Despite the rise of global technocratic ideals of city-making, cities around the world are not merging into indistinguishable duplicates of one another. In fact, as the world urbanizes, urban formations remain diverse in their socioeconomic and spatial characteristics, with varying potential to foster economic development and social justice. In this book, Tom Goodfellow argues that these differences are primarily rooted in politics, and if we continue to view cities as economic and technological projects to be managed rather than terrains of political bargaining and contestation, the quest for better urban futures is doomed to fail. Dominant critical approaches to urban development tend to explain difference with reference to the variegated impacts of neoliberal regulatory institutions. This, however, neglects the multiple ways in which the wider politics of capital accumulation and distribution drive divergent forms of transformation in different urban places. In order to unpack the politics that shapes differential urban development, this book focuses on East Africa as the global urban frontier: the least urbanized but fastest urbanizing region in the world. Drawing on a decade of research spanning three case study countries (Ethiopia, Rwanda, and Uganda), Politics and the Urban Frontier provides the first sustained, book-length comparative analysis of urban development trajectories in Eastern Africa and the political dynamics that underpin them. Through a focus on infrastructure investment, urban propertyscapes, street-level trading economies, and urban political protest, it offers a multi-scalar, historically-grounded, and interdisciplinary analysis of the urban transformations unfolding in the world's most dynamic crucible of urban change.

Much has been written about the French Revolution and especially its bloody phase known as the Reign of Terror. The actions of the leaders who unleashed the massacres and public executions, especially Maximilien Robespierre and Georges Danton, are well known. They inspired many soldiers in the Revolutionary cause, who did not survive, let alone thrive, in the post-Revolutionary world. In this work of historical reconstruction, Jeff Horn recounts the life of Alexandre Rousselin and narrates the history of the age of the French Revolution from the perspective of an eyewitness. From a young age, Rousselin worked for and with some of the era's most important men and women, giving him access to the corridors of power. Dedication to the ideals of the Revolution led him to accept the need for a system of Terror to save the Republic in 1793-94. Rousselin personally utilized violent methods to accomplish the state's goals in Provins and Troyes. This terrorism marked his life. It led to his denunciation by its victims. He spent the next five decades trying to escape the consequences of his actions. His emotional responses as well as the practical measures he took to rehabilitate his reputation illuminate the hopes and fears of the revolutionaries. Across the first four decades of the nineteenth century, Rousselin acquired a noble title, the comte de Saint-Albin, and emerged as a wealthy press baron of the liberal newspaper Le Constitutionnel. But he could not escape his past. He retired to write his own version of his legacy and to protect his family from the consequences of his actions as a terrorist during the French Revolution. Rousselin's life traces the complex twists and turns of the Revolution and demonstrates how one man was able to remake himself, from a revolutionary to a liberal, to accommodate regime change.

Over the past fifty years, debates about human rights have assumed an increasingly prominent place in postcolonial literature and theory. Writers from Salman Rushdie to Nawal El Saadawi have used the novel to explore both the possibilities and challenges of enacting and protecting human rights, particularly in the Global South. In Fictions of Dignity, Elizabeth S. Anker shows how the dual enabling fictions of human dignity and bodily integrity contribute to an anxiety about the body that helps to explain many of the contemporary and historical failures of human rights, revealing why and how lives are excluded from human rights protections along the lines of race, gender, class, disability, and species membership. In the process, Anker examines the vital work performed by a particular kind of narrative imagination in fostering respect for human rights. Taking the Noli me tangere and Doubting Thomas episodes as a focal point, this study examines how visual representations of two of the most compelling and related Christian stories engaged with changing devotional and cultural ideals in Renaissance and Baroque Italy. This book reconsiders depictions of the ambiguous encounter of Mary Magdalene and Christ in the garden (John 20:11-19, known as the Noli me tangere) and that of Christ’s post-Resurrection appearance to Thomas (John 20:24-29, the Doubting Thomas) as manifestations of complex theological and art theoretical milieus. By focusing on key artistic monuments of the Italian Renaissance and Baroque periods, the authors demonstrate a relationship between the rise of skeptical philosophy and empirical science, and the efficacy of the senses in the construction of belief. Further, the authors elucidate the differing representational strategies employed by artists to depict touch, and the ways in which these strategies were shaped by gender, social class, and educational level. Indeed, over time St. Thomas became an increasingly public--and therefore masculine--symbol of devotional verification, juridical inquiry, and empirical investigation, while St. Mary Magdalene provided a more private model for pious women, celebrating, mostly behind closed doors, the privileged and active participation of women in the faith. The authors rely on primary source material--paintings, sculptures, religious tracts, hagiography, popular sermons, and new documentary evidence. By reuniting their visual examples with important, often little-known textual sources, the authors reveal a complex relationship between visual imagery, the senses, contemporary attitudes toward gender, and the shaping of belief. Further, they add greater nuance to our understanding of the relationship between popular piety and the visual culture of the period.

Originally published in 1986. Martin A. Miller, author of the definitive biography of the exiled revolutionary Peter Kropotkin, traces the history of the first generations of Russians who went to Western Europe to devote their lives to anti-tsarist politics. Refusing to assimilate abroad and unable to return home, the émigrés political orientations were influenced by intellectual and social currents in both Russia and Europe. Miller undertakes a major reassessment of the émigré contribution to the Russian revolutionary movement. Starting with Nikolai Turgenev, who in 1825 was declared the first "émigré" by a special act of the Russian government, the exiles formed a unique social and political group. Miller takes a biographical approach in tracing the progression from a disparate community of intellectuals, unable to act together to promote their own program for change, to a more cohesive second émigré generation that provided the foundation for collective action and the development of a revolutionary ideology. The creation of the Russian émigré press, Miller argues, gave identity and momentum to the émigrés and helped promote their program of revolution and a new social order. The Russian Revolutionary Emigres, 1825-1870 concludes with the death in 1870 of the leading émigré figure, Alexander Herzen, and with an analysis of the impact upon the émigrés of the emergence of the populist revolutionary movement within Russia. The émigrés overcame the loss of their homeland through their version of a future Russia, one transformed into a new society where their ideals could be realized. When, two generations later, Lenin returned to Russia after decades in Europe and made this vision a reality, his actions built on the foundation laid by his nineteenth-century predecessors.

Religious conversion is often associated with ideals of religious sincerity. But in a society in which religious belonging is entangled with ethnonational citizenship and confers political privilege, a convert might well have other motives. Over the last two decades, mass non-Jewish immigration to Israel, especially from the former Soviet Union, has sparked heated debates over the Jewish state's conversion policy and intensified suspicion of converts' sincerity. When the State Winks carefully traces the performance of state-endorsed Orthodox conversion to challenge the assumption that Israel turns a blind eye to the bad faith of its subjects. Instead, it highlights the collaborative labor that goes into the making of the Israeli state and its Jewish citizens. In a rich ethnographic narrative based on fieldwork in conversion schools, rabbinic courts, and ritual bathhouses, Michal Kravel-Tovi follows conversion candidates-mostly secular young women from a former Soviet background-and state conversion agents caught between the contradictory demands of their nationalist and religious commitments. She complicates the popular perception that conversion is a "wink-wink" relationship in which both sides agree to treat the converts' pretenses of faith as real. Instead, she demonstrates how their interdependent performances blur any clear boundary between sincere and fraudulent conversions. Alongside detailed ethnography, Kravel-Tovi develops new ways to think about the complex connection between religious conversion and the nation-state. Kravel-Tovi emphasizes how state power is created and managed through "winking"-the subtle exchanges and performances that animate everyday encounters between state and citizen. Columbia University Press Unlikely Collaboration: Gertrude Stein, Bernard Faÿ, and the Vichy Dilemma
In 1941, the Jewish American writer and avant-garde icon Gertrude Stein embarked on one of the strangest intellectual projects of her life: translating for an American audience the speeches of Marshal Philippe Petain, head of state for the collaborationist Vichy government. From 1941 to 1943, Stein translated thirty-two of Petain's speeches, in which he outlined the Vichy policy barring Jews and other "foreign elements" from the public sphere while calling for France to reconcile with Nazi occupiers. Unlikely Collaboration pursues troubling questions: Why and under what circumstances would Stein undertake this project? The answers lie in Stein's link to the man at the core of this controversy: Bernard Fay, Stein's apparent Vichy protector. Fay was director of the Bibliotheque Nationale during the Vichy regime and overseer of the repression of French freemasons. He convinced Petain to keep Stein undisturbed during the war and, in turn, encouraged her to translate Petain for American audiences. Yet Fay's protection was not coercive. Stein described the thinker as her chief intellectual companion during her final years. On February 18th, 2009, Sean Delonas published a controversial cartoon in the New York Post depicting two policemen shooting and killing a monkey with the caption: “They’ll have to find someone else to write the next stimulus bill.” On the adjoining page was a photo of President Barack Obama signing this very piece of legislation into law. Although public debate over the cartoon has centered entirely on its potentially racist overtones, we might ask from a Darwinian perspective how the stereotype of the black ape works to disavow a universally shared human apehood. How might we comprehend animality in non-pejorative terms? Whereas in contemporary race and sexuality studies the topic of animality emerges almost exclusively in order to index the dehumanization that makes discrimination possible, Bestial Traces argues that a more fundamental disavowal of human animality conditions the bestialization of racial and sexual minorities. Hence, when conservative politicians such as Senator Rick Santorum equate homosexuality with bestiality, they betray an anxious effort to deny the animality inherent in all sexuality. Focusing on literary texts by Edgar Allan Poe, Joel Chandler Harris, Richard Wright, Philip Roth, and J.M. Coetzee, together with philosophical texts by Derrida, Heidegger, Agamben, Freud, and Nietzsche, Peterson maintains that the representation of social and political others as animals can be mitigated but never finally abolished. Insofar as humanizing the abject only vacates the structurally empty and infinitely transposable position of “the animal,” he argues that all forms of belonging—no matter how open and hospitable they are toward others—inevitably produce “beasts” whose exclusion contradicts our apparent desire for nonviolence. While one might argue that absolute political equality and inclusion remain desirable—even if ultimately unattainable—ideals, Bestial Traces shows that by maintaining such principles we exacerbate rather than ameliorate violence precisely by failing to confront how discrimination and exclusion condition all social relations.

The biography of Carl Schurz is a story of an amazing life. At the age of 19, Schurz, a student at the University of Bonn, became involved in the Revolution of 1848. Participating in the revolutionary army, he managed to escape through a sewer during the siege of Rastatt, flee across the Rhine to France, and come back to rescue his professor, Gottfried Kinkel, from a jail near Berlin. This deed made him famous, and when he came to American in 1852, Schurz was nominated for lieutenant governor of Wisconsin on the Republican ticket. He quickly rose in the party and was the head of the Wisconsin delegation at the 1860 National Convention. He worked hard for the cause, and Lincoln rewarded him with the post of Minister to Spain. At the outbreak of war he returned to join the Union Army, became a Major General, and took part in several important battles. After the war, he moved to Missouri, was elected Senator from that State, and became a role model for his fellow German Americans. In 1871 he became one of the main figures in the Liberal Republican movement, and in 1877 President Rutherford B. Hayes appointed him Secretary of the Interior. After his retirement from the cabinet, Schurz became active in the politics of New York, as an advocate of municipal and civil service reform. He was a leading Mugwump who supported Grover Cleveland in 1884 and at the end of his life became a violent opponent of imperialism. He died in 1906. Carl Schurz, the man, his story, his ideals and his example, are particularly appropriate today because of the light his life sheds on the never-ending problems of immigration, assimilation, and the retention of ethnic identity. Carl Schurz’s career furnishes a model example for all of these.

Ovid tells the story of Latona, the mother by Jupiter of Apollo and Diana. In her flight from the jealous Juno, she arrives faint and parched on the coast of Asia Minor. Kneeling to sip from a pond, Latona is met by the local peasants, who not only deny her effort but muddy the water in pure malice. Enraged, Latona calls a curse down upon the stingy peasants, turning them to frogs. In his masterful study, Thomas F. Hedin reveals how and why a fountain of this strange legend was installed in the heart of Versailles in the 1660s, the inaugural decade of Louis XIV’s patronage there. If Ovid’s peasants were punished for their stubborn denial of water, so too the obstacles of coarse nature at Versailles were conquered; the aquatic iconography of the fountain was equivalent to the aquatic reality of the gardens. Latona was designed by Charles Le Brun, the most powerful artist at the court of Louis XIV, and carried out by Gaspard and Balthazar Marsy. The 1660s were rich in artistic theory in France, and the artists of the fountain delivered substantial lectures at the Académie royale de peinture et de sculpture on subjects of central concern to their current work. What they professed was what they were visualizing in the gardens. As such, the fountain is an insider’s guide to the leading artistic ideals of the moment. Louis XIV was viewed as the reincarnation of Apollo, the god of creativity, the inspiration of artists and scientists. Hedin’s original argument is that Latona was a double declaration: a glorification of the king and a proud manifesto by artists.

Shelley Stephenson brings us to Japanese-occupied Shanghai, where a Manchurian-born, Chinese-educated Japanese film star masked her true identity. Representing the disciplines of film, literature, and ethnomusicology, the contributors seek to redefine concepts of cinema and urban culture in Chinese historiography. In Public Works: Infrastructure, Irish Modernism, and the Postcolonial, Michael Rubenstein documents the relationship between Irish modernism and a restricted segment of the material culture of the modern state known colloquially as “public utilities” or “water, gas, and electricity.” The water tap, the toilet, the gas jet, and the electrical light switch: these are all sites, in Irish modernism, of unexpected literary and linguistic intensities that burst through the routines of everyday life, defamiliarizing and reconceptualizing that which we might not normally consider worthy of literary attention. Such public utilities—material networks of power and provision, submission and entitlement—are taken up in Irish modernism not only as a nexus of anxieties about modern life, but also as a focal point for the hopes held out for the postcolonial Irish Free State. Public utilities figure a normative and utopian standard of modernity and modernization; they embody in Irish modernism and in other postcolonial literatures an ideal for the postcolonial state; and they figure a continuity between the material networks of the modern state and the abstract ideals of revolutionary republicanism (liberty, equality, and brotherhood). They define a new territory of contestation within the discourses of civil and human rights. Moreover, public utilities influence the formal qualities of both Irish modernist and postcolonial literature. In analyses of literary works by James Joyce, Flann O’Brien, Elizabeth Bowen, Denis Johnston, Samuel Beckett, and Patrick Chamoiseau, Rubenstein asks us to think about the industrial networks of the twentieth century alongside self-consciously “national” literary works and to understand them as different but inherently related forms of public works. In doing so his book maps thematic and formal relationships between national infrastructure and national literature, revealing an intimate dialogue between the nation’s literary arts and the state’s engineering cultures.

Intellect Books African Modernism and Its Afterlives
This new book is an edited volume of essays that examine the legacy of architecture in a number of African countries soon after independence. It has its origins in an exhibition and symposium that focused on architecture as an element in Nordic countries’ aid packages to newly independent states, but the expanded breadth of the essays includes work on other countries and architects. Drawing on ethnography, archival research and careful observations of buildings, remains and people, the case studies seek to connect the colonial and postcolonial origins of modernist architecture, the historical processes they underwent, and present use and habitation. It results from the 2015 seminar and exhibition Forms of Freedom at the National Museum of Art, Architecture and Design in Oslo, Norway. The exhibition showed how modern Scandinavian architecture became an essential component of foreign aid to East Africa in the period 1960–80, and how the ideals of the Nordic welfare system found expression in a number of construction projects.
