From the time of the Restoration of Charles II, when he returned to England from Breda and was presented with the yacht Mary by the burgomaster of Amsterdam, Royal yachts began to be defined as such in England and built with that special purpose in mind. They were built luxuriously and used for royal visits to the fleet, for diplomacy and for racing and cruising for pleasure. Charles II took more of an interest in the sea than any other English monarch. He built a fleet of royal yachts, fine examples of ship design and decorative art, and he can be said to have been the father of yachting and of royal yachts. His successors were less keen on the sea but travelled to Europe on missions of peace and war; and royal yachts took part in regime change several times. In 1689 Queen Mary was bought over to join her husband William of Orange and complete the Glorious Revolution'. In 1714 George I arrived from Hanover to establish a new dynasty. And in 1814, in a reverse process, King Louis XVIII was taken back to France to restore the monarchy after the defeat of Napoleon. This important new book is the first to describe the building and decoration of the yachts in such detail, using many newly discovered sources; and it is the first to describe their uses and exploits, often taking their royal passengers into controversy or danger. Besides the yachts themselves, it reveals much about the character of the kings, queens and princes involved - the impetuousness of the future William IV for example, or his brother George IV's surprising love of sailing. It describes the design, accommodation, and sailing of the yachts, as well as their captains and crews. Sailing yachts came to an end when Queen Victoria discovered that steam power was more efficient as well as more comfortable, but they revived in the form of her son Edward's cutter Britannia, and the Duke of Edinburgh's Bloodhound and Coweslip. Their legacy can be seen in the widespread sport of yachting today, and in the lavish superyachts of billionaires. The trade in oil, gas, gems, metals and rare earth minerals wreaks havoc in Africa. During the years when Brazil, India, China and the other "emerging markets" have transformed their economies, Africa's resource states remained tethered to the bottom of the industrial supply chain. While Africa accounts for about 30 per cent of the world's reserves of hydrocarbons and minerals and 14 per cent of the world's population, its share of global manufacturing stood in 2011 exactly where it stood in 2000: at 1 percent. In his first book, The Looting Machine, Tom Burgis exposes the truth about the African development miracle: for the resource states, it's a mirage. The oil, copper, diamonds, gold and coltan deposits attract a global network of traders, bankers, corporate extractors and investors who combine with venal political cabals to loot the states' value. And the vagaries of resource-dependent economies could pitch Africa's new middle class back into destitution just as quickly as they climbed out of it. The ground beneath their feet is as precarious as a Congolese mine shaft; their prosperity could spill away like crude from a busted pipeline. This catastrophic social disintegration is not merely a continuation of Africa's past as a colonial victim. The looting now is accelerating as never before. As global demand for Africa's resources rises, a handful of Africans are becoming legitimately rich but the vast majority, like the continent as a whole, is being fleeced. Outsiders tend to think of Africa as a great drain of philanthropy. But look more closely at the resource industry and the relationship between Africa and the rest of the world looks rather different. In 2010, fuel and mineral exports from Africa were worth 333 billion, more than seven times the value of the aid that went in the opposite direction. But who received the money? For every Frenchwoman who dies in childbirth, 100 die in Niger alone, the former French colony whose uranium fuels France's nuclear reactors. In petro-states like Angola three-quarters of government revenue comes from oil. The government is not funded by the people, and as result it is not beholden to them. A score of African countries whose economies depend on resources are rentier states; their people are largely serfs. The resource curse is not merely some unfortunate economic phenomenon, the product of an intangible force. What is happening in Africa's resource states is systematic looting. Like its victims, its beneficiaries have names.

But when it appeared in 1991, it immediately conjured up several powerful images: the helpless infant himself; his unseen environment, a newborn intensive care unit filled with babies crying inconsolably; and the mother who did this -- crack-addicted and unrepentant. Misconceiving Mothers is a case study of how public policy about reproduction and crime is made. Laura E. Gomez uses secondary research and first-hand interviews with legislators and prosecutors to examine attitudes toward the criminalization and/or medicalization of drug use during pregnancy by the legislature and criminal justice systems in California. She traces how an initial tendency toward criminalization gave way to a trend toward seeing the problem of \u0022crack babies\u0022 as an issue of social welfare and public health. It is no surprise that in an atmosphere of mother-blaming, particularly targeted at poor women and women of color, \u0022crack babies\u0022 so easily captured the American popular imagination in the late 1980s. What is surprising is the was prenatal drug exposure came to be institutionalized in the state apparatus. Gomez attributes this circumstance to four interrelated cause: the gendered nature of the social problem; the recasting of the problem as fundamentally \u0022medical\u0022 rather than \u0022criminal\u0022; the dynamic nature of t he process of institutionalization; and the specific feature of the legal institutions -- that is, the legislature and prosecutors' offices -- the became prominent in the case. At one level Misconceiving Mothers tells the story of a particular problem at a particular time and place -- how the California legislature and district attorneys grappled with pregnant women's drug use in the late 1980s and early 1990s. At another level, the book tells a more general story about the political nature of contemporary social problems. The story it tells is political not just because it deals with the character of political institutions but because the process itself and the nature of the claims-making concern the power to control the allocation of state resources. A number of studies have looked at how the initial criminalization of social problems takes place. Misconceiving Mothers looks at the process by which a criminalized social problem is institutionalized through the attitudes and policies of elite decision-makers.

While maintaining that “the letters record the daily life of an ordinary scientist doing ordinary work,” Dyson nonetheless has worked with many of the twentieth century’s most renowned physicists, mathematicians, and intellectuals, so that Maker of Patterns presents not only his personal story but chronicles through firsthand accounts an exciting era of twentieth-century science. Though begun in the dark year of 1941 when Hitler’s armies had already conquered much of Europe, Dyson’s letters to his parents, written at Trinity College, Cambridge, often burst with the curiosity of a precocious seventeen-year-old. Pursuing mathematics and physics with a cast of legendary professors, Dyson thrived in Cambridge’s intellectual ferment, working on, for example, the theory of partitions or reading about Kurt Gödel’s hypotheses, while still finding time for billiards and mountain climbing. After graduating and serving with the Royal Air Force’s Bomber Command operational research section, whose job it was “to demolish German cities and kill as many German civilians as possible,” Dyson visited a war-torn Germany, hoping through his experience to create a “tolerably peaceful world.” Juxtaposing descriptions of scientific breakthroughs with concerns for mankind’s future, Dyson’s postwar letters reflect the quandaries faced by an entire scientific generation that was dealing with the aftereffects of nuclear detonations and concentration camp killings. Over the course of the last few years, our healthcare system has begun a shift toward rewarding physicians for the quality of care rather than the quantity, and building off these efforts, providers, doctors, health systems, and payers are willing to explore new value-based arrangements and open the door to providing new benefits for their beneficiaries. The Medicare Access and CHIP Reauthorization Act began to shift Medicare towards being a more value-based payment system. Chapter 1 discusses the models that are working toward improve the quality of care and reducing cost. Total expenditures for the Medicare Part D drug program exceeded $100 billion in 2016. Part D plan sponsors may use a pharmacy benefit manager (PBM) to provide drug benefit management services for Part D coverage, such as negotiating drug rebates and other price concessions and paying pharmacy claims. Policymakers have sought a better understanding of PBMs' roles in the drug supply chain and plans' and PBMs' efforts to manage Part D drug spending and use. Chapter 2 examines, (1) the extent to which Part D plan sponsors use PBMs, (2) trends in rebates and other price concessions obtained by both PBMs and plan sponsors for Part D drugs, and (3) how PBMs earn revenue for services provided to Part D plans. The Social Security Act requires boards of trustees to issue reports to Congress by April 1 each year on the financial status of the Social Security and Medicare trust funds. Chapter 3 (1) describes how the boards of trustees develop the annual Trustees reports, and (2) examines the extent to which the boards of trustees have provided the reports to Congress by the April 1 deadline, and what factors account for any delays. The Centers for Medicare & Medicaid Services (CMS) implemented a competitive bidding program (CBP) for certain durable medical equipment (DME), such as wheelchairs and oxygen. The Patient Protection and Affordable Care Act required CMS to adjust fee-for-service payment rates for certain DME items in non-bid areas. On January 1, 2016, adjusted rates for 393 items went into effect in non-bid areas. Chapter 4 examines (1) payment rate reductions and any changes in the number of suppliers; (2) any changes in the utilization of rate-adjusted items; and (3) available evidence related to potential changes in beneficiaries' access to rate-adjusted items.

Disability-inclusive development is an essential condition for a sustainable future. In 2015, the United Nations adopted the 2030 Agenda for Sustainable Development, pledging to leave no one behind in the global efforts to realize the 17 Sustainable Development Goals. Without the world's one billion persons with disabilities - 15% of the world population - being included as both agents and beneficiaries of development, these Goals will never be achieved. Yet, persons with disabilities are still invisible and often left behind. This United Nations flagship report is the first publication to address, at the global level, the nexus between disability and the Sustainable Development Goals. It is also the first global analysis based on an unprecedented amount of data, legislation and policies from over 100 countries to understand the socio-economic circumstances of persons with disabilities and the challenges and barriers they face in their daily lives. This report examines new areas, like the role of access to energy to enable persons with disabilities to use assistive technology, for which no global research was previously available. And explores the linkages between the Sustainable Development Goals and the Convention on the Rights of Persons with Disabilities as well as other international relevant norms and standards relating to disability. Against the backdrop of all the available evidence, the report identifies good practices and recommends urgent actions to be taken for the achievement of the Sustainable Development Goals by, for and with persons with disabilities. Regarding climate changes, a key question has been the degree to which humans and natural factors have influenced observed global climate change. Chapter 1 traces the evolution of scientific understanding and confidence regarding the drivers of recent global climate change. Chapter 2 reviews how U.S. agencies address climate change as a potential driver of global migration. Chapter 3 examines reported federal funding from 2010 to 2017 and the extent to which reports on such funding are clearly linked to the federal fiscal exposure to climate change; the extent to which selected agencies reported climate change funding that supports programs where addressing climate change is the primary purpose; and the extent to which the primary purpose programs are fragmented, overlapping, or duplicative. The costs of recent weather disasters have illustrated the need for planning for climate change risks and investing in resilience as reported in chapter 4. For more than a decade, federal agencies have grappled with how to address climate change effects when implementing the Endangered Species Act of 1973 (ESA). As set forth by Congress, one of the main purposes of the ESA is to "provide a means whereby the ecosystems upon which endangered species and threatened species depend may be conserved." Chapter 5 analyzes the courts' role in shaping how the Services have factored climate change effects into ESA decisions and recent 2019 regulatory developments that aim to clarify how the Services consider and address climate change in their ESA decisions. Many governments hold that environmental degradation and climate change pose international and trans-boundary risks to human populations, economies, and ecosystems. International financial assistance, or foreign aid, has been a principal method for governments to support actions on global environmental problems in lower-income countries. As discussed in chapter 6 and 7, this assistance may include grants, loans, loan guarantees, export credits, insurance products, and private sector investment. On June 1, 2017, President Trump announced his intent to withdraw the United States from the Paris Agreement (PA), an international accord to address climate change over the coming century. Some observers argue that the Administration's decision to withdraw from the PA will (1) reduce the U.S. standing in the world by making the United States an international outlier on climate change, (2) strengthen perceptions that the United States is withdrawing from its traditional position of world leadership and becoming more inward-focused or even isolationist, (3) create an opportunity for China to assume a position of world leadership on climate change and perhaps other issues, and (4) make the United States appear less reliable as a negotiating partner, which could make it harder for the United States in the future to secure foreign cooperation for addressing other issues of mutual interest or to call on other countries to abide by their commitments in other international agreements as reported in chapter 8. Surface transportation is a major source of carbon dioxide (CO2) in the atmosphere, the main human-related greenhouse gas (GHG) contributing to climate change. At the same time, the effects of climate change, such as extreme heat, sea level rise, and stronger storms, pose a threat to transportation infrastructure. Chapter 9 seeks to address these two aspects of climate change with mitigation provisions that aim to reduce GHG emissions from surface transportation and adaptation provisions that aim to make the surface transportation system more resilient to a changing climate. For policymakers considering actions to reduce GHG emissions, various policy instruments are available. Over the last 15 years, many legislative proposals have involved market-based approaches, such as a GHG emissions cap-and-trade system or a carbon tax. These particular approaches may be considered in the 116th Congress and are discussed in chapter 10. As mandated by Congress, the U.S. Global Change Research Program produces regular National Climate Assessment (NCA) reports on the state of scientific knowledge about climate change and its effects on human and natural systems in the United States. According to NCA4, "annual losses in some economic sectors are projected to reach hundreds of billions of dollars by the end of the century" provided continued growth in emissions at historic rates. The findings of the NCA4 are the focus of chapter 11. In light of public concern over climate change, some stakeholders have asked to what extent publicly traded companies should disclose their climate-related risks. As reported in chapter 12, while current SEC requirements do not address climate-related risks expressly, publicly traded companies must disclose such risks if they are "material" under federal securities laws.
