In the new edition of his standard work, the founder of one of the most successful lobbying companies in the European Union (EU), Prof. Klemens Joos, bundles experience acquired over more than three decades to form a scientific theory on governmental relations. It focusses on the insight that, in view of the increasingly complex decision-making structures of the EU, the most precise possible knowledge of decision-makers and decision-making processes is at least equally as important to success as the content aspects of interest representation. In a new chapter, the author sets out the formula for science-based interest representation developed by him from his practical experience. With the Treaty of Lisbon, which entered into force on 1 December 2009, the EU de facto became a state territory stretching from Portugal to Finland and from Ireland to Cyprus. The European Parliament became an equal-status decision-maker alongside the Council of the European Union (Council). The previous co-decision procedure was elevated to become the standard procedure ("ordinary legislative procedure"). The so-called qualified majority (55 percent of the EU member states which simultaneously represent at least 65 percent of the EU population) was introduced for all important areas in the Council. As a result, the outcome of decision-making processes has become largely incalculable for the actors on the "European Union stage" - the EU member states, EU regions, companies, associations and organisations. The second edition includes a new chapter, in which Prof. Klemens Joos makes the variables of successful interest representation even more tangible on the basis of his scientific formula: at the latest since the Treaty of Lisbon, the basic prerequisite for successful interest representation in the EU involves the continuous and close intermeshing of the affected party's content competence (of the four "classic instruments" of interest representation: corporate representative offices, associations, public affairs agencies, law firms) with process structure competence (i.e. the EU-wide maintenance of the required spatial, personnel and organisational capacities as well as strong networks across institutions, political groups and member states) on the part of an independent intermediary. The likelihood of success can be increased exponentially if success is achieved, firstly, in committing to the concern of an affected party through a change of perspective such that the positive effects on the common good are shifted into the foreground for the decision-makers in the EU (perspective change competence) and, secondly, in successfully integrating the concern into the crucial decision-making processes at the political level and continuously supporting it (process support competence). As the case studies of Morocco, Algeria, Egypt, Jordan, Kuwait, Qatar, and Yemen suggest, political liberalization-as managed by the state-not only opens new spaces for debate and criticism, but is also used as a deliberate tactic to avoid genuine democratization. In several chapters on Iran, the authors analyze the benefits and costs of limited reform. There, the electoral successes of President Mohammad Khatami and his reformist allies inspired a new generation but have not as yet undermined the clerical establishment's power. By contrast, in Turkey a party with Islamist roots is moving a discredited system beyond decades of conflict and paralysis, following a stunning election victory in 2002. Air Pollution and Community Health A Critical Review and Data Sourcebook Frederick W. Lipfert Air pollution has affected community health since the advent of the industrial age and arguably since the discovery of fire. While organized societies have taken important steps to reduce and control emissions, the quality of the air we breathe today remains a critical concern. Air Pollution and Community Health transforms the major epidemiological works of the past 40 years into a coherent picture of the effects of air pollution on respiration, hospitalization, and mortality. The book re-evaluates these studies to clarify their findings within a consistent analytical framework and to define statistical relationships between various measures of community health and air quality. Lipfert emphasizes observational studies and the quality of the data used. The book is organized by health endpoint rather than by pollutant, beginning with the major air pollution disasters that helped galvanize the environmental revolution. His analysis shows that community air pollution acts primarily to exacerbate existing conditions in susceptible individuals, rather than to create new cases of respiratory disease. He concludes that "the alarms that sounded over 40 years ago are still ringing"--substantial health risks are still presented by the current urban mixtures of air pollution. Many of the studies reviewed suggest that the current ambient air quality standards required by the Clean Air Act fail to protect the health of the most susceptible individuals. Further, because of the role of natural sources of air pollution, questions are raised as to whether complete protection can ever be achieved. The book presents data from many of the epidemiological studies reviewed, including those of the major disasters of 1930-1960. Graphical presentations are featured for easy reference; many new analyses are presented here for the first time. The book also includes introductory chapters on air pollution, statistical analysis, and respiratory physiology, for the convenience of readers who may not be well versed in all of these topics. The major technical chapters on mortality and hospitalization include reviews of the effects of air pollution episodes, time-series analyses, cross-sectional studies, and long-term studies of pollution abatement. The chapters on respiratory function include both the effects of air pollution on function and the role of lung function as an independent predictor of longevity. Ireland’s finest photographer in the 20th century, Fr Frank Browne repeatedly visited County Wicklow across almost half a century. Over that time, he had the opportunity to capture images of this part of the country as it underwent change and yet, somehow, retained its essential character. The earliest photograph, for example, is of the Dargle Valley, a spot that looks much the same today as it did when Fr Browne first went there in 1910. This is made obvious by the colour replica photograph of the Dargle Valley, one of twenty colour replica photographs juxtaposed with Fr Browne's originals in this book. An introduction by the editor, Robert O'Byrne, allows the reader gain insight into this renowned photographer's life, and also into the history of the various Wicklow locations included in the book. Other pictures show landmark beauty spots such as the Powerscourt Waterfall and the Sugarloaf Mountain, as well as the rugged landscape of the Sally Gap. The monastic remains of Glendalough are exquisitely caught, along with the still waters of Lough Tay. The book is divided into six areas of Wicklow county, each a manageable day trip, which along with a handy guide map, offers readers the chance to follow in Fr Browne’s footsteps – and maybe take their own replica photographs! While his eye was able to spot the timeless beauty of this rural idyll, Fr Browne also noted the modern and innovative, capturing key moments in the development of a newly-independent Ireland, such as the construction of the Poulaphouca Reservoir in the late 1930s and workers in the newly-opened Solus Teoranta Lightbulb Factory in Bray. Cars are few, but bicycles plentiful in his photographs. The advent of modern technology contrasts with traditional pastimes: a horse fair in Blessington, sheep dipping on a farm, a thatcher repairing the roof of an old cottage. He shows bustling preparations for the International Eucharistic Congress of June 1932, along with commercial activity in towns such as Arklow and Wicklow. New schools are shown being built in the first, older pursuits like fishing continue in the second. Fr Browne’s ability to gain access everywhere means he was able to photograph many of Wicklow’s most famous historic houses, like Powerscourt before its interiors were tragically destroyed by fire, and Shelton Abbey which he visited just a year before the building and its contents were sold. Whether you wish to take to the road, or remain an armchair traveller, this book is a companion to anyone interested in Ireland's pictorial history, and especially the history of the county of Wicklow.

Arnold Marsh, son of Belfast tin-factory owner born in 1890, is best remembered as an educationist and headmaster of Newtown Quaker School in Waterford, Ireland. His life also saw him travel widely, leaving Canada to work in a gold mine in Northern Ontario, on railway construction in British Columbia, and in a lumber camp in Alaska where he met Scandinavians, Chinese and Japanese, Russians and a Finn who learned language after language so that he could read different versions of the Bible. There he encountered the racism experienced by native Alaskans treated as foreigners in their own country. In 1917, once war was declared in the United States, Marsh sailed from Alaska to California where he played an extra in the Douglas Fairbanks movie A Modern Musketeer. He was eventually ‘inducted’ into the US Army at Camp Lewis, Washington, and was sent to France to join the front line beset by Spanish Flu. After peace was declared, Marsh returned to Ireland where he cycled 1200 miles around Ireland on a ‘Grand Tour’. Returning to his first love, education, he got a job in the Friends School, Lisburn, becoming headmaster in 1926. At that time, he observed that Irish Protestants were pessimistic about their future, many sending their children to English schools. Numbers at Newtown had fallen to twenty pupils and the buildings were dilapidated. In sympathy with the new post-1916 independent Ireland, Marsh took immediate steps to improve the school’s conditions, and during his tenure, numbers grew to 300–400 pupils. His fresh ideas about multi-denominational education took inspiration from his own schooldays at Sidcot in England: ‘The masters were our friends. We could look up to them and enjoy their company. … I got a great deal out of being away for those years, doing other work and getting to know other people. With my students I discussed the whole social system, trying to get people to think things out afresh.’ He married the distinguished portrait painter Hilda Roberts and they, with their daughter Eithne, settled at the foot of the Dublin mountains in Woodtown Park during the late 1930s, building a community of like-minded tenants and idealists drawn from all over Europe. In his later years, he was inspired to write his memoir, illustrated with postcards, letters and photographs describing his journeys and adventures in North America, and his experiences as a headmaster. In 1976, a year before his death aged eighty-six, he was still splitting and sawing logs for the fire, recalling his early career as a lumberjack in Alaska those fateful years ago.

This monograph represents a historic breakthrough in the field of linear programming (LP)since George Dantzig first discovered the simplex method in 1947. Being both thoughtful and informative, it focuses on reflecting and promoting the state of the art by highlighting new achievements in LP. This new edition is organized in two volumes. The first volume addresses foundations of LP, including the geometry of feasible region, the simplex method and its implementation, duality and the dual simplex method, the primal-dual simplex method, sensitivity analysis and parametric LP, the generalized simplex method, the decomposition method, the interior-point method and integer LP method. The second volume mainly introduces contributions of the author himself, such as efficient primal/dual pivot rules, primal/dual Phase-I methods, reduced/D-reduced simplex methods, the generalized reduced simplex method, primal/dual deficient-basis methods, primal/dual face methods, a new decomposition principle, etc.Many important improvements were made in this edition. The first volume includes new results, such as the mixed two-phase simplex algorithm, dual elimination, fresh pricing scheme for reduced cost, bilevel LP models and intercepting of optimal solution set. In particular, the chapter Integer LP Method was rewritten with great gains of the objective cutting for new ILP solvers {\it controlled-cutting/branch} methods, as well as with an attractive implementation of the controlled-branch method. In the second volume, the `simplex feasible-point algorithm' was rewritten, and removed from the chapter Pivotal Interior-Point Method to form an independent chapter with the new title `Simplex Interior-Point Method', as it represents a class of efficient interior-point algorithms transformed from traditional simplex algorithms. The title of the original chapter was then changed to `Facial Interior-Point Method', as the remaining algorithms represent another class of efficient interior-point algorithms transformed from normal interior-point algorithms. Without exploiting sparsity, the original primal/dual face methods were implemented using Cholesky factorization. In order to deal with sparse computation, two new chapters discussing LU factorization were added to the second volume. The most exciting improvement came from the rediscovery of the reduced simplex method. In the first edition, the derivation of its prototype was presented in a chapter with the same title, and then converted into the so-called `improved' version in another chapter. Fortunately, the author recently found a quite concise new derivation, so he can now introduce the distinctive fresh simplex method in a single chapter. It is exciting that the reduced simplex method can be expected to be the best LP solver ever.With a focus on computation, the current edition contains many novel ideas, theories and methods, supported by solid numerical results. Being clear and succinct, its content reveals in a fresh manner, from simple to profound. In particular, a larger number of examples were worked out to demonstrate algorithms. In film history, director-cinematographer collaborations were on a labor spectrum, with the model of the contracted camera operator in the silent era and that of the cinematographer in the sound era. But in Weimar era German filmmaking, 1919-33, a short period of intense artistic activity and political and economic instability, these models existed side by side due to the emergence of camera operators as independent visual artists and collaborators with directors. Berlin in the 1920s was the chief site of the interdisciplinary avant-garde of the Modernist movement in the visual, literary, architectural, design, typographical, sartorial, and performance arts in Europe. The Weimar Revolution that arose in the aftermath of the November 1918 Armistice and that established the Weimar Republic informed and agitated all of the art movements, such as Expressionism, Dada, the Bauhaus, Minimalism, Objectivism, Verism, and Neue Sachlichkeit (“New Objectivity”). Among the avant-garde forms of these new stylistically and culturally negotiated arts, the cinema was foremost and since its inception had been a radical experimental practice in new visual technologies that proved instrumental in changing how human beings perceived movement, structure, perspective, light exposure, temporal duration, continuity, spatial orientation, human postural, facial, vocal, and gestural displays, and their own spectatorship, as well as conventions of storytelling like narrative, setting, theme, character, and structure. Whereas most of the arts mobilized into schools, movements, institutions, and other structures, cinema, a collaborative art, tended to organize around its ensembles of practitioners. Historically, the silent film era, 1895-1927, is associated with auteurs, the precursors of François Truffaut and other filmmakers in the 1960s: actuality filmmakers and pioneers like R. W. Paul and Fred and Joe Evans in England, Auguste and Luis Lumière and Georges Méliès in France, and Charles Chaplin and Buster Keaton in America, who, by managing all the compositional, executional, and editorial facets of film production—scripting, directing, acting, photographing, set, costume, and lighting design, editing, and marketing—imposed their personal vision or authorship on the film. The dichotomy of the auteur and the production ensemble established a production hierarchy in most filmmaking. In formative German silent film, however, this hierarchy was less rank or class driven, because collaborative partnerships took precedence over single authorship. Whereas in silent film production in most countries the terms filmmaker and director were synonymous, in German silent film the plural term filmemacherin connoted both directors and cinematographers, along with the rest of the filmmaking crew. Thus, German silent filmmakers’ principle contribution to the new medium and art of film was less the representational iconographies of Expressionist, New Objective, and Naturalist styles than the executional practice of co-authorship and co-production, in distinctive cinematographer-director partnerships such as those of cinematographer Theodor Sparkuhl and director Ernst Lubitsch; Fritz Arno Wagner with F. W. Murnau, Fritz Lang, and G. W. Pabst; Rudolf Maté with Carl Theodor Dreyer; Guido Seeber with Lang and Pabst; and Carl Hoffmann with Lang and Murnau.

Anglo-India's regional literature was both a practical and imaginative response to a pivotal period in the early colonialism of South Asia.Awarded as Honorable Mention of the Louis Gottschalk Prize by the American Society for Eighteenth-Century Studies (ASECS). Shortlisted for the Kenshur Prize by the Center for Eighteenth-Century Studies, Indiana University, John Ben Snow Prize by the North American Conference on British Studies, Marilyn Gaull Book Award by the Wordsworth-Coleridge Association.During the later decades of the eighteenth century, a rapid influx of English-speaking Europeans arrived in India with an interest in expanding the creation and distribution of anglophone literature. At the same time, a series of military, political, and economic successes for the British in Asia created the first global crisis to shepherd in an international system of national ideologies. In this study of colonial literary production, James Mulholland proposes that the East India Company was a central actor in the institutionalization of anglophone literary culture in India. The EIC drew its employees from around the British Isles, bringing together people with a wide variety of ethnic and national origins. Its cultural infrastructure expanded from presses and newspapers to poetry collections, letters, paper-making and selling, circulating libraries, and amateur theaters. Recovering this rich archive of documents and activities, Mulholland shows how regional reading and writing reflected the knotty geopolitical situation and the comingling of Anglo and Indian cultures at a moment when the subcontinent's colonial future was not yet clear. He shows why Anglo-Indian literary publics cohered during this period, reexamining the relationship between writing in English and imperial power in a way that moves beyond the easy correspondence of literature as an instrument of empire. Tracing regional and "translocal" links among Madras, Calcutta, Bombay, and settlements surrounding the Bay of Bengal, Before the Raj recovers a network of authors, reading publics, and corporate agents to demonstrate that anglophone literature adapted itself to geographical politics and social circumstances, rather than being simply imitative of the works produced in the English metropole.Mulholland introduces readers to figures like the Calcutta-born Eyles Irwin, the first man to sustain a literary career from India.
