University of Pennsylvania Press The Practice of Citizenship: Black Politics and Print Culture in the Early United States
In the years between the American Revolution and the U.S. Civil War, as legal and cultural understandings of citizenship became more racially restrictive, black writers articulated an expansive, practice-based theory of citizenship. Grounded in political participation, mutual aid, critique and revolution, and the myriad daily interactions between people living in the same spaces, citizenship, they argued, is not defined by who one is but, rather, by what one does. In The Practice of Citizenship, Derrick R. Spires examines the parallel development of early black print culture and legal and cultural understandings of U.S. citizenship, beginning in 1787, with the framing of the federal Constitution and the founding of the Free African Society by Absalom Jones and Richard Allen, and ending in 1861, with the onset of the Civil War. Between these two points he recovers understudied figures such as William J. Wilson, whose 1859 "Afric-American Picture Gallery" appeared in seven installments in The Anglo-African Magazine, and the physician, abolitionist, and essayist James McCune Smith. He places texts such as the proceedings of black state conventions alongside considerations of canonical figures such as Frances Ellen Watkins Harper and Frederick Douglass. Reading black print culture as a space where citizenship was both theorized and practiced, Spires reveals the degree to which concepts of black citizenship emerged through a highly creative and diverse community of letters, not easily reducible to representative figures or genres. From petitions to Congress to Frances Harper's parlor fiction, black writers framed citizenship both explicitly and implicitly, the book demonstrates, not simply as a response to white supremacy but as a matter of course in the shaping of their own communities and in meeting their own political, social, and cultural needs.

In 1823, as the first American missionaries arrived in Hawai'i, the archipelago was experiencing a profound transformation in its rule, as oral law that had been maintained for hundreds of years was in the process of becoming codified anew through the medium of writing. The arrival of sailors in pursuit of the lucrative sandalwood trade obliged the ali'i (chiefs) of the islands to pronounce legal restrictions on foreigners' access to Hawaiian women. Assuming the new missionaries were the source of these rules, sailors attacked two mission stations, fracturing relations between merchants, missionaries, and sailors, while native rulers remained firmly in charge. In The Kingdom and the Republic, Noelani Arista (Kanaka Maoli) uncovers a trove of previously unused Hawaiian language documents to chronicle the story of Hawaiians' experience of encounter and colonialism in the nineteenth century. Through this research, she explores the political deliberations between ali'i over the sale of a Hawaiian woman to a British ship captain in 1825 and the consequences of the attacks on the mission stations. The result is a heretofore untold story of native political formation, the creation of indigenous law, and the extension of chiefly rule over natives and foreigners alike. Relying on what is perhaps the largest archive of written indigenous language materials in North America, Arista argues that Hawaiian deliberations and actions in this period cannot be understood unless one takes into account Hawaiian understandings of the past—and the ways this knowledge of history was mobilized as a means to influence the present and secure a better future. As West Germany's formerly deeply nationalist academic establishment began to reconcile itself with postwar liberalism, American historians played a crucial role, both assisting and learning from their German counterparts' efforts to make sense of the Nazi past—and to reconstruct how German society viewed it. In History After Hitler, Philipp Stelzel puts this story center stage for the first time, positioning the dialogue between German and American historians as a key part of the intellectual history of the Federal Republic and of Cold War transatlantic relations. Making extensive use of previously inaccessible or unexplored personal papers and institutional files in German and American archives, Stelzel demonstrates that several factors fostered the growth of this transatlantic scholarly community. As a result of both National Socialism and the Cold War, American interest in Germany grew remarkably. In addition, a small but increasingly influential cohort of German émigré historians working in the United States served as transatlantic intermediaries. When World War II ended, Americans celebrated a military victory abroad, but the meaning of peace at home was yet to be defined. From roughly 1943 onward, building a postwar society became the new national project, and every interest group involved in the war effort—from business leaders to working-class renters—held different visions for the war's aftermath. In Postwar, Laura McEnaney plumbs the depths of this period to explore exactly what peace meant to a broad swath of civilians, including apartment dwellers, single women and housewives, newly freed Japanese American internees, African American migrants, and returning veterans. In her fine-grained social history of postwar Chicago, McEnaney puts ordinary working-class people at the center of her investigation. What she finds is a working-class war liberalism—a conviction that the wartime state had taken things from people, and that the postwar era was about reclaiming those things with the state's help. McEnaney examines vernacular understandings of the state, exploring how people perceived and experienced government in their lives. For Chicago's working-class residents, the state was not clearly delineated. The local offices of federal agencies, along with organizations such as the Travelers Aid Society and other neighborhood welfare groups, all became what she calls the state in the neighborhood, an extension of government to serve an urban working class recovering from war. Just as they had made war, the urban working class had to make peace, and their requests for help, large and small, constituted early dialogues about the role of the state during peacetime. Postwar examines peace as its own complex historical process, a passage from conflict to postconflict that contained human struggles and policy dilemmas that would shape later decades as fatefully as had the war.

The postwar United States has experienced many forms of populist politics, none more consequential than that of the blue-collar white ethnics who brought figures like Ronald Reagan and Donald Trump to the White House. Blue-Collar Conservatism traces the rise of this little-understood, easily caricatured variant of populism by presenting a nuanced portrait of the supporters of Philadelphia Mayor Frank Rizzo. In 1971, Frank Rizzo became the first former police commissioner elected mayor of a major American city. Despite serving as a Democrat, Rizzo cultivated his base of support by calling for "law and order" and opposing programs like public housing, school busing, affirmative action, and other policies his supporters deemed unearned advantages for nonwhites. Out of this engagement with the interwoven politics of law enforcement, school desegregation, equal employment, and urban housing, Timothy J. Lombardo argues, blue-collar populism arose. Based on extensive archival research, and with an emphasis on interrelated changes to urban space and blue-collar culture, Blue-Collar Conservatism challenges the familiar backlash narrative, instead contextualizing blue-collar politics within postwar urban and economic crises. While early analysts such as Karl Marx primarily emphasized an impending economic disaster, in recent years the economic critique of capitalism has receded in favor of moral and environmental concerns. At the heart of this collection of original essays lies the question: does morality demand that we adopt a primarily supportive or critical stance toward capitalism? When Ralph Waldo Emerson wrote in 1837 that "Our Age is Ocular," he offered a succinct assessment of antebellum America's cultural, commercial, and physiological preoccupation with sight. In the early nineteenth century, the American city's visual culture was manifest in pamphlets, newspapers, painting exhibitions, and spectacular entertainments; businesses promoted their wares to consumers on the move with broadsides, posters, and signboards; and advances in ophthalmological sciences linked the mechanics of vision to the physiological functions of the human body. Within this crowded visual field, sight circulated as a metaphor, as a physiological process, and as a commercial commodity. Out of the intersection of these various discourses and practices emerged an entirely new understanding of vision. The Commerce of Vision integrates cultural history, art history, and material culture studies to explore how vision was understood and experienced in the first half of the nineteenth century. Peter John Brownlee examines a wide selection of objects and practices that demonstrate the contemporary preoccupation with ocular culture and accurate vision: from the birth of ophthalmic surgery to the business of opticians, from the typography used by urban sign painters and job printers to the explosion of daguerreotypes and other visual forms, and from the novels of Edgar Allan Poe and Herman Melville to the genre paintings of Richard Caton Woodville and Francis Edmonds. In response to this expanding visual culture, antebellum Americans cultivated new perceptual practices, habits, and aptitudes. At the same time, however, new visual experiences became quickly integrated with the machinery of commodity production and highlighted the physical shortcomings of sight, as well as nascent ethical shortcomings of a surface-based culture. One evening in 1980, a group of white friends, drinking at the Duke of Edinburgh pub on East Ham High Street, made a monstrous five-pound wager. The first person to kill a "Paki" would win the bet. Ali Akhtar Baig, a young Pakistani student who lived in the east London borough of Newham, was their chosen victim. Baig's murder was but one incident in a wave of antiblack racial attacks that were commonplace during the crisis of race relations in Britain in the 1970s and 1980s. Ali Akhtar Baig's death also catalyzed the formation of a grassroots antiracist organization, Newham Monitoring Project (NMP) that worked to transform the racist victimization of African, African Caribbean and South Asian communities into campaigns for racial justice and social change. In addition to providing a 24-hour hotline and casework services, NMP activists worked to mitigate the scourge of racial injustice that included daily racial harassment, hate crimes and antiblack police violence. Since the advent of the War on Terror, NMP widened its approach to support victims of the state's counterterror policies, which have contributed to an unfettered surge in Islamophobia. These realities, as well as the many layers of gendered racism in contemporary Britain come to life through intimate ethnographic storytelling. The reader gets to know a broad range of east Londoners and antiracist activists whose intersecting experiences present a multifaceted portrait of British racism. Mohan Ambikaipaker examines the life experiences of these individuals through a strong theoretical lens that combines critical race theory and postcolonial studies. Political Blackness in Multiracial Britain shows how the deep processes of everyday political whiteness shape the state's failure to provide effective remedies for ethnic, racial, and religious minorities who continue to face violence and institutional racism.

While early modern English drama was shaped by the polyvocal, confessional scene in which it was embedded, Musa Gurnis contends that theater does not simply reflect culture but shapes it. According to Gurnis, shared theatrical experience allowed mixed-faith audiences to vicariously occupy alternative emotional and cognitive perspectives across the confessional spectrum. In looking at individual plays, such as Thomas Middleton's A Game of Chess and Shakespeare's Measure for Measure, Gurnis shows how theatrical process can restructure playgoers' experiences of confessional material and interrupt dominant habits of religious thought. She refutes any assumption that audiences consisted of conforming Church of England Protestants by tracking the complex and changing religious lives of seventy known playgoers. Arguing against work that seeks to draw fixed lines of religious affiliation around individual playwrights or companies, she highlights the common practice of cross-confessional collaboration among playhouse colleagues. Holub begins his analysis with Nietzsche's views on education, nationhood, and the working-class movement, turns to questions of women and women's emancipation, colonialism, and Jews and Judaism, and looks at Nietzsche's dealings with evolutionary biology, cosmological theories, and the new "science" of eugenics. He shows how Nietzsche, although infrequently read during his lifetime, formulated his thought in an ongoing dialogue with the concerns of his contemporaries, and how his philosophy can be conceived as a contribution to the debates taking place in the nineteenth century. When political theorists teach the history of political philosophy, they typically skip from the ancient Greeks and Cicero to Augustine in the fifth century and Thomas Aquinas in the thirteenth, and then on to the origins of modernity with Machiavelli and beyond. Paul Stern aims to change this settled narrative and makes a powerful case for treating Dante Alighieri, arguably the greatest poet of medieval Christendom, as a political philosopher of the first rank. In Dante's Philosophical Life, Stern argues that Purgatorio's depiction of the ascent to Earthly Paradise, that is, the summit of Mount Purgatory, was intended to give instruction on how to live the philosophic life, understood in its classical form as "love of wisdom." As an object of love, however, wisdom must be sought by the human soul, rather than possessed. But before the search can be undertaken, the soul needs to consider from where it begins: its nature and its good. In Stern's interpretation of Purgatorio, Dante's intense concern for political life follows from this need, for it is law that supplies the notions of good that shape the soul's understanding and it is law, especially its limits, that provides the most evident display of the soul's enduring hopes. According to Stern, Dante places inquiry regarding human nature and its good at the heart of philosophic investigation, thereby rehabilitating the highest form of reasoned judgment or prudence. Philosophy thus understood is neither a body of doctrines easily situated in a Christian framework nor a set of intellectual tools best used for predetermined theological ends, but a way of life. Stern's claim that Dante was arguing for prudence against dogmatisms of every kind addresses a question of contemporary concern: whether reason can guide a life.

The AIDS crisis of the 1980s looms large in recent histories of sexuality, medicine, and politics, and justly so—an unknown virus without a cure ravages an already persecuted minority, medical professionals are unprepared and sometimes unwilling to care for the sick, and a national health bureaucracy is slow to invest resources in finding a cure. Yet this widely accepted narrative, while accurate, creates the impression that the gay community lacked any capacity to address AIDS. In fact, as Katie Batza demonstrates in this path-breaking book, there was already a well-developed network of gay-health clinics in American cities when the epidemic struck, and these clinics served as the first responders to the disease. Before AIDS explores this heretofore unrecognized story, chronicling the development of a national gay health network by highlighting the origins of longstanding gay health institutions in Boston, Chicago, and Los Angeles, placing them in a larger political context, and following them into the first five years of the AIDS crisis. Like many other minority communities in the 1970s, gay men faced public health challenges that resulted as much from their political marginalization and social stigmatization as from any disease. Gay men mistrusted mainstream health institutions, fearing outing, ostracism, misdiagnosis, and the possibility that their sexuality itself would be treated as a medical condition. In response to these problems, a colorful cast of doctors and activists built a largely self-sufficient gay medical system that challenged, collaborated with, and educated mainstream health practitioners. Taking inspiration from rhetoric employed by the Black Panther, feminist, and anti-urban renewal movements, and putting government funding to new and often unintended uses, gay health activists of the 1970s changed the medical and political understandings of sexuality and health to reflect the new realities of their own sexual revolution.

Modern studies of the religious reform movement of the central Middle Ages have often relied on contemporary accounts penned by Cistercian monks, who routinely exaggerated the importance of their own institutions while paying scant attention to the remarkable expansion of abbeys of Cistercian women. Yet by the end of the thirteenth century, Constance Hoffman Berman contends, there were more houses of Cistercian nuns across Europe than of monks. In The White Nuns, she charts the stages in the nuns' gradual acceptance by the abbots of the Cistercian Order's General Chapter and describes the expansion of the nuns' communities and their adaptation to a variety of economic circumstances in France and throughout Europe. While some sought contemplative lives of prayer, the ambition of many of these religious women was to serve the poor, the sick, and the elderly. Focusing in particular on Cistercian nuns' abbeys founded between 1190 and 1250 in the northern French archdiocese of Sens, Berman reveals the frequency with which communities of Cistercian nuns were founded by rich and powerful women, including Queen Blanche of Castile, heiresses Countess Matilda of Courtenay and Countess Isabelle of Chartres, and esteemed ladies such as Agnes of Cressonessart. She shows how these founders and early patrons assisted early abbesses, nuns, and lay sisters by using written documents to secure rights and create endowments, and it is on the records of their considerable economic achievements that she centers her analysis. Romig argues that Carolingian masculinity was constituted just as centrally by the performance of caritas, defined by the early medieval scholar Alcuin of York as a complete and all-inclusive love for God and for fellow human beings, flowing from the whole heart, mind, and soul. The authority of the Carolingian man depended not only on his skills in warfare and landholding but also on his performances of empathy, devotion, and asceticism. Romig maps caritas as a concept rooted in a vast body of inherited Judeo-Christian and pagan philosophies, shifting in meaning and association from the patristic era to the central Middle Ages. Carolingian discussions and representations of caritas served as a discourse of power, a means by which early medieval writers made claims, both explicit and implicit, about the hierarchies of power that they believed ought to exist within their world. Even as eighteenth-century thinkers from John Locke to Thomas Jefferson struggled to find effective means to restrain power, contemporary discussions of society gave increasing attention to ideals of refinement, moderation, and polished self-presentation. These two sets of ideas have long seemed separate, one dignified as political theory, the other primarily concerned with manners and material culture. Tea Sets and Tyranny challenges that division. In its original context, Steven C. Bullock suggests, politeness also raised important issues of power, leadership, and human relationships. This politics of politeness helped make opposition to overbearing power central to early American thought and practice. Although these views spanned the English Atlantic world, they were particularly significant in America, most notably in helping shape its Revolution. By the end of the eighteenth century, the politics of politeness was already breaking apart, however its ideals continued to be important. The nation state operates on a logic of exclusion: no state can offer citizenship and legal rights to all comers. From the logic of exclusion a state derives its sovereign power. Yet this exclusivity undermines the project of advancing human rights globally. That project operates on a logic of inclusion: all people, regardless of citizenship status or territorial location, would everywhere be recognized as bearers of human rights. In practice, human rights are afforded, if at all, then only to citizens of those few states that sometimes regard human rights as moral necessities of domestic commitments—or for states that find that stance politically expedient for the moment. This discouraging reality in the first decades of the twenty-first century prompts the question: What political arrangement might better conduce the local embrace and enduring practice of human rights? In The Human Rights State, Benjamin Gregg challenges the conviction that the nation state can only have a zero-sum relationship with human rights: national sovereignty is possible or human rights are possible, but not both, not in the same place, at the same time. He argues that the human rights project would be more effective if established and enforced at local levels as locally valid norms, and from there encouraged to expand outward toward overlaps with other locally established and enforced conceptions of human rights grown in their own local soils. Proposing a metaphorical human rights state that operates within or alongside a nation state, Gregg describes networks of activists that encourage local political and legal systems to generate domestic obligations to enforce human rights. Geographic boundaries and national sovereignties would remain intact but diminished to the extent necessary to extend human rights to all persons, without reservation, across national borders, by rendering human rights an integral aspect of the nation state's constitution.

What if historical fiction were understood as a disfiguring of calculus? Or poems enacting the formation and breakdown of community as expositions of irrational numbers? What if, in other words, literary texts possessed a kind of mathematical unconscious? The persistence of the rhetoric of "two cultures," one scientific, the other humanities-based, obscures the porous border and productive relationship that has long existed between literature and mathematics. In eighteenth-century Scottish universities, geometry in particular was considered one of the humanities; anchored in philosophy, it inculcated what we call critical thinking. But challenges to classical geometry within the realm of mathematics obligated Scottish geometers to become more creative in their defense of the traditional discipline; and when literary writers and philosophers incorporated these mathematical problems into their own work, the results were not only ingenious but in some cases pioneering. Literature After Euclid tells the story of the creative adaptation of geometry in Scotland during and after the long eighteenth century. It argues that diverse attempts in literature and philosophy to explain or even emulate the geometric achievements of Isaac Newton and others resulted in innovations that modify our understanding of descriptive and bardic poetry, the aesthetics of the picturesque, and the historical novel. Working with the technologies of pen and paper, scissors and glue, naturalists in early modern England, Scotland, and Wales wrote, revised, and recombined their words, sometimes over a period of many years, before fixing them in printed form. They built up their stocks of papers by sharing these materials through postal and less formal carrier services. They exchanged letters, loose notes, drawings and plans, commonplace books, as well as lengthy treatises, ever-expanding repositories for new knowledge about nature and history as it accumulated through reading, observation, correspondence, and conversation. These textual collections grew alongside cabinets of natural specimens, antiquarian objects, and other curiosities—insects pinned in boxes, leaves and flowers pressed in books, rocks and fossils, ancient coins and amulets, and drafts of stone monuments and inscriptions. The goal of all this collecting and sharing, Elizabeth Yale claims, was to create channels through which naturalists and antiquaries could pool their fragmented knowledge of the hyperlocal and curious into an understanding and representation of Britain as a unified historical and geographical space. Sociable Knowledge pays careful attention to the concrete and the particular: the manuscript almost lost off the back of the mail carrier's cart, the proper ways to package live plants for transport, the kin relationships through which research questionnaires were distributed.
