When the United States entered World War II on December 7, 1941, only one group of American soldiers had already confronted the fascist enemy on the battlefield: the U.S. veterans of the Lincoln Brigade, a volunteer army of about 2,800 men and women who had enlisted to defend the Spanish Republic from military rebels during the Spanish Civil War (1936-1939). They fought on the losing side. After Pearl Harbor, Lincoln Brigade veterans enthusiastically joined the U.S. Army, welcoming this second chance to fight against fascism. However, the Lincoln recruits soon encountered suspicious military leaders who questioned their patriotism and denied them promotions and overseas assignments, foreshadowing the political persecution of the postwar Red Scare. African American veterans who fought in fully integrated units in Spain, faced second-class treatment in America's Jim Crow army. Nevertheless, the Lincolns served with distinction in every theater of the war and won a disproportionate number of medals for courage, dedication, and sacrifice. The 154 letters in this volume, selected from thousands held in the Abraham Lincoln Brigade Archives at NYU’s Tamiment Library, provide a new and unique perspective on aspects of World War II.

Governments around the world are criticized as inefficient, ineffective, too large, too costly, overly bureaucratic, overburdened by unnecessary rules, unresponsive to public needs, secretive, undemocratic, invasive into rights of citizens, self-serving, and failing in provision of the quantity and quality of services desired by the taxpaying public. Fiscal stress has plagued many governments, increasing the cry for less costly or just less government. Critics have exerted sustained pressure on politicians and public managers for transformational reform. Recommendations for change have included application of market and economic logic and private sector management methods to government. Managerial reform has been promoted on grounds that the public sector is organized and functions on many of the wrong principles and needs reinvention and renewal. Government reforms in response to reformist pressures have included restraint of spending and tax cuts, sales of public assets, privatization and contracting-out of services, increased performance measurement and auditing, output and outcomes based budgeting, and new accounting and reporting methods. Reform has been accompanied by promises of smaller, less interventionist and more decentralized government, improved efficiency and effectiveness, greater responsiveness and accountability to citizens, increased choice between public and private providers of services, a more 'entrepreneurial' public sector capable of cooperating with business. While it is apparent why politicians and elected officials often support new managerial methods, observers wonder whether the promises of reform can be delivered upon to provide benefits depicted so attractively. In the late summer of 1944, SS-Obergruppenführer Wilhelm ‘Willi’ Bittrich found himself in the Netherlands surveying his II SS Panzer Corps, which was in a poor state having narrowly escaped the defeat in Normandy. He was completely unaware that his command lay directly in the path of a major Allied thrust: the 17 September 1944 launch of the largest airborne and glider operation in the history of warfare. Codenamed Operation Market Garden, it was intended to outflank the German West Wall and ‘bounce’ the Rhine at Arnhem, from where the Allies could strike into the Ruhr, Nazi Germany’s industrial heartland. Such a move could have ended the war. However, Market Garden and the battle for Arnhem were a disaster for the Allies. Put together in little over a week and lacking in flexibility, the operation became an all-or-nothing race against time. The plan to link the airborne divisions by pushing an armoured division up a sixty-five-mile corridor was optimistic at best, and the British drop zones were not only too far from Arnhem Bridge, but also directly above two recuperating SS Panzer divisions.
