Impact assessment can be highly technical and complex, requiring a broad knowledge base and diverse skills, but like evaluation, it is a process fraught with philosophical, technical and political perils. Why is it done, by whom, and how, must be carefully planned. Impacts cannot always be ’proven’, so the nature of evidence becomes critical. Accordingly, a strong theoretical base is needed by all IA practitioners. Whilst economic impacts have received a great deal of attention, with sufficient material available to guide all applications, for social, cultural and environmental IA the theory and practice has lagged. In the context of Triple Bottom Line, social responsibility and sustainability approaches most of the available literature is on normative goals (such as going green, meeting sustainability standards), the nature of positive and negative impacts (a descriptive approach or based on public input), or theory about how impacts occur; very little theory development or praxis has been directed at impact assessment for these applied fields. The late Captain Frank H Hawkins FRAes, M Phil, was Human Factors Consultant to KLM, for whom he had flown for over 30 years as line captain and R & D pilot, designing the flight decks for all KLM aircraft from the Viscount to the Boeing 747. In this period he developed and applied his specialization in Human Factors. His perception of lack of knowledge of Human Factors and its disastrous consequences led him to initiate both an annual course on Human Factors in Transport Aircraft Operation at Loughborough and Aston Universities, and the KLM Human Factors Awareness Course (KHUFAC). A consultant member of SAE S-7 committee, he was also a member of the Human Factors Society and a Liveryman of the Guild of Air Pilots. He was keynote speaker at the ICAO Human Factors Seminar held in St Petersburg, Russia in April 1990. About the Editor The late Captain Harry W Orlady was an Aviation Human Factors Consultant and a former Senior Research Scientist for the Aviation Safety Reporting System (ASRS); he also worked with NASA/Ames, with private research firms and the FAA in its certification of the Boeing 747-400 and the McDonnell-Douglas MK-11. As a pilot with United Airlines he flew 10 types of aircraft ranging from the DC-3 to the Boeing 747. This work examines the relationship between violence, narrative and memory in the former West Nile district of Uganda. West Nile is best known as the home of Uganda's notoriously violent dictator, Idi Amin. But the area's association with violence goes back much further, through the colonial era, when the district was significantly under-developedin comparison with mostof Uganda, and to a pre-colonial past characterised by slave-raiding and ivory poaching. Drawing on ethnographic fieldwork and archival research in the district capital, Arua town, during the late 1990s, when a low intensity conflict between the government and local rebels became embroiled in wars spilling over from nearby borders with Sudan and Zaire. The author adopts the unconventional approach of moving backwards from the present through successive layers of the past, developing an anthropological critique of the forms of historical representation and their relationship with the human realities of war and violence, in a border area which has long suffered the consequences of being portrayed as a 'heart of darkness'. The book contributes to current debates in political anthropology on issues such as border areas, the local state, and the nature of the 'post-colonial'. Among major 20th-century composers whose music is poorly understood, Sergei Prokofiev stands out conspicuously. The turbulent times in which Prokofiev lived and the chronology of his travels-he left Russia in the wake of Revolution, and returned at the height of the Stalinist purges-have caused unusually polarized appraisals of his music. While individual, distinctive, and instantly recognizable, Prokofiev's music was also idiosyncratically tonal in an age when tonality was largely passé. Prokofiev's output therefore has been largely elusive and difficult to assess against contemporary trends. More than sixty years after the composer's death, editors Rita McAllister and Christina Guillaumier offer Rethinking Prokofiev as an assessment that redresses this enigmatic composer's legacy. Often more political than artistic, these appraisals have depended not only upon the date of publication but also the geographical location of the writer. Commissioned from some of the most distinguished and rising scholars in the field, this collection highlights the background and context of Prokofiev's work. Contributors delve into the composer's relationship to nineteenth-century Russian traditions, Silver-Age and Symbolist composers and poets, the culture of Paris in the 1920s and '30s, and to his later Soviet colleagues and younger contemporaries.
