity, which argues that descriptive representation in elections is shaped by intersecting processes related to race and gender. Across states, realistic opportunities for potential candidates of color to get on state legislative ballots are sharply circumscribed by the distribution of white majority populations in most districts; and within the districts that are most widely viewed as winnable seats--majority minority districts--the perceived scarcity of viable electoral opportunities exacerbates factors that tend to push women of color farther from the candidate pipeline. These overlapping constraints result in an electoral landscape where women of color face constraints on electoral opportunity that are intersecting and multilayered. Drawing on an original dataset encompassing nearly every state legislative general election from 1996-2015, as well as interviews and surveys with candidates, donors, and other political elites from 42 states, Nowhere to Run tests this theory with a first of its kind study of Asian American and Latina/o candidacies, and the first simultaneous look at the relationship between changing populations and descriptive representation for African American, Asian American, Latina/o, and white women and men. The book sheds new light on how multiple dimensions of identity simultaneously shape pathways to candidacy and representation for all groups seeking a seat at the table in American politics.

In twenty-first-century American cities, policy makers increasingly celebrate university-sponsored innovation districts as engines of inclusive growth. But the story is not so simple. In University City, Laura Wolf-Powers chronicles five decades of planning in and around the communities of West Philadelphia’s University City to illuminate how the dynamics of innovation district development in the present both depart from and connect to the politics of mid-twentieth-century urban renewal. Drawing on archival and ethnographic research, Wolf-Powers concludes that even as university and government leaders vow to develop without displacement, what existing residents value is imperiled when innovation-driven redevelopment remains accountable to the property market. The book first traces the municipal and institutional politics that empowered officials to demolish a predominantly Black neighborhood near the University of Pennsylvania and Drexel University in the late 1960s to make way for the University City Science Center and University City High School. It also provides new insight into organizations whose members experimented during that same period with alternative conceptions of economic advancement. The book then shifts to the present, documenting contemporary efforts to position university-adjacent neighborhoods as locations for prosperity built on scientific knowledge. Wolf-Powers examines the work of mobilized civic groups to push cultural preservation concerns into the public arena and to win policies to help economically insecure families keep a foothold in changing neighborhoods. "Von Bruenchenhein belongs among the great American outsider artists." -Roberta Smith, The New York Times King of Lesser Lands traces the fugitive career of Eugene Von Bruenchenhein (1910–83), a prolific creator of a diverse range of distinctive images and sculptural objects, who produced his art in private over a period of about 50 years at his home in Milwaukee, Wisconsin. His large and unusual body of work was not discovered until after he died. In 1939, at the age of 29, Von Bruenchenhein met Evelyn Kalka. She became his wife and muse. Evelyn, who was nicknamed “Marie,” served as his model and the subject of thousands of erotic photo-portraits, which he shot and printed himself. For these images, which emulated girlie-magazine pinups with an offbeat air, Von Bruenchenhein designed and created his own background sets and costumes for Marie. Around the mid-1950s, the artist began to make abstract paintings using his fingers or sticks, combs, leaves and other makeshift utensils to push oil paint around the surfaces of Masonite boards or cardboard taken from packing boxes at the bakery where he worked. Von Bruenchenhein’s abstract explosions of vibrant color evoke the forms of strange plants or fantasy creatures and architectural structures. Later, Von Bruenchenhein used clay to produce home-fired crowns and vases, and also created mysterious sculptures resembling towers or thrones with chicken and turkey bones. During his lifetime, only his closest family members and friends knew anything about his artistic pursuits. In 1983, after the artist’s death, one of his friends called the attention of the Milwaukee Art Museum to Von Bruenchenhein’s extraordinary oeuvre. On the occasion of a 2010 survey of his work at the American Folk Art Museum in New York, Roberta Smith wrote in The New York Times: “Von Bruenchenhein belongs among the great American outsider artists whose work came to light or resurfaced in the last three decades of the 20th century.” Smith placed Von Bruenchenhein’s unusual art in the company of that of Henry Darger, Martin Ramírez, Bill Traylor, James Castle and Morton Bartlett.

In March 1990, Lithuania became the first Soviet Republic to declare its independence. Within weeks, the two other Baltic states, Estonia and Latvia, announced the beginning of a transition period toward full sovereignty. The Soviet Union, which considered the Baltic declarations illegal, harshly condemned them and imposed an economic blockade against Lithuania. Fearing an outbreak of violence in the region, the United States tried to de-escalate the crisis, pressuring all sides to engage in dialogue. Thirty years after the Soviet collapse Politics of Uncertainty investigates the interplay between international and domestic dynamics in the Soviet disintegration process. Based on extensive multilingual archival research, this book recovers the voices of local actors in Riga, Tallinn, and Vilnius in its examination of the triangular relations between Washington, Moscow, and Baltic independence movements. Occupied and annexed by the USSR in 1940, Estonia, Latvia, and Lithuania were the first Soviet republics to push the limits of Perestroika. The Baltic problem, at first seemingly minor, increasingly gained international visibility and by 1990 risked derailing issues that mattered in the eyes of both Soviet and American leaders--the transformation of the Soviet state and transformation of the European order. The United States, which had never recognized the annexation of the Baltic states, tried to perform a highly challenging balancing act of supporting Baltic independence without jeopardizing relations with the Kremlin.
