The 'war on terror' that began after the 9/11 terrorist attacks on the USA has not been won. It has spread far beyond Afghanistan: it has led to targeted killings in Pakistan, Somalia, and Yemen, and to intervention against ISIS in Iraq and Syria. Is there an expanding right of self-defence against non-state actors? Is the use of force effective? The development of nuclear weapons by North Korea has reignited discussion about the legality of pre-emptive self-defence. The NATO-led operation in Libya increased hopes for the implementation of 'responsibility to protect', but it also provoked criticism for exceeding the Security Council's authorization of force because its outcome was regime change. UN peacekeeping faces new challenges, especially with regard to the protection of civilians, and UN forces have been given revolutionary mandates in several African states. But the 2015 report Uniting Our Strengths reaffirmed that UN peacekeeping is not suited to counter-terrorism or enforcement operations; the UN should turn to regional organizations such as the African Union as first responders in situations of ongoing armed conflict.

Ant colony optimization is a metaheuristic which has been successfully applied to a wide range of combinatorial optimization problems. The author describes this metaheuristic and studies its efficiency for solving some hard combinatorial problems, with a specific focus on constraint programming. The text is organized into three parts. The first part introduces constraint programming, which provides high level features to declaratively model problems by means of constraints. It describes the main existing approaches for solving constraint satisfaction problems, including complete tree search approaches and metaheuristics, and shows how they can be integrated within constraint programming languages. The second part describes the ant colony optimization metaheuristic and illustrates its capabilities on different constraint satisfaction problems. The third part shows how the ant colony may be integrated within a constraint programming language, thus combining the expressive power of constraint programming languages, to describe problems in a declarative way, and the solving power of ant colony optimization to efficiently solve these problems.

In this study of the reign of James II of Scotland, the king is viewed in the context of the Stewart monarchy, from his struggles to overcome his early adversity and the legacy of his father's style of kingship, to the serious political crises of his reign. The relations between the king and his subjects, and the complex balance of power in medieval Scotland are examined, particularly the significant crisis precipitated by James II's attack on the Black Douglases, the greatest of all late medieval magnate families. The changing nature of political involvement among the nobility and the role of Parliament in influencing events are explored, as are the efforts of the king to recover and promote royal authority in the final years of his reign. The role of James II in the wider European context is also studied with a view to shedding light on contemporary perceptions of the Stewart monarchy both at home and abroad. The study is based on contemporary chronicle and official sources, and consideration is also given to later, highly coloured views of James II, which have influenced popular views of the king to the present day.

The book first examines some radical new directions in Korea's regional policies instigated by the newly established permanent Presidential Commission of Regional Development. The existing nine provinces and seven 'Special Cities' (i.e. metropolitan areas), will yield considerable power and budget authority to seven new mega-regions. Many of the ideas behind the new policies (such as territorial cohesion, regional innovation and regional competitiveness) were inspired from abroad, especially Europe. There are also changes at the lower urban scale to modify Korea's traditional top-down strategies. Previous policies, named 'balanced national development', were targeted at undermining Seoul by redistributing activities, including government, to other parts of the country under the zero sum game assumption. The new policies aim to benefit both the Capital Region and other mega-regions under a 'win-win' assumption. The book evaluates these approaches.
