In the Valley of Oaxaca in Mexico’s Southern Highland region, three facets of sociocultural life have been interconnected and interactive from colonial times to the present: first, community land as a space to live and work; second, a civil-religious system managed by reciprocity and market activity wherein obligations of citizenship, office, and festive sponsorships are met by expenditures of labor-time and money; and third, livelihood. In this book, noted Oaxacan scholar Scott Cook draws on thirty-five years of fieldwork (1965–1990) in the region to present a masterful ethnographic historical account of how nine communities in the Oaxaca Valley have striven to maintain land, livelihood, and civility in the face of transformational and cumulative change across five centuries.Drawing on an extensive database that he accumulated through participant observation, household surveys, interviews, case studies, and archival work in more than twenty Oaxacan communities, Cook documents and explains how peasant-artisan villagers in the Oaxaca Valley have endeavored over centuries to secure and/or defend land, worked and negotiated to subsist and earn a living, and striven to meet expectations and obligations of local citizenship. Two images came to me repeatedly: that Salonika is an amphitheater facing the ocean; or that she is a lover, reaching to embrace the ocean. Here are the hot, white (or cream-colored) buildings of the city; there is the element they thirst for. Will gives a great deal of fascinating information but gives it gracefully and without excess. Above all, the narrative is suffused with the atmosphere, the emotions, and the beauty of Greece. The author has said he intends for this work to dramatize, not to instruct. Actually, it does both.

Meriwether recreates Aleppo family life over time from records kept by the Islamic religious courts that held jurisdiction over all matters of family law and property transactions. There is little argument that mass media news projects a particular point of view. The question is how that bias is formed. Most media critics look to the attitudes of reporters and editors, the covert news policy of a publisher, or the outside pressures of politicians and advertisers. Manufacturing the News takes a different tack. Mark Fishman’s research shows how the routine methods of gathering news, rather than any hidden manipulators, determine the ideological character of the product. News organizations cover the world mainly through “beats,” which tend to route reporters exclusively through governmental agencies and corporate bureaucracies in their search for news. Crime, for instance, is covered through the police and court bureaucracies; local politics through the meetings of the city council, county commissioners, and other official agencies. Reporters under daily deadlines come to depend upon these organizations for the predictable, steady flow of raw news material they provide. It is part of the function of such bureaucracies to transform complex happenings into procedurally defined “cases.” Thus the information they produce for newsworkers represents their own bureaucratic reality. Occurrences which are not part of some bureaucratic phase are simply ignored. Journalists participate in this system by publicizing bureaucratic reality as hard fact, while accounts from other sources are treated as unconfirmed reports which cannot be published without time-consuming investigation. Were journalists to employ different methods of news gathering, Fishman concludes, a different reality would emerge in the news—one that might challenge the legitimacy of prevailing political structures. But, under the traditional system, news reports will continue to support the interests of the status quo independently of the attitudes and intentions of reporters, editors, and news sources.

The physical signs of Roman Catholicism pervade the Mexican countryside. Colonial churches and neighborhood chapels, wayside shrines, and mountaintop crosses dot the landscape. The Mexican Revolution is one of the most important and ambitious sociopolitical experiments in modem times. The Revolution developed in three distinct stages: the overthrow of the Díaz dictatorship, the subsequent era of bloodshed and devastation during which radical ideas were written into the constitution, and the much longer span during which the ideas have been put into practice. The present volume covers the first stage of this development. Idealistic, patriotic hacendado Francisco I. Madero became the catalyst of the Revolution. All peaceful means having failed to secure democratic elections, Madero reluctantly undertook to mold the discontented factions into an effective force for insurrection. But victory brought disunity. Opposition to the Díaz regime, not a positive desire for reform, had held the revolutionaries together. Díaz deposed, Madero could not muster sufficient support to realize more than a fraction of his objectives, and he himself fell victim to counterrevolution.

Carried out by the government of the shah between 1962 and 1971, the Iranian land reform was one of the most ambitious such undertakings in modern Middle Eastern history. Yet, beneath apparent statistical success, the actual accomplishments of the program, in terms of positive benefits for the peasantry, were negligible. Later, the resulting widespread discontent of thousands of Iranian villagers would contribute to the shah's downfall. In the first major study of the effects of this widely publicized program, Eric Hooglund's analysis demonstrates that the primary motives behind the land reform were political. Attempting to supplant the near-absolute authority of the landlord class over the countryside, the central government hoped to extend its own authority throughout rural Iran. While the Pahlavi government accomplished this goal, its failure to implement effective structural reform proved to be a long-term liability. Hooglund, who conducted field research in rural Iran throughout the 1970s and who witnessed the unfolding of the revolution from a small village, provides a careful description of the development of the land reform and of its effects on the main groups involved: landlords, peasants, local officials, merchants, and brokers. He shows how the continuing poverty in the countryside forced the migration of thousands of peasants to the cities, resulting in serious shortages of agricultural workers and an oversupply of unskilled urban labor. When the shah's government was faced with mass opposition in the cities in 1978, not only did a disillusioned rural population fail to support the regime, but thousands of villagers participated in the protests that hastened the collapse of the monarchy.

Where water supply, railway transportation, and oil reserves have been abundant, towns in central West Texas have prospered; where these resources are few, settlements have maintained only slight growth or disappeared entirely. Supporting his conclusions with profuse statistical evidence, Robert L. Martin traces the economic development of six major towns in the area, all with over 10,000 residents in 1960: Lamesa, Snyder, Sweetwater, Big Spring, Midland, and Odessa. Ranching brought the first settlers to West Texas in the 1870s and dominated the economy until 1900. In the 1880s farmers began to arrive, and between 1900 and 1930 agricultural production replaced ranching as the most important industry. With the influx of population came the railroad, and small settlements were established along its route. Those with sufficient water supply prospered and, as counties were organized, became county seats and supply centers for the surrounding agricultural regions. The land could not support a large agricultural population, and agriculture-related manufactures soon drew population to the towns. However, it was not until the oil discoveries of the 1920's that the modern city emerged. After World War II, oil production and oil-related industries generated great wealth and caused a boom in population growth and urban development. Despite the growth in prosperity, the economy is precariously balanced. Urban centers dependent on oil—an industry of limited life—have matured in an area without sufficient water or agricultural resources to support them. Martin concludes that, without careful planning and a solution to the water problem, these cities could some day become ghost towns on the plains.

The attack of jitters lasted about fifteen minutes, and then he fell asleep while awaiting the order to advance. But Fletcher could be brave to a fault. He was restless and venturesome and during the lulls between fighting would sometimes ask for permission to go on dangerous scouts into enemy territory. Once, just before Fredericksburg, he slipped out to a haystack in the no-man’s-land near the Rappahannock so that he could watch the Yankees build a bridge. And in his last fight at Bentonville he risked his life on a rash and futile impulse to capture a whole squad of Federals. At Second Manassas, Fletcher was struck by a bullet that grazed his bowels and lodged in his hip. His detailed description of his subsequent sensations and experiences is one of the most interesting portions of his narrative. He begged the surgeons to operate, but when they started cutting he howled so profanely that they threatened to abandon him. His reply was: “It don’t hurt as badly when I am cursing.” Wounded again at Chickamauga, Fletcher was incapacitated for further infantry service and was transferred to Company E, Eighth Texas Cavalry, and served with Terry’s Rangers until the end of the war. In north Georgia he participated in a number of thrilling skirmishes with mounted forces of Sherman’s command, and in one of these encounters he lost his horse. A short time later, in a daring effort to capture a mount from the Yankees, he was taken prisoner. The story of the forming and execution of his plan to escape by jumping from a moving boxcar is full of suspense and excitement. Rebel Private also reveals Fletcher as something of a philosopher. The narrative is sprinkled with dissertations on unexpected subjects, such as God, justice, and war. He reflects on the rightness and the necessity of “foraging,” in home as well as enemy territory, but he tells with evident relish how he and his “pard” of the occasion “pressed” whiskey, honey, and chickens. Fletcher set down his experiences some forty years after the close of the Civil War. His story is told with the artlessness of the natural raconteur. Though the style is unpolished, the memoir makes lively reading because of the author’s eye for detail, his straightforward language, and his sense of humor. One of the most frequently cited narratives written by soldiers of Lee’s army, it derives its value as a historical source mainly from Fletcher’s honesty, his close observations, the richness and variety of his experiences, and the sharpness of his memory.

For centuries throughout large portions of the globe, petty agriculturalists and industrialists have set their physical and mental energies to work producing products for direct consumption by their households and for exchange. This twofold household reproduction strategy, according to both Marxist and neoclassical approaches to development, should have disappeared from the global economy as labor was transformed into a producer as well as a consumer of capitalist commodities. But in fact, during the twentieth century, only the United States and Britain seem to have approximated this predicted scenario. Tens of millions of households in contemporary Asia, Africa, and Latin America and millions more in industrialized capitalist economies support themselves through petty commodity production alone or in combination with petty industry wage labor. Obliging Need provides a detailed and comprehensive analysis of small-scale peasant and artisan enterprise in the Oaxaca Valley of Mexico. The authors show how commodity production is organized and operates in different craft industries, as well as the ways in which it combines with other activities such as household chores, agriculture, wage labor, and petty commerce. They demonstrate how—contrary to developmentalist dogma—small-scale capitalism develops from within Mexico's rural economy. These findings will be important for everyone concerned with improving the lives and economic opportunities of countryfolk in the Third World. Athenians performed democracy daily in their law courts. Without lawyers or judges, private citizens, acting as accusers and defendants, argued their own cases directly to juries composed typically of 201 to 501 jurors, who voted on a verdict without deliberation. This legal system strengthened and perpetuated democracy as Athenians understood it, for it emphasized the ideological equality of all (male) citizens and the hierarchy that placed them above women, children, and slaves. This study uses Athenian court speeches to trace the consequences for both disputants and society of individuals' decisions to turn their quarrels into legal cases. Steven Johnstone describes the rhetorical strategies that prosecutors and defendants used to persuade juries and shows how these strategies reveal both the problems and the possibilities of language in the Athenian courts. He argues that Athenian "law" had no objective existence outside the courts and was, therefore, itself inherently rhetorical. This daring new interpretation advances an understanding of Athenian democracy that is not narrowly political, but rather links power to the practices of a particular institution.

Fields of the Tzotzil is the first study of social processes in contemporary highland Maya communities to encompass a regional view of the highlands of Chiapas as a system. In viewing tradition, not as a survival of traits, but as a dynamic process of adaptation by local systems to their placement in larger social and economic systems, it lays to rest the theory that tribal peoples apparently are politically and economically isolated. In addition, its broad regional perspective sheds light on the problems of understanding the position of traditional ethnic groups in contemporary society. The approach of the book is ecological in two senses. First, all the topics dealt with concern the traditional behavior of Indian groups as revealed in their relationship to the land. Second, the analysis seeks out factors that condition land use, not just locally, but as part of a larger system that includes influences of the market and the impact of nationalist agrarian policy. Thus, the author examines land inheritance patterns and food production, as well as the interethnic relations in the region in which Indians are subordinate to mestizos. He discusses in detail corn farming, craft specialization, wage labor, and Indian colonization efforts under the Mexican ejido—all factors that directly affect land use and are thus part of the environment in highland Chiapas. The study is unique in its use of previously inaccessible historical source material and its use of novel methodological aids. Aerial photography was used in data collection, and the computer was used in ethnographic census analysis. The result is a book that reveals the Indian groups of Chiapas as apparent enclaves whose ethnicity is a dynamic, adaptive response to their position of marginal dependency. While their plight is extreme, it is nevertheless structurally similar to the position of ethnic groups in most large social systems.

In 1845 Texans voted overwhelmingly to join the Union. They voted just as overwhelmingly to secede in 1861. The story of why and how that happened is filled with colorful characters, such as the aged Sam Houston, and with the southwestern flavor of raiding Comanches, German opponents of slavery, and a border with Mexico. Texas was unique among the seceding states because of its ambivalence toward secession. Yet for all its uniqueness the story of the secession of Texas has broad implications for the secession movement in general. Despite the local color and the southwestern nature of the state, Texas was more southern than western in 1860. Texans supported the Union or insisted upon secession for reasons common to the South and to the whole nation. Most Texans in 1860 were recent immigrants from southern and border states. They still thought and acted like citizens of their former states. The newness of Texas then makes it a particularly appropriate place from which to draw conclusions about the entire secession movement. Secession and the Union in Texas is both a narrative of secession in Texas and a case study of the causes of secession in a southern state. Politics play a key role in this history, but politics broadly defined to include the influence of culture, partisanship, ideology, and self-interest. As any study of a mass movement carried out in tense circumstances must be, this is social history as well as political history. It is a study of public hysteria, the pressure for consensus, and the vanishing of a political process in which rational debate about secession and the Union could take place. Although relying primarily on traditional sources such as manuscript collections and newspapers, a particularly rich source for this study, the author also uses election returns, population shifts over the course of the 1850s, and the breakdown of population within Texas counties to provide a balanced approach. These sources indicate that Texans were not simply secessionists or unionists. At the end of 1860 Texans ranged from ardent secessionists to equally passionate supporters of the Union. But the majority fell in between these two extremes, creating an atmosphere of ambivalence toward secession which was not erased even by the war.
