During the Eisenhower and Kennedy administrations, Laos was positioned to become a major front in the Cold War. Yet American policymakers ultimately chose to resist communism in neighboring South Vietnam instead. Two generations of historians have explained this decision by citing logistical considerations. According to the accepted account, Laos’s landlocked, mountainous terrain made the kingdom an unpropitious place to fight, while South Vietnam—possessing a long coastline, navigable rivers, and all-weather roads—better accommodated America’s military forces. The Universe Unraveling is a provocative reinterpretation of U.S.-Lao relations in the years leading up to the Vietnam War. Seth Jacobs argues that Laos boasted several advantages over South Vietnam as a battlefield, notably its thousand-mile border with Thailand and the fact that the Thai premier was willing to allow Washington to use his nation as a base from which to attack the communist Pathet Lao. More significant in determining U.S. policy in Southeast Asia than strategic appraisals of the Lao landscape were cultural perceptions of the Lao people. Jacobs contends that U.S. policy toward Laos under Eisenhower and Kennedy cannot be understood apart from the traits Americans ascribed to their Lao allies. Drawing on diplomatic correspondence, contemporary press coverage, and the work of iconic figures like "celebrity saint" Tom Dooley, Jacobs finds that the characteristics American statesmen and the American media attributed to the Lao—laziness, immaturity, ignorance, imbecility, and cowardice—differed from traits assigned the South Vietnamese and made Lao chances of withstanding communist aggression appear dubious. From the Preface: This book is addressed mainly to non-specialist readers who do not know Greek and who read, study, or teach the Iliad in translation; it also is meant for classical scholars whose professional specialization has prevented them from keeping abreast of recent work on Homer. It is grounded in technical scholarship, to which it constantly referes and is intended to contribute, and I hope that even Homeric specialists will find ideas and interpretations to interest them. I have tried to present clearly what seem to me the most valuable results of modern research and criticism of the Iliad while setting forth my own views. My goal has been to interpret the poem as much as possible on its own mythological, religious, ethical, and artistic terms. The topics and problems I focus on are those that have arisen most often and most insistently when I have thought the poem, in translation and in the original, as I have done every year since 1968. This book is a literary study of the Iliad. I have not discussed historical, archaeologoical, or even linguistic questions except where they are directly relevant to literary interpretation. Throughout I have emphasized what is thematically, ethically, and artistically distinctive in the Iliad in contrast to the conventions of the poetic tradition of which it is an end product.

The conflict of the plot focuses on whether a pair of old men can help their absent friend Charmides by getting a dowry to his daughter without Charmides’ wastrel son Lesbonicus first spending the money on the usual comic debauchery. The money is taken from a treasure hidden by Charmides when he left and a sycophant is hired to pretend to bring letters from Charmides along with the cash for the dowry. Comic confusion ensues when Charmides returns from abroad just in time to intercept the con-artist and overturn the scheming of his friends. Long neglected, Trinummus is one of many Plautine plays that is experiencing a resurgence. This volume elucidates the humor of the play, which is largely based on parody and clever inversions of typical characters and situations from Roman comedy. This discussion is accompanied by an examination of the religious, social, and historical context of the play, as well as its modern reception. The genuine humor of Trinummus has something to say to modern readers, as it showcases how parody can skewer those engaged in pompous moral posturing and presents readers with a playwright who astutely views issues of imperialism and moral justification through a comic lens.

The values of liberalism, pluralism, and democratic governance are under sustained attack from right-wing Christian fundamentalists, white ethnonationalists, and economic populists. At the same time, liberal democracies are failing at cultivating and transmitting the values, wisdom, and virtues that are the perquisites for individual and collective flourishing. Liberal democracies seem increasingly unable to negotiate diverse visions of the good life rooted in regional, ethnic, racial, religious, generational, and socioeconomic differences. Aspiring autocrats and social media organizations exploit these divisions to enhance their power or profit, resulting in increased tribalization and affective polarization. Solving these problems requires a renewed understanding of human flourishing and the wisdom and virtues that make it possible. The House We Live In explores the commonalities underlying three classical approaches to virtue ethics--Aristotelean, Buddhist, and Confucian--to develop a flourishing-based ethics capable of addressing the problems of liberal democracies. The book examines the moral and intellectual virtues that promote flourishing, the diversity of ways in which we may flourish, and the factors all flourishing lives share. It shows how a flourishing-based ethics can serve as a corrective to the historical Western over-emphasis on individualism at the expense of community. From AD 500–1000, the Indian Ocean emerged as a global commercial centre, and by around 750–800 a sophisticated trade network had been established involving the movement of goods from Japan and China in the east, to southern Africa and Spain in the west. However, the Indian Ocean’s commercial system has been relatively understudied, with many of the key assumptions regarding its development based on narrative textual sources and selective archaeological evidence.This study sets out the case for the unique significance of quantified ceramic finds as an indicator of long-term changes in the scale and volume of maritime exchange in a period for which few other sources of systematic economic history survive. The publication presents archaeological data from thirteen sites distributed across the western Indian Ocean, including Siraf (Iran), Anuradhapura (Sri Lanka) and Manda (Kenya). The ceramic assemblages are considered in terms of their general compositional characteristics and the distinctions between local, regional and long-distance exchange. The volume concludes with a discussion of how this data can be used to address the broader issues of long-term economic change and the relationship between state power in the Middle East and the commercial networks of the Indian Ocean operating via the Persian Gulf.

This CSIS report asks two main questions. How is the Russian military thinking about the future of warfare? How is the Russian military thinking about force design over the next five years? The report has several findings. First, Russian military thinking is dominated by a view that the United States is—and will remain—Moscow’s main enemy (главный враг) for the foreseeable future. This sentiment will likely drive Moscow’s desire to reconstitute its military as rapidly as possible, as well as strengthen nuclear and conventional deterrence. Second, Russian analyses generally conclude that while the nature of warfare is unchanging, the character of future warfare will rapidly evolve. Adapting will require Russia’s cooperation with other countries, such as China, in areas like long-range, high-precision weapons; unmanned systems; emerging technologies, such as artificial intelligence; and the utility of hybrid and irregular warfare. Third, Russian political and military leaders are committed to a major reconstitution of the Russian military—including the army—over the next several years.

Following the U.S. killing of Qasem Soleimani, head of the Islamic Revolutionary Guard Corps-Quds Force (IRGC-QF), the United States and Iran are involved in an escalating conflict. What is badly needed now is a coherent long-term U.S. strategy to deal with Iran in ways that protect U.S. national security and leverage U.S. partners. The United States’ “maximum pressure” campaign has not led to a change in Iran’s behavior—at least not yet—though U.S. sanctions have severely damaged Iran’s economy. As this CSIS report highlights with new data and analysis, the IRGC-QF has supported a growing number of non-state fighters in Yemen, Syria, Iraq, Lebanon, Afghanistan, and Pakistan—including nearly a 50 percent increase since 2016. Thanks to Iran, these forces are better equipped with more sophisticated weapons and systems. This report also uses satellite imagery to identify an expansion of IRGC-QF-linked bases in countries like Iran and Lebanon to train non-state fighters. Iran has constructed more sophisticated and longer-range ballistic and cruise missiles and conducted missile attacks against countries like Saudi Arabia. In addition, Iran has developed offensive cyber capabilities and used them against the United States and its partners. In the nuclear arena, Iran has ended commitments it made to limit uranium enrichment, production, research, and expansion—raising the prospect of Iranian nuclear weapons. Moving forward, the United States should implement a containment strategy against Iran that attempts to de-escalate the current military situation and work toward achieving several goals: Prevent Iran from becoming a regional hegemon capable of dominating other states in the Middle East. Stop nuclear proliferation in the region and prevent Iran from developing nuclear weapons, including thwarting Iran from pursuing weapons-grade uranium enrichment, warhead development, and plutonium reprocessing. Curb significant Iranian military, political, and ideological expansion in the region, including the export of Iran’s revolutionary ideology. Encourage a process of change inside Iran toward a more pluralistic political and economic system in which the power of the clerical establishment is gradually reduced. This report highlights a range of weaknesses that make Iran vulnerable to containment and lays out the political, military, economic, and informational components of such a strategy. The United States needs to credibly demonstrate that its policy toward Iran is not a blueprint for an endless struggle, but instead an effort to encourage Iran to be more democratic and open, as political and economic change must be driven by Iranians themselves.

The values of liberalism, pluralism, and democratic governance are under sustained attack from right-wing Christian fundamentalists, white ethnonationalists, and economic populists. At the same time, liberal democracies are failing at cultivating and transmitting the values, wisdom, and virtues that are the perquisites for individual and collective flourishing. Liberal democracies seem increasingly unable to negotiate diverse visions of the good life rooted in regional, ethnic, racial, religious, generational, and socioeconomic differences. Aspiring autocrats and social media organizations exploit these divisions to enhance their power or profit, resulting in increased tribalization and affective polarization. Solving these problems requires a renewed understanding of human flourishing and the wisdom and virtues that make it possible. The House We Live In explores the commonalities underlying three classical approaches to virtue ethics--Aristotelean, Buddhist, and Confucian--to develop a flourishing-based ethics capable of addressing the problems of liberal democracies. The book examines the moral and intellectual virtues that promote flourishing, the diversity of ways in which we may flourish, and the factors all flourishing lives share. It shows how a flourishing-based ethics can serve as a corrective to the historical Western over-emphasis on individualism at the expense of community. The U.S. defense industrial base is not adequately prepared for the international security environment that now exists. In a major regional conflict—such as a war with China in the Taiwan Strait—the U.S. use of munitions would likely exceed the current stockpiles of the U.S. Department of Defense. According to the results of a series of CSIS war games, the United States would likely run out of some munitions—such as long-range, precision-guided munitions—in less than one week in a Taiwan Strait conflict. The war in Ukraine has also exposed serious deficiencies in the U.S. defense industrial base and serves as a stark reminder that a protracted conflict is likely to be an industrial war that requires a defense industry able to manufacture enough munitions, weapons systems, and matériel to replace depleted stockpiles.As timelines for a possible conflict in Asia shrink, the goal should be to support the production capacity required to enable the United States and its allies and partners to deter and, if deterrence fails, fight and win at least one major theater war—if not two. “Just in time” and lean manufacturing operations must be balanced with carrying added capacity. The U.S. Department of Defense, in coordination with Congress, should develop a plan now that involves taking steps to streamline and improve production, acquisitions, replenishment, Foreign Military Sales, ITAR, and other policies and procedures. A revitalization of the defense industrial base will not happen overnight for the United States or its allies and partners. It is time to prepare for the era of competition that now exists.
