"June is a time when the vineyardist thins and trains shoots, which seem to grow inches a day. During thinning and training one learns intimately about the personality of the grapevine. The War in Afghanistan (1979-1989) has been called ""the Soviet Union's Vietnam War,"" a conflict that pitted Soviet regulars against a relentless, elusive, and ultimately unbeatable Afghan guerrilla force (the mujahideen). The adventurer and artist John Castle, of mixed British and Prussian descent, was one of several foreigners commissioned by the Russian Empire to take part in the Orenburg Expedition which started in 1734. Its aims were to secure and encircle Bashkiria, to the north of present-day western Kazakhstan. The Russians planned to establish a line of forts, a trading base and centre for overseeing the Kazakhs at Orenburg at the junction of the Or and Ural (Jaik) rivers and to investigate the natural resources of the region. The Expedition attracted numerous merchants, surveyors and curious travellers. Castle volunteered to visit Khan Abulkhayir of the Lesser Kazakh Horde and to negotiate with him on behalf of the Russians. At the time Abulkhayir had been compelled, against the will of his people, to swear an oath of allegiance to Russia, and the situation with the Kazakhs remained volatile. Castle set off into virtually uncharted territory in the midst of chaos due to a major Bashkir rebellion prompted by the Orenburg Expedition. During his two-month journey he recorded his impressions of places, people and customs. Castle's diary describes this dangerous journey, subsequent events and his return to safety. It provides information on the tense political dynamics of the time, on the ethnography, geography and natural resources of Kazakhstan and on the difficult interactions between foreign members of the Expedition and Russian officials. The diary's rich ethnographic content, which includes first-hand observations of exorcism and divination rituals and the local administration of justice, gives clear - and for its time extremely rare - insights into the combined use of customary Kazakh steppe practices and Islam. It is a major historiographical source because it is written from the point of view of a foreigner and not a Russian. Islam is often portrayed, especially in Western media, as an alien, violent, hostile, and monolithic religion, whose adherents are intent upon battling nonbelievers throughout the world. China’s traditional system of dispute resolution and maintenance of order in society has been treated by Western scholars as legal history, but because the Chinese system is radically different from European systems in its conceptual structure and therefore does not fit into the familiar categories and models of Western law and jurisprudence, such treatment has been inadequate and often misleading. In Order and Discipline in China, Thomas B. Stephens provides a new approach, methodology, and theoretical framework for the interpretation of traditional Chinese “law.” Stephens argues convincingly that Chinese society has always operated according to the disciplinary system of order, ni which hierarchy is established by actual power, and he provides a thorough methodology and framework for understanding disciplinary theory. He discusses the system, showing it not the random (or even unjust) tyranny it may sometimes appear to the Western, legally oriented mind but an effective system that successfully guided China for centuries. The study is not merely historical, but provides insights into Chinese ways of thinking about social relationships, dispute resolution, and the enforcement of civil obligations that are vital to intercultural understanding today. Hand in hand with this general reduction went an intellectual and doctrinal re-orientation of the armies from conventional warfare to counter-insurgency operations. These trends combined had a deep impact on all armies, in particular in Europe. The geo-political landscape and the real and perceived threats from terrorist groups allowed for such developments to take place. As a result, capabilities were lost and the current generation of army leaders have lost the ability to think in terms of large-scale, conventional military operations.Recent changes to the geo-political situation and current developments in Eastern Europe have resulted in a new shift of thinking. The pendulum has now swung back to large-scale, conventional operations. Once again, this has huge implications for the forces, from training to equipment. Today, armies are growing again in size and all armies look back to the past in order to learn something about the build-up, composition and use of large formations. Lessons that had been learned by armies the hard way and had been the accepted wisdom for decades or even centuries now have to be re-learnt. It is these lessons from history that this book addresses. What does history tell us about these processes? How did armies prepare and train for a major conflict in times of peace? What internal structure did the armies adopt? What were the problems in the areas of equipment and how could an army ensure that in the case of war enough of the right material was available? How did the armies ensure that the doctrine and training used in a small army was adequate for a much enlarged army in the case of total war? All these questions were as relevant then as they are now.This anthology analyses a number of case studies and provides insights into themes and topics that characterised the so-called ‘reconstitution’ of armies in their historical and social contexts. The emphasis is on land forces, but air forces and navies of the relevant countries are also included. The period covered is the “age of total war” from the French Revolution to the end of the Second World War, which provides the intellectual framework for the challenges that armies are facing today.

But are there other models that don't rely on a flourishing high-tech industry? In Innovation in Real Places, Dan Breznitz argues that there are. The purveyors of the dominant ideas on innovation have a feeble understanding of the big picture on global production and innovation. They conflate innovation with invention and suffer from techno-fetishism. In their devotion to start-ups, they refuse to admit that the real obstacle to growth for most cities is the overwhelming power of the real hubs, which siphon up vast amounts of talent and money. Communities waste time, money, and energy pursuing this road to nowhere. Breznitz proposes that communities instead focus on where they fit in the four stages in the global production process. Some are at the highest end, and that is where the Clevelands, Sheffields, and Baltimores are being pushed toward. But that is bad advice. Success lies in understanding the changed structure of the global system of production and then using those insights to enable communities to recognize their own advantages, which in turn allows to them to foster surprising forms of specialized innovation. As he stresses, all localities have certain advantages relative to at least one stage of the global production process, and the trick is in recognizing it. Leaders might think the answer lies in high-tech or high-end manufacturing, but more often than not, they're wrong. Innovation in Real Places is an essential corrective to a mythology of innovation and growth that too many places have bought into in recent years. Best of all, it has the potential to prod local leaders into pursuing realistic and regionally appropriate models for growth and innovation.
