An innovative examination of our understanding of political legitimacy in Mali, and its wider implications for democratization and political modernity in the Global South. The 2012 coup d'état in Mali, and the political destabilization that followed, brought an abrupt end to the country's success story as a "donor darling" and as a model of successful democratization. In spite of signing a peace treaty, Muslim militants continue to launch attacks in the country's northern and central territories and to challenge Mali's government and state institutions. The challenge is compounded by the massive opposition mobilized by protagonists of Salafi- inspired readings of Islam in the capital Bamako. Why should this be, and how can it be that these actors, particularly those employing the language of Islam, have emerged as a serious challenge to the political order and government in Mali, and garner support among the country's urban and rural populations? Against the background dynamics of the political turmoil that has shaken Mali in recent years and the uncertainties surrounding the present government, this book looks to the nature and extent of legitimacy of Mali's postcolonial state and also explores more general questions regarding the nature of political legitimacy. Schulz examines the attitudes, judgments and practices by which inhabitants of a rural area in south-western Mali attribute or disclaim the legitimacy of the state political order and of individual representatives. Despite warnings from economists, intense political pressure, and well-articulated unconventional policy options to address this problem, Japan's central bank, the Bank of Japan (BOJ), resisted taking the bold actions that the authors believe would have significantly helped. With Prime Minister Abe Shinzo's return to power, Japan finally shifted course at the start of 2013 with the launch of Abenomics—an economic agenda to reflate the economy—and Abe's appointment of new leadership at the BOJ. As Taming Japan's Deflation shows, the BOJ's resistance to experimenting with bolder policy stemmed from entrenched policy ideas that were hostile to activist monetary policy. The authors explain how these policy ideas evolved over the course of the BOJ's long history and gained dominance because of the closed nature of the broader policy network. The explanatory power of policy ideas and networks suggests a basic inadequacy in the dominant framework for analysis of the politics of monetary policy derived from the literature on central bank independence. This approach privileges the interaction between political principals and their supposed agents, central bankers; but Taming Japan's Deflation shows clearly that central bankers' views, shaped by ideas and institutions, can be decisive in determining monetary policy. Girsu (present-day Tello) is one of the earliest known cities of the world together with Uruk, Eridu, and Ur, and was considered to be in the 3rd Millennium the sanctuary of the Sumerian heroic god Ningirsu who fought with the demons of the Kur (Mountain) and thus made possible the introduction of irrigation and agriculture in Sumer. Girsu was the sacred metropolis and central pole of a city-state that lay in the Southeasternmost part of the Mesopotamian floodplain. The pioneering explorations carried out between 1877 and 1933 at Tello and the early decipherment of the Girsu cuneiform tablets were ground-breaking because they revealed the principal catalytic elements of the Sumerian takeoff – that is, a multiplicity and coalescence of major innovations, such as the appearance of a city– countryside continuum, the emergence of literacy, of bronze manufacture, and the development of monumental art and architecture. Because of the richness of information related in particular to the city’s spatial organization and geographical setting, and thanks to the availability of recently declassified Cold War space imagery and especially the possibility to launch new explorations in Southern Iraq, Girsu stands out as a primary locale for re-analyzing through an interdisciplinary approach combining archaeological and textual evidence the origins of the Sumerian city-state.

This is the well-written account of Jonathan Carridia's final years at sea as a senior second and chief officer. He chronicles the events that led him to leave the sea before being confirmed in a period of temporary command and relates the gruelling interview processes before being accepted as a mature student. Jonathan describes in atmospheric terms incidents in the Far East and the initial awe he experienced when joining a very large supertanker - the class of ship for which he had yearned since his early days as a cadet. Following a spate of serious accidents leading to loss of life and vessel, Jonathan's decisive role in questioning and challenging the casual approach to maritime practices current at that time is excellently portrayed...Once arrangements were confirmed I relaxed completely and savoured my final couple of voyages navigating this magnificent ship as extra chief officer...I remained convinced that 'swallowing the anchor' and venturing into a new career was the correct course for me to follow. The challenges of navigation and collision avoidance, plus the comradeship I had experienced at sea would truly be missed, but other than that I would leave the Merchant Navy without regrets. It was time to move on in life and doubtless carry a raft-load of diverse experiences and countless happy memories along with me. Thus concludes the third in the maritime trilogy by Ray Solly which will be of special appeal to those who have already enjoyed Mariner's Launch and Mariner's Voyage.
