Extreme learning machines (ELM) aims to enable pervasive learning and pervasive intelligence. As advocated by ELM theories, it is exciting to see the convergence of machine learning and biological learning from the long-term point of view. ELM may be one of the fundamental `learning particles’ filling the gaps between machine learning and biological learning (of which activation functions are even unknown). ELM represents a suite of (machine and biological) learning techniques in which hidden neurons need not be tuned: inherited from their ancestors or randomly generated. ELM learning theories show that effective learning algorithms can be derived based on randomly generated hidden neurons (biological neurons, artificial neurons, wavelets, Fourier series, etc.) as long as they are nonlinear piecewise continuous, independent of training data and application environments. Increasingly, evidence from neuroscience suggests that similar principles apply in biological learning systems. ELM theories and algorithms argue that “random hidden neurons” capture an essential aspect of biological learning mechanisms as well as the intuitive sense that the efficiency of biological learning need not rely on computing power of neurons. ELM theories thus hint at possible reasons why the brain is more intelligent and effective than current computers. This conference provides a forum for academics, researchers, and engineers to share and exchange R&D experience on both theoretical studies and practical applications of the ELM technique and brain learning. Andean dry forest ecosystems are threatened by deforestation and unsustainable land use methods. The negative effects for the livelihood of the local population, biodiversity, and the regional climate could be countered by reforestation measures; however, dry land forests have not attracted the same level of interest and investment like other ecosystems. This book describes the development of a priority-zone map for reforestation measures, showing where reforestation might have the greatest social and ecological benefits. To achieve this, a problem analysis of a case study region is conducted and thematic reforestation benefits are determined. Using remote sensing and GIS, the areas where benefits can be obtained are mapped in individual layers and compiled into a summarizing priority-zone map. It is thus possible to identify areas where reforestation would achieve multiple benefits. The concept of priority maps could be used to facilitate reforestation strategies by local communities and municipal governments and could thus contribute to initiate an integrated forest and landscape restoration of the Bolivian montane dry forests.

The first is the famous Borisov–Alexeev–Borisov Conjecture on the boundedness of Fano varieties, proved by Caucher Birkar (for which he was awarded the Fields medal in 2018), and the second one is the (arguably even more famous) Tian–Yau–Donaldson Conjecture on the existence of Kähler–Einstein metrics on (smooth) Fano varieties and K-stability, which was proved by Xiuxiong Chen, Sir Simon Donaldson and Song Sun. The solutions for these longstanding conjectures have opened new directions in birational and Kähler geometries. These research directions generated new interesting mathematical problems, attracting the attention of mathematicians worldwide.These conferences brought together top researchers in both fields (birational geometry and complex geometry) to solve some of these problems and understand the relations between them. Marek Thee was a Jewish Polish journalist, scholar, and activist. This book tells his life from narrowly escaping death in the Holocaust to exile in Palestine, where he became attached to the Polish consular service. On his return to Poland in 1950, he worked for the Foreign Ministry and later for the Polish Institute for International Affairs. He served as Head of the Polish delegation to the International Control Commission in Indochina in the late 1950s. In 1968 he lost his job and his Polish citizenship in a nationalistic and antisemitic campaign. He was able to move to Norway where he worked for twenty years at the Peace Research Institute Oslo (PRIO), editing an international quarterly journal, Bulletin of Peace Proposals and doing research on the arms race. In retirement, he continued his research and writing at the Norwegian Human Rights Institute. The book vividly relates the drama of his life in Poland, Palestine, Indochina, and Norway.This is an open access book.

This book presents a critical rethinking of assumptions that have informed our understanding of women’s engagement in contact sport, based on an in-depth ethnography with an English rugby team. Looking at the day-to-day concerns of women who play rugby, this work provides a refreshing perspective on different ways of doing femininities in postfeminist times. Women’s rugby is one of the world’s fastest growing sports, yet it is also a physical game that is traditionally the preserve of men. Tackling Stereotypes reveals the cultural and symbolic stigma that ‘sticks’ to women’s rugby players and the tactics they use to carve out space for themselves and fight for legitimacy. It also argues that players engage in pragmatic politics, informed by their participation, that aims to enact realistic change. Branchu develops a situational sociology that furthers debates in the understanding of gender, belonging, becoming, embodiment, resistance politics, and the sociological study of sport.

This open access book examines how and why the UK's approach towards increasing cultural participation has largely failed to address inequality and inequity in the subsidised cultural sector despite long-standing international policy discourse on this issue. It further examines why meaningful change in cultural policy has not been more forthcoming in the face of this apparent failure. This work examines how a culture of mistrust, blame, and fear between policymakers, practitioners, and participants has resulted in a policy environment that engenders overstated aims, accepts mediocre quality evaluations, encourages narratives of success, and lacks meaningful critical reflection. It shows through extensive field work with cultural professionals and participants how the absence of criticality, transparency, and honesty limits the potential for policy learning, which the authors argue is a precondition to any radical policy change and is necessary for developing a greater understanding of the social construction of policy problems. The book presents a new framework that encourages more open and honest conversations about failure in the cultural sector to support learning strategies that can help avoid these failures in the future.
