The just war tradition is central to the practice of international relations, in questions of war, peace, and the conduct of war in the contemporary world, but surprisingly few scholars have questioned the authority of the tradition as a source of moral guidance for modern statecraft. Just War: Authority, Tradition, and Practice brings together many of the most important contemporary writers on just war to consider questions of authority surrounding the just war tradition. Authority is critical in two key senses. First, it is central to framing the ethical debate about the justice or injustice of war, raising questions about the universality of just war and the tradition's relationship to religion, law, and democracy. Second, who has the legitimate authority to make just-war claims and declare and prosecute war? Such authority has traditionally been located in the sovereign state, but non-state and supra-state claims to legitimate authority have become increasingly important over the last twenty years as the just war tradition has been used to think about multilateral military operations, terrorism, guerrilla warfare, and sub-state violence. The chapters in this collection, organized around these two dimensions, offer a compelling reassessment of the authority issue's centrality in how we can, do, and ought to think about war in contemporary global politics.

Should the democratic exercise of authority that we take for granted in the realm of government be extended to the managerial sphere? Exploring this question, Christopher McMahon develops a theory of government and management as two components of an integrated system of social authority that is essentially political in nature. He then considers where in this structure democratic decision making is appropriate. McMahon examines the main varieties of authority: the authority of experts, authority grounded in a promise to obey, and authority justified as facilitating mutually beneficial cooperation. He also discusses the phenomenon of managerial authority, the authority that guides nongovernmental organization, and argues that managerial authority is best regarded not as the authority of a principal over an agent, but rather as authority that facilitates mutually beneficial cooperation among employees with different moral aims. For women in Western society, there is no straightforward path of development to autonomous adulthood. The double-bind of female authority--that a women cannot be both a healthy adult and an ideal woman-- is the context in which a woman must construct her self in this culture. Whether she sees herself as too needy or too controlling, too insecure or too self-reliant, she is gathering evidence to support a theory of personal inadequacy. The traditional perspectives of psychodynamics and psychopathology reinforce women's sense of inferiority. How then does a woman claim her own authority-- the validity of her own truth, beauty, goodness, originating in her own experience. Young-Eisendrath and Wiedemann break with the tradition of deficit thinking, the examination of what is absent, wrong, or deficient. Recognizing this as a fundamental barrier to the empowerment of women, they work instead from an understanding of what is already strong and satisfying in the lives of women and girls in a patriarchal society. This volume unravels the paradox of female authority through the examination of its sociocultural, symbolic, and personal dimensions. How did the written word serve as an authoritative source in the ancient world? What does it mean that some works became so popular as to merit dedicated interpretive commentaries? And does any direct relationship exist between the various methods of interpretation and styles of composition in these commentaries? The present work sets out to provide some solid answers to such questions. At the heart of this book stands a comparative analysis of ancient cuneiform commentary texts from mid-to-late first millennium Mesopotamia and early Jewish commentaries -- known as pesharim -- from the turn of the common era found in caves near Khirbet Qumran. Though some aspects of Mesopotamian hermeneutics may have influenced Jewish exegesis, likely through Jewish Aramaic scribes, the actual Mesopotamian practice of composing commentary texts exerted little-to-no influence on the compositional techniques of the pesharim. Nevertheless, many textual difficulties in the Qumran pesharim can be explained as the result of an accretion of interpretations over an extended period of time -- practice detailed in the textual record of the Mesopotamian commentaries. What is more, these commentaries reveal important evidence about both the way in which and the extent to which such works functioned as authoritative sources. As a result, this book advocates a shift away from discussing textual authority in simple binary terms, both in ancient and modern contexts, to functional descriptions of literary authority.
