Edward Elgar Publishing Ltd Handbook on the Economics of Reciprocity and Social Enterprise
The recent era of economic turbulence has generated a growing enthusiasm for an increase in new and original economic insights based around the concepts of reciprocity and social enterprise. This stimulating and thought-provoking Handbook not only encourages and supports this growth, but also emphasises and expands upon new topics and issues within the economics discourse.Original contributions from key international experts acknowledge and illustrate that markets and firms can be civilizing forces when and if they are understood as expressions of cooperation and civil virtues. They provide an illuminating discourse on a wide range of topics including reciprocity, gifts and the civil economy, which are especially relevant in times of crisis for financial capitalism. The Handbook questions the current phase of the market economy that arises from a state of anthropological pessimism. Such anthropological cynicism is one of the foundations of the contemporary economic system that is challenged by the contributors. This highly original and interdisciplinary Handbook will provide a fascinating read for academics, researchers and students across a wide range of fields including economics, public sector economics, public policy and social policy.Contributors include: R. Edward Elgar Publishing Ltd Adaptation or Expiration in Family Firms: Organizational Flexibility in Emerging Economies
Andres Hatum explores determinants of organizational flexibility in this examination of four family-owned companies, two flexible and two less flexible, from the edible oil and pharmaceutical industries. By means of an innovative analysis - including longitudinal analysis, coding analysis, statistical analysis and the use of original display charts - he illustrates the determinants of flexibility and sheds light on the process of transformation and adaptation of family firms, an area that has not yet been the subject of extensive empirical inquiry. The management literature has claimed that the complexity of business contexts has forced firms to confront hypercompetitive or high-velocity environments. Behind such claims lies a new interest in the dynamics of adaptation, and in particular a firm's flexibility as a way of adjusting under conditions of uncertainty. The businesses studied here have had to contend with the environmental volatility that characterized Argentina for some years. The author identifies five determinants of flexibility as a set of organizational and managerial capabilities that enabled some firms to adapt quickly in a highly competitive environment: heterogeneity of the dominant coalition, centralization and formalization of decision-making, low macroculture embeddedness, environmental scanning, and a strong organizational identity. These findings were analyzed and interpreted by developing theoretical ideas from three areas between which historically there has been no interface: organizational flexibility, organizational innovativeness and institutional embeddedness. This insightful examination into what enables some family-owned businesses to survive and thrive and causes others to fail will be of interest to academics concerned with business flexibility and adaptation, as well as to managers and owners of family businesses.

Edward Elgar Publishing Ltd Research Handbook on EU Administrative Law
This Handbook uses a thematic and interdisciplinary approach to discuss and analyse the various governance structures of the EU, focusing in particular on how these are administered. Key chapters, written by leading experts across the field, engage with important ongoing debates in the field of EU administrative law, focusing on areas of topical interest such as financial markets, the growing security state and problematic common asylum procedures. In doing so, they provide a summary of what we know, don't know and ought to know about EU administrative law. Edward Elgar Publishing Ltd The Economics of COVID-19: Implications of the Pandemic for Economic Thought and Public Policy
This timely book explores the neglected risk in the advent of the Covid-19 pandemic, illustrating the ways in which four decades of neoliberal economic and public policy has eroded the functional capacity of states to handle catastrophic events. Challenging the very heart of modern nation-states, Imad Moosa comprehensively demonstrates how the pandemic has shed light on existing structural problems that have been ignored by neoliberal governments and policy-makers. The author highlights the implications of the pandemic for democracy, militarism and international relations, as well as its impact on healthcare, inequality, human rights, poverty and homelessness. Drawing on theoretical insights and empirical evidence, Moosa emphasises the importance of sustained government intervention in economic activity at a time in which the free market doctrine has failed to restore equilibrium and deliver prosperity after an international financial shock. A radical and decisive intervention in contemporary economic thought, this book is crucial reading for scholars and researchers in economics and political science, particularly those focusing on the fallout of the Covid-19 pandemic and global economic recovery. The book’s empirical insights and key policy recommendations will also benefit policy-makers in public health and economics.

Nonprofit organizations are arguably the fastest growing and most dynamic part of modern market economies in democratic countries. This Handbook explores the frontiers of knowledge at the intersection of economics and the management of these entities. Top researchers in the field review the role, structure, and behavior of private, nonprofit organizations as economic units and their participation in markets and systems of public service delivery, assess the implications of this knowledge for the efficient management of nonprofit organizations and the formulation of effective public policy, and identify cutting-edge questions for future research.Building on the success of the first edition, this thoroughly revised and expanded edition explores: (1) areas of general agreement from previous research; (2) areas of conflicting results and unexplored questions; (3) the relative roles of theory, data availability, and empirical analysis in explaining gaps in our knowledge; and (4) what must be done to improve our knowledge and extend the literature. Selected original chapters addressing especially challenging topics include: the value of risk management to nonprofit decision-making; nonprofit wages theory and evidence; the valuation of volunteer labor; property tax exemption for non-profits; when is competition good for the third sector; product diversification and social enterprise; international perspectives; the application of experimental research; and the macroeconomic effects of the nonprofit sector. This book is a valuable resource for academics, but the concerns of nonprofit sector managers and decision-makers are also addressed, making it a useful reference for practitioners as well.Contributors include: S. Edward Elgar Publishing Ltd The Anatomy and Evolution of Industries: Technological Change and Industrial Dynamics
In this challenging book, Orietta Marsili examines the relationship between industrial dynamics and technological change. By combining formal evolutionary modelling with empirical evidence, she illustrates how the characteristics of innovative processes in different technological regimes influence market structure and dynamics. The book is divided into three sections; part one provides the analytical background, part two identifies the characteristics of technological regimes and part three develops a formal evolutionary model which links technological regimes to the dynamics of industrial competition and accounts for empirical regularities identified earlier in the book. Significantly, the author introduces a new taxonomy of technical regimes, which groups sets of production activities together - an important and valuable step away from traditional industrial classifications. The author concludes by stressing the usefulness of industrial regimes, proposing directions for future research and outlining the elements which must be considered if the relationship between industrial dynamics and technological change is to be fully understood. This innovative book will be welcomed by those in the fields of industrial economics, evolutionary economics, the economics of innovation and technological change and public policymakers.

Edward Elgar Publishing Ltd The Political Economy of Central Banking: Contested Control and the Power of Finance, Selected Essays of Gerald Epstein
'Monetary policy is not just a matter of optimal stabilization policy; it is also fundamentally a matter of politics. But while this observation is commonplace, it is not adequately incorporated into economists' reasoning and analysis. Gerald Epstein's work represents perhaps the most prominent exception to this last rule. Reading him provides a salutary reminder that we need to pay closer attention to this political aspect when thinking about central banks and what they do.' - Barry Eichengreen, University of California, Berkeley, US Central banks are among the most powerful government economic institutions in the world. This volume explores the economic and political contours of the struggle for influence over the policies of central banks such as the Federal Reserve, and the implications of this struggle for economic performance and the distribution of wealth and power in society. Written over several decades by Gerald Epstein and co-authors, these works explore why central banks do what they do, and how they could better operate. Epstein shows that central banks are a contested terrain over which major economic and political groups fight for control; and demonstrates that though in the US and most other countries, private bankers have the upper-hand in this political struggle, they don t always win. Graduate students, faculty and advanced undergraduates in economics, political science and sociology who are interested in central banking and finance as well as specialists who focus on central banking will find greater understanding of central banks through The Political Economy of Central Banking.

Edward Elgar Publishing Ltd Urban Economics and Urban Policy: Challenging Conventional Policy Wisdom
In this bold, exciting and readable volume, Paul Cheshire, Max Nathan and Henry Overman illustrate the insights that recent economic research brings to our understanding of cities, and the lessons for urban policy-making. The authors present new evidence on the fundamental importance of cities to economic wellbeing and to the enrichment of our lives. They also argue that many policies have been trying to push water uphill and have done little to achieve their stated aims; or, worse, have had unintended and counterproductive consequences. It is remarkable that our cities have been so successful despite the many shortcomings of urban policies and governance. These shortcomings appear in both rich and poor countries. Many powerful policies intended to influence urban development and spatial differences have been developed since the late 1940s, but they have been subject to little rigorous economic evaluation. The authors help us to understand why economic growth has emerged so unevenly across space and why this pattern persists. The failure to understand the forces leading to uneven development underlies the ineffectiveness of many current urban policies. The authors conclude that future urban policies need to take better account of the forces that drive unevenness and that their success should be judged by their impact on people, not on places - or buildings. This groundbreaking book will prove to be an invaluable resource and a rewarding read for academics, practitioners and policymakers interested in the economics of urban policy, urban planning and development, as well as international studies and innovation.Contents: Foreword by Ed Glaeser 1. Edward Elgar Publishing Ltd Explaining Economic Growth: A New Analytical Framework

An operational framework for identifying the policies needed to produce greater economic growth is also developed.Explaining Economic Growth presents the large and often unstructured development literature within a systematic framework allowing for a series of policy-oriented conclusions. Edward Elgar Publishing Ltd The Political Economy of Comparative Development into the 21st Century: Essays in Memory of John C.H. Fei, Volume 1
This important book uses the most recent advancements in growth theory and case studies to examine the status of economic and political development at the turn of the 20th century. The book first provides an overview of the process of economic development in light of endogenous growth theory. The authors then explore the sources of economic development in East Asian countries, including the role of capital accumulation, international trade, pre-takeoff conditions and intersectoral relations. Pre war Japan is used as a case study to examine the role of industrial structure in accelerating economic development. The contributors then discuss the implications of economic development for income distribution in labor-absorbing economies and newly industrialized countries as well as examining household income distribution in Taiwan. Inequality is analyzed in the context of a developing country experiencing hyper-inflation. The influence of institutions, such as the Bretton Woods system, on developing countries' growth potential is also examined and case studies of Kenya, Uganda, and Sri Lanka are used to explore the role of politics and conflict in the process of economic development. The Political Economy of Comparative Development into the 21st Century will be essential reading for scholars of the economics and politics of development.

Edward Elgar Publishing Ltd Stock Markets, Speculative Bubbles and Economic Growth: New Dimensions in the Co-evolution of Real and Financial Markets
This book sheds new light on the role of speculative bubbles in the stock market and argues that, provided they are sustainable, bubbles may in fact have a positive effect on the market. In many developed countries, speculative bubbles in stock markets seem to have emerged as a persistent phenomenon. This book offers new perspectives on the role bubbles play in recent economic development. The author refutes the traditional argument that speculative bubbles necessarily increase instability or develop at the expense of real activities. He argues that, when profitable investment projects are scarce, bubbles on the stock market may provide additional investment opportunities with the potential to increase aggregate profits and to improve economic welfare. However, he allows that this potentially positive effect can only occur if bubbles are sustainable and do not burst. Highly sophisticated financial systems are needed in order to allow for positive effects to develop or, as recent experience in Asia has shown, the destabilizing effects will outweigh the potential benefits. The book takes a groundbreaking view on speculative bubbles and will be invaluable to academics and practitioners with an interest in financial economics.

Edward Elgar Publishing Ltd Financial Instability and Economic Security after the Great Recession
'A failing orthodoxy calls out for powerful alternatives. Neoclassical economics is that failed orthodoxy; Whalen and his contributors are the critical alternative. In this finely orchestrated edited volume, the contributors take turns wielding a sledgehammer to demolish the weakened edifice of neoclassical theory. Then, each adds a brick to a new theoretical foundation as they work together to expand upon the Post-Keynesian Institutionalist approach, especially the ideas laid down by Hyman Minsky. Their critique is clear and the alternative theory and policies they present are critical for anyone trying to understand the nature and operation of market-based economies.' - Dorene Isenberg, University of Redlands 'A convergence of Post Keynesian and Institutional economics, which have much in common, offers a sound and practical way forward after the Great Recession. By drawing inspiration from Hyman Minsky and tracing similarities in the economics of Veblen, Commons and Keynes, this book pursues such a convergence in an original and thought-provoking manner. The result is a new way of thinking about economics, one based on serious economic theory and rooted firmly in economic reality.' - Philip Arestis, University of Cambridge, UK This timely book rethinks economic theory and policy by addressing the problem of economic instability and the need to secure broadly shared prosperity. It stresses that advancing economics in the wake of the Great Recession requires an evolutionary standpoint, greater attention to uncertainty and expectations, and the integration of finance into macroeconomics. The result is a broader array of policy options - and challenges - than conventional economics presents. Building on the pioneering work of Thorstein Veblen, John R. Commons and John Maynard Keynes, the authors synthesize key insights from Institutional and Post Keynesian economics into Post-Keynesian Institutionalism. Then they use that framework to explore an array of economic problems confronting the United States and the world. Inspired by the work of Hyman Minsky, the authors place financial relations at the center of their analysis of how economies operate and change over time. Students and scholars of macroeconomics and public policy will find this book of interest, as will a wider audience of financial analysts, policy makers and citizens interested in understanding economic booms and downturns.

Edward Elgar Publishing Ltd The Structure of Regulation: Explaining Why Regulation Succeeds and Fails
This timely and original book provides an exploration of the factors that combine to determine the form of regulatory problems and the overall success or failure of regulation. Using environmental regulation as a basis for analysis, this book puts forward a theoretical framework for the design of effective regulation and demonstrates how businesses’ compliance with environmental regulation, in particular, could be improved. The authors address previous shortcomings in regulatory explanations, which have frequently overlooked the structural character of regulation and underplayed how the factors involved work together to determine regulatory shape and performance. In seeking to address this deficit, the authors develop a compliance line to demonstrate how different choices on how to regulate will affect compliance outcomes. Chapters include a review of how regulation has changed and sought to improve over the years, the relationship between rule following and regulation, how regulation incorporates and relies on necessary conditions, an identification of the trade-offs involved in regulating, and a discussion of why regulation is, by necessity and to a degree, unfair.Providing theories for how regulation can be structured to improve compliance, The Structure of Regulation will be a key resource for students and academics in the fields of law and regulation, environment studies, public policy and political science.

Edward Elgar Publishing Ltd A guide to policies for energy conservation: The European Experience
This important new book is a practical guide to the design of policies for effective energy conservation. Drawing on a wide range of European experiences, it analyses and evaluates the weaknesses of current conservation policies. The authors advance proposals that will ensure that political, administrative and energy conservation resources are used to maximum effect. Based on original investigations of conservation policies the book examines: the use of grants and subsidies to encourage investment in the conservation of energy in domestic housing and public buildings the use of information to inform householders of their conservation options and the implications of these options the use of regulation to encourage the use of combined heating power demand-side management by utility companies institutional development as a means of engendering 'bottom-up' conservation initiatives The main lesson is that it is not the policy per se but its design and execution which dictates performance. The key variables in shaping such performance are identified and discussed. This timely book will be invaluable for those responsible for designing and implementing energy conservation policies and will be of special interest to those researching the practice of energy conservation.

Edward Elgar Publishing Ltd Knowledge, Innovation and Economic Growth: The Theory and Practice of Learning Regions
The learning region offers a new perspective on the dynamics of change which shape the economy. This book examines the transformation of the modern economy into one in which knowledge is the most important resource and learning the most important process for economic growth. In the modern economy, successful firms, as well as governments, are those which have control over and access to flows of information and knowledge of technologies, markets, and organizational and managerial practices. In order to examine this, the authors apply innovation, industrial network and institutional theories to the many factors which together constitute learning regions: regional innovation policy, geographical clusters of collaborating firms and the role of research centres in the innovative potential of regions. They find that the learning region paradigm opens new possibilities for research and policy and use case studies in Germany, Holland and Belgium to illustrate these possibilities. The authors also examine European Union and regional government policy on innovation and regional development. Finally, they examine inter-firm and intra-firm collaboration and regional business and innovation systems. This innovative new book will prove invaluable to regional scientists, economic geographers and regional planners.

Edward Elgar Publishing Ltd Innovation and Entrepreneurship: Successful Start-ups and Businesses in Emerging Economies
Little is known about innovative and successful enterprises in the countries that, until 1990, were part of the Soviet Union. Most previous research has extensively covered barriers to entrepreneurship and innovation that exist in these countries, some of which undoubtedly represent a hostile and harsh environment for any entrepreneurial activity. In this book, a different perspective is introduced. The focus is shifted to the innovative potential that these environments provide, demonstrating how entrepreneurs have been able to convert possibilities in hostile business environments into successful businesses. Through this collection of six in-depth case studies, the authors illustrate how successful and innovative businesses were able to develop in countries such as Russia, Belarus, Kazakhstan, Kyrgyztan, Moldova and Ukraine. Each case study presents an overview of the country's key economic indicators and the role of small and medium-sized enterprises (SMEs) in the economy, followed by the presentation of a case study of a successful SME. Teachers, researchers and students of entrepreneurship will find much to interest them in this book, as will students of international business and anyone conducting business in Europe.

Edward Elgar Publishing Ltd Measuring the Global Shadow Economy: The Prevalence of Informal Work and Labour
This book brings together two leading researchers in the field to provide a comprehensive overview of the shadow economy from a global perspective. Reviewing the advantages and disadvantages of different ways of measuring the informal sector, the authors evaluate its size and key determinants across the world. Williams and Schneider clearly establish the persistence and prevalence of the shadow economy, analysing the narrowness of existing policy approaches and explaining how these fail to address the key factors for its existence and may even exacerbate the problem.Proposing an alternative way forward, the authors argue that little headway will ever be made in reducing the shadow economy until there are changes not only to the character of formal institutions but also informal institutions (the values, beliefs and norms of citizens) through the introduction of macro-level structural changes. This timely, cutting-edge review of the global shadow economy and how it can be measured and tackled is an invaluable resource for postgraduate students, researchers and policy-makers, particularly those with a interest in tax evasion and informal labour.

Edward Elgar Publishing Ltd The Economic Impacts of Population Ageing in Japan
Whilst all of the major industrialized countries are currently experiencing population ageing, Japan is at the forefront of this demographic trend. This important new book explores the serious economic and social challenges that a rapidly ageing Japanese economy will have to overcome in the first half of the 21st century. Following a comprehensive review of the economics of ageing both in general and in Japan, the authors present a range of future scenarios produced using an integrated economic-demographic model. This unique model integrates demography and the macro-economy, paying special attention to pensions, health care, and long-term care. The results reveal that, even if future demographic trends are more favourable than predicted, Japan will still experience a slowdown of economic growth, reduced savings, and rising costs of pensions, health care and long-term care. However, with appropriate policy measures and rapid implementation, the authors believe that a situation in which both young and old continue to experience long-term improvements in well-being remains possible. This book is arguably the best available English language survey on the economic implications of population trends in Japan. It will be widely read by researchers of economics, demography, public policy and public finance, and will also provide useful supplemental reading for graduate or upper undergraduate courses in economics, social policy, and Asian studies.

Edward Elgar Publishing Ltd Controversies in Economics and Finance: Puzzles and Myths
In this fascinating book, Imad A. Moosa challenges existing preconceptions surrounding normative economics, arguing that what some economists see as undisputed facts of life may be myths caused by dogmatic thinking. With this in mind, Moosa argues that the alleged puzzles found in the economics and finance literature are not puzzles at all, because they can be explained intuitively, without the need for complex models or the extravaganza of econometrics. Plausible explanations are suggested for puzzles in various areas of economics and finance, such as the home bias puzzle, the PPP puzzle and the presidential puzzle. The author explains why some common beliefs are, in fact, myths, including those of the power of the market, inefficiency of the public sector and the use of low-interest policy to combat the depression caused by the Covid-19 outbreak. Controversies in Economics and Finance is a thought-provoking and stimulating read that exposes common flaws in economic analysis. It will be of great benefit to academics, graduate students and policy-makers looking to understand the limits of economic analysis.

Edward Elgar Publishing Ltd The Elgar Companion to the Economics of Property Rights
Economics is a matter of choice and growth, of interaction and exchange among individuals. Because property rights define the rules of these interactions and the objects of exchange, it is vital to fully understand the institutions and implications of the various property-rights regimes. With over 20 original and specially commissioned chapters, this book takes the reader from the historical and moral foundations of the discipline to the frontiers of scholarly research in the field. This Companion is both an introduction to the economics of property rights and a guide to help understand and analyse policy issues by making use of the powerful conceptual tools offered by this increasingly popular branch of economics. Following a comprehensive introduction by the editor, the book is divided in to three broad sections which examine the birth and evolution of property rights, investigate the relationship between property rights and the law, and explore contemporary economic issues from a property rights perspective. Together, the chapters in the book do not claim to offer a standard solution to the institutional questions raised by the property-rights issue. Instead, they present the theoretical tools and real-world examples needed to allow the reader to develop new ideas and evaluate existing problems.Non-technical in nature and including a distinguished list of authors from across the spectrum of economic thinking, The Elgar Companion to the Economics of Property Rights makes an invaluable contribution to the literature on economics, law, political science and public choice. For any serious scholar or student of these disciplines, this book will prove to be the ultimate reference companion.

Edward Elgar Publishing Ltd Economic Change in Eastern Europe since 1918
Change in Eastern Europe has too often been seen in narrowly political terms by historians and commentators. Underlying the often dramatic political events of the post-1918 period have been economic and social elements which have both massively influenced and severely constrained the political options of policymakers.Economic Change in Eastern Europe since 1918 presents a concise, authoritative account of the economic history of Yugoslavia, Romania, Bulgaria, Hungary, Poland and Czechoslovakia in the twentieth century. Drawing upon a deep knowledge of the primary literature and the latest research, the authors explain why Eastern Europe was already underdeveloped by 1914 before assessing the impact of two world wars, economic recession and socialist economic planning. The final chapter examines the aftermath of the 1989 revolutions and discusses some scenarios for the future of the region. This important book offers economists, political scientists and historians a unique, authoritative overview of the economic legacy of Eastern Europe’s turbulent past and the political and social factors, including the significant role of agrarian and land issues, which have helped to shape the region’s history.

Edward Elgar Publishing Ltd The European Union as a Global Counter-Terrorism Actor
This significant book provides a comprehensive analysis of the global dimension of European Union (EU) counter-terrorism. It focuses on the growth of the EU as a global counter-terrorism actor, from it having almost no role in 2001 to becoming a significantly greater force in recent years.Analysing one of the most important policy areas of European integration, authors Christian Kaunert, Alex MacKenzie and Sarah Léonard consider the key question of why the EU may have become a global actor in counter-terrorism. The authors then develop a unique theoretical approach in the form of actorness and collective securitization, which analyses the EU’s evolution as a counter-terrorism actor in different case studies, such as counter-terrorism in the transatlantic relationship, North Africa, the Middle East and South Asia. Overall, this book highlights that the EU is, in fact, becoming a counter-terrorism actor of growing importance and with an ever-diversifying number of policy options available.Addressing topical matters, this book will be a key resource for scholars, researchers and students in fields such as European studies, international relations, political science and governance. It will also attract the attention of practitioners, politicians, non-governmental and civil society organisations.

Edward Elgar Publishing Ltd The State, the Market and the Euro: Chartalism versus Metallism in the Theory of Money
Is the theory of money that underlies most modern macroeconomics well-grounded? What determines the value of a currency, and how is the state's power over its currency related to its ability to stabilize prices and employment? Charles Goodhart's classic paper 'The Two Concepts of Money: Implications for the Analysis of Optimal Currency Areas' which first raised these questions is reprinted here, and the distinguished authors expand its line of argument and comment on its central themes. The issues discussed are of fundamental importance in contemporary monetary theory and policy. The State, the Market and the Euro presents two sharply contrasting theories of money - Chartalist and Metallist - and the resulting equally sharply contrasting approaches to macroeconomic policy.Academic monetary, financial and political economists will find this book of great interest as will policymakers, financial analysts and journalists.

John Catt Educational Ltd Follow the Science to School: Evidence-based Practices for Elementary Education
“Follow the science.”How often have you picked up an education book to read how, according to the authors, the system is broken, failing, and flailing—but their ideas for fixing it will bring about a miraculous transformation? That’s not the approach of this volume.Sure, the editors believe that our system of education could achieve significantly better results. But they also recognize that schools have gotten better over time. One explanation is the progress schools have made in “following the science”. Especially in early reading and math instruction, scholars know more now about what works than we did in the past, and more schools are putting that knowledge into practice. Now, in the wake of a horrific pandemic, even the best elementary schools are struggling to help their students get their momentum back again. In this book, the editors share high-quality syntheses of evidence and insights from leading educators, academics, and other experts. And they communicate those findings in user-friendly language, with an understanding of the real-world complexities of schools and classrooms.
