Preventive diplomacy constitutes an important part of international conflict resolution mechanisms. The countries in the Asia Pacific region have the political will to use preventive diplomacy to address the needs for sustaining peace and security. The challenge is to find approaches compatible with the consensual norms, and operational for tackling conflicts in the regional context. Structured on this thematic challenge, this book aims to present new approaches and practices of preventative diplomacy, inspired by diplomatic innovation of Asia-Pacific countries and around the world, such as adaptive peace approach, continental approach, dominant coalition, and new leadership in peacebuilding, etc., and takes account recent literature on normative issues relating to preventative diplomacy, such as international rule of law, normative entanglements and evolution, the international, impartial and independent mechanism, the evolution of the norm against child soldiers, the implementation of the woman peace and security agenda, and the role of Jus Post Bellum in the UN peace operations. Although the Monte Carlo method is used in so many fields, its mathematical foundation has been weak until now because of the fundamental problem that a computer cannot generate random numbers. This book presents a strong mathematical formulation of the Monte Carlo method which is based on the theory of random number by Kolmogorov and others and that of pseudorandom number by Blum and others. As a result, we see that the Monte Carlo method may not need random numbers and pseudorandom numbers may suffice. It is now well-known that the group SL2(Z[1/p]) and the system of modular curves over Fp2 are “closely related”, and that the latter provided first “examples” of curves over finite fields having many rational points. However, the “three basic relationships”, which really justify the former to be called the arithmetic fundamental group of the latter, still do not seem to be so commonly known.This book consists of two parts; a reproduction of the author's unpublished Lecture Notes (1968,69), and Author's Notes (2008). The former starts with explicit three main conjectural relationships for more general cases and gives various approaches towards their proofs. Though remained formally unpublished, these Lecture Notes had been widely circulated and have stimulated researches in various directions. The main conjectures themselves have also been proved since then. Since its birth algebraic geometry has been closely related to and deeply motivated by number theory. Particularly the modern study of moduli spaces and arithmetic geometry have many important techniques and ideas in common. With this close relation in mind, the RIMS conference Moduli Spaces and Arithmetic Geometry was held at Kyoto University during September 8-15, 2004 as the 13th International Research Institute of the Mathematical Society of Japan. This volume is the outcome of this conference and consists of thirteen papers by invited speakers, including C Soulé, A Beauville and C Faber, and participants. All papers, with two exceptions by C Voisin and Yoshinori Namikawa, treat moduli problem and/or arithmetic geometry. Algebraic curves, Abelian varieties, algebraic vector bundles, connections and D-modules are the subjects of those moduli papers. Arakelov geometry and rigid geometry are studied in arithmetic papers.
