Although the term 'natural disaster' applies to the December 2004 tsunami, the images of huge devastation that were televised after the tragedy probably seemed a good deal less 'natural' to us than those of starving African children we saw seven months later, from Niger. The tsunami was perceived as so 'un-natural' that it provoked an immediate, unprecedented international outpouring of sympathy. It took many months, by contrast, for the story of a new famine in the Sahel to make headlines. From the outset its causes were apparent in media coverage-droughts and locust invasions have always seemed the everyday lot of people living in this region. The link between the crisis and its natural causes was so self-evident that the first news reports tended to omit the point that, in reality, drought and the locust invasion had overtaken the Sahel region a year earlier. Nevertheless it became Medecins Sans Frontieres' aim to see it acknowledged-not in the press, but among those institutions responsible for food security in Niger-that the deaths of tens of thousands of children as a result of malnutrition would not be considered 'natural' phenomenon, still less a normal one. For this reason the 2005 crisis was a unique experience for the humanitarian organization. MSF treated more than 60,000 children suffering from severe malnutrition-one of the most ambitious operations in its history. It also found itself embroiled in controversy among the various national and international actors involved in managing the crisis in Niger over the summer of 2005. At the very moment MSF was straining to mobilise other actors to intervene in what it judged to be an emergency situation, the NGO was undergoing heated argument and intense inquiry as to the exact nature of the situation it was attempting to manage. Public, operational involvement of this kind - outside the conflict zones where MSF traditionally and typically intervenes, moreover - called for some form of reflection. This book makes no claim whatsoever to be comprehensive, or to provide a final, definitive version of 'the truth' with respect to the 2005 famine in Niger. Instead the contributors endeavor to shed new light on a multifaceted crisis.

In this book, the self-healing of composite structures with shape memory polymer as either matrix or embedded suture is systematically discussed. Self-healing has been well known in biological systems for many years: a typical example is the self-healing of human skin. Whilst a minor wound can be self-closed by blood clotting, a deep and wide cut needs external help by suturing. Inspired by this observation, this book proposes a two-step close-then-heal (CTH) scheme for healing wide-opened cracks in composite structures–by constrained shape recovery first, followed by molecular healing. It is demonstrated that the CTH scheme can heal wide-opened structural cracks repeatedly, efficiently, timely, and molecularly. It is believed that self-healing represents the next-generation technology and will become an engineering reality in the near future. The book consists of both fundamental background and practical skills for implementing the CTH scheme, with additional focus on understanding strain memory versus stress memory and healing efficiency evaluation under various fracture modes. Potential applications to civil engineering structures, including sealant for bridge decks and concrete pavements, and rutting resistant asphalt pavements, are also explored. The results have been puzzling for both area specialists and political economists: Saudi institutions have not failed across the board, as theorists of the "rentier state" would predict, nor have they achieved the all-encompassing modernization the regime has touted. Instead, the kingdom has witnessed a bewildering mélange of thorough failures and surprising successes. Hertog argues that it is traits peculiar to the Saudi state that make sense of its uneven capacities. Oil rents since World War II have shaped Saudi state institutions in ways that are far from uniform. Oil money has given regime elites unusual leeway for various institutional experiments in different parts of the state: in some cases creating massive rent-seeking networks deeply interwoven with local society; in others large but passive bureaucracies; in yet others insulated islands of remarkable efficiency. This process has fragmented the Saudi state into an uncoordinated set of vertically divided fiefdoms. Case studies of foreign investment reform, labor market nationalization and WTO accession reveal how this oil-funded apparatus enables swift and successful policy-making in some policy areas, but produces coordination and regulation failures in others.

Most studies of musical improvisation focus on individual musicians. But that is not the whole story. From jazz to flamenco, Shona mbira to Javanese gamelan, improvised practices thrive on group creativity, relying on the close interaction of multiple simultaneously improvising performers. In Making It Up Together, Leslie A. Tilley explores the practice of collective musical improvisation cross-culturally, making a case for placing collectivity at the center of improvisation discourse and advocating ethnographically informed music analysis as a powerful tool for investigating improvisational processes. Examines how the US-Mexico border is seen through visual codes of surveillance When Donald Trump promised to “build a wall” on the U.S.-Mexico border, both supporters and opponents visualized a snaking barrier of concrete cleaving through nearly two thousand miles of arid desert. Though only 4 percent of the US population lives in proximity to the border, imagining what the wall would look like came easily to most Americans, in part because of how images of the border are reproduced and circulated for national audiences. Border Optics considers the US-Mexico border as one of the most visualized and imagined spaces in the US. As a place of continual crisis, permanent visibility, and territorial defense, the border is rendered as a layered visual space of policing—one that is seen from watchtowers, camera-mounted vehicles, helicopters, surveillance balloons, radar systems, unmanned aerial vehicles, and live streaming websites. The collapse of the Soviet Union unleashed the specter of the largest wave of nuclear proliferation in history. Why did Ukraine ultimately choose the path of nuclear disarmament?The collapse of the Soviet Union in 1991 left its nearly 30,000 nuclear weapons spread over the territories of four newly sovereign states: Belarus, Kazakhstan, the Russian Federation, and Ukraine. This collapse cast a shadow of profound ambiguity over the fate of the world's largest arsenal of the deadliest weapons ever created. In Inheriting the Bomb, Mariana Budjeryn reexamines the history of nuclear predicament caused by the Soviet collapse and the subsequent nuclear disarmament of the non-Russian Soviet successor states.Although Belarus and Kazakhstan renounced their claim to Soviet nuclear weapons, Ukraine proved to be a difficult case: with its demand for recognition as a lawful successor state of the USSR, a nuclear superpower, the country became a major proliferation concern. And yet by 1994, Ukraine had acceded to the Treaty on the Non-proliferation of Nuclear Weapons (NPT) as a non-nuclear-weapon state and proceeded to transfer its nuclear warheads to Russia, which emerged as the sole nuclear successor of the USSR. How was this international proliferation crisis averted? Drawing on extensive archival research in the former Soviet Union and the United States, Budjeryn uncovers a fuller and more nuanced narrative of post-Soviet denuclearization. She reconstructs Ukraine's path to nuclear disarmament to understand how its leaders made sense of the nuclear armaments their country inherited. Among the various factors that contributed to Ukraine's nuclear renunciation, including diplomatic pressure from the United States and Russia and domestic economic woes, the NPT stands out as a salient force that provided an international framework for managing the Soviet nuclear collapse.

In Black and Green, Kiran Asher provides a powerful framework for reconceptualizing the relationship between neoliberal development and social movements. Moving beyond the notion that development is a hegemonic, homogenizing force that victimizes local communities, Asher argues that development processes and social movements shape each other in uneven and paradoxical ways. She bases her argument on ethnographic analysis of the black social movements that emerged from and interacted with political and economic changes in Colombia’s Pacific lowlands, or Chocó region, in the 1990s. The Pacific region had yet to be overrun by drug traffickers, guerrillas, and paramilitary forces in the early 1990s. It was better known as the largest area of black culture in the country (90 percent of the region’s population is Afro-Colombian) and as a supplier of natural resources, including timber, gold, platinum, and silver. Colombia’s Law 70, passed in 1993, promised ethnic and cultural rights, collective land ownership, and socioeconomic development to Afro-Colombian communities. At the same time that various constituencies sought to interpret and implement Law 70, the state was moving ahead with large-scale development initiatives intended to modernize the economically backward coastal lowlands. Meanwhile national and international conservation organizations were attempting to protect the region’s rich biodiversity. Asher explores this juxtaposition of black rights, economic development, and conservation—and the tensions it catalyzed. She analyzes the meanings attached to “culture,” “nature,” and “development” by the Colombian state and Afro-Colombian social movements, including women’s groups. In so doing, she shows that the appropriation of development and conservation discourses by the social movements had a paradoxical effect. It legitimized the presence of state, development, and conservation agencies in the Pacific region even as it influenced those agencies’ visions and plans.

The decades-long resilience of Middle Eastern regimes meant that few anticipated the 2011 Arab Spring. But from the seemingly rapid leadership turnovers in Tunisia and Egypt to the protracted stalemates in Yemen and Syria, there remains a common outcome: ongoing control of the ruling regimes. While some analysts and media outlets rush to look for democratic breakthroughs, autocratic continuity—not wide-ranging political change—remains the hallmark of the region's upheaval. Contrasting Egypt and Syria, Joshua Stacher examines how executive power is structured in each country to show how these preexisting power configurations shaped the uprisings and, in turn, the outcomes. Presidential power in Egypt was centralized. Even as Mubarak was forced to relinquish the presidency, military generals from the regime were charged with leading the transition. The course of the Syrian uprising reveals a key difference: the decentralized character of Syrian politics. Only time will tell if Asad will survive in office, but for now, the regime continues to unify around him. While debates about election timetables, new laws, and the constitution have come about in Egypt, bloody street confrontations continue to define Syrian politics—the differences in authoritarian rule could not be more stark. Political structures, elite alliances, state institutions, and governing practices are seldom swept away entirely—even following successful revolutions—so it is vital to examine the various contexts for regime survival. Elections, protests, and political struggles will continue to define the region in the upcoming years. Examining the lead-up to the Egyptian and Syrian uprisings helps us unlock the complexity behind the protests and transitions. Without this understanding, we lack a roadmap to make sense of the Middle East's most important political moment in decades.
