Development, it is generally assumed, is good and necessary, and in its name the West has intervened, implementing all manner of projects in the impoverished regions of the world. When these projects fail, as they do with astonishing regularity, they nonetheless produce a host of regular and unacknowledged effects, including the expansion of bureaucratic state power and the translation of the political realities of poverty and powerlessness into "technical" problems awaiting solution by "development" agencies and experts. It is the political intelligibility of these effects, along with the process that produces them, that this book seeks to illuminate through a detailed case study of the workings of the "development" industry in one country, Lesotho, and in one "development" project.Using an anthropological approach grounded in the work of Foucault, James Ferguson analyzes the institutional framework within which such projects are crafted and the nature of "development discourse," revealing how it is that, despite all the "expertise" that goes into formulating development projects, they nonetheless often demonstrate a startling ignorance of the historical and political realities of the locale they are intended to help. Picturing the Postcard looks to this unlikely source to shed light on our collective, modern-day obsession with new media. The postcard, almost unimaginably now, produced at the end of the nineteenth century the same anxieties and hopes that many people think are unique to twenty-first-century social media such as Facebook or Twitter. It promised a newly connected social world accessible to all and threatened the breakdown of authentic social relations and even of language. Arguing that “new media” is as much a discursive object as a material one, and that it is always in dialogue with the media that came before it, Monica Cure reconstructs the postcard’s history through journals, legal documents, and sources from popular culture, analyzing the postcard’s representation in fiction by well-known writers such as E. M. Forster and Edith Wharton and by more obscure writers like Anne Sedgwick and Herbert Flowerdew. Writers deployed uproar over the new medium of the postcard by Anglo-American cultural critics to mirror anxieties about the changing nature of the literary marketplace, which included the new role of women in public life, the appeal of celebrity and the loss of privacy, an increasing dependence on new technologies, and the rise of mass media. Literature kept open the postcard’s possibilities and in the process reimagined what literature could be.

How the “bad feelings” of trans experience inform trans survival and flourishing Some days—or weeks, or months, or even years—being trans feels bad. Yet as Hil Malatino points out, there is little space for trans people to think through, let alone speak of, these bad feelings. Negative emotions are suspect because they unsettle narratives of acceptance or reinforce virulently phobic framings of trans as inauthentic and threatening. In Side Affects, Malatino opens a new conversation about trans experience that acknowledges the reality of feeling fatigue, envy, burnout, numbness, and rage amid the ongoing onslaught of casual and structural transphobia in order to map the intricate emotional terrain of trans survival. Trans structures of feeling are frequently coded as negative on both sides of transition. Before transition, narratives are framed in terms of childhood trauma and being in the “wrong body.” Posttransition, trans individuals—especially trans people of color—are subject to unrelenting transantagonism. Yet trans individuals are discouraged from displaying or admitting to despondency or despair. By moving these unloved feelings to the center of trans experience, Side Affects proposes an affective trans commons that exists outside political debates about inclusion. Acknowledging such powerful and elided feelings as anger and exhaustion, Malatino contends, is critical to motivating justice-oriented advocacy and organizing—and recalibrating new possibilities for survival and well-being.

In Capture, Antoine Traisnel reveals how the drive to contain and record disappearing animals was a central feature and organizing pursuit of the nineteenth-century U.S. cultural canon.Capture offers a critical genealogy of the dominant representation of animals as elusive, precarious, and endangered that came to circulate widely in the nineteenth century. Traisnel argues that “capture” is deeply continuous with the projects of white settler colonialism and the biocapitalist management of nonhuman and human populations, demonstrating that the desire to capture animals in representation responded to and normalized the systemic disappearance of animals effected by unprecedented changes in the land, the rise of mass slaughter, and the new awareness of species extinction. In 1915, forty years after the original Ku Klux Klan disbanded, a former farmer, circuit preacher, and university lecturer named Colonel William Joseph Simmons revived the secret society. By the early 1920s the KKK had been transformed into a national movement with millions of dues-paying members and chapters in all of the nation’s forty-eight states. And unlike the Reconstruction-era society, the 1920s-era Klan exerted its influence far beyond the South. In The Rise of the Ku Klux Klan, Rory McVeigh provides a revealing analysis of the broad social agenda of 1920s-era KKK, showing that although the organization continued to promote white supremacy, it also addressed a surprisingly wide range of social and economic issues, targeting immigrants and, particularly, Catholics, as well as African Americans, as dangers to American society. Members of the Frankfurt School have had an enormous effect on Western thought, beginning soon after Max Horkheimer became the director of the Institute for Social Research at the University of Frankfurt am Main, in 1930. Also known as the Horkheimer Circle, the group included such eminent intellectuals as Theodor Adorno, Herbert Marcuse, Erich Fromm, Leo Lowenthal, and Friedrich Pollock. Fleeing Nazi oppression, Horkheimer moved the Institute and many of its affiliated scholars to Columbia University in 1934, where it remained until 1950. Until now, the conventional portrayal of the Institute has held that its members found refuge by relocating to Columbia but that they had little contact with, or impact on, American intellectual life.
